PRIVATE SECTOR IS KEY!

Private sector is a key driver of economic growth, and we at Millennium Foundation Kosovo continuously put an effort to engage local and international private firms in almost all aspects of our projects - from initial due diligence and feasibility studies to project implementation and final monitoring and evaluation. Fostering private sector growth is an integral part of the Threshold Program supported by the Millennium Challenge Corporation, and we do this through eliminating barriers and creating a more supportive environment for private firms, offering new opportunities for private investments, which in turn bring new skills and practices to the market, and create demand for new products and services.

We are currently mid-way in implementing the $49million Threshold Program. This is an exciting period for everyone at MFK, because we can already see how the hard work we’ve put to make our projects come to life can positively affect the future lives of Kosovo citizens. It is also a time to reflect on whether we could do something different in how we engage with the private sector firms through our various outreach events or calls for proposals. Hence, we’ve conducted a survey with Private Sector Firms in order to assess their experience of bidding and collaborating with us. The survey was sent out to all local and international private sector firms that expressed interest in one of our projects by attending our events, requesting the tender documents, or by subscribing to our procurement mailing list.

The key findings from the survey showed that our projects had relatively complex Terms of References, more time was needed to respond to our calls for proposals, and that finding qualified local partners is a key constraint. In the coming months, in order to address the challenges identified and to further strengthen our collaboration with the private sector, we will be organizing outreach events in cooperation with all Chambers of Commerce present in Kosovo. During the outreach events we will receive direct feedback on how we can improve our processes and request that all firms share their good practices. We will also encourage participation of public institutions to provide an example of how to create a collaborative environment with private sector.

BERRIES! RASPBERRIES, BLUEBERRIES, AND STRAWBERRIES—OH MY!

The wonderful taste of berries always gives me pause as I let the sweetness of these homegrown crops linger. As I spread raspberry jam on my morning toast, I think of the strong women of Podujevo, earning their own income and working together in berry cooperatives to improve the lives of their communities. Across Kosovo, women and their families—and especially young people—have returned to farming. That is why eating berries also reminds me of the young Kosovo farmers, previously working in information technology and pharmaceuticals, who formed a partnership and shifted to blueberry farming. Approximately 70 percent of the berry farmers in Kosovo are young people eager to have a livelihood in agriculture.

When I see Kosovo berries in the market, I think back on the many USAID projects that have supported agricultural and farming technologies. Berries clearly demonstrate the smart USAID investments in Kosovo farmers. Raspberries have become a massive export industry—earning almost $25 million to date with exports to western Europe. Five years ago, one could hardly find berries in the market. Then, only about 10 hectares were under cultivation. Now raspberry farmers have planted at least 1,500 hectares across Kosovo. Today, berry farmers with small landholdings are earning as much as ten times more than they would with traditional crops. It is incredible that more than 3,000 farmers have been employed and are reaping the benefits of growing raspberries. This sector has clearly shown that partnerships with local communities who lead, own, and drive solutions to development challenges yield sustainable results.

The perfect morning trifecta is raspberry jam on my toast, blueberries in my yogurt, and a bowl of fresh strawberries. Knowing the hard work of Kosovo farmers who are doing it themselves, and producing an incredible export, is the best way to start the day.

IFC HELPING KOSOVO GOVERNMENT ON SOLAR ENERGY PPP PROJECTSThe International Finance Corporation (IFC), a member of the World Bank Group, will assist the government of Kosovo, as transaction adviser, in defining the parameters and requirements to design and tender the first solar public-private partnership (PPP) project in Kosovo. IFC is procuring a technical, environmental and social consulting firm to advise on the project. Private partners will participate in the open-bidding, competitive tender where the offered price will be the auction parameter, IFC stated to media.

EBRD AFFIRMS KOSOVO'S GROWTH PROJECTION AT 4%The European Bank for Reconstruction and Development (EBRD) stated in December it expects Kosovo's economy to grow by 4.0% this year, affirming its last projection from May, as domestic demand is seen remaining the main growth driver. “After 3.8% GDP growth in 2018, the economy expanded by 4.2% year-on-year in the first half of 2019,” the EBRD said in its 2019 Regional Economic Prospects report. The unemployment rate fell by 4 percentage points to 25%, but it's still considered high, especially for young people.

DMACC AND THE REPUBLIC OF KOSOVO SIGN AN AGREEMENT TO CREATE A NEW GENERATION OF SKILLED WORKERSDes Moines Area Community College (DMAC) and Kosovo Ministry of Economic Development have signed an agreement that paves the way for DMACC to deliver quality career and vocational training to Kosovars training classes in welding and other skilled trades that will be offered within the Kosovo Energy Corporation’s (KEK) new facilities in Prishtina. The new agreement is part of an ongoing collaboration between DMACC and the Republic of Kosovo to create a new generation of skilled workers.

MCC REAFFIRMS ITS COMMITMENT TO DEVELOPING A COMPACT WITH KOSOVO The Millennium Challenge Corporation (MCC) Board of Directors in its quarterly meeting, held on December 9, 2019, reaffirmed its commitment to developing a compact with Kosovo. Kosovo, which passed MCC’s scorecard after making progress and meeting rigorous standards for good governance, from fighting corruption to respecting democratic rights, has been selected as eligible to continue developing a compact. MCC’s compact is a five-year grant program to reduce poverty through targeted investments that increase economic growth.

Very soon, with the support of US federal agency @MCCgov& implemented by @MFKosovo, across #Kosovo you will be able to receive live data on air pollution as well as 3-day projection. We will also do inventory of pollutants in all municipalities. Data will drive remedial action!

↘SEEK is a $20.6 million activity of MFK aiming to pilot incentives for energy efficiency measures for households and provide grants for greater inclusion of women in the energy sector.

As part of MFK’s Reliable Energy Landscape Project (RELP), SEEK will make improvements in residential energy efficiency through upgrades to residence thermal envelope, energy efficient equipment upgrades, behavior change to improve energy efficiency and conservation, and greater utilization of more efficient heat sources. SEEK aims to increase awareness of energy efficiency benefits among households, increased investment in energy efficiency measures, while gained savings will be used for other welfare or economic activities. Through its Household Efficiency Retrofits (HER) and Apartment Building Efficiency Retrofits (AER) Intervention Packages, SEEK will provide financial incentives to the residential sector to enable investment in energy efficiency measures – especially by low-income or vulnerable households, with an income-differentiated level of incentive or rebate – and capacity-building for potential energy efficiency service providers to develop efficiency projects and particularly to improve energy audit skills.

SEEK’s primary technical focus of interventions are energy efficiency measures that will reduce the consumption of electricity for heating and promote the use of energy efficient heating devices, as well as incentives aimed at increasing the involvement of women in energy sector business opportunities, and efficiency investments in women owned businesses.

↘AER APARTMENT BUILDING EFFICIENCY RETROFITSProvide grants to apartment com-munities in competitively selected municipalities to implement energy efficiency upgrades to common areas and the thermal envelope. Qualify-ing retrofits can include, but are not limited to:· Improving thermal insulation in

outside walls and roofs;· Energy-efficient windows and/

or external doors (wind fangs where applicable);

· Weather sealing of common areas;· Energy-efficient water heaters

(including solar thermal water heaters where applicable);

· Energy-efficient biomass stoves or furnaces that use sustainable fuel sources;

· Retrofit of central heating system boilers and installation of thermostatic heating valves (for multi-family apartment buildings that have standalone central systems);

· Energy-efficient lighting bulbs.

↘HERHOUSEHOLD EFFICIENCY RETROFITSThe focus of HER is on providing subsidies for Kosovo households to invest in retrofits that will reduce energy consumption, as well as support the behavior change towards energy efficiency.

One of the key objectives of HER is to test and evaluate the most cost-effective incentive delivery approaches for different beneficiary groups, as well as deliver the best behavior change approaches, that can be scaled up beyond the Threshold Program.

Participation in the HER intervention package will be open to individual residences (including individual homes and individual apartments) throughout Kosovo with the incentive level determined by a range of criteria associated with environmental, social, economic, and technical objectives of the RELP.

↘WHY AND HOW WE DO WHAT WE DO

WHY: To provide on-the-job and other relevant training in order to increase the pool of technically skilled women willing to work in en-ergy-related jobs, and build linkages between energy employers and qualified female candidates. Internships must provide real learning opportunities relevant to the energy sector and a chance to con-tribute to the work of the host institution.

HOW: Conduct an internship program that will provide female university students and recent university graduates with practical experience in relevant government agencies and in public and private compa-nies in the energy sector.

WHO: Current MA/MSc students, students in their final year of study for BA degrees, and unemployed degree holders who have graduated within the past three years will be eligible to apply for internships. The internship program will be open to public agencies, businesses, academic institutions and students throughout Kosovo.

TARGET: Around 200 women placed in internships by the end of the pro-gram.

↘PUBLIC CALL FOR EXPRESSION OF INTEREST

For the purpose of implementing the AER Intervention Package, the SEEK project is looking for local Architectural, Engineering and Consultancy Companies with a high level of expertise with a spe-cific focus on multi-family apartment buildings (MAB) and energy efficiency retrofit and at least 10 years of professional experience in architectural and engineering design (electrical, mechanical, civil, environmental, etc.), in developing one or more of the following activities for the selected MAB:· Analysis of existing condition, context and energy-related issues of selected MAB;· Preparing and delivering the complete set of architectural, engineering and energy-related documents;· Preparing, applying, and obtaining required documents for implementing EE retrofit project;· Providing support in monitoring and supervision of

the construction work implementation.

↘WEEWOMEN ENTREPRENEURS IN ENERGY Will design and implement a technical assistance and partial grants program focused on supporting women entrepre-neurs in the energy sector. The assistance will include:· Technical Assistance and Audits to

help female majority-owned com-panies assess possible savings will be offered using the existing audit structure for households through RELP;

· Partial grants to make needed investments in energy efficiency through supporting female-owned enterprises with different levels of grants based on proposed invest-ments.

CASE MANAGEMENT INFORMATION SYSTEM (CMIS)

MFK’s Public Access to Judicial Information will support Kosovo Judicial Council (KJC) by building upon assistance provided by USAID and the Government of Norway to implement a Case Management Information System (CMIS). Our activity will use the existing CMIS system to improve the administration of justice in Kosovo through the following sub-activi-ties:

· Creating a Case Tracking Mechanism for the parties en-gaged in judicial cases to access online their personal case information;

· Creating an online data platform to allow public access to judicial statistical data, and consequently disaggrega-tion and analysis of data by meaningful categories, such as gender, region, or ethnicity;

· Supporting improvement of communication and outreach by the judiciary and other rule of law institutions.

The implementation of this activity is foreseen to start during the first quarter of 2020.

MFK INSTALLS AIR QUALITY MONITORING EQUIPMENT ACROSS KOSOVOThe installation of the new ambient air qual-ity monitoring analyzers for seven air quality monitoring stations and weather sensors for twelve AQ monitoring stations throughout Kosovo is now concluded.

This crucial step will serve as the basis for a framework that tackles the issue of air quality. The intervention will ensure effective monitoring and reporting by KEPA, KHMI and NIPH on select environmental indicators to the public, while ensuring real time availability of Air Quality Data as well as air quality forecast. The values analyzed and their impact are to be found below:

PM2.5 refers to atmospheric particulate matter (PM) that have a diameter of less than 2.5 micrometers. PM2.5 can penetrate deeply into the lungs, irritate and corrode the alveolar wall, and consequently impair lung function.

PM10 is particulate matter 10 microm-eters or less in diameter. Like the PM2.5, this particulate matter is especially harmful be-cause it is very small, thus When you breathe, these particles they penetrate into the lungs, which can lead to cough and asthma attacks.

SO2—Sulfur dioxide is a chemical com-pound with the formula SO ₂. It is the most dangerous pollutant gas to humans. Industrial activities such as burning of coal and oil emit large quantities of SO2. Sulfur dioxide irritates the respiratory tract and increases the risk of tract infections.

NOx—Nitrogen oxides that are most rel-evant for air pollution, namely nitric oxide and nitrogen dioxide. These gases contribute to the formation of smog and acid rain, as well as af-fecting tropospheric ozone.

CO—Carbon monoxide is a poisonous, colorless, odorless and tasteless gas that be-comes dangerous to humans when it is higher than 70 ppm.

O3—Ozone is a blue gas with a pun-gent odor noticeable when gas is formed by an electrical discharge. Ozone in the upper at-mosphere forms an important barrier against solar radiation.

Government of the Republic of Kosovo Millennium Foundation of Kosovo (MFK)

The Government of Kosovo has re-ceived grant funding of UD$49 mil-lion (Forty-Nine Million United States Dollars) from the Millennium Chal-lenge Corporation (MCC) of the Unit-ed States Government to enable the Government of Kosovo to implement this program and achieve the objec-tives of the MCC Grant Threshold agreement, and it intends to apply parts of the proceeds of the funds to payments for contracts for goods, works and services.

The procurement program for the next period will include the follow-ing:

Contracts for goods, works and ser-vices financed under the program will be implemented according to the principles, rules and procedures set out in the MCC Program Procurement Guidelines, which can be found at the MFK’s website.

The procurement is open to all bidders from eligible source countries as defined in the MCC Program Pro-curement Guidelines.

GIRL POWER UP GRANTEE HIGHLIGHTTOKA is the first project from the Governance Track of the Dig Data La-bor Force Challenge that has success-fully finished their project.

TOKA implemented the Girl Power UP Project from January to November 2019, where they reached over 50,000 young girls from mar-ginalized communities across Koso-vo. They focused predominantly on four municipalities: Lipjan, Drenas, Fushe Kosove, Suhareke, and seven high schools, where they delivered a training program for 242 young girls from grades 9-11. Additionally, 32 high school girls from rural areas got the chance to do a one-month internship in organizations and businesses in dif-ferent municipalities.

Based on open data gathered, this project was able to design an intervention in the most marginal-ized municipalities in Kosovo where they were able to empower women through a program that builds their self-confidence and resilience against social pressures, improves the vital technical and soft skills needed for the workplace, increases employabil-ity through an improved skillset and creates a multiplier effect by creat-ing positive role models. Girl Power Up is an example of how crucial and important the power of data is when used to develop and implement an in-tervention that leads to change lives.

HAVE A HAPPY AND ENERGY—EFFICIENT HOLIDAY SEASON!

As we launch our pilot scheme which aims to help thousands of Kosovo homes become more energy—efficient, we have put together 5 tips to help all of us achieve efficient holidays.

HUGShare good energy with one another. It naturally warms you and the ones you are hugging, reducing the artificial need for heating.

GETTOGETHERChoose the biggest home you or your extended family or friends own, make sure it’s nicely enveloped and get together. Warming one space together instead of many will save plenty of energy and warm your hearts.

WASH YOUR DIRTY DISHES ONCE AND FOR ALLFill your dishwasher and laundromat to full capacity before starting it. Do the same when washing your dirty laundry in a machine, this time even keeping the water temperature at the minimum.

COOK FOR ONE ANOTHERPrepare as many dishes as you want, but for as many as you can at once. One stove in full capacity spends less energy than many stoves in half capacities in different times a day.

DON'T LET THE LOVE AND THE HEAT DISAPPEAR!Seal all the windows and doors.
