Pisces System Work Elements Produce environmental compliance documentation Daily sampling is continually monitored through the migration period to assure that section 10 ESA permit requirements, conditions and limitations are met. FPC staff attended the NOAA- Fisheries research permits and Oregon Scientific Take Permit workshop to meet obligations relative to SMP ESA permits Provide Technical Review During the third quarter of 2008 the FPC staff reviewed and developed a written response to a NOAA critique of a sockeye analysis, which is posted on the FPC website. The FPC staff continued to respond to requested reviews from the Washington Department of Ecology and the Oregon Department of Environmental Quality in support of the Adaptive Management Team. In

response to a data request precipitated by the Federal Action agencies May 2008 Issues Summary, the FPC reviewed RSW tests completed to date and summarized the results. Analyze/Interpret data The Fish Passage Center Annual Report for 2007 was completed and posted on the website after regional review. The Report was completed within the timeframe identified in the FPC work plan. All of the milestones for this task were completed in the third quarter of 2008. The FPC staff working with the Comparative Survival Study Oversight Committee completed the analysis and development of the draft Comparative Survival Study report for 2008. An internal draft was reviewed by the CSS Oversight Committee, comments and recommendations were incorporated into a draft which was posted on the FPC website for regional review. Staff participation in CBFWA/BPA hosted workshop to “Review, Evaluate, and Develop Strategies to Reduce Non-Native Piscivorous Predation on Juvenile Salmonids” The FPC staff responded to 24 data requests which are listed below. These ranged over a wide range of topics and were received from fish management entities and the public. These are listed below as was requested at the last Oversight Board meeting. 1. Develop RME methods and designs Development of new SMP data entry program. FPC has been in the process of developing a new data entry program for SMP. As part of this process FPC has coordinated development with fisheries managers through FPAC meetings and with the Army COE through FPOM. A series of meetings have been held over the past 3 months in which FPC has given an overview of the process, asked for input from fisheries managers and the COE and provided a timetable of tasks to be completed in order to implement the new program by the start of the 2009 monitoring season. The FPC anticipates that with the new data entry program there will be new reports generated that will fulfill the COE needs for daily data outputs from the SMP program. The FPC has been working directly with the COE to identify data outputs. The Standardization of condition monitoring In addition to the new data entry program, coordination is also taking place on the development of a standardized condition monitoring program. This effort includes close coordination with the COE through FPOM. Several meetings have been held with a special subgroup of FPOM to develop the metrics for the condition monitoring. Meetings have been coordinated through FPOM so that COE biologists and SMP biologists can meet with FPC staff to develop the program. To date agreement on the metrics have neared completion. The FPC will continue to meet with COE and SMP biologists to develop final protocols and to help tailor the data entry program to the needs of the final condition monitoring program. Create/manage/maintain database, maintain long term database, maintain SMP/CSS site data FPC32 software development for the SMP Program The development of a new FPC32 program is continuing. The batch data entry screens have been developed. Basic reporting functions have been developed and the standard reports have been created. In addition, a draft daily sub-batch fish condition report has been developed. A draft of the fish condition touch screen has been developed and is being reviewed by the SMP sites (see Figure 1).

• Built a new SQL Server for the Nez Perce SMP project and restored the database back to its original condition, also reconfigured their network setup so that they could access it from their desks as opposed to having to work directly on the server.

• Built a new web development computer • Built and reconfigured a new antivirus master server, all of the computers get their

antivirus updates from this computer and it maintains records of what virus are found on which computer.

• Introduced a new software program to the office called InDesign that is now used to develop the weekly report as well as all other large reports (FPC Annual Report, CSS Annual report).

Website updates Regular website maintenance continued this quarter. Additionally, work continued on updating the website to the new design and navigation formats. The spawning webpages have been upgraded. Several new spawning navigation pages were created to assist the user in locating the spawning data posted on our website (Spawning Data Homepage, Ives Island data, Spawning

Photos, Seining Data, Spawning Data, Strandings Data, Trapping Data and Emergence Data) (see Figure 2). The bull trout and lamprey homepages and queries were updated to our new web design (see figure 3). These pages utilized the tabbed shortcuts to group links to data pages for easier navigation. Finally, other tools, such as a table sort feature, were added to query results pages for easier navigation.

Three new survival navigation pages were created that will link the user to each of our planned survival data queries. These pages included the survival homepage, the smolt-to-adult survivals homepage and the juvenile survival estimates homepage (see figure 4). Previously, the staff had developed a web database of our survival data and a few prototype queries for this data. This quarter we updated the web database with current data and updated/completed two of these prototype queries. After review by the staff, these two queries were added to the website. These queries included the CSS annual in-river smolt survival estimates map query and the CSS SARs by study category data query (see figures 5-7). Several users have begun using these pages including citizens, US Fish and Wildlife and staff at the University of Washington.

The FPC site had 6,936,332 successful hits on our website during the 3rd quarter of 2008 with 406,328 visits or user sessions. Approximately 81% of the user sessions were from the United States. Approximately 1.34% of the user sessions were international with about 18% of unknown origin. During the 3rd quarter, we averaged 75,394 hits per day, 4,416 user sessions per day. The average user session length was about 5 minutes. The number of unique visitors was 83,643. Of these unique visitors, 57% visited once and 43% visited more than once. We log all data requests via the web. The number of requests between 7-1-2008 and 9-30-2008 was 80,102. The following figures illustrate our website use and our audience for the third quarter of 2008.

Manage and Administer projects Produce a plan Significant effort was expended on finalizing and coordinating mark group plans for the CSS study. Marking plans, budgets and work statements were developed for all cooperating agencies in the CSS study. Plans and budgets were finalized and submitted to BPA. Coordination for distribution of tags through PSMFC and BPA was completed. All PIT tag forecasting requirements for the CSS and the SMP were completed. During the third quarter preliminary budgets were developed for the SMP for 2009. FPC work statements and budgets for 2009 were developed with BPA for the CSS study and the FPC project. Produce status reports All Pisces status report requirements were met for the SMP, CSS and FPC projects for this quarter. Produce annual progress reports. The FPC Annual Report for 2007 was completed and posted on the web, according to due dates reflected in the FPC work statement. The draft CSS Annual repot for 2008 was posted on the FPC web site and distributed for regional review according to the schedule in the FPC work statement. Regional Coordination, Fish way Inspections/FPAC Fish facilities inspections took place according to schedule and were completed for all projects during this quarter. The monthly reports were posted on the FPC web site. Agency agreements for funding the inspection program were drafted and distributed to participating agencies for review and signature.
