What is a HCD?

• HCDs protect and manage change within historic areas so as to maintain their heritage value and character

• HCDs are enclosed by a boundary and

designated under Part V of the Ontario Heritage Act

• They reflect the historic significance and community heritage values of an area

• They are evaluated by heritage professionals,

planners, urban designers and archaeologists to determine cultural value

• HCDs are designated by bylaws that are

registered on title of each property

Why we designate HCDs

• HCDs contribute to our quality of life and the City’s competitive edge

• They reinforce our identity, create self awareness and promote social cohesion

• Our city’s heritage areas have history and character that contribute to a strong sense of place

• A HCD is a strong but sensitive tool for managing growth in a heritage sensitive environment

• Area and business improvements can be achieved within a values-based conservation planning framework

• September, 2006: Queen Street East is authorized by City Council for a HCD study

• April, 2012: “HCDs in Toronto: Procedures, Policies and Terms of Reference” adopted by Council

• October, 2012: Queen Street East is identified as a high priority study area

• July, 2013: GBCA retained by the City to complete the HCD Study

• October, 2013: GBCA holds first training session for survey volunteers

• October, 2013: Preliminary public consultation to introduce community to the HCD

Characteristics of heritage conservation districts (according to the Ministry of Culture: Ontario Heritage Tool Kit)

o A concentration of heritage buildings, sites, structures that are linked by aesthetic, historical and socio-cultural contexts or use.

o A framework of structured elements including major natural features such as topography, land form, landscapes, water courses and built form such as pathways and street patterns, landmarks, nodes or intersections, approaches and edges.
