I. Background
A. PNPM-Green: It is a pilot-project which is designed in part to mainstream natural
resource management and renewable energy issues within the core operations of the
national PNPM-Rural program. On Sulawesi Island (North Sulawesi, South Sulawesi, West
Sulawesi, and Southeast Sulawesi), PNPM-Green has been active since 2008, and in 2010,
the pilot program expanded into four provinces on Sumatra Island (Aceh, North Sumatra,
West Sumatra and Bengkulu). A key component of PNPM-Green – to which
approximately USD 5.3 million has been allocated – is the technical assistance provided by
Indonesian and international civil society organizations (CSO). The CSO partners are
responsible for delivering environmental awareness raising and training activities to the
pilot’s community beneficiaries and local government officials to assist in the design and
implementation of viable ‘green sub-projects’. These sub-projects are financed through the
PNPM-Green block grants and are focused in improved NRM practices, environmental
conservation, environmentally-sound income generating activities, and RE. As PNPM-
Green is currently designed, there is CSO coverage in the eight target provinces.
B. Operation Wallacea Trust (OWT): It is a CSO has Grant Agreement with the World Bank
to conduct environmental awareness and training to local community and PNPM-Green
actors at village and kecamatan (sub-district) level and mainstreaming sustainable
development at districts and province level in the Pilot PNPM-Green in South (S) and South
East (SE) Sulawesi Province. Total grant agreed for this contract agreement until October
2012 is USD 1,446, 600.
C. OWT intervention and approach: Since 2008, our interventions have been focused at
village and sub-district level, in the form of environmental awareness and training, technical
assistance and facilitation to ensure the program and its associated block-grant will enable to
raise the quality of beneficiaries’ livelihoods. Community based environmental program will
only be sustainable if they enable to open new opportunities to local community livelihoods.
Natural resource management (NRM) and renewable energy (RE) initiatives within PNPM-
Green will only be sustainable if they can enhance income generating activity (IGA) or
reduce poor household expenditure. Green block-grant only acts as a ‘starter’ or ‘stimulant’,
whether those end-up to environment and livelihoods improvement or not will heavily
depend on the quality of community facilitation. Taking this in mind, the success of PNPM-
Green will require extra ordinary facilitation efforts at grass-root level.
II. Executive Summary
A. English
0.1. OWT full facilitation supports on PNPM-Green pilots in S and SE Sulawesi: Under
TF-090977, during the reporting period, OWT has provided full supports in two provinces in
Sulawesi, i.e. SE Sulawesi (since November 2007) and S Sulawesi (since April 2012).
Based on the fifth amendment of Grand Agreement (14 March 2012), we received
‘Additional Grant’ of USD 296,950 until 30 October 2012. Considering that the effective
start of S Sulawesi activities was two months delay, while we need to strengthen exit
strategy in both provinces, in mid June, we submitted revised workplan in Sulawesi along
with revised budget and procurement plan to support our proposed no-cost extension until
31 December 2012.

0.2. PNPM-Green facilitation sites in Sulawesi under TF-090977: SE Sulawesi: Muna,
Buton and Kolaka Districts, which are composed of 9 sub-districts (kecamatan). Buton
District: Pasarwajo, Sampolawa, and Mawasangka; Muna District: Tongkuno, Lawa, and
Napabalano; Kolaka District: Ladongi, Lambandia and Watubangga. S Sulawesi: Maros,
Wajo and Tana Toraja Districts, which are composed of 9 sub-districts. Maros District:
Marusu, Tompobulu and Bontoa; Wajo District: Bola, Takkalalla and Tanasitolo; Tana
Toraja District: Gandang Batu Sillanan (Gandasil); Sangala Selatan and Bonggakaradeng.
0.3. The stage of PNPM-Green Cycle: During the reporting period, both provinces for 2012
fiscal year has passed the stage of MAD-II, MAD-III and till the end of June 2012 has
reached MD Information or preparation of sub-project implementation. As reported on the
previous Quarterly Report (QR 1/January–March 2012), the 2011 cycle had reached MDST
or hand over the sub-project to village responsibility, during this reporting period has
reached maintenance and sustaining stages of the last implemented sub-projects.
0.4. CIDA and PNPM-Green Task Team Leader (TTL) visited to Tana Toraja District (9-
12 April): We facilitated the visit of Ibu Rashmi Sharma (Counselor of CIDA) accompanied
by Ibu Chloe Oliver (PNPM-Green TTL) and Pak Prianto Wibowo (Task Team member) to
Toraja District. During the visit, we facilitated district stakeholder’s coordination meeting to
socialize the role of OWT in the PNPM-Green, visited Biogas sub-project in Gandasil,
women group developing organic fertilizer/BLM 2009 and Orchid breeder/BLM 2009 in
Makale ((10 April) and several tree planting sub-projects/BLM 2010 in Sangala (11 April).
The District coordination meeting was attended by key government and Bapak Bupati Tana
Toraja (Bapak Theofillus Allorerung, SE)
0.5. PSF and PMD implementation support mission (18-22 June): We had mid-year
implementation support mission: i.e. Pak Saleh Siregar (PSF field team member), Bu Wulan
(PSF Communication), Pak Triyoko and Pak Wawan (PMD-Jakarta). The team visited
Buton District (Pasarwajo and Mawasangka) and Muna District (Tongkuno, Lawa and
Napabalano). During the visit, we facilitated the Team to have a meeting with the Head of
BPMD Buton and PJO-Kab Buton (18 June); PJO-Kab Muna, Head of DPRD (Parliament)
and Vice Head of DPRD of Muna District (20 June), PJO-Prov (21 June). We also provided
feed-back on the first draft of Back to Office Report (BTOR).
0.6. Our principle facilitations in both provinces during the last three months: (a) together
with Green-Facilitators facilitated PNPM cycle to ensure that the process follow the spirits
of community driven development; (b) provided awareness rising, training and field
technical assistances to PNPM key actors and stakeholders; (c) facilitated the establishment
of demonstration pilots (‘demplot’) to inspire community on site-specific sustainable
activities related to NRM, IGA and RE in S Sulawesi Province (d) prepared exit-strategy on
the maintenance and development of PNPM-Green investment in S and SE Sulawesi; (i)
strengthened community institution (Village Regulation; business development and
marketing); (ii) enhanced sense of ownership of key development agents, i.e. extension
workers, key village government/KVG and key village champions/KVC etc. at village and
(sub) district level; (iii) enhanced sense of ownership of politicians (DPRD) and
government on PNPM-Green investment.
0.7. Specific facilitations in SE Sulawesi Province: (a) Continued to conduct intensive
facilitation for planting sub-projects implementation and maintenance of 5 villages per Pilot
Kecamatan (45 villages); (b) Facilitated Village Regulations on benefit sharing mechanism
of planting activities (5 villages); (c) Mainstreamed PNPM-Green at grass-root level through
film screening and interactive dialogs at sub-village level during the night using ‘My

Darling‘1 car; (e) Facilitated the visit of DPRD (District Parliament) and relevant SKPD
(District Agencies) to PNPM-Green smart practices; (f) ‘Village to village’ facilitation on
sub-project budget making process involving all key village actors and sub-project
beneficiaries; (g) Distributed ‘Lestari Desaku’ magazine; (i) Facilitated secondary school
students on tree planting campaign of the spring water catchment areas; (h) Training for
FKL and PNPM-Green Key actors.
The detail list of activities during the reporting period and its link to Performance Indicators
is presented in Appendix 1 of the report.
0.8. Specific facilitations conducted in S Sulawesi Province: We replicated relevant and
smart practices activities we have facilitated in SE Sulawesi to S Sulawesi Province, among
others: (a) Identify natural resource potential and problem on every sub-district (9 sub-
districts); (b) Organized District workshop to socialize the roles of OWT and call for
collaborative supports on PNPM-Green implementation; (c) Organized Sub-district
workshop (9 Sub-districts) to understand; (i) progress and problems of 2011/2012 project
implementation; (ii) NRM potential and problems: (d) Installed ballyhoo to promote PNPM-
Green at sub-district level; (e) Mainstreamed PNPM-Green at grass-root level through film
screening and interactive dialogs at sub-village level during the night using ‘My Darling’
car; (f) ‘Village to village’ facilitation on sub-project budget making process involving all
key village actors and sub-project beneficiaries; (g) Conducted intensive facilitation for
planting sub-projects implementation and maintenance of 5 villages per Pilot Kecamatan (45
villages); (h) Provided technical assistances on biogas installation (Gandasil, Tana Toraja,
BLM 2011), self funded biogas installation by local community (Gandasil, Tana Toraja) and
facilitated the establishment of biogas demplots (Bola, Wajo; Marusu, Maros); (i) Facilitated
the establishment of income generating activities for women groups: (i) plastic waste
handicraft (‘Loro Lestari’), Bontoa, Maros; (ii) making fish crackers, Bontoa, Maros; (iii)
Mangrove fat fattening, Bontoa, Maros; (iv) mangrove nursery, ‘Bokko Lestari’, Bontoa,
Maros; (v) Facilitated the establishment of Orchid breeder ‘Anggrek Melona’, Makale, Tana
Toraja; (j) Facilitated tree planting (Sukun/Arthocarpus communis) campaigns in Bontoa,
Maros (1000 tree seedling planted); (k) Facilitated demplot on the making of livestock
fodder ‘Silase’ and ‘concentrate’ (Tompobulu, Maros); (l) Youth environmental campaigns
on secondary schools students in Wajo, Maros and Tana Toraja; (m) Training for FKL and
PNPM-Green Key actors.
The detail list of activities during the reporting period and its link to Performance Indicators
is presented in Appendix 3 of the report.
Some new developments, approaches and important facilitations during the reporting period
are highlighted below:
Performance Indicator 1: Well-trained PNPM-Green facilitators and other local
PNPM stakeholders, who can ignite and facilitate ‘green’ projects within PNPM, not
limited to those within PNPM-Green Target Locations.
1.1. Supported DANIDA training on NRM in Sulawesi and Sumatra: the publication of
NRM manual, booklets and fly-over was directly followed with training implementation on
NRM for FKL and Setrawan (civil servant facilitators) in four regions (Manado, Makassar,
Medan and Bukittinggi) involving participants of three provinces in Sulawesi (North, South,
and South-east Sulawesi) and Sumatra (Aceh, North Sumatra and West Sumatra). The

training was conducted during June and July 2012.2 We provided full supports on training
implementation and delivered 4 subjects, i.e. (a) Introduction of Natural Resource
Management; (b) Catchment Area Management; (c) Selection of tree crop species; (d) Tree
planting. We also facilitated the preparation and implementation of one-day practical
exercise in the field, i.e. Makassar (13 June) and Bukittinggi (4 July).
1.2. Training for UPK, KPMD and PL on PNPM-Green smart practices in S Sulawesi:
Considering the limited innovative PNPM-Green sub-projects in South Sulawesi Province,
we delivered two days training on PNPM-green smart practices (as already developed in SE
Sulawesi, either at demplot or block-grant/BLM sub-project). To intensify training
implementation, which should be in line with the on-site potential and environmental natural
resource problem, the training was organized on every sub-district.
1.3. Training for FKL and PJOK on seed extraction and germination of Jabon Merah
(Anthocephalus cadamba) in S and SE Sulawesi (13 June 2012): Jabon Merah is being the
most preference fast growing tree species in Sulawesi, as the timber is highly suitable for
building construction, the tree stem is straight, while its free branch is higher than other
common fast growing species such as Gmelina arborea (Jati Putih) or Albizia falcataria
(Sengon). Due to its tiny seeds, farmers often experience difficulties to extract and
germinate the seeds. The implication: farmers have to rely on the supply of Jabon Merah
seeds and seedlings from Java, which is expensive (7 – 10 millions/kg), while vulnerable
against poor growth and productivity3. Considering the abundant availability of Jabon
Merah trees in Sulawesi, there is a pressing need to train farmers on seed extraction and
germination. During the last two months, we have delivered training on the techniques in
Maros, Wajo, Tana Toraja and Kolaka Districts. We made use Danida training in Makassar
to train FKL and PJOK from S and SE Sulawesi on Jabon seeds extraction and germination.
It was inserted during Danida fieldwork in Tompobulu, Maros. The trainer was OWT
farmers training specialist (Pak Mansyur).
1.4. Training for FKL and PJOK on the making liquid fertilizer from cows dung in S and
SE Sulawesi (13 June 2012): So far, we have developed liquid fertilizer out of the biogas
slurry. Considering biogas installation is costly, we introduced technique to develop liquid
fertilizer directly from cow dung. The advantages of liquid fertilizer in comparison to solid
fertilizer (compost), the former has better chemical absorption and easier to transport (not so
bulky and heavy). Considering the abundant of cows in rural areas, there is another pressing
need to train local community on the technique. During the last two months, we have
delivered training on the making of liquid fertilizers in S Sulawesi. The training was also
inserted during Danida fieldwork.
1.5. Facilitated coordination meeting at district level in S and SE Sulawesi: We
continuously facilitate monthly coordination meeting with key PNPM-Green actors and
stakeholders at district level.
1.6. Published and distributed ‘Lestari Desaku’ magazine: On the beginning of June, we
published and distributed the first edition of ‘Lestari Desaku’ (My Sustainable Village; 35
pages), The magazine is aimed as an environmental awareness raising material for key
village governments (KVG)/champions (KVC) at sub-district and village level on natural
resource management (enhance productive use of local resource); village governance and

The seeds planted on a certain site are best if they are collected from trees which grow well in that area.

promotion of PNPM-Green smart practices. A particular green income generating activity
is selected as a focus on each edition of the magazine which will be published on quarterly
basis. The focus of the first edition is Oyster Mushroom Cultivation (budidaya jamur tiram)
as a potential green business in rural area. The focus, apart from discussing technical detail
on the key ‘secret’ success of mushroom cultivation, it also make the readers aware on the
key success to start operating the business. The magazine is attached with a DVD film
which provides visual detail and soft-file of written manual on the step-by-step process of
the cultivation. The list of contact agencies and persons are also provided. The dream behind
the making of the magazine is to make rural people aware on their on-site abundant
resources which should be able to improve their livelihoods. We need to strengthen village
governance to make them independence (mandiri); they should be able to build their life
without too much expecting outsiders. The magazine can also be visited on www.owt.or.id
1.7. Published Information Education and Communication (IEC) materials:
(a) DVD Film on Catchment Area Management: This DVD film is composed of six films:
(i). Manmade natural disaster (Bencana Alam Buatan Manusia); (ii) One Catchment One
Management (Satu DAS Satu Pengelolaan); (iii) Planting campaigns in Agam District
(Agam Menanam); (iv) Giant Sponge of Indonesia (Karet Busa Raksasa Indonesia); (v)
MHP for People and (vi) Nursery development (Persemaian dan Pembibitan).
(b) DVD film on PNPM-Green Smart Practices: This DVD is composed of five films: (i)
Vegetative propagation technique (Teknik Pembibitan Vegetatif); (ii) PNPM-Green smart
practices (Praktik Cerdas PNPM-Green); (iii) World Bank Supervision Mission in SE
Sulawesi; (iv) Mushroom Cultivation (Budidaya Jamur); (v) The making of Kascing
Fertilizer (Pupuk Kascing).
(c) Two Posters: (i) ‘Save and Protect Watershed Area: for the sustainability of life
supporting system from ridge to reef; (ii) Making money out of the waste (Dari Limbah
Menjadi Rupiah). Each poster was printed for 1500 copies. Each poster (50 posters for each
district) have been framed using woods or aluminum and installed on strategic sites, such as
UPK office, district agency offices, village halls, restaurants, schools etc.
(d) One leaflet: Selection of tree species for land rehabilitation (Pemilihan Jenis tanaman
untuk rehabilitasi lahan).
(e) Reprinted seven leaflets: (i) Vegetative propagation technique; (ii) Planting technique;
(iii) Planting ‘Gaharu’; (iv) Biogas; (v) Organic fertilizer; (vi) CCB; (vii) Nursery.
1,8. Conducted survey on project beneficiaries perception on IEC publication: In response
to PSF Task Team suggestion that we need to evaluate the effectiveness of the distributed
IEC and film screening, on mid June, we designed questioners and interviewed 200
respondents on each sub-district. The data acquisition has been completed and now is in the
processing stage. We will report the feed-back of our published IEC on the next Quarterly
Report.
Performance Indicator 2: Local community members (including women) who are
aware of environmental issues and sustainable natural resource decisions that they can
participate in.
2.1. Together with Green Facilitators Facilitated budget design: During April-June, 2012’s
PNPM-Green cycles in S and SE Sulawesi Provinces have passed MAD-II, MAD-III and

MD Information. The critical step between MAD-II and MAD-III was budget (RAB)
design. As realized that the output of MAD-II is the rank of village proposal and target
number of sub-project (e.g. land rehabilitation area in ha), while the detailed budget has not
yet defined during that stage. As such, after MAD-II, PNPM-Green actors have to conduct
price survey (e.g. the unit price of tree seedling4 etc.), as reference to count the exact amount
of fund required of each sub-project. The budget making was used to be made by FKL with
limited involvement of key PNPM actors. Such process was not only lack of transparency
and participation, but also negates the need of PNPM actor capacity building on budget
development. The poor participation of local development actors (such as KVG) leading to
poor ownership of the project. We made use the ‘integration’ process (where the process is
not in a hurry) to stimulate PNPM actors and stakeholders at village level on budget (RAB)
making. This included the following process: (a) Together with Astal, FKL, KPMD and
TPK to conduct price survey of raw materials; (b) ‘Village to village’ facilitation on sub-
project budget making process together with FKL, TPK, KPMD, KVG and involved sub-
project beneficiary’s candidates. The budget meetings held on Village Office whom KVG
are easily involved. The latter involvement may be considered as positive improvement of
community driven development approach.
2.2. Development and promotion of appropriate technologies: We continuously developed
innovative of environmentally sound appropriate technology (Teknologi Tepat Guna/TTG)
applicable on rural community and facilitated its adoption. In this Quarter, we have
introduced six new innovative green sub-projects:
(a) Portable solar drier: It can be used to dry coffee, seaweed, clove, seeds etc. It is made
from timber, plastic, and thin metal. We introduced such simple equipment for seaweed
farmers in Mawasangka, Buton, SE Sulawesi. The equipment is movable and able to
raise air temperature in the dryer room until 60 degree Celsius. See Figure A.5.1.
(b) Improve electronic set-up to enhance the brightness of LED lamps of Solar Photovoltaic
(PLTS) in Mawasangka and Sampolawa, Buton, SE Sulawesi. See Lesson Learned No.
38/2012 in this report.
(c) Using aqua-bottles waste which easily found on the sea-shore for media containers
(poly-bags) of mangrove nursery in Bontoa, Maros, S. Sulawesi.
(d) In line with Government mission to limit the use of benzene, we trained farmers on how
to use gas (to replace benzene) as fuel for generator pump to uptake water for sawah
(paddy field) irrigation, in Wajo, S Sulawesi.
(e) Technique to make liquid fertilizer from livestock dungs in S and SE Sulawesi.
(f) Technique to make liquid fertilizer from organic waste (water spinach/Kangkung, water
weed/Enceng Gondok) in Tana Sitolo, Wajo, S Sulawesi.
2.3. Facilitated women group to developed nursery, handy-craft and fish-based chips in S
Sulawesi: We put special attention of our relatively short facilitation to help women group
to develop productive activities using abundant resources surrounding their house; (a) we
facilitated the development of mangrove nursery (Bakko Lestari) in Ampekale Village,
Bontoa, Maros which also involved their children. To stimulate their self-funded (voluntary)
activity, we facilitated Bakko Lestari on the development of: (i) public library for children;
(ii) mangrove crap fattening demplots; (iii) the making and marketing of chips from fish
(See Figure A.5.9. and A.5.10); (b) we facilitated the establishment of women group to
make handicraft out of plastic waste (Loro Lestari) in Botolempangan Village, Bontoa,
Maros. We granted three sewing machines and supported the marketing of the products;. .

2.4. Facilitated environmental education for students in S Sulawesi: We received great
support from the Head of Wajo District Education Agency to deliver environmental
education for elementary and secondary school students; (a) we delivered training and
facilitation on the making of organic fertilizer (solid and liquid), nursery and biogas on SMA
II, SMA III Sengkang and SMA Bola; (b) Training for key secondary school teachers on the
development of local content environmental education curriculum and introduction of
PNPM-Green smart practices; (c) facilitated day-to-day environmental education in SMA II
Sengkang-Wajo; the school has recently received ‘Adiwiyata’ (environmental education)
award from the Ministry of Environment.
2.5. Reduced marketing facilitation: Understanding that OWT will have limited access to
facilitate CCB marketing after the end of PNPM-Green in Buton; we directly linked Kaluku
Harapan (KH, village enterprise which produce CCB, Mawasangka) with the Association of
Javanese Restaurants (AJR) in SE Sulawesi. AJR is association of small and medium scale
Javanese restaurants (‘Bakso Solo’, ‘Sri Solo’, ‘Warung Jowo’ etc.). Since April 2012, we
introduced CCB to AJR and since May, we directly linked AJR to KH and let them have
direct business transactions.
2.6. Completed first round of film screening through ‘My Darling’ car: Since March 2012,
in collaboration with local NGOs, we have started to use awareness rising car for
disseminating environmental issues on every village. Until the end of June ‘May Darling’
awareness has just completed the first round for Buton, Muna and Kolaka, While for South
Sulawesi has just completed Maros and Wajo Districts. The awareness rising methods: (a)
During the day: coordination with key village governments and champions and
announcement; (b) During the night (7 – 10 PM): (i) Socialization on PNPM-Green; (ii)
Film Screening; (iii) Discussion by delivering list of questions related with films and
PNPM-Green Program. The topics of film screening are arranged in line with the main
potential resource and environmental problems of the village. To energize participants, we
provided prizes for some actives participants (T-shirts and books, about USD 20 in total).
Each film screening is normally attended by 100 – 150 people.
2.7. Facilitated tree planting maintenance for 2011 sub-project: We provided maintenance
support on tree planting sub-projects in all targeted districts in S and SE Sulawesi Province.
(See Figure A.5.2). Our support is composed of the following activities: (a) facilitated
replanting (penyulaman) about 2 months after planting; (b) facilitated the making of organic
fertilizer (Bokashi) and its application; (c) facilitated regular (every two months) weeding
and soil tillage surrounding the planted trees. Such event is organized in association with
regular village voluntary working day (‘gotong-royong’). This facilitation is important, since
after MDST (hand-over meeting), limited PNPM-Green actors who are able to care
(including FKL) the fate of PNPM-Green investment. During the last two years (2010 and
2011) we provided special care on tree planting sub-project implementation in SE Sulawesi
Province. This includes: (a) Verification on the quality of tree seedlings; (b) Verification
the number of planted tree seedlings to compare with Budget planning (RAB); (c)
Facilitation of planting activities to ensure that every single tree seedling will be planted
properly according to its light demand, cropping pattern (open area or enrichment planting),
physiographic of the planting sites (gentle or steep slope) etc. We select 5-6 facilitation
villages for each sub-district.

Performance Indicator 3.Adoption by regional governments of natural resources
governance issues as an integral part of the policy development and decision making
process.
3.1. Socialization OWT roles and promotion of PNPM-Green in South Sulawesi Province:
Despite PNPM-Green has been operated about five years, there are many key stakeholders
at district level who have not yet been familiar with the program. The underlined reasons:
(a) frequent tour of duty of key government persons at district level; (b) lack of coordination
with key stakeholders at district level. In response to the problems, we made use the
socialization of our roles in Tana Toraja, Wajo and Maros Districts to refresh the
commitments of key stakeholders at district level to the program.
The activities have resulted significant supports to PNPM-Green:
(a) Tana-Toraja: BPDAS Saddang and Tana Toraja District Forestry Agency supplied tree
seedlings to support our planting campaigns involving secondary students and local
community. We have excellent collaboration to organize planting campaign during the
celebration of World Environmental Day (5 June 2012); we also assisted them to plant the
remaining tree seedlings stock from Kebun Bibit Rakyat (KBR, community nursery
facilitated by BPDAS and Forestry District Agency) which have been over-mature in the
nursery and need urgent planting before dry season coming.
(b) Wajo: (i) Wajo District Education Agency have supported us to provide NRM training
and development of nursery, biogas and organic fertilizer demplots on the secondary schools
yards involving students; (ii) Wajo District Forestry Service and Environment Agency
(BPLHD) support our regreening initiatives on brick making industrial areas in Tanasitolo,
Wajo; (iii) BPLHD allocated working room in their office for OWT staff.
(c) Maros: (i) BPMD together with us to organize 1000 tree seedlings planting during
Jambore PNPM (25 June 2012), held in Leang-Leang, Bantimurung, Maros; (ii) Maros
District Environmental Agency involved our weekly environmental awareness discussion in
the Radio.
3.2. Facilitated field visit to PNPM-Green Smart Practices for DPRD and SKPD in Muna
District: To promote PNPM-Green smart practices to key development decision makers in
Muna District, we facilitated the visit of Key politicians (DPRD/District parliaments) and
Key government officials (head of district agencies) to PNPM-Green smart practices in
Tongkuno and Lawa Sub-districts. We were successful to bring the most influencing key
persons in Muna District to have groundtruthing: (a) Head and Vice Head of DPRD; (b)
Head of Budget Commission and Head of Environmental Commission (DPRD); (c) Head of
BPMD, Head of Environmental Agency, Head of Agriculture Agency, Head of Forestry
Agency and staff, PJO Kab. During one-day trip, we facilitated them to visit: (a) Demplot
fish aggregating device (Rumpon) in Oempu Village, Tongkuno; (b) Planting trees
(Biti/Vitex sp) block-grant at Lapandidi Village, Tongkuno: (c) Demplot Biogas and liquid
fertilizer making in Lahontohe Village, Tongkuno; (d) Wakante Spring Water Ecotourism in
Lahontohe Village, Lawa; (e) Biogas replication funded by Muna District Environmental
Agency in Wamelai and Madampi Villages, Tongkuno. DPRD was very impressed on
Wakante Ecotourism, as a follow-up the visit, DPRD allocated 300 million (Rp) for 2013
budget year which will be allocated to develop fresh water fish ponds (for fishing site) on
the surrounding Ecotourism areas. See also Success Story No. 19/2012.

3.3. Facilitated field visit to PNPM-Green Smart Practices for SKPD in Buton District:
We did the same facilitation as we conducted in Muna District. Unfortunately, it is different
with Muna; Buton political situation was not conducive due to a long Bupati election
political conflicts. We facilitated the Head of Bappeda, Forestry and Agriculture to have
groundtruthing on the following sites: (a) Tree planting (Mahoni, Swietenia mahagony)
block-grant, Kombeli Village, Pasarwajo; (b) Awainulu Spring Water Ecotourism in
Awainulu Village, Pasarwajo; (c) Demplot ‘Smart-Practice House’ (nursery and organic
fertilizer making) in Kahulungaya Village; (d) Manggo planting block-grant in Bangun
Village, Sampolawa; (e) Albizia planting block-grant in Sandang Pangan Village; (f) Laloya
Spring Water Ecotourism in Gunung Sejuk Village.
Performance Indicator 4: A sustainable capacity among both [PNPM] facilitators and
[PNPM] stakeholders of all levels to continue the implementation of locally driven
‘green’ development investment and to expand its geographic coverage to new areas.
4.1. Promoted PNPM-Green in S Sulawesi Province: We promoted PNPM-Green on
‘South Sulawesi Farmers and Fisher Union’ (PPNSI) workshop held in Makassar (23 June
2012). All representatives from 25 districts were impressed with OWT smart practices
films. We received training and facilitation requests from the representatives of several
districts: (a) Goa District asked for biogas training; (b) Sidrap District asked training to
process plastic waste for handicraft; (c) Pangkep District asked training for organic farming.
We will allocate time and resource to train biogas in Goa District and organic farming
training in Sidrap District.
4.2. Facilitated the making of Perdes on benefit sharing mechanism in SE Sulawesi:
About 70% activities of PNPM-Green sub-projects are tree planting on farmer land, as such,
farmers who own and manage their land have better position to access project benefits
compared to landless, while the main target of PNPM is poor farmers whom mostly are
landless farmers. Similarly with biogas installations (which are installed on farmer’s house
who manage at least two cows), this again put ‘rich’ farmers on better position to access
project benefit rather than the poor. In response to future problem which may arise during
tree harvesting and other uses of PNPM-Green investment, we facilitated the formulation of
Village Regulation (Perdes) on benefit sharing mechanism of tree planting sub-project in
Oengkolaki, Mawasangka (Buton), Gunung Jaya, Ladongi (Kolaka), SE Sulawesi.
4.3. Facilitated the formulation of legal drafting on the use of water resource and
protection of spring water catchment areas in Muna District: During the meeting with the
Head and Vice Head of DPRD on 20 June, witnessed by the PSF and PMD Implementation
Support Mission Team, we agreed to support multi-stakeholders meeting to formulate legal
drafting of District Government Regulation (Perda) on the use of water resource and
protection of spring water catchment areas in Muna District.
4.4. Stimulated integration of related regional program to support the sustainability of
PNPM-Green program in SE Sulawesi: To ensure the sustainability of the program, since
2008, we invited NRM related program to synergize efforts on the smart-practices
environmental program which have been initiated by PNPM-Green. Some success stories of
the integration program is presented on Section 5 (PNPM-Green beneficiaries stories) in this
report.
4.5.Supported PMD to formulate Regulation on Catchment Management: We
continuously stimulated Centre PMD (Jakarta) to develop General (Pedoman Umum) and

Technical Guidelines (Petunjuk Teknis) on Catchment Area Management Implementation at
district level, especially related to capacity building and institutional development. Since
December 2011, the Author has been appointed by PMD as member of expert team in the
development process of the guidelines. We have also been involved on PMD technical
assistance program on catchment area management in the Eastern and Western Indonesia.
B. Indonesian
0.1. Fasilitasi OWT secara penuh dalam mendukung Program Pilot PNPM-Green di
Sulawesi Selatan dan Sulawesi Tenggara: Berdasarkan TF-090977, selama periode
pelaporan, OWT telah melakukan dukungan penuh pelaksanaan program PNPM Green di
dua provinsi yaitu: Provinsi Sulawesi Tenggara (sejak November 2001) dan Sulawesi
Selatan (sejak April 2012). Berdasarkan amandemen kelima dari Grand Agreement (14
Maret 2012), OWT telah menerima “Tambahan Dana Grant” sebesar USD 296.950,-
hingga 30 Oktober 2012. Memperhatikan permulaan efektif kegiatan di Sulawesi Selatan
telah mengalami keterlambatan selama dua bulan, sementara kami memerlukan penguatan
strategi di kedua provinsi, maka di pertengahan bulan Juni, kami menyampaikan revisi
rencana kerja di Sulawesi bersamaan dengan revisi rencana anggaran biaya dan
pengadaan untuk mendukung pengajuan usulan “perpanjangan tanpa penambahan biaya
(No-Cost Extension) hingga 31 Desember 2012.
0.2. Lokasi Fasilitasi PNPM-Green di Sulawesi di bawah TF-090977: Provinsi Sulawesi
Tenggara:: Kabupaten Muna, Buton dan Kolaka, yang terdiri dari 9 kecamatan. Kabupaten
Buton (Kecamatan Pasarwajo, Sampolawa, dan Mawasangka); Kabupaten Muna
(Kecamatan Tongkuno, Lawa, dan Napabalano); Kabupaten Kolaka : (Kecamatan
Ladongi, Lambandia dan Watubangga). Provinsi Sulawesi Selatan : Kabupaten Maros,
Wajo dan Tana Toraja Districts, yang terdiri dari 9 kecamatan. Kabupaten Maros
(Kecamatan Marusu, Tompobulu dan Bontoa); Kabupaten Wajo (Kecamatan Bola,
Takkalalla dan Tanasitolo); Kabupaten Tana Toraja (Kecamatan Gandang Batu Sillanan
(Gandasil); Sangala Selatan dan Bonggakaradeng).
0.3. Tahap Siklus PNPM-Green : Selama periode pelaporan, di kedua provinsi untuk tahun
anggaran 2012 telah melewati fase MAD-II, MAD-III dan hingga akhir Juni 2012 telah
mencapai tahap MD Informasi atau persiapan pelaksanaan sub-proyek. Sebagaimana telah
dilaporkan dalam Laporan Kuartal sebelumnya (QR 1/January–March 2012), siklus 2011
telah mencapai MDST atau serah terima sub-proyek kepada tanggung jawab desa, dimana
hingga periode pelaporan ini telah mencapai tahap kegiatan pemeliharaan dan
keberlanjutan dari pelaksanaan terakhir sub-proyek.
0.4. CIDA dan PNPM-Green Task Team Leader (TTL) mengunjungi Kabupaten Tana
Toraja (9-12 April): Kami memfasilitasi kunjungan Ibu Rashmi Sharma (Counselor CIDA)
bersama Ibu Chloe Oliver (TTL PNPM-Green) dan Pak Prianto Wibowo (anggota Task
Team) ke Kabupaten Tana Toraja. Dalam kunjungan ini kami memfasilitasi Rapat
Koordinasi pemangku kepentingan PNPM-Green untuk mensosialisasikan peran OWT
sekaligus diskusi tentang potensi dan permasalahan. Kami berkunjung pada pembangunan
biogas/BLM 2011 (Kec. Gandasil), kelompok perempuan pembuat pupuk organik, kolektor
dan pengembang anggrek alam/BLM 2009 di Kec. Makale (10 April 2012), berkunjung ke
beberapa kegiatan Penanaman/BLM 2011 di Kecamatan Sangala. Rapat koordinasi
kabupaten dihadiri oleh pimpinan SKPD dan Bapak Bupati Tana Toraja.

0.5. Misi Dukungan Pelaksanaan oleh PSF dan PMD (18-22 Juni): OWT telah
mendapatkan misi dukungan pelaksanaan pada pertengahan tahun, yaitu : Pak Saleh
Siregar (Anggota Tim Lapangan PSF), Bu Wulan (PSF bagian Komunikasi), Pak Triyoko
dan Pak Wawan (PMD-Jakarta). Tim melakukan kunjungan ke Kabupaten Buton
(Kecamatan Pasarwajo dan Mawasangka) serta Kabupaten Muna (Kecamatan Tongkuno,
Lawa dan Napabalano). Selama kunjungan, OWT memberikan fasilitasi kepada Tim Misi
untuk melakukan pertemuan dengan Kepala Badan PMD dan PJO Kabupaten Buton (18
Juni), PJO Kabupaten Muna, Kepala dan Wakil DPRD Kabupaten Muna (20 Juni 2012),
PJO Provinsi (21 Juni). Kami juga menyiapkan umpan balik pada draft pertama dari
“Kembali ke Laporan Kantor/Back to Office Report (BTOR)”.
0.6. Prinsip fasilitasi OWT di kedua provinsi selama tiga bulan terakhir: (a) bersama
dengan fasilitator PNPM Green, melakukan fasilitasi pelaksanaan siklus PNPM untuk
memastikan bahwa proses mengikuti semangat pembangunan berbasis masyarakat; (b)
Melakukan peningkatan kesadaran, memberikan pelatihan dan bantuan teknis kepada
pelaku kunci PNPM dan stakeholder; (c) melakukan fasilitasi pembangunan demplot untuk
menginspirasi masyarakat dalam kegiatan yang berkelanjutan sesuai dengan kondisi
setempat yang terkait dengan Pengelolaan SDA, Kegiatan Peningkatan Pendapatan, dan
Energi Terbarukan di Provinsi Sulawesi Selatan, (d) Menyiapkan strategi dalam rangka
pemeliharaan dan pengembangan kegiatan yang telah diinvestasikan oleh PNPM-Green
baik di Sulawesi Selatan maupun Sulawesi Tenggara, (i) penguatan kelembagaan
masyarakat (Peraturan Desa, pengembangan bisnis dan pemasaran); (ii) meningkatkan
rasa kepemilikan dari agen utama pembangunan seperti : penyuluh, tokoh pemerintahan
desa, tokoh masyarakat, dll. pada tingkat desa maupun kecamatan; (iii) meningkatkan rasa
kepemilikan dari politisi (DPRD) dan pemerintah terhadap investasi dari program PNPM-
Green
0.7. Pendampingan khusus di Provinsi Sulawesi Tenggara: (a) Meneruskan kegiatan
fasilitasi secara intensif untuk pelaksanaan kegiatan sub-proyek penanaman dan
pemeliharaan tanaman di 5 desa untuk setiap kecamatan pilot (total 45 desa). (b)
Melakukan fasilitasi pembuatan Perdes tentang Mekanisme Bagi Hasil dari kegiatan
penanaman (5 desa); (c) Pengarusutamaan PNPM-Green pada tingkat “akar rumput”
melalui pemutaran film dan dialog secara interaktif hingga tingkat dusun yang dilakukan
pada malam hari dengan memanfaatkan Mobil Penyadaran “My Darling5” (e)
memfasilitasi kunjungan DPRD Kabupaten dan SKPD terkait (Dinas-dinas tingkat
kabupaten) ke lokasi-lokasi Praktek Cerdas PNPM-Green; (f) Fasilitasi ‘Dari Desa ke
Desa’ dalam rangka proses penyusunan anggaran sub-proyek yang melibatkan para tokoh
kunci desa dan para penerima manfaat; (g) Menyebarkan majalah ‘Lestari Desaku’; (i)
Memfasilitasi pelajar SMP dalam rangka Kampanye Penanaman di sekitar mata air pada
suatu daerah tangkapan air; (h) Pelatihan bagi para FKL dan pelaku kunci PNPM-Green.
Kegiatan selama periode pelaporan dan keterkaitannya dengan Performance Indicators
disajikan secara lengkap pada Lampiran 1.
0.8. Pendampingan khusus yang dilaksanakan di Provinsi Sulawesi Selatan : Kami
melakukan replikasi praktek cerdas yang relevan yang sebelumnya telah kami fasilitasi di
Provinsi Sulawesi Tenggara untuk direplikasi di Provinsi Sulawesi Selatan, antara lain : (a)
Identifikasi potensi dan problem sumber daya alam pada setiap kecamatan (di 9
kecamatan), (b) mengorganisir Workshop tingkat kabupaten untuk mensosialisasikan peran
OWT dan dukungan kerjasama dalam mengimplementasikan program PNPM Green, (c)

baliho untuk mempromosikan PNPM-Green di tingkat kecamatan, (e) Pengarusutamaan
PNPM-Green pada tingkat bawah (masyarakat akar rumput) melalui pemutaran film dan
dialog interaktif dengan masyarakat hingga tingkat dusun yang dilaksanakan pada
sepanjang malam dimana pengoperasiaannya menggunakan Mobil Penyadaran “My
Darling”, (f) Fasilitasi dari desa ke desa dalam rangka proses penyusunan anggaran sub-
proyek kegiatan yang melibatkan tokoh kunci masyarakat desa dan masyarakat pemanfaat
sub-proyek kegiatan, (g) melakukan fasilitasi secara intensif kegiatan sub-proyek
penanaman dan pemeliharaan tanaman yang di laksanakan di 5 desa untuk setiap
kecamatan pilot (45 desa), (h) Memberikan bantuan teknis pemasangan instalasi biogas
baik dari dana BLM 2011 maupun atas biaya sendiri oleh masyarakat lokal (Gandasil,
Tana Toraja), serta fasilitasi pembangunan demplot biogas (Bola, Wajo; Marusu, Maros),
(i) Fasilitasi pembangunan kegiatan peningkatan pendapatan : (i) kerajinan limbah plastik
(ii) (‘Loro Lestari’), Bontoa, Maros; (ii) pembuatan kerupuk ikan, Bontoa, Maros; (iii)
penggemukan lemak dari Mangrove, Bontoa, Maros; (iv) Persemaian mangrove, ‘Bokko
Lestari’, Bontoa, Maros; (v) Fasilitasi pembangunan Pembiakan Anggrek ‘Anggrek
Melona’, Makale, Tana Toraja; (j) Fasilitasi kampanye penanaman tanaman pohon jenis
sukun (Arthocarpus communis) di Bontoa, Maros (1000 bibit telah tertanam); (k) Fasilitasi
pembangunan demplot pembuatan pakan ternak ‘Silase’ dan ‘konsentrat’ (Tompobulu,
Maros); (l) Kampanye lingkungan remaja yang dilakukan para pelajar SMP di Wajo,
Maros and Tana Toraja; (m) Pelatihan untuk para FKL dan pelaku kunci PNPM-Green.
Kegiatan selama periode pelaporan dan keterkaitannya dengan Performance Indicators
secara lengkap disajikan pada Lampiran 3.
Beberapa perkembangan baru, pendekatan dan fasilitasi penting selama periode pelaporan
disajikan di bawah ini:
Performance Indicator 1: Terlatihnya fasilitator PNPM-Green dan para pemangku
kepentingan PNPM Lainnya, yang dapat memulai menfasilitasi Usulan “Green” baik di
dalam dan diluar lokasi PNPM-Green
1.1. Dukungan terhadap kegiatan pelatihan DANIDA tentang Pengelolaan Sumber Daya
Alam yang dilaksanakan di Sulawesi dan Sumatra: Kontributor publikasi Manual
Pengelolaan SDA, booklets, dan fly-over yang ditindaklanjuti langsung dengan pelatihan
Pengelolaan SDA untuk para FKL dan Setrawan (PNS fasilitator) di empat wilayah
(Manado, Makassar, Medan dan Bukittinggi) yang melibatkan para peserta dari tiga
provinsi di Sulawesi (Sulut, Sulsel, dan Sultra) dan tiga provinsi di Sumatra (Aceh, Sumut,
dan Sumbar). Pelatihan dilaksnakan selama bulan Juni hingga Juli 2012. OWT
memberikan dukungan penuh terhadap pelaksanaan pelatihan dan menyampaikan 4 materi
pokok, yaitu : (a) Pengantar Pengelolaan Sumber Daya Alam, (b) Pengelolaan Daerah
Tangkapan Air, (c) Pemilihan Jenis Tanaman, dan (d) Teknik Penanaman. OWT juga
mefasilitasi persiapan dan pelaksanaan praktek lapang dari kegiatan pelatihan yang
dilaksanakan selama satu hari, yaitu : di Makasar (13 Juni) dan Bukittinggi (4 Juli).
1.2. Pelatihan tentang Praktek Cerdas PNPM-Green untuk UPK, KPMD dan PL di
Procinsi Sulawesi Selatan: Mengingat terbatasnya inovasi sub-proyek PNPM-Green di
Provinsi Sulawesi Selatan, maka OWT memberikan pelatihan selama dua hari tentang
Praktek Cerdas PNPM-Green (sebagaimana telah dikembangkan di Provinsi Sulawesi
Tenggara, baik di dalam demplot OWT maupun block-grant/Sub-proyek BLM). Untuk

menginetnsifkan pelaksanaan pelatihan, agar sejalan dengan potensi dan permasalahan
sumberdaya alam dan lingkungan setempat, maka pelatihan dilaksanakan pada setiap
kecamatan.
1.3. Pelatihan Teknik Ekstraksi dan Pengecambahan Benih Jabon Merah
(Anthocephalus cadamba) untuk para FKL dan PJOK Provinsi Sulawesi Selatan dan
Sulawesi Tenggara (tanggal 13 Juni 2012): Jabon merah merupakan salah satu jenis
tanaman kayu cepat tumbuh yang diminati masyarakat di Sulawesi, kayunya baik sebagai
kontrkusi bangunan, memiliki batang lurus dengan batang bebas cabang yang lebih tinggi
jika dibandingkan dengan jenis tanaman cepat tumbuh yang cukup dikenal lainnya seperti
Gmelina arborea (Jati Putih) atau Albizia falcataria (Sengon). Sehubungan dengan
benihnya yang sangat kecil, para petani sering mengalami kesulitan mengekstraksi benih
(memisahkan benih dari bagian lain) termasuk cara pengecambahannya. Akibatnya, para
petani lebih menggantungkan kepercayaannya untuk mendapatkan benih dan bibit jabon
merah dari Jawa dengan harga yang sangat mahal (sekitar 7-10 juta/kg benih), dimana
rentan terhadap kemungkinan pertumbuhan dan produktivitas yang rendah. Mengingat
begitu melimpahnya ketersediaan pohon jabon merah di Sulawesi, maka sangat dibutuhkan
pelatihan teknik ekstraksi dan pengecamabahan benih untuk para petani. Dua bulan yang
lalu OWT telah memberikan pelatihan tersebut khususnya di Kabupaten Maros, Wajo, Tana
Toraja, dan Kolaka. Kami melaksanakan pelatihan tersebut bersamaan dengan
pelaksanaan pelatihan Danida di Makasar untuk melatih para FKL dan PJOK dari Provinsi
Sulawesi Selatan dan Sulawesi Tenggara. Pelatihan tersebut dimasukkan dalam salah satu
materi praktek lapang Pelatihan Danida yang dilaksanakan di Tompobulu, Maros dimana
materi praktek tersebut disampaikan oleh Spesialis Pelatihan Petani OWT (Pak Mansyur).
1.4. Pelatihan untuk FKL dan PJOK tentang Pembuatan Pupuk Organik Cair dari
kotoran sapi di Sulawesi Selatan dan Sulawesi Tenggara (13 June 2012): Sejauh ini, kami
telah mengembangkan pembuatan pupuk organik cair dari limbah biogas. Mengingat
instalasi biogas cukup mahal, kami memperkenalkan teknik pembuatan pupuk organik cair
yang dibuat langsung dari kotoran sapi. Keuntungan penggunaan pupuk organik cair jika
dibandingkan dengan pupuk organik padat (seperti kompos), bentuk cair lebih memudahkan
untuk dapat diserap oleh tanaman, di samping itu juga muda dalam tarsnportasi (tidak
begitu tebal dan berat). Memperhatikan begitu melimpahnya ternak sapi di pedesaan, maka
menjadi kebutuhan mendesak bagi masyarakat desa untuk diberikan pelatihan teknik
pembuatan pupuk cair tersebut. Selama dua bulan terakhir, OWT telah memberikan
pelatihan pembuatan pupuk cair di Sulawesi Selatan. Pelatihan juga dimasukkan dalam
praktek lapang pelatihan Danida.
1.5. Memfasilitasi rapat koordinasi pada tingkat kabupaten di Provinsi Sulawesi Selatan
dan Sulawesi Tenggara: Kami terus melanjutkan dalam memfasilitasi rapat koordinasi
bulanan dengan para tokoh kunci PNPM-Green dan stakeholder lain di tingkat kabupaten.
1.6. Menerbitkan dan Menyebarkan Majalah ‘Lestari Desaku’: Pada awal Juni, kami
telah menerbitkan dan menyebarkan Majalah ‘Lestari Desaku’ edisi pertama (35
halaman). Penerbitan majalah ini bertujuan sebagai materi peningkatan penyadaran
lingkungan untuk tokoh pemerintahan desa maupun tokoh masyarakat desa pada tingkat
kecamatan dan desa dalam melakukan pengelolaan sumber daya alam (meningkatkan
pemanfaatan secara produktif dari sumberdaya lokal); pemerintahan desa, dan promosi
praktek cerdas PNPM-Green. Kegiatan green tertentu dalam rangka peningkatan
pendapatan dipilih untuk menjadi topik utama setiap edisi majalah yang akan diterbitkan
setiap tiga bulan. Topik utama edisi pertama majalah Lestari Desaku adalah Budidaya

Jamur Tiram Putih yang memiliki potensi usaha ramah lingkungan di daerah perdesaan.
Fokus majalah ini selain membahas teknik dan kiat rahasia sukses budidaya jamur, juga
membuat para pembaca menyadari kunci sukses dalam memulai bisnis jamur. Majalah
juga dilampiri DVD berisi film dan manual yang menjelaskan tahapan secara lengkap
proses budidaya jamur tiram. Alamat lembaga dan narasumber juga dicantumkan dalam
majalah ini. Angan-angan di balik penerbitan majalah ini adalah terbangunnya kesadaran
masyarakat desa dalam memanfaatkan sumberdaya alam yang melimpah di sekitar mereka
untuk meningkatkan sumber mata pencaharian mereka. Kami perlu melakukan penguatan
pemerintahan desa agar mereka menjadi mandiri, mereka harus mampu membangun
kehidupan mereka tanpa banyak tergantung pada pihak luar. Majalah ini juga dapat
dikunjungi pada website www.owt.or.id.
1.7. Mempublikasikan bahan-bahan Informasi, Pendidikan, dan Komunikasi (IEC):
(a) DVD film Pengelolaan Daerah Tangkapan Air : DVD film ini berisi 6 film, yaitu : (i).
Bencana Alam Buatan Manusia; (ii) Satu DAS Satu Pengelolaan; (iii) Agam Menanam; (iv)
Karet Busa Raksasa Indonesia; (v) PLTMH untuk Masyarakat dan (vi) Persemaian dan
Pembibitan.
(b) DVD film Praktek Cerdas PNPM-Green: DVD ini berisi 5 film, yaitu: (i) Teknik
Pembibitan Vegetatif; (ii) Praktik Cerdas PNPM-Green; (iii) Misi Supervisi Bank Dunia di
Provinsi Sulawesi Tenggara; (iv) Budidaya Jamur Tiram; (v) Pembuatan Pupuk Kascing.
(c) Dua Poster: (i) ‘Pelihara dan Lindungi Daerah Aliran Sungai: demi kelestarian sistem
pendukung kehidupan dari hulu hingga hilir, dari pegunungan hingga ke terumbu karang’;
(ii) Dari Limbah Menjadi Rupiah. Setiap poster dicetak sebanyak 1500 lembar. Untuk
setiap poster (50 poster untuk setiap kabupaten) diberi figura dari bahan kayu atau
alumunium yang dipasang pada tempat-tempat strategis seperti : kantor UPK, kantor dinas-
dinas di kabupaten, kantor desa, restoran, sekolah, dll.
(d) Satu Leaflet: Pemilihan Jenis tanaman untuk rehabilitasi lahan.
(e) Perbanyakan tujuh leaflet: (i) Teknik Pembibitan Stek Pucuk; (ii) Teknik Penanaman;
(iii) Budidaya Gaharu; (iv) Pembuatan Biogas; (v) Pembuatan Bokashi; (vi) Pembuatan
Arang Briket; dan (vii) Teknik Pembibitan Generatif.
1,8. Mengadakan survey persepsi penerima manfaat proyek pada publikasi IEC: Dalam
menanggapi saran Task PSF Team bahwa kami perlu untuk melakukan evaluasi efektivitas
dari penyebaran IEC dan pemutaran film, maka pada pertengahan bulan Juni kami
menyusun kuisioner dan melakukan wawancara terhadap 200 responden pada setiap
kecamatan. Pengumpulan data telah selesai dan sekarang masih dalam tahap pengolahan.
Kami akan melaporkan umpan balik IEC yang telah kami publikasikan pada Laporan
Triwulan berikutnya.
Performance Indicator 2: Kelompok masyarakat tempatan, (termasuk perempuan
memahami isu Pengelolaan SDA berkelanjutan dan mereka dapat berpartisipasi dalam
pengambilan keputusan
2.1. Bersama FKL melakukan fasilitasi perencanaan anggaran: Selama bulan April-Juni,
Siklus PNPM-Green 2012 di Provinsi Sulawesi Selatan dan Sulawesi Tenggara telah
melalui tahap MAD-II, MAD-III, dan MD Informasi. Tahap kritis antara MAD-II dan
MAD-III adalah penyusunan Rancangan Anggaran Biaya (RAB). Telah disadari bahwa

output MAD-II adalah peringkat usulan desa dan sasaran jumlah sub-proyek (misalnya luas
rehabilitasi lahan dalam hektar), sedangkan anggaran secara rinci belum ditetapkan dalam
tahap tersebut. Dengan demikian, setelah MAD-II, pelaku PNPM-Green harus melakukan
survei harga (misalnya harga satuan bibit5 dll.), sebagai acuan untuk menghitung jumlah
pasti dana yang dibutuhkan dari masing-masing sub-proyek. Penyusunan anggaran
dilakukan oleh FKL, namun masih sedikit melibatkan para tokoh kunci palaku PNPM.
Proses seperti itu bukan karena minimnya transparansi dan partisipasi, tetapi juga
meniadakan kebutuhan pengembangan kapasitas pelaku PNPM dalam penyusunan
anggaran. Rendahnya partisipasi pelaku lokal pembangunan (seperti KVG) menyebabkan
rendahnya kepemilikan terhadap proyek. Kami memanfaatkan proses integrasi (dimana
proses ini tidak terburu-buru) untuk merangsang pelaku PNPM dan pemangku kepentingan
di tingkat desa dalam penyusunan anggaran biaya (RAB). Hal ini melalui proses sebagai
berikut : (a) Bersama Astal, FKL, KPMD dan TPK melakukan survey harga barang; (b)
Fasilitasi ‘dari Desa ke Desa’ dalam rangka proses penyusunan anggaran bersama FKL,
TPK, KPMD, KVG dan melibatkan para calon penerima manfaat. Rapat anggaran
dilaksanakan di kantor desa di mana para tokoh pemerintahan desa mudah untuk
dilibatkan. Keterlibatan terakhir mungkin dianggap sebagai peningkatan positif dari
pendekatan CDD.
2.2. Pengembangan dan Promosi Teknologi Tepat Guna: Kami meneruskan
pengembangan inovasi Teknologi Tepat Guna ramah lingkungan yang dapat diaplikasikan
pada masyarakat perdesaan dan fasilitasi adposi. Dalam triwulan ini, kami telah
memperkenalkan enam inovasi baru sub-proyek green sebagai berikut :
(g) Alat pengering tenaga surya: Alat ini dapat digunakan untuk mengeringkan kopi,
rumput laut, cengkeh, benih, dll. Alat ini terbuat dari kayu, plastik, dan logam tipis.
Kami memperkenalkan sebagai alat sederhana untuk para petani rumput laut di
Mawasangka, Buton, Sulawesi Tenggara. Alat ini dapat dibawa dan dapat
meningkatkan suhu ruangan hingga 60oC. Lihat Gambar A.5.1.
(h) Memperbaiki perangkat elektronik untuk meningkatkan kecerahan lampu LED dari
listrik tenaga surya (PLTS) di Mawasangka dan Sampolawa, Buton, Provinsi Sulawesi
Tenggara. Lihat Lesson Learned No. 38/2012 dalam laporan ini.
(i) Penggunaan limbah botol aqua yang mudah ditemukan di pantai sebagai wadah media
pembibitan mangrove di Bontoa, Maros, Provinsi Sulawesi Selatan.
(j) Sejalan dengan misi pemerintah untuk menghemat penggunaan bensin sebagai bahan
bakar, maka kami telah melatih para petani untuk memanfaatkan gas (pengganti bensin)
sebagai bahan bakar pompa generator untuk menyedot air bagi kebutuhan irigasi
sawah di Wajo, Provinsi Sulawesi Selatan.
(k) Teknik pembuatan pupuk organik cair dari kotoran ternak di Provinsi Sulawesi Selatan
dan Sulawesi Tenggara.
(l) Teknik pembuatan pupuk organik dari limbah-limbah organik (kangkung, eceng gondok)
di Tana Sitolo, Wajo, Provinsi Sulawesi Selatan.
2.3. Memfasilitasi kelompok perempuan untuk membuat persemaian bakau, kerajinan
tangan dan kerupuk ikan di Sulawesi Selatan: Kami menaruh perhatian besar pada
pendampingan kelompok Perempuan dalam periode kerja yang singkat ini agar mereka bisa
melakukan kegiatan produktif dengan memanfanfaatkan sumberdaya yang melimpah di
sekitarnya: (a) kami memfasilitasi pembuatan persemaian mangrove (Bakko Lestari), Desa
Ampekale, Bontoa, Maros yang juga melibatkan anak-anak. Untuk menyemangati kegiatan
Persemaian, kami jugta melakukan pendampingan: (i) taman baca anak-anak; (ii) demplot
penggemukan kepiting bakau, (iii) pembuatan dan pemasaran kerupuk ikan (periksa
Gambar A.5.9. and A.5.10); (b) kami memfasilitasi kelompok perempuan untuk pembuatan

kerajinan tas plastic menggunakan kantong plastik pembungkus bekas (Loro Lestari) di
Desa Botolempangan, Bontoa, Maros. Kami memberikan bantuan tiga mesin jahit dan
pemasaran hasil kerajinan.
2.4. Memfasilitasi pendidikan lingkungan hidup (PLH) untuk siswa SMA di Sulawesi
Selatan: Kami mendapat dukungan kuat dari Kepala Dinas Pendidikan untuk memberikan
PLH ke seluruh tingkatan sekolah dari dasar hingga menengah di Kabupaten Wajo: (a)
Memberikan pelatihan dan pendampingan pembuatan pupuk organik (padat dan cair),
persemaian sekolah, dan biogas untuk SMA II dan SMA III Sengkang serta SMA Negeri di
Kecamatan Bolla; (b) Memberikan pelatihan guru-guru SMA dalam pengembangan
kurikulum muatan lokal PLH dan memperkenalkan praktik cerdas PNPM-Green; (c)
Melakukan pendampingan PLH SMA II Sengkang-Wajo hingga menerima penghargaan
‘Adiwiyata’ (pendidikan lingkungan) dari Menteri Lingkungan Hidup.
2.5. Pengurangan Fasilitasi Pemasaran: Memperhatikan bahwa OWT akan memiliki akses
yang kurang dalam fasilitasi pemasaran briket arang kelapa setelah berakhirnya PNPM-
Green di Kabupaten Buton; maka kami secara langsung menjalin jaringan Kaluku Harapan
(KH, BUMDES yang memproduksi arang briket Mawasangka) dengan Asosiasi Resoran
Jawa (ARJ) di Provinsi Sulawesi Tenggara. ARJ merupakan asosiasi restoran Jawa skala
kecil hingga menengah (‘Bakso Solo’, ‘Sri Solo’, ‘Warung Jowo’ dll.). Sejak bulan April
2012, kami telah memperkenalkan penggunaan arang briket tempurung kelapa kepada ARJ
dan sejak bulan Mei, ARJ dengan KH melakukan transaksi langsung.
2.6. Menyelesaikan putaran pertama pemutaran film melalui mobil ‘My Darling’: Sejak
bulan Maret 2012, bekerjasama dengan LSM tempatan, kami telah memulai penggunaan
mobil peningkatan penyadaran untuk menyebarkan isu-isu lingkungan di setiap desa.
Hingga akhir bulan Juni, penyadaran oleh ‘May Darling’ baru saja menyelsaikan putaran
pertama di Kabupaten Buton, Muna dan Kolaka, Sementara di Provinsi Sulawesi Selatan
juga telah menyelesaikan pemutaran film penyadaran di Kabupaten Maros dan Wajo.
Metode peningkatan penyadaran yang diterapkan adalah : (a) Selama siang hari :
melakukan koordinasi dengan tokoh pemerintahan desa dan tokoh masyarakat, serta
memberikan pengumuman; (b) di malam hari (pukul 19.00 – 22.00) : (i) Sosialisasi tentang
PNPM-Green; (ii) Pemutaran Film; (iii) Diskusi dengan memberikan daftar pertanyaan
yang berhubungan dengan film yang telah diputar dan Program PNPM-Green. Topik film
yang ditayangkan diatur sesuai dengan potensi utama sumberdaya alam dan permasalahan
yang ada di desa. Untuk lebih menyemangatkan para pengunjung, kami juga menyediakan
dorprize untuk para pengunjung yang aktif (yaitu berupa kaos dan buku, bernilai sekitar Rp
200.000,-). Setiap pemutaran film rata-rata dihadiri oleh 100 – 150 orang.
2.7. Fasilitasi pemeliharaan tanaman untuk sub-proyek tahun 2011: Kami melakukan
dukungan kegiatan pemeliharaan tanaman untuk seluruh kabupaten di Provinsi Sulawesi
Selatan dan Sulawesi Tenggara (Gambar A.5.2). Dukungan kami meliputi beberapa
kegiatan sebagai berikut : (a) fasilitasi kegiatan penyulaman yang dilaksnakan sekitar dua
bulan setelah selesai penanaman; (b) fasilitasi pembuatan pupuk organik Bokashi dan cara
aplikasinya; (c) fasilitasi rutin (setiap dua bulan) melakukan pembersihan gulma dan
penggemburan tanah (pendangiran) di sekitar tanaman. Kegiatan dilakukan secara rutin
melalui hari gotong royong desa. Fasilitasi ini sangat penting, karena sejak selesainya
MDST, maka akan semakin rendahnya kepedulian pelaku PNPM-Green (termasuk FKL)
terhadap nasib dari investasi PNPM-Green. Selama dua tahun terkahir (2010 dan 2011)
kami menyediakan kepedulian khusus dalam implementasi sub-proyek penanaman di
provinsi Sulawesi Selatan dan Sulawesi Tenggara, hal ini meliputi : (a) Verifikasi kualitas

bibit; (b) Verifikasi jumlah bibit tertanam disesuaikan dengan perancanaan penanaman
dalam RAB; (c) Fasilitasi dalam kegiatan penanaman untuk memastikan bahwa setiap bibit
telah tertanam sesuai dengan tingkat kebutuhan cahaya, pola tanam (lahan terbuka atau
penanaman pengkayaan), fisiografi lokasi penanaman (lahan datar hingga curam), dll.
Kami memilih 5-6 desa untuk dilakukan fasilitasi pada setiap kecamatan.
Performance Indicator 3. Adopsi pemerintah daerah terhadap isu penatakelolaan SDA
sebagai bagian sebagai dasar dalam pengambilan keputusan.
3.1. Sosialisasi Peran OWT dan Promosi PNPM-Green di Provinsi Sulawesi Selatan
South Sulawesi Province: Meskipun PNPM-Green telah beroperasi sekitar lima tahun,
ada banyak stakeholder di tingkat kabupaten yang belum mengenal lebih jauh tentang
program ini. Alasannya adalah: (a) Seringnya tugas luar para pelaku penting pemerintahan
di tingkat kabupaten, (b) kurangnya koordinasi dengan stakeholder kunci di tingkat
kabupaten. Menanggapi masalah, kami menggunakan kegiatan sosialisasi sebagai
penyampaian informasi peran OWT baik di Kabupaten Tana Toraja, Wajo dan Maros, hal
ini untuk menyegarkan komitmen para stakeholder kunci di tingkat kabupaten terhadap
program PNPM-Green.
Kegiatan-kegiatan yang telah menghasilkan dukungan nyata terhadap PNPM-Green:
(a) Tana-Toraja: BP-DAS Saddang dan Dinas Kehutanan Kabupaten Tana Toraja memberi
bantuan bibit untuk mendukung kampanye penanaman yang melibatkan pelajar SMP dan
masyarakat lokal. Kami memiliki kolaborasi yang baik dalam mengorganisir kampanye
penanaman dalam peringatan ‘Hari Lingkungan Dunia’ (5 June 2012); kami juga
membantu mereka untuk melakukan penanaman bibit yang masih tersisa dari Kebun Bibit
Rakyat/KBR (merupakan pembibitan masyarakat desa yang difasilitasi oleh BPDAS dan
Dinas Kehutanan Kabupaten) dimana kondisi bibit telah melewati masa pemeliharan di
persemaian dan harus segera ditanam sebelum musim kemarau tiba.
(b) Wajo: (i) Dinas Pendidikan Kabupaten Wajo telah mehave supporberi dukungan untuk
menyelenggarakan pelatihan pengelolaan SDA dan pembangunan persemaian, biogas dan
demplot pupuk organik pada kebun-kebun SMP yang dalam pembangunannya melibatkan
para pelajar; (ii) Dinas Kehutanan dan Badan Pengelolaan Lingkungan Hidup Daerah
(BPLHD) Kabupaten Wajo mendukung penghijauan kembali areal industri pembuatan batu
bata di Tanasitolo, Wajo; (iii) BPLHD menyediakan ruang kerja di kantornya untuk staf
OWT.
(c) Maros: (i) BPMD bersama dengan OWT mengorganisir penanaman 1000 pohon pada
kegiatan Jambore PNPM (25 June 2012), yang dilaksnakan di Leang-Leang, Bantimurung,
Maros; (ii) Dinas Lingkungan Hidup Kabupaten Maros melibatkan diskusi mingguan
tentang penyadaran lingkungan melalui radio.
3.2. Memfasilitasi kunjungan DPRD dan SKPD Kabupaten Muna ke lokasi Praktek
Cerdas PNPM-Green: Untuk mendorong praktek cerdas PNPM-Green kepada tokoh kunci
pembuat kebijakan di Kabupaten Muna, maka kami memfasilitasi kunjungan tokoh kunci
politisi (DPRD kabupaten) dan tokoh kunci pemerintahan kabupaten (kepala dinas
kabupaten) untuk mengunjungi praktek cerdas PNPM-Green di Kecamatan Tongkuno dan
Lawa. Kami telah sukses membawa pengaruh kepada para tokoh kunci di Kabupaten Muna
tersebut untuk to melakukan uji lapangan: (a) Ketua dan Wakil Ketua DPRD; (b) Ketua
Komisi Anggaran dan Ketua Komisi Lingkungan DPRD; (c) Kepala Badan PMD, Kepala

Badan Lingkungan Hidup, Kepala Dinas Pertanian, Kepala Dinas Kehutanan dan staf ,
serta PJO Kab. Selama satu hari kunjungan, kami memfasilitasi mereka untuk melakukan
kunjungan ke : (a) Demplot alat pengumpulan ikan (Rumpon) di Desa Oempu, Kec.
Tongkuno; (b) Areal Penanaman Pohon (Biti/Vitex sp) dari block-grant di Desa Lapandidi,
Kec. Tongkuno: (c) Demplot Biogas dan pembuatan pupuk cair di Desa Lahontohe, Kec.
Tongkuno; (d) Ekowisata Mata Air Wakante di Desa Lahontohe, Lawa; (e) Replikasi Biogas
yang didanai oleh Badan Lingkungan Hidup Kab. Muna di Desa Wamelai dan Madampi,
Tongkuno. DPRD sangat terkesan terhadap Ekowisata Wakante, sebagai tindak lanjut dari
kunjungan tersebut, maka DPRD telah mengalokasikan anggaran sebesar Rp 300 juta untuk
tahun anggaran 2013 dimana akan dialokasikan untuk pengembangan kolam ikan air tawar
(untuk lokasi pemancingan) di sekitar areal ekowisata. Lihat Success Story No. 19/2012.
3.3. Fasilitasi kunjungan ke lokasi Praktek Cerdas PNPM-Green oleh SKPD Kabupaten
Buton : Kami melakukan fasilitasi yang sama seperti yang dilakukan di Kabupaten Muna,
namun sayangnya berbeda dengan Kabupaten Muna, situasi politik di Kabupaten Buton
tidak kondusif sebagi akibat terjadinya konflik berkepanjangan dalam pemilihan bupati.
Kami memfasilitasi kepala Bappeda, Dinas Kahutanan dan Pertanian untuk terjun ke
lapangan mengunjungi lokasi-lokasi berikut : (a) Areal penanaman (Mahoni, Swietenia
mahagony) dan block-grant, di Desa Kombeli, Kec. Pasarwajo; (b) Ekowisata Sumber Mata
Air Awainulu di Desa Awainulu, Kec. Pasarwajo; (c) Demplot ‘Rumah Praktek Cerdas’
(persemaian dan pembuatan pupuk organik) di Desa Kahulungaya; (d) Areal penamaan
mangga dari dana block-grant di Desa Bangun, Kec. Sampolawa; (e) Areal penanaman
sengon dana block-grant di Desa Sandang Pangan; dan (f) Ekowisata Sumber Mata Air
Laloya di Desa Gunung Sejuk
Performance Indicator 4: Menguatnya kapasitas secara menerus baik fasilitator dan
pemangku kepentingan PNPM di berbagai tingkatan untuk melanjutkan pelaksanaan
investasi pembangunan lingkungan dengan iniatif sendiri dan berkembangnya investasi
pembangunan lingkungan di luar wilayah pilot
4.1. Promosi PNPM-Green di Provinsi Sulawesi Selatan: Kami mempromosikan PNPM-
Green pada kegiatan ‘Workshop Persatuan Petani dan Nelayan Sulawesi Selatan’ (PPNSI)
yang diselenggarakan di Makassar (23 Juni 2012). Semua peserta yang mewakili 25
kabupaten terkesan dengan penayangan film-film Praketk Cerdas OWT. Kami menerima
permintaan pelatihan dan fasilitasi dari beberapa perwakilan kabupaten : (a) Kabupaten
Goa menanyakan tentang pelatihan biogas; (b) Kabupaten Sidrap menanyakan tentang
pembuatan kerajinan dari limbah plastik; (c) Kabupaten Pangkep menanyakan pelatihan
pertanian organik. Kami akan mengalokasikan waktu dan tenaga untuk melatih biogas di
Kabupaten Goa dan pelatihan Pertanian Organik dan Kabupaten Sidrap.
4.2. Fasilitasi pembuatan Perdes tentang Mekanisme Bagi Hasil di Provinsi Sulawesi
Tenggarai: Sekitar 70% kegiatan sub-proyek PNPM-Green merupakan kegiatan
penanaman di lahan petani. Dengan demikian, petani yang memiliki dan mengelola tanah
mereka memiliki posisi yang lebih baik untuk mengakses manfaat proyek dibandingkan
dengan yang tidak memiliki lahan, sedangkan target utama PNPM adalah petani miskin
yang sebagian besar adalah petani tak bertanah. Demikian pula dengan instalasi biogas
(yang diinstal di rumah petani yang mengelola sedikitnya dua ekor sapi), hal ini juga
kembali menempatkan petani kaya pada posisi yang lebih baik untuk mengakses manfaat
proyek daripada orang miskin. Menanggapi masalah masa depan yang mungkin timbul
selama penebangan pohon dan pemggunaan lain dari investasi PNPM-Green, kami
memfasilitasi perumusan Peraturan Desa (Perdes) tentang Mekanisme Bagi Hasil dari sub-

proyek Penanaman di Desa Oengkolaki, Mawasangka (Buton), Gunung Jaya, Ladongi
(Kolaka), Provinsi Sulawesi Tenggara.
4.3. Memfasilitasi penyusunan legal draft tentang penggunaan sumberdaya air dan
perlindungan mata air pada daerah tangkapan air di Kabupaten Muna: Dalam pertemuan
dengan Ketua dan Wakil Ketua DPRD pada tanggal 20 Juni, disaksikan oleh PSF dan PMD
Tim Misi Dukungan Pelaksanaan (Implementation Support Mission Team), kita sepakat
untuk mendukung pertemuan multi-stakeholder merumuskan legal draf Peraturan
Pemerintah Daerah (Perda) tentang penggunaan sumberdaya air dan perlindungan mata
air pada daerah tangkapan air di Kabupaten Muna.
4.4. Merangsang integrasi program daerah terkait untuk mendukung keberlanjutan
program PNPM-Green di Provinsi Sulawesi Tenggara: Untuk menjamin keberlanjutan
program, maka sejak tahun 2008 kami mengundang program yang terkait dengan NRM
untuk mensinergikan upaya-upaya program praktek cerdas lingkungan yang telah dimulai
oleh PNPM-Green. Kisah sukses beberapa program integrasi disajikan pada Bab 5 (Kisah
penerima manfaat PNPM-Green) dalam laporan ini.
4.5. Dukungan PMD untuk merumuskan Peraturan tentang Pengelolaan DAS: Kami
terus merangsang PMD Pusat (Jakarta) untuk mengembangkan Pedoman Umum dan
Petunjuk Teknis tentang Pelaksanaan Pengelolaan Daerah Aliran Sungai tingkat
kabupaten, terutama yang berkaitan dengan peningkatan kapasitas dan pengembangan
kelembagaan. Sejak Desember 2011, Direktur OWT telah ditunjuk oleh PMD sebagai
anggota tim ahli dalam proses penyusunan pedoman. Kami juga terlibat pada program
bantuan teknis PMD dalam pengelolaan DAS di wilayah Timur dan Barat Indonesia.
III. Management and Financial Issues
A. Management Issues
In response to PSF request dated May 28, 20112 to update workplan for June–December
2012, we updated our workplan and associated budget and procurement plan which
originally until 31 October 2012 to cover to the period of 31 December 2012. The
hardcopies of the revised documents have been submitted on 14 June 2012 along with the
proposed no-cost extension until December 31, 2012. The proposed extension, by e-mail
communication, has been approved by Task Team leader on December 15, 2012.
By the end of June 2012, our financial administration during the service period January to
December 2011 was audit by Drs. A. Salam Rauf & Rekan. The External Auditor is the same
auditor as last year and has provided audit of the project since 2009.
Since the beginning of May 2012, we recruited one staff to run ‘Awareness Car’ for evening
film screening in South Sulawesi Province.
B. Financial Issues
Since November 2007 until March 31, 2012 total of disbursment was USD 909,616.28. This
amount disbursed into Category 1 (Dedicated Staff time) as of USD 263,068.02; Category 2
(Consultant Services, Training/Workshop, Goods, and other Operating Cost) as of USD 630,604.63

and Category 3 (Management Fee) as of USD 15,943.62. This current quarter of period April until
June 2012 total disbursement was USD 169,138.15. This amount disbursed into Category 1 for

Training/Workshop, Goods, and other Operating Cost as of USD 147,017.05 and Category 3 for
Management Fee as of USD 2,669.42. The Third quarter of period July to September 2012 will have
beggining balance as fund available for TF 090977 as of USD 355,229.46. The detailed grant

IV. Challenges and Remedial Actions Over the Reporting Period
A. Problems on Solar Photovoltaic installation (Lessons Learned No. 38/2012)
Solar Photovoltaic (PLTS) sub-project started to emerge in 2010 and become widespread
during 2011, the benefits: (a) it operates on the freely available solar energy thus saving the
expenditure on electricity and fossil fuels; (b) No fear of power cuts; (c) It is trouble free,
pollution free and noise free, has a long life and is reliable; (d) Easy to handle and operate;
(e) Negligible cost of operation and maintenance. Each photovoltaic module normally
produces 50 – 150 Watt; this is used by 5 – 10 households. The problems are: (a) the
absence of maintenance and technical facilitation from the contractors; (b) the installation
set-up, in many cases, were not properly done; (c) The LED lamps is like a flash-light rather
than house lamps; (d) The longer distance from the Solar Panel, the lesser voltage and the
weaker light; (e) Beneficiaries have poor skill to response installation problems; (f) Poor
access on spare-parts. Due to the problems, many PLTS installation do not work well after
several months.
Remedial actions: In response to the problem, we delivered: training and technical
assistance on solar photovoltaic operation to project beneficiaries. We provided technical
assistance on: (a) setting a new type of LED lamps to make the light brighter and
divergence; (b) In response to the voltage decline with the longer distance from solar panels,
we trained KVG to install different resistance, in line with the voltage input, on each LED.
By doing this, the brightness of LED lamps is equal and independent on its distance to solar

panel unit. We did not only deliver training but also provided facilitation, technical
assistance and procured all required electronic materials.
B. Benefit sharing mechanism of PNPM-Green beneficiaries (Lesson Learned No.
39/2012)
About 70% activities of PNPM-Green sub-project is tree planting on farmer land. As such,
farmers who own and manage their land have better position to access project benefits
compared to landless, while the main target of PNPM is landless (poor) farmers. Similarly
with biogas installations (which are installed on farmer’s house who manage at least two
cows), this again put ‘rich’ farmers on better position to access project benefit rather than
the poor. To avoid future conflicts during tree harvesting about ten to fifteen years later,
benefit sharing among project beneficiaries should be clarified.
Remedial actions: In response to the problem, we facilitated the formulation of Perdes on
benefit sharing mechanism of tree planting sub-project in Oengkolaki, Mawasangka
(Buton), Gunung Jaya, Ladongi (Kolaka),
V. PNPM-Green Beneficiaries Stories
A. Integrated investment among agencies on CCB village enterprise/Balabone,
Mawasangka, Buton ((Success Story No. 18/2012)
The landscape of Balabone Village, Mawasangka (Buton) is dominated by coconut trees.
Before they had familiar with Coconut Charcoal Bricquette (CCB), they sold coconut shell
Rp. 500,000 per truck. In 2008, OWT introduced CCB as alternative domestic energy. In
2010, Balabone Village received PNPM-Green block grant (IDR 160 millions) to build
production house and procure CCB processing machine. In May 2011 (after MDST), the
building and machine were ready, but no processing activities done until July 2011. The
underline reasons: (a) conflicts among beneficiaries; (b) lack of technical skill and capital to
operate and run initial production. We facilitated: (a) conflict resolution; (b) establishment
of CCB village enterprise (Bumdes/LEM) ‘Kaluku Harapan’ (KH); (c) initial production by
providing technical assistances and gave the first order to KH to produce two tons; (d)
packing and labeling of the products; (e) promotion and link to market beyond Mawasangka
areas. The strong leadership of the Village Head and strong promotion of CCB production
have attracted the synergetic investment of other programs. In 2011, Balabone village
received: (a) PNPM-MP block-grant (IDR 108 millions) to build coconut shell charcoal
storage; (b) APBD fund (disbursed through Buton District Agriculture Agency, IDR 180
millions) to build production house and VCO processing machine. The three buildings (CCB
and VCO production houses and Coconut shell charcoal storage occurred on the same land
(complex) which owned by Balabone Village.
B. Integrated investment among rural community empowerment programs to Wakante
Ecotourism/Latugho, Lawa, Muna (Success Story No. 19/2012)
The historical background behind the establishment of ecotourism in Latugho village dated
back in 2008, where we conducted awareness rising on clean water crisis and facilitated
mapping of natural resource potential and problems in Latugho village. After ranking the
severity of the problem, the top rank was spring water rehabilitation. In that year, PNPM-
Green facilitators had not yet been recruited and the process followed the cycle of PNPM-

MP. Realizing that the environment surrounding spring water is beautiful then we stimulated
villagers to change the title of sub-project into Ecotourism development. In June 2008, we
facilitated discussion involving key actors and stakeholders of PNPM-Green, PMPM-Sadi6
and PNPM-MP at the UPK office of Lawa Sub-district. We agreed to stimulate the
integration of each project to support ecotourism development. In November 2008, we
facilitated Sub-district One-day Workshop (Workshop Kecamatan) on ‘Conserving Village
Protection Area’ in Lawa Sub-District. The workshop was attended by PNPM-Green actors
and stakeholders, such as Village Heads, BPD and Head of several agencies such as,
Forestry, Agriculture, Environment, Tourism and the representatives of PNPM-Sadi and
PNPM-MP. The workshop conclusions: (a) the pressing need to conserve spring water; (b)
the need to conserve Wakante spring water and develop as ecotourism site. This paved the
way on the MAD-II smooth decision to fund the sub-project through PNPM-Green 2009.
Prior this, PNPM-Sadi had built access roads from the main village road to the spring water.
PNPM-MP 2010 established clean water piping using Wakante Spring Water for 250
households (IDR 320 millions), while Rural Infrastructure Development Program Public
Work/PPIP 2010 concreted the access road and also stabilized sloping areas surrounding the
spring water (IDR 150 millions). In April 2012, as a follow-up of our facilitation on the
visit of DPRD and SKPD to Wakante Ecotourism, Muna District Government plan to
allocate IDR 300 million for 2013 budget year to develop fresh water fish ponds (for fishing
site) on the surrounding of Ecotourism areas. See Figure A.5.4.
C. District Government’s grant support to VCO Women Group/Oengkolaki,
Mawasangka, Buton (Success Story No. 20/2012)
Pak Lasamira (Head of Farmers Union Group/Gapoktan ‘Tunas Lestari’) is a pioneer on
VCO making in Mawasangka. Since 2009, he has used a small room in his house to produce
VCO. In October 2010, with our support, his VCO production received ‘health certification’
from National Food and Medicines Supervision Agency (Badan POM). We also improved
the packaging (from mineral water waste to sterile bottle); we also provided labeling and
promoted the products on several super market in Baubau. As a matter of fact, VCO home
industries provided significant added value and good opportunities for income generation.
One old coconut (price IDR 2,000) produces about 130 ml VCO (price IDR 20,000) or 10
times higher than the price of coconut. We facilitated the establishment of VCO women
group, named ‘Kaluku Lestari’. The group is composed of 25 household wives. The benefits
of VCO group, as opposed of individual home industry are: (a) possible enforcement of
product standardization; (b) avoid unhealthy competition among households; (c) greater
opportunity to access capital. The latter has attracted attention of Buton District
Government. In 2011, the group received several grants from Buton District Government:
(a) Coconut grinding and milk extraction from Buton District Small and Medium Enterprise
Agency; (b) Centrifuge (to separate water out of the coconut milk) from Agriculture
Agency.
D. Biogas replication in Muna and Buton Districts (Success Story No. 21/2012)
The acronym of major agriculture commodities in Muna District known as ‘Sarung-Mekah’
(Sapi, Rumput-Laut, and Jagung, Mete, Kayu dan Hasil Hutan/Cows, Seaweed, Maize,
Cashew, Timbers and forest products). Unfortunately cows in Muna are not put in the cage
(tidak dikandangkan), the implications: (a) the meat production is poor due to uncontrolled

diet; (b) the dung and urine are not used; (c) cows in some places raid agriculture crops7; (d)
environmental and health problems (due to the widespread of cows dung). The key efforts
to control the problem are to cage cows. However, it is not easy as this is related with
culture. One effort toward cows caging road program can be reached through biogas. In our
view, biogas can be a potential driver for natural resource management practices at famer
level. By using biogas, farmer will: (a) cage their cattle; (b) using the dung for biogas and
possibly the urine for liquid fertilizer; (c) use small scale biogas for cooking and light, while
large scale biogas as engine fuel; (d) use the biogas slurry (waste) for liquid fertilizer. The
produced fertilizer can raise the growth of annual and perennial cash/tree crops. The organic
wastes of cash crops can be used as the source of fodder and concentrate to improve caged
cattle diet; (e) improve environment; (f) reduce the domestic expenditure.
With the above thoughts in mind, we were keen to introduce biogas in Muna District. The
first step was to find the right KVC, this is important as the performance of biogas
installation is dependent on its maintenance. The KVC is Pak Zainuddin, a Setrawan (Civil
Servant Facilitator of Tongkuno Sub-district). We installed the first biogas at Pak Zainuddin
house, Lahontohe Village, Tongkuno which is the first biogas in Muna District.
Pak Zainuddin actively promoted the use of biogas slurry for liquid fertilizer, since March
2011, with OWT support; he let hundreds of farmers within and beyond Tongkuno sub-
district, to use his biogas slurry for liquid fertilizer. The fertilizer is also used to fertilize tree
planting campaign funded by PNPM-Green 2010 and 2011. Recently, we sent the liquid
fertilizer produced out of biogas slurry to be analyzed its chemical content in the Faculty of
Agriculture Haluoleo University.
Together with Pak Zainuddin, we promoted the biogas smart practices to other PNPM-Green
actors and stakeholders through sub-district workshop, semi-loka (workshop) organized by
SKPD and OWT organized the site visit of DPRD to PNPM-Green smart practices etc.
Similar activities were also conducted in Buton and Kolaka. As a results, there are numbers
of replication of biogas in Muna and Buton, and possibly also in Kolaka: (a) Muna District
Environment Agency built 5 biogas demplots; (b) Buton District Agriculture Agency built
2 biogas demplots; (c) PNPM-Green block-grant funded the instillation of 11 unit biogas in
Lawa Sub-district (2011) and 2 unit biogas in Tongkuno Sub-district (2012); (d) ANTAM
(State owned enterprise for Nickel mining in Kolaka) has committed 4 billion (Rp) to grant
cows to farmer-group and Islamic boarding school, including the cost to install biogas.

Our facilitation on environmental education for sustainable
development during the last three months has led to
Environmental Education Award (Adiwiyata) from the
Minister of Environmental to the school.
