3. To foresee any opportunity for collaboration with MOM in OSH

Outcomes

1. OSH Division shared the Singapore Workplace Safety & Health

Framework where it consists Regulator (MOM), Solutioning

(WSH Institute) & Industry Partner (WSH Council).

2. They explained the journey of WSH, OSH Statistics, Successful

Programs / Activities and also next 10 years strategies after they

managed to achieve their fatality rate target at 1.2/100,000

employees in 2017.

3. They also share their new journey on WSH Competency

Development & Training in Singapore together with SISO and

also WSH Communication & Outreach program such as

campaigns, poster, song & video.

Outcomes

1. SISO shared their journey and their the current operation and

programs for their members.

2. They explained about the latest program on the OSH

Competency Framework based on Singapore Accord (referring

to INSHPO OSH Competency Framework) as a platform to

upgrade their SHO competency and capability to become

professional and to meet managerial position.

3. MSOSH and SISO are interested to collaborate in sharing

knowledge, experience and expertise in the future programs.

4. MSOSH received Singapore Accord Certificate as part of

MSOSH commitment to elevate the OSH Competency and

Capability among SHO and OSH Practitioners in Malaysia.

There are 178 companies that participate in the MSOSH OSH Award 2017

this year ranging from Petroleum, Petrochemical, Agriculture, Electronic, Manufacturing

,Gas logistics, Services, Hospital, Utilities, Construction and Engineering Construction.

The audited sites also range from North to South and West to East of Peninsular Malaysia

including some sites are from East Malaysia. The categories of award that they are going

for are Platinum, Grand, Gold Merit, Gold & Silver. Documents to be audited were

submitted in February 2018 and since then the Documentation and Site audits have taken

place end of July 2018. The audit was conducted by around 75 experienced and qualified

auditors. Result Obtained were finalized and sent to PERKESO and DOSH for final

screening. The Awards will be delivered to the Winners on the Award Luncheon on 9

August 2018 at Berjaya Time Square Hotel.

MSOSH NATIONAL SEMINAR 2018

MSOSH National Seminar 2018 was conducted at Berjaya Times

Square Hotel on 7-8 August 2018 and attended by a number of 199

participants. This two days seminar is in conjunction with the annual

MSOSH OSH Award Luncheon. The theme for this year is "Re-

Energizing OSH For Sustainable Future Growth". The event was

officiated by YBRS. Ir. Tn Haji Omar Mat Piah, Department of

Occupational Safety and Health Director General.

MSOSH National Seminar 2018 serves as the enhanced platform for OSH

professionals in Malaysia to encourage the sharing of OSH knowledge,

practices and experiences across the industrial sectors. Discussing on

current challenges and future concerns related to the safety and health is

one of the primary objectives of this seminar. MSOSH National Seminar

have brought together prominent leaders in the industry who have been

presenting and sharing their valuable experiences with the OSH

communities. A total of 12 speakers have contributed in the success of this

event. The topics discussed includes:

Basic Understanding of Industrial Hygiene course is conducted on 14 July 2018 and attended by 34 participants. The

programme is to provide a basic understanding of Malaysia Industrial Hygiene Practice for OSH practitioners, OSH students,

industrial hygienist, occupational health doctors, researchers, assessor This course is conducted by Ms Yu Mei Huey, a DOSH

Registered Hygiene Technician who possesses more than 10 years of experience in the field of industrial hygiene.

MSOSH PUBLIC TRAINING

MSOSH with collaboration with Khalil Safety have organized a training on HIRARC with the aid of

bow tie. This course is conducted on 21-22 July 2018 and attended by 11 participants. The objective of this program

is to prepare HSE and Risk professional to undertake qualitative risk assessment using the Bow Tie methodology. In

this course, the participants are taught on building a step by step Bow Tie diagram using BowtieXP software.

On 23-24 July a training on Permit To Work and Job Hazard Analysis is carried out at MITIN Conference Centre

Taman Desa and was attended by 44 participants. This training is conducted by Mr Zulkarmain Mohd Said, who have almost 33

years of expensive experience and various expertise in oil and gas environment particularly on occupational safety and health aspect. On

day one Permit to work training focussed on giving the participants the understanding of the actual work environment, ability to assess the

potential hazards in situations for which they have responsibilities as Authorize Engineer, Authorize Gas Signatory Inspector or PTW Issuer.

Day two focus on JHA application fundamental, implementation and the application of Job Hazard Analysis. Specify the precautions to be

taken when working in those situations. Understand how to interpret, select and use relevant flammable gas, toxic gas and oxygen

detection equipment. Understands the main provisions of the relevant regulations and standard practice regarding JHA Application and

philosophy.

On 30-31 July, a Workshop on Implementation of Workplace Health Promotion is

conducted at RUANG Event Space, Shah Alam. This program is conducted to provide and

enhance participants to explore the content, enhance knowledge and skills with comprehensive course

module. Workshop on Implementation of Workplace Health Promotion is a unique program which covers on

Total Health Promotion, Occupational Health and Safety to safety practitioner in Malaysia. The program

objectives are to increase the awareness on healthcare amongst employers and employees. Besides that it

serve as a field to create continuous health promotion programs that fulfil organizational aims.

There are interventions activities during the 2 days workshop such as health screening, healthy diet, active

lifestyle (physical activities), ideal weight management and mental health assessment. The screening

component includes:

1. BMI and body composition

2. Waist circumference

3. Blood pressure

4. Blood cholesterol level

5. Blood sugar level

6. Smoking and alcohol status

7. Depression, Anxiety, Stress Scale (DASS)

A CQI-IRCA Certified OHSMS ISO 45001:2018 Lead Auditor Training Course in held on 13-17 August 2018 in

collaboration with Mega Mekar Academy. A number of 7 participants who is mainly a MSOSH member joined this training. After

completing the training successfully, the delegates will be able to acquire the following practical knowledge & skill

On 18 August 2018, a training on Hearing Conservation Program is carried out at Dewan Panca Delima Wisma

Perkeso Petaling Jaya, the talk is deliver by Dr Nor Azali, form Faculty of Mechanical Engineering University Tun Hussein Onn and Puan

Elaini Binti Wahab, Deputy Director, Industrial Hygiene and Ergonomics Division, Department of Occupational Safety and Health. The training

divided into three module which covers on introduction to noise exposure regulation 1989, noise monitoring and noise control success story.

Solution Based Ergonomics Seminar is conducted on 19 August

2018 in collaboration with Human Factors and Ergonomics Society

Malaysia (HFEM). Five speakers involved in this seminar and covers on

different aspect of ergonomics in which design ergonomics, agriculture

ergonomics, transportation ergonomics, manufacturing ergonomics and

aviation ergonomics. The training is attended by 33 participants.

On 24-25 September 2018, MSOSH with collaboration with

OSHMA organized an Empowering Forklift Safety Management, a

total of 16 participants participate in this event. a) an understanding on safe

handling of the forklift truck driving and manoeuvring in a safe manner. The

participants are exposed to knowledge of the forklift truck engineering

structure and to detect early faults that may occur and the importance of

maintaining the forklift truck neat and clean in and out and to ensure that the

truck in excellent operational condition.

On 29-30 September, a Health Risk Assessment Training is conducted at Wisma Perkeso Petaling Jaya. The trainer for

this training program is Puan Harimah Hamdan, who is the Managing Director and Principal Consultant for Nadi Lestari Consultants Sdn Bhd.

There are total of 37 participants who attended the 2 days course. On day 1, participants are given the introduction, objectives and legal

requirements pertaining to the Health Risk Assessment as well as the tips in overcoming the challenges scope of the assessment. Later in the

day, the participants are taught on how to identify the health risk and the effect of cumulative exposure and how to determine Health Hazard

Identification (HHI) rating which commonly set as the internal Corporate Standard of the Company for each element of hazards. Day 2 focus on

the technical understanding on Health Risk Assessment which focusing on Chemical Hazard (Gases, Vapors, Solvents and Particulates),

Physical Hazard (Industrial Noise, Radiation), Ergonomic Hazard and Biological Hazards. The participants are taught to the use of Risk

Assessment Matrix (RAM) as a tool in assessing the potential risk of each health hazard and the exposure rating takes into account control

measures used to reduce exposure via all relevant routes dependent on the hazard.

A seminar entitle ‘Majikan Dan Kesihatan Mental Pekerja‘ is conducted in collaboration with Malaysian Invisible Illnesses (MIIA) on

6 October 2018. The talk is deliver by three speakers who are Dr Suzhaily, Puan Sarah Waheeda and Mr Rakesh Kumar. A total of 35

participants involved in this training. The course intended to provide participants with understanding of mental health at workplace and how to

instil among employers and employee.

On 7 October 2018, a training on Workplace Health Promotion- Nutrition and Exercise Prescription is carried out at

Dewan Panca Delima, Wisma Perkeso Petaling Jaya. The morning session covered by Dr Mugilarasi, an occupational health doctor and

specialized in nutritional therapy. The participants are given exposure on nutritional assessment and how to implement nutritional program at

workplace. The evening session continues with slot by Dr Hafiz Ismail on exercise and fitness. In this session all participants learn on the

concept of fitness and how to customize personal fitness program at workplace.

On 25 July 2018 an Overhead Crane training is held at SIRIM Berhad .The objective of this course is to prevent injury and minimize

property damage through accidents involving the operation, handling and maintenance of the mobile cranes. In this training, the participants are

exposed on understanding of safe handling & correct operation procedure of the crane, understanding the mobile vehicle, the crane and its fittings,

routine & periodical inspections of the vehicle & crane and it’s operational procedure.

On 24 July 2018 a Safe Defensive Riding training is carried out at TNB Energy Services. This training is divided into two parts which

is theoretical and practical. The theoretical session is held at TNBES training room where the participants are taught on basic information about

legislation and riding ethic, introduction of OSHA general safety, medical aspect related with riding, and ergonomics riding. On day 2, participants

undergoes practical session at Stadium Melawati Shah Alam where they are exposed to motorcycle technical and inspection, practice method on

controlling the motorcycle during emergency, and have a practical session to do figure 8, slow breaking and fast breaking, slalom, zig-zag and

cornering.

On 23 September, a training on Safety in Handling Forklift Truck was conducted in Giant Hypermarket Batu Caves and

attended by 18 participants. The one day session is given by Mr Abdul Malek Omar. In the training, the participants are given the understanding on

safe handling of the forklift truck driving and maneuvering in a safe manner, knowledge of the forklift truck engineering structure and to detect early

faults that may occur and also the importance of maintaining the forklift truck neat and clean in and out and to ensure that the truck in excellent

operational condition.

A training entitle Embedding Behavior Based Safety is carried out at Stolthaven (Westport) Sdn Bhd on 19 September

and 3 October 2018. This is a refreshment course for the staff who have already joined a behavior based safety training in 2017. This training

is given by Mr Zulkarnain Mohd Said. He has vast experience in championing Behavior Base Safety concept as well providing and motivating

HSSE leadership. This training equipped the participants on understanding their responsibilities as a safety leader, how to recognize what drives

behavior and use that when intervening and coaching, how to assess risks and prepare for them, communicate constantly and effectively about

safety, and use different leadership styles for different situations.

On 24 September 2018 a Safe Defensive Riding training is carried out at NAZA World Automall. This training is divided into

two parts which is theoretical and practical. The theoretical session is held at NAZA World auditorium where the participants are taught on basic

information about legislation and riding ethic, introduction of OSHA general safety, medical aspect related with riding, and ergonomics riding. On

day 2, participants undergoes practical session at the vacant parking lot where they are exposed to motorcycle technical and inspection,

practice method on controlling the motorcycle during emergency, and have a practical session to do figure 8, slow breaking and fast breaking,

slalom, zig-zag and cornering. This training is conducted by Mr Badaru Hisham and attended by a total of 25 participants.

ACCIDENT INVESTIGATION AND CORRECTIVE ACTION This intensive one day training is conducted in Kuliyyah of

Information and Communication Technology, IIUM and attended by 16 participants who is mostly part of the safety committee. The

trainer for this program is Mr Zulkarnain Mohd Said who have almost 33 years of expensive experience and various expertise in oil and gas

environment particularly on occupational safety and health aspect. The training mainly covers on the principle of accident investigation focusing

on the on site preparation strategy. This program is essentially participative and practical, emphasizing learning through experience, both from

structured activities on the program such as role plays, group work, video screening, case studies and discussion from individual experience.

WORKPLACE HEALTH PROMOTION

Non-communicable diseases (NCDs) and Musculoskeletal Disorders (MSDs)

are one of the leading causes of reduced productivity among workers,

generating massive human and economic cost to employers and are a common

workplace health issues across the world. Based on statistic from National

Health & Morbidity Survey (NHMS) 2015, Non-Communicable Diseases

(NCDs) contribute to an estimated 73% of total deaths in Malaysia, with the

biggest contributor being cardiovascular diseases that include heart attacks and

strokes.

Workplace Health Promotion is the initiative by PERKESO which

consists of measures taken for NCDs prevention, as oppose to disease

treatment. It is designed to nurture wellness in workers, regardless of the work

environment. Extensive studies have shown that Workplace Health Promotion

yield significant returns. It will enhanced recruitment and retention of healthy

employees, fewer absences, and improved job performance and greater

productivity.

PERANAN DAN TUGASAN

Menurut Pelan Induk Keselamatan dan Kesihatan Pekerjaan 2016-2020 (Kementerian Sumber Manusia, 2016) pengamal

Keselamatan dan Kesihatan Pekerjaan (KKP) seperti Pegawai Keselamatan dan Kesihatan (SHO) memainkan peranan

penting dalam memberikan khidmat kepakaran KKP di tempat kerja. Antara peranan penting yang boleh dimainkan oleh

SHO adalah membantu majikan dalam aspek pematuhan akta dan mencadangkan kaedah penyelesaian isu KKP di tempat

kerja. Mengikut Leemann (2005) memahami peranan dan fungsi Environmental Safety and Health Professionals (ESHPs)

boleh meningkatkan kecekapan dan prestasi ESHPs serta mampu melonjak sokongan terhadap cadangan program

keselamatan dan kesihatan di tempat kerja. Ini jelas menunjukkan peranan dan tugasan SHO memainkan peranan yang

besar bagi mencapai sasaran mengurangkan kadar kemalangan dan kadar kematian di tempat kerja.

Di Malaysia tugas SHO ada dinyatakan secara jelas di dalam peraturan keselamatan dan kesihatan pekerjaan (Pegawai

Keselamatan dan Kesihatan) 1997. Di mana terdapat 9 tugas yang tersenarai di dalam peraturan tersebut. Tugas SHO di

Malaysia ialah menasihati majikan mengenai langkah-langkah keselamatan pekerja di tempat kerja, memeriksa tempat

kerja, menyiasat apa-apa kemalangan, membantu jawatankuasa keselamatan dan kesihatan (SHC) dalam menganjurkan

dan melaksanakan program keselamatan dan kesihatan pekerjaan di tempat kerja, bertugas sebagai setiausaha dalam

SHC, membantu SHC dalam pemeriksaan tempat kerja, memungut, menganalisa dan menyenggara statistik mengenai

kemalangan, kejadian merbahaya, keracunan pekerjaan atau penyakit pekerjaan yang berlaku di tempat kerja, membantu

mana-mana pegawai untuk melaksanakan keperluan keselamatan, menjalankan apa-apa kerja yang berkaitan KKP dan

menyediakan laporan berkaitan aktiviti KKP yang dijalankan. Sesetengah negara tugas SHO tidak ditentukan oleh

sebarang peraturan, seperti yang ditunjukkan di dalam Jadual 1.0.

PERBANDINGAN DENGAN NEGARA MAJU

Berdasarkan kajian keperluan industri terhadap Orang Yang Kompeten (OYK) dalam mempertingkatkan

tahap KKP ke arah status negara maju, Jadual 2.0 telah menunjukkan perbandingan peranan dan

tugasan SHO negara maju dan SHO Malaysia. Data negara maju yang diambil untuk perbandingan

adalah data negara maju yang diterbitkan pada tahun 2006 oleh Hale, A.R, Guldenmund F.G. Pengkaji

terpaksa menggunakan data ini kerana di dalam literatur ini adalah data yang terkini yang ada dan

menggunakan set soalan yang sama. Perbandingan dibuat di antara negara United Kingdom, Australia

dan Singapura dengan negara Malaysia. Pada tahun 2006 negara yang dipilih sudah pun berada pada

status negara maju berdasarkan kepada The Human Development Index (HDI).

Dapatan telah menunjukkan bahawa SHO di negara Malaysia pada tahun 2016 telah pun menyamai

peranan dan tugasan yang dimainkan oleh SHO dinegara maju berdasarkan data tahun 2006. Item

peranan dan tugasan yang dimaksudkan adalah item tugasan mengenalpasti masalah dan analisis,

membangunkan dan melaksanakan penyelesaian, latihan, maklumat dan komunikasi, pemeriksaan dan

kajian, tugas berkaitan pembangunan undang-undang dan pengurusan dan kewangan. Manakala item

pengurusan pengetahuan SHO di Malaysia masih belum menyamai dengan data negara maju, iaitu

dapatan menunjukkan SHO Malaysia sebanyak 70% berbanding dengan negara United Kingdom

sebanyak 73%, Singapura sebanyak 75% dan Australia sebanyak 72%. Namun untuk item berkaitan

iaitu SHO Malaysia sebanyak 74% berbanding negara United Kingdom sebanyak 40%, Singapura

sebanyak 50% dan Australia sebanyak 39%. Ini menunjukkan bahawa SHO di negara maju kurang

terlibat di dalam tugasan berkaitan kecemasan.

Water Safety: The important to understand the physics and safety knowledge

Accident occurred on October 4th, where 6 BOMBA rescuers were drown

is a tragedy in Malaysian’s history. The BOMBA strived to search for the

missing 17 years old teenager who is suspected drown, but they actions to

enter to the incident area is NOT advisable due to the unsafe condition of

the water at that particular time. This accident can prevented if we know

and understand the “job and activity hazards” at the incident area that is

nearby to weir design type of drain. In this short article, the author do not

find faults or blame anybody. It is not the time to blame anybody because

it can’t help to prevent the recurrence this similar accident. It’s the time for

us to think, work closely with the stakeholders to find the root cause of this

tragedy and how we can prevent the recurrence of this incident.

This is a note to rescuers. The situation of the incident is similar to a blowout at sea, where a ship or oil rig can

be “pulled” into the blowout. The forces are physics rather than metaphysical “hantu air”. Whenever there are

bubbles in the water, any lifejackets, floatation device, hull shaped boats, floating rigs etc will not work

effectively in the situation.

In the case of a Lifejacket, with regards to buoyancy/floatation/displacement of water for it to work correctly, the

weight of the foam is lighter than weight of water over an area/volume which it displaces. This fundamentally

allows the lifejacket to float based on the lighter density of the foam. As we aware, foam in the lifejacket with its

air pockets trapped within the fibres of foam or in case of any floatation device/boat less dense with a trapped

volume of air in the area/volume compared to water creates a buoyancy force which pushes upwards when

immersed in the more dense water surrounding it. Archimedes principle’s displacement of water explains this in

detail.

In the case of the incident, there is “rolling water” or a “bubble area”. Where aeration and bubbling occurs in this

“bubble area”, bubbles are air trapped in a thin film of water. So where the lifejackets, floatation device, boats

with volume of air trapped in hull may be lighter than the water surrounding it BUT they are not lighter than air.

Due to this phenomenon where the lifejackets, floatation device, boats are now in the same area/volume but in

air instead of water, these are now heavier than water bubble/air and it will sink the would be rescuer. There is no

buoyancy force that to support the rescuers to float on the “water in the bubble area”. The density of foam is not

lighter than air. Therefore wearing a lifejacket in the “bubble area” does not help the victim at all from drowning.

This would be the same in case of boats. If the rescuers had approached the aerated area of the water with a

boat, the boat will sink as well.

This is where the phenomenon of pulling comes in. With the water ahead of you bubbling, a rescuer or victim has

suddenly lost their buoyancy ahead of them, it’s a freefall until there is sufficient water again for the floatation

device to work. If it was a bubbling source from the seabed, one would “fall” to the bottom, supported when

enough water and tumble downwards. However in the case of this, rolling water creates a circular area of

entrapment where the victim now circles vertically around the area, losing buoyancy, getting back buoyancy

when there is water, but so long as the source continues, the rescuer or victim is trapped in this cycle.

There are many theories on how to swim away from such an

area, but like the lifejacket, swimming requires our hands and

legs to kick at the more dense water to create thrust for

movement. Again, in such a situation, our hands and legs are

ineffective at pushing air/air bubbles. Prevention in this situation

is always the best option.

Besides that, the water movement at the “bubble area” is fast-

moving water. When there is a weir or dam style monsoon drain

design, the fast-moving water also creates recirculating hydraulic

known as “boil” or “washing machine” effects. For non-

experience or trained swimmer having difficulty to escape from

this water effects. Based on the correct method to escape from

this “washing machine” effects, the swimmer must “curl up, dive

to the bottom and swim or crawl downstream” as shown in figure

2.

How we can prevent this similar incident from recurrence? We

should warn the public NOT to approach this area by putting the

hazard signage such as in figure 3. We need to create

awareness program to the public about this hazard. For the

professional rescuers like BOMBA, they must be well equipped

with the safety knowledge about weir hazards and risks. Risk

assessment prior rescue activity is critical before they can make

any decision to rescue other people. I hope we can learn from

this incident, and hopefully this will the last incident occurred in

Malaysia due to this tragedy.

Recovery Measures - A proposed solution would be to have the

rescuers, suit up for a toxic environment rescue. Each to have a

dedicated tether lifeline connected to a strong winch to pull the

rescuer out. Dedicated scuba gear with a walk to location rather

than swim to location, once nearing the bubble zone. All rescue

and search missions will still have the element of risk. When we

manage these risks we rule out unnecessary and preventable

deaths.

Retrospectively, let us take this tragedy as a lesson, like how

Titanic created the SOLAS, Piper Alpha created safety standards

for drilling rigs and King Cross station created safety standards

for subways. Let this incident be the opportunity or gateway for

open discourse, professional consultations, open inquiry and

improvement of rescue standard operation procedures for water

rescue.

SIAPA KADET, SIAPA KAPTEN ?Untuk tujuan pemahaman artikel ini, ‘Kadet’ adalah merujuk kepada pelajar di dalam akademi perkapalan yang mengikuti‘Cadetship Program’. Bagi Kadet ini, selepas tamat pengajian dan lulus peperiksaan-peperiksaan tertentu, barulah merekalayak digelar’Junior Officer’ (deck/engine). Buat beberapa tahun, mereka akan bekerja di bawah ‘command’ Pegawai yanglebih tinggi. Bagaimanapun, melalui pengalaman, kemahiran dan kelayakan tertentu, para kadet ini boleh mengembangkankerjaya mereka sehingga menjadi seorang ‘Ship Captain’ (Kapten). Kapten adalah satu posisi tertinggi di dalam sebuah kapaldan mempunyai tanggungjawab mutlak untuk mengemudi kapal dan memastikan keselamatan semua krew kapal.

Begitu juga dengan Pengamal OSH di dalam industri. Semua Pengamal OSH bermula sebagai pelajar di dalam kursus-kursusOSH sama ada dari institusi OSH seperti NIOSH ataupun mengikuti pengajian akademik OSH dari institusi pengajian tinggi.Pengamal OSH yang baru tamat pengajian akan bekerja di dalam industri sebagai pekerja junior dahulu. Antara posisi yangbiasa diterima adalah seperti Eksekutif, Koordinator atau Pegawai Keselamatan dan Kesihatan (SHO) tidak berdaftar (keranapendafaran dengan JKKP mengambil kira 3 tahun pengalaman). Seringkali posisi junior ini bekerja dibawah seliaan PenyeliaOSH yang lain. Selepas beberapa tahun, melalui pengalaman, kemahiran dan peningkatan kompetensi melalui latihan, parajunior OSH ini akan naik menjadi Penyelia, dan satu hari mungkin menjadi Pengurus OSH 1. Tugas seorang Pengurus adalahsama seperti Kapten kapal yang mempunyai tanggungjawab mutlak menguruskan OSH di dalam arena yang ditugaskan.

1 Ada juga kes-kes tertentu di dalam sesebuah syarikat di mana junior OSH terus menjadi ‘Kapten’ kerana hanya wujud satuposisi OSH di dalam syarikat. Senario ini pasti memberikan lebih cabaran !

DULU KADET, KINI KAPTEN : KENAPA ARTIKEL INI DITULIS?Tujuan artikel ini ditulis adalah untuk memberikan panduan-panduan praktikal kepada anda yang dahulunya adalah pelajardan pegawai junior (seperti kadet), kini dengan pengalaman yang cukup telah dilantik menjadi seorang Pengurus OSH.Seperti seorang Kapten yang bertanggungjawab mengemudi kapal dan keselematan krew secara keseluruhan, anda kinibertanggungjawab di dalam mengurus dan memberi command berkaitan OSH di syarikat anda.

Panduan-panduan praktikal yang ditulis di dalam artikel ini adalah mengkhusus kepada skil seorang Pengurus OSH yangmana mungkin kurang atau tidak terdapat di dalam pembelajaran di bilik-bilik kuliah. Contoh-contoh yang diberikan adalahcontoh-contoh sebenar senario yang biasa di dapati di dalam industri.

KALAU DULU KADET, KINI SAYA ADALAH KAPTEN…. APA BOLEH SAYA BUAT?Pengamal OSH yang dahulunya junior pasti melaksanakan tugas berdasarkan arahan atau deskripsi kerja yang diberikan.Tugasan minima seperti yang tersenarai di dalam Peraturan Pegawai Keselamatan dan Kesihatan 1997 adalah mudah bagianda, bukan? Lagipun anda ada Penyelia yang boleh membimbing anda.

Tetapi apabila anda telah menjadi seorang Pengurus OSH, terdapat banyak perkara lain yang harus diambil kira. Anda kiniadalah Kapten yang bertanggungjawab secara keseluruhan, anda mempunyai kuasa ‘command’, dan anda mempunyai‘accountability’. Berat nampaknya !

Namun, jangan risau, sekiranya anda diberikan tugasan menguruskan OSH secara menyeluruh (OSH Management System,OSH MS) di dalam syarikat, ada banyak panduan yang boleh diperolehi dari dalam industri. Menguruskan OSH mengikutStandard industri (contoh MS 1722, ISO 45001) adalah agak mudah kerana terdapat elemen-elemen yang telah sistematikdisusun di dalam Standard tersebut. Anda hanya perlu mematuhi elemen-elemen yang telah disusun di dalam Standard,dan melaksanakan apa yang dikehendaki oleh elemen-elemen tersebut.

Sekiranya ..• Syarikat anda sudah ada OSH MS yang stabil; anda hanya perlu meneruskannya. Lihat perkara-perkara yang mungkin

boleh ditambahbaik.• Syarikat anda sudah ada OSH MS tetapi masih belum stabil; iaitu perlaksanaannya masih belum sampai ke tahap

memuaskan; anda mungkin perlu membuat semak semula, kemudian membuat penambahbaikan.• Syarikat anda belum ada OSH MS dan pihak pengurusan menunjukkan minat; anda boleh bermula dengan analisa gap

untuk melihat apa yang ada dan apa yang tiada, kemudian bermula dari ‘scratch’ untuk membina OSH MS.• Syarikat anda belum ada OSH MS dan tiada pihak menunjukkan minat; wah ! ini memang cabaran hebat. Anda boleh

memulakannya dengan mewujudkan beberapa ‘engagement session’ dengan pihak-pihak atau individu-individuberkepentingan di dalam syarikat untuk mendapatkan ‘buy-in’ dari mereka. Usaha ini amat memerlukan ketelitian dankeperibadian yang baik 2. Selepas mendapat ‘buy-in’, anda bolehlah memulakan langkah pertama dengan membuatanalisa gap, seterusnya bermula dari ‘scratch’ untuk membina OSH MS.

2 Nantikan tips-tips memenangi hati ‘stakeholder’ ini di artikel yang akan datang.

OSH MS – CUKUPKAH INI SEBAGAI PENGURUS OSH ?Oh, mungkin TIDAK !Semua orang tahu yang seorang Pengurus, seperti Kapten kapal, harus mempunyai skil-skil lain selain dari pengetahuanteknikal mengenai bidang yang diuruskannya. Sebenarnya ada banyak skil-skil lain yang diperlukan oleh seorang PengurusOSH jika hendak dibincangkan. Namun untuk artikel kali ini, kita hanya fokus kepada 5 perkara asas berikut:1 - Peka Dengan Perkembangan Semasa Operasi SyarikatSeorang Pengurus OSH bukan sahaja harus tahu bagaimana sesebuah syarikat itu beroperasi, tetapi harus juga tahumengenai perkembangan semasa. Pengurus OSH boleh mendapat tahu perkembangan semasa ini dengan menghadiriritma operasi (operating rhythm) seperti membaca laporan produksi syarikat atau menghadiri mesyuarat harian, mingguanatau bulanan.

Sekiranya anda menghadiri sesuatu mesyuarat mengenai operasi atau perkembangan produksi syarikat, anda adalahdigalakkan untuk berada di dalam mesyuarat itu sepanjang masa. Ada Pengurus OSH yang mengamalkan praktismenghadiri mesyuarat semasa agenda OSH sahaja, kemudian beredar selepas agenda OSH selesai kerana beranggapanagenda seterusnya tidak berkaitan dengan OSH dan hanya membuang masa. Amalan ini mungkin tidak membantu andauntuk mendapatkan perkembangan atau maklumat semasa mengenai operasi syarikat secukupnya. Ia bolehmengakibatkan kekurangan di dalam perancangan dan perlaksanaan program OSH.

Sebagai contoh, jika anda meninggalkan mesyuarat dengan awal iaitu selepas agenda OSH selesai, sedangkan terdapatagenda-agenda lain seperti pengurusan kontraktor belum dibincangkan; anda mungkin tidak akan mendapat tahu bahawaada kontraktor-kontraktor baru yang akan diambil oleh syarikat. Anda mungkin terlepas untuk merancang programonboarding atau induksi OSH kepada kontraktor-kontraktor ini. Secara langsung, ia memberi kekurangan kepadaperlaksanaan sistem OSH di syarikat anda.

2 –Maklumat OSH Diberi Seperti Memetik JariSeorang Pengurus OSH adalah accountable untuk menjawab atau melaporkan hal-hal berkenaan OSH kepada Penyeliaatasan atau ketua di dalam syarikat. Anda harus lah dapat memberikan sebarang maklumat yang diminta oleh Penyeliaatasan dalam kadar segera dan tepat. Senario ini juga sebenarnya praktikal terhadap peer atau pasukan kerja dari lain-lainjabatan atau stakeholder lain seperti Klien atau pihak regulatory.

Oleh itu, pengurusan data yang sistematik adalah amat penting. Anda mungkin mempunyai pembantu di dalammenguruskan data, rekod dan semua maklumat mengenai OSH di dalam syarikat. Bagaimanapun, anda tidak bolehberharap kepada pembantu itu sahaja. Anda harus mewujudkan satu sistem di mana data-data tersebut boleh diaksesdengan segera dan semua orang atau pekerja-pekerja tertentu dapat mengaksesnya.

Ingat ya ! Data yang PANTAS dan TEPAT adalah penting ! Ini membantu pihak lain melihat anda sebagai seorang PengurusOSH yang efisien.

Selain itu, anda juga harus bijak untuk memberikan format laporan yang bersesuaian untuk Penyelia anda. BiasanyaPenyelia anda seperti seorang Director atau Vice President/President lazimnya tidak ada banyak masa untuk membacaatau melihat/mendengar laporan yang panjang berjela. Format laporan berbentuk one pager3 dan high level adalahsesuai untuk mereka. Bagaimaapun, anda harus menyimpan back up data sekiranya disoal kelak. Back up data ini amatpenting kerana anda sebagai Pengurus OSH adalah dijangka untuk tahu semua perkara mengenai OSH seperti ianyaberada di hujung jari. Anda pastinya tidak mahu nampak seperti tidak tahu atau terpinga-pinga apabila disoal lebihlanjut mengenai one pager laporan tersebut, bukan?

3 - Pengurusan masaMengikut kajian, 70% masa seseorang Pengurus adalah tidak terancang4 dan memerlukan anda untuk berurusandengan isu dan pasukan kerja secara segera. Seringkali timbul isu-isu harian yang memerlukan perhatian seorangPengurus OSH; contohnya

o Menerima komplen dari pekerja yang telah lambat menerima gaji selama tiga bulano Berlakunya satu kejadian kecemasan yang memerlukan pemindahan pekerja yang cedera ke pusat perubatano Terdapat pekerja yang meminta supaya disediakan perkhidmatan asuhan kanak-kanak di dalam premis syarikato Menerima pertanyaan dari pasukan sekerja mengenai maklumat teknikal OSH seperti apakah Standard atau

spesifikasi bersesuaian untuk peralatan bekerja tempat tinggi

Keadaan ini memerlukan Pengurus OSH untuk memberikan reaksi segera di mana ia akan mengambil masa danmengganggu perancangan kerja. Menurut Dr Stephen Covey di dalam penulisannya5, beliau telah mencipta TimeManagement Quadrant di mana beliau membahagikan kerja-kerja kepada 4 bahagian:

o Kotak 1 – Perlu Diselesaikan Segera dan Pentingo Kotak 2 – Tidak Perlu Diselesaikan Segera dan Pentingo Kotak 3 – Perlu Diselesaikan segera tetapi Tidak Pentingo Kotak 4 – Tidak Perlu Diselesaikan Segera dan Tidak Penting

Kotak 2 sebenarnya adalah kotak yang paling ideal di mana anda mempunyai cukup masa untuk merancang. Namundalam praktis industri, senario ideal ini adalah jarang ditemui kerana apabila menjadi Pengurus, anda akan dihujani isu-isu semasa yang akan menyebabkan 70% dari masa anda dihabiskan untuk menguruskan perkara tidak dirancang.

Oleh itu, anda sebagai Pengurus OSH harus tahu di kotak mana semua 70% isu yang datang itu untuk diletakkan, supayaanda boleh memberi reaksi tindakan sewajarnya. Mari kita membuat simulasi sebentar, cuba tandakan senario tersebutdengan Kotak yang sesuai.

4 – Komunikasi Dengan Penyelia Atasan AndaPenyelia kepada seorang Pengurus OSH (atau Pengurus Kanan, Sr. Manager) pastinya bukan ‘Pengurus’ juga. Sekurang-kurangnya designation kepada Penyelia seorang Pengurus adalah Pengarah (Director) atau lain-lain mengikut organisasisesebuah syarikat. Berkomunikasi dengan Penyelia atasan ini memerlukan skil dan pengetahuan tertentu. Antaranya:

o Apabila berkomunikasi, berikan mereka penyelesaian, bukannya masalah4; walapun sebenarnya perkara yang ingin andaketengahkan adalah ‘masalah’ seperti senario di bawah:o Anda baru sahaja menerima permintaan dari Klien syarikat supaya melaksanakan program OSH Team Building

seperti yang termaktub di dalam Dokumen Kontrak. Anda mempunyai masalah kerana tiada pembantu di dalampasukan OSH anda untuk membuat perancangan dan perlaksanaan program ini. Sebelum anda mengajukan hal inikepada Penyelia anda, anda harus membuat studi dahulu untuk melihat pilihan-pilihan yang ada seperti (1) melihatbajet yang ada, adakah ia mencukupi sekiranya anda mengupah pihak ketiga untuk melaksanakan program tersebut;atau (2) berbincang dengan peer dari Jabatan lain untuk mendapatkan bantuan mereka di dalam meminjamkan ahlipasukan untuk menjadi Jawatankuasa perancangan dan perlaksanaan program.

o Apabila memberikan sesuatu cadangan terhadap sesuatu program OSH, anda harusmemastikan semua kemungkinan termasuk halangan terhadap kelancaran programtersebut telah diteliti. Ini kerana Penyelia anda yang juga mempunyai accountabilityterhadap pihak lain seperti board of Directors. Oleh itu anda harus menjangkakan yangmereka akan lebih cenderung untuk melihat faktor-faktor kegagalan di dalam cadangananda yang mana mugkin boleh mengakibatkan mereka juga akan disoal oleh pihak laintersebut. Mari lihat senario ini pula:

Anda telah melihat statistik kemalangan di dalam syarikat anda agak membimbangkan iaituterdapat banyak kes kecederaan di bahagian tangan dan jari di kalangan pekerja yang terlibatdi dalam pengendalian barangan tergantung/ sedang diangkat oleh jentera lain. Anda inginmelaksanakan program ‘kempen mengelakkan kecederaan terhadap tangan dan jari’. Andatelah merangka satu plan program di mana akan ada satu peralatan diperkenalkan iaitu ‘pushand pull stick’ (lihat contoh di dalam Figure 2). Peralatan ini dapat mengelakkan sentuhanlangsung antara tangan/jari pekerja dengan barangan tersebut. o Sebagai tambahan kepada poin di atas, semasa memberikan cadangan terhadap sesuatu program OSH, anda harustahu bahawa objektif Penyelia dan pengurusan atas syarikat adalah di dalam memastikan kos operasi berada ditahap paling optimum. Oleh itu, jangan sekali-kali memberi cadangan program yang memerlukan kos yang tinggiserta sumber yang sukar diperolehi, melainkan jika cadangan itu didatangkan bersama keperluan untuk mematuhikehendak perundangan. Pengenalan kepada peralatan ‘push and pull stick’ mungkin bukanlah satu cadangan yangmemerlukan kos yang tinggi, dan peralatan ini terdapat banyak di dalam pasaran. Hanyalah, anda harus tahuapakah jawapan kepada soalan seperti di dalam poin di atas (iaitu bolehkah pekerja tersebut menjalankan kerjamereka dengan cekap apabila menggunaka peralatan ‘push and pull stick’ berbanding semasa menggunakantangan sahaja?).

5- Mengambil Tahu Protokol SyarikatSeorang Pengurus OSH juga harus mengambil tahu dan mahir dengan protokol-protokol syarikat, seperti:o Menggunakan jenis kepala surat rasmi semasa membuat sebarang koresponden dengan Jabatan Kerajaano Menggunakan nombor rujukan standard syarikat dan memintanya dari pihak yang mengawalnya (jika ada)o menggunakan format persembahan power point standard atau korporat (jika ada)o Menggunakan logo syarikat dengan betul seperti memastikan warna-warna yang digunakan serta saiz adalah tepat di

bahan cetakano Sering merujuk kepada jabatan lain yang berkaitan seperti Jabatan Komunikasi atau Sumber Manusia jika ingin

membeli cenderahati sebagai pemberian di dalam program OSH. Mungkin ada sesetengah barang cenderahati tidaksesuai diberi, atau tiada tempat sesuai untuk mencetak logo syarikat di atasnya.

Mematuhi protokol-protokol ini adalah penting supaya program OSH yang dirancang dapat dilaksanakan dengan lancarserta tiada gangguan dari pihak-pihak berkenaan kelak. Ada kes di mana seorang Pengurus OSH telah menggunakansembarang format persembahan untuk power point untuk pihak pengurusan tertinggi syarikat; beliau ditegur keranaformat persembahan itu tidak mematuhi garis panduan syarikat. Ia nampak remeh tetapi ini adalah imej yang harus dijagaoleh seorang Pengurus OSH.

Ada juga contoh kes di mana Pengurus OSH membeli tuala mandi sebagai barang cenderahati dan telah mencetak logosyarikat di tuala itu. Beliau telah ditegur oleh pihak pengurusan kerana logo syarikat itu membawa nama isteri kepadatuan punya syarikat. Tuan punya syarikat amat particular mengenai hal ini dan tidak suka nama isteri beliau diletakkan ditempat di mana ia digunakan untuk mengelap badan. Lihatlah, perkara remeh seperti ini sebenarnya memberi impakyang besar jika Pengurus OSH tidak mengambil tahu mengenai protokol syarikat.
