NOTICE OF ADOPTION OF MINOR AND ADMINISTRATIVE AMENDMENTS TO BRISBANE CITY PLAN 2014 PURSUANT TO

SECTION 3 OF PART 1 (ADMINISTRATIVE), SECTION 6 OF PART 2 (MINOR) OF CHAPTER 2 OF THE MINISTER’S GUIDELINES AND RULES MADE UNDER SECTION 20 OF THE PLANNING ACT 2016

AND ADOPTION OF MINOR AND ADMINISTRATIVE AMENDMENTS TO PLANNING SCHEME POLICIES PURSUANT TO

SECTION 5 OF PART 1 OF CHAPTER 3 OF THE MINISTER’S GUIDELINES AND RULES

At its meeting on Tuesday 4 June 2019, Council adopted minorand administrative amendments to Brisbane City Plan 2014(City Plan) pursuant to Section 3 of Part 1 (administrative),Section 6 of Part 2 (minor) of Chapter 2 of the Minister’s Guidelinesand Rules and minor and administrative amendments to planningscheme policies pursuant to Section 5 of Part 1 of Chapter 3 ofthe Minister’s Guidelines and Rules entitled Minor amendmentpackage H.

The amendments apply citywide and to land in parts of Algester,Annerley, Ashgrove, Bald Hills, Belmont, Bracken Ridge, BridgemanDowns, Brisbane City, Calamvale, Carseldine, Chapel Hill,Doolandella, Dutton Park, Eight Mile Plains, Enoggera, Everton Park,Fairfield, Ferny Grove, Fig Tree Pocket, Gumdale, Hamilton, Hendra,Highgate Hill, Kelvin Grove, Kuraby, Mitchelton, Morningside,New Farm, Oxley, Red Hill, Runcorn, Salisbury, South Brisbane,St Lucia, Sunnybank, Taigum, Teneriffe, Toowong, Wavell Heights,West End, Woolloongabba, Wooloowin and Wynnum. Theamendments will commence on Friday 26 July 2019.

Purpose and General EffectThe amendments are intended to:• update mapping to reflect development approvals; • update and reflect current Council policies and infrastructure

design standards;• effect editorial amendments, including the removal of

redundant and out-dated terms;• align City Plan with the Queensland Heritage Register and

the Planning Regulation 2017.

Planning Act 2016

REDLAND CITY COUNCILPUBLIC CONSULTATION ON REDLAND CITY PLAN MAJOR

AMENDMENT PACKAGE 01/19 COMMENCES

Notice is given under the Planning Act 2016 and the MinistersGuidelines and Rules 2017 that on 1 August 2019, Redland CityCouncil (RCC) will commence public consultation for a proposedmajor amendment of the Redland City Plan 2018 (City Plan).

The City Plan is a planning instrument that assists RCC to managefuture growth and development in the City, in order to achievesustainable development. RCC continually makes amendments tothe City Plan in order to improve the instrument and keep it up todate. The General Major Amendment Package 01/19 seeks tomake changes to the City Plan as follows:

LOW DENSITY RESIDENTIAL ZONE• An alternative provision to the Queensland Development

Code (QDC) for side and rear boundary setbacks for lots in theLDR2 park residential precinct is proposed. The acceptableoutcome is proposed to be increased from the current five (5)metre setback to ten (10) metres. The intent of the change isto achieve amenity outcomes which are consistent with therural landscaping setting of the precinct.

• An alternative provision to the QDC provision for sitecoverage for lots in the LDR1 large lot and LDR2 parkresidential precincts is proposed. The acceptable outcomefor site coverage is proposed to be 30% (the QDC allows50%). The rationale behind this amendment is to ensuredevelopment footprints do not have an adverse impact onthe character and amenity of the existing landscape, andto reflect the requirements identified in the supersededRedlands Planning Scheme 2006.

• A new overall outcome is proposed, along with changes to anexisting performance outcome to indicate that the density ofdual occupancy development in this zone should not exceed1 dwelling per 400m².

MEDIUM DENSITY RESIDENTIAL ZONE• Changes to the front boundary setback are proposed. The

current setback is three (3) metres which does not providespace to park a vehicle in front of the building within theproperty boundaries. The amendment retains the three (3)metre setback, but requires a setback of 5.5 metres to agarage door to allow for vehicles to be parked in front ofthe garage without obstructing the verge.

BIRKDALE COMMONWEALTH LAND SITE• Changes to the strategic framework relating to the Birkdale

Commonwealth land are proposed, increasing the potentialmix of future uses to include tourism, recreation, open spaceand sporting activities.

ADULT STORES• The incorporation of provisions, similar to those contained

in the repealed State Planning Regulatory Provision (AdultStores), into the City Plan is proposed.

INFRASTRUCTURE WORKS CODE• The introduction of a new acceptable solution and performance

outcome is proposed, which seeks to achieve better visualamenity outcomes when retaining walls exceed one (1) metrein height.

FILLING AND EXCAVATION• Increased thresholds for filling and excavation are proposed

in all zones other than the conservation zone. The amendmentwill also elevate the level of assessment in areas coveredby the following overlays: environmental significance, coastalprotection, flood and storm tide hazard, and waterwaycorridors and wetlands. This will ensure the potential impactsof excavation and fill are considered for existing landconstraints or specific site values.

• A change to make all excavation and filling within theconservation zone code assessable, unless undertaken by RCC,is proposed. The rational is to ensure filling and excavationactivities do not have an impact on the high ecological valuesand/or drainage constraints that these properties contain.

ROAD MOVEMENT NETWORK IN SOUTH-EAST THORNLANDS• Removal of the requirement to provide a collector street

between Beveridge Road and Freshwater Street in the SouthEast Thornlands road movement network figures is proposed.The collector street in this location (18-22 Beveridge Road) isno longer considered necessary given the previous removalof the local centre zone and requirement to construct acommunity facility in this area.

DEVELOPMENT ALONG CANAL AND LAKESIDE ESTATES• Strengthening of the provisions in the City Plan in protecting

the structural integrity of revetment walls is proposed, inaddition to the introduction of new provisions dealing withresidential amenity and character within the canal andlakeside estates (in relation to setbacks, view lines andincorporation of open air design). The amendment also seeksto establish a precinct in the low density residential zonecalled LDR5 (canal and lakeside estates) to more easilyidentify the land parcels which these provisions apply to.

ZONE CHANGES• 145-167 Panorama Drive, Thornlands – Change from

environmental management to low density residential andconservation. The change recognises a small portion of the sitewhich is generally free from environmental and developmentconstraints, and increases protection of the balance of the lot;

• 85 Finucane Road, Alexandra Hills – Change from communityfacilities to recreation and open space to reflect the currentuse of the site as a park;

• 188 Wellington street, Ormiston – Change from low densityresidential to medium density residential, to be consistentwith the surrounding neighbourhood zoning to the south;

• 174-186 Wellington Street, Ormiston – Change boundarybetween medium density residential and recreation andopen space areas. The amendment reflects the surveyedtopographical features (top of bank) as a suitable point forthe split in zoning of the site to occur;

• 130-138 Allenby Road, Wellington Point – Change fromlow density residential to medium density residential to beconsistent with the surrounding neighbourhood zoning tothe north and west;

• 85-87 Lyndon Road, Capalaba – Change from recreationand open space to conservation. There is no plan toprovide formal park embellishments at this site. Theproposed zoning also recognises and further protects theenvironmental values of the site;

• 10-14 Napier Street, Birkdale – Change from communityfacilities (CF3-educational facilities) to community facilities(CF6-infrastructure). The change in zone is proposed as the siteis not used for educational purposes, is owned by QueenslandRail and directly adjoins the railway corridor. The amendedzone better reflects the potential future use of the land;

• 7 John Street, Cleveland – Change from recreation and openspace to principal centre. The change in zone is proposed asa result of the cessation of the adjoining child care operationsand to achieve consistency with the surrounding allotments;

• 159-169 Delancey Street, Ormiston – Change fromenvironmental management to conservation and low densityresidential. The change recognises a portion of the site whichis less constrained and could facilitate development, andincreases protection of the balance of the lot;

• 10 Burwood Road, Alexandra Hills – Change from low densityresidential to recreation and open space. The change in zonereflects the current use of the site as a park;

• 267-275 Wellington Street, Ormiston – Change from recreationand open space to community facilities (CF5 – places ofworship) and recreation and open space. The zone change is toreflect the current use of part of the site for a place of worship.

AMENDMENT PACKAGE AND MAKE ASSOCIATED CONSEQUENTIAL AND ADMINISTRATIVE AMENDMENTS

At its meeting on 28 May 2019, Brisbane City Council adoptedamendments to Brisbane City Plan 2014 , the Infrastructuredesign planning scheme policy and Structure planningplanning scheme policy to include the Coorparoo and districtsneighbourhood plan amendment package. The amendmentsapply to parts of the suburbs of Coorparoo, Greenslopes, CampHill, Holland Park and Holland Park West, and will commenceon 26 July 2019.

Purpose and General EffectThe proposed amendments are intended to: • Plan for opportunities for growth in accordance with

Council’s strategic framework (Greenslopes, GreenslopesMall and Holland Park centres);

• Enhance vibrancy around the centres and seek improvedpublic realm and built form outcomes; and

• Provide for housing diversity while continuing to protectvalued character housing.

ENEW07503218 has been approved to provide for the useof chemically treated solid timber, which may contain woodpreservative chemicals, in engineered wood products ordimensioned timber products. The end of waste code is validuntil it is cancelled, amended or suspended.
