its implementation of these plans had pro-

ceeded slowly and in early 1941 the regular

military establishment included only a few

thousand troops. There were somewhat

more than 100,000 reservists, but as a whole

they had received only inadequate training.

units could supplement this scanty diet with

the food taken along during the withdrawal

and never turned in at ration dumps, butsuch supplies were limited and lasted only

with aquatic life, and the QMC naturally

tried to tap this rich source of food. It es-tablished a fishery at Lamao, the center of

the industry, and sent local fishermen out on
