MARKET REPORT FOR THE INDUSTRIAL PROPERTY MARKET (2Q 2018) EXECUTIVE SUMMARY

1. In 2Q 2018, the occupancy rate of overall industrial property market fell by 0.3 percentage

points compared to the previous quarter. Compared to a year ago, occupancy rate of overall

industrial property market remained the same.

2. Prices and rentals of industrial space remained relatively stable for most market segments.

In 2Q 2018, the price index of overall industrial property market remained unchanged while rental

index fell marginally by 0.1% compared to the previous quarter. Compared to a year ago, the price

and rental indices fell by 2.1% and 1.4% respectively. An overview of price, rental and occupancy

rate movements for the quarter is shown in Exhibit 1.

3. In the second half of 2018 and in 2019, another 2.0 million sqm of industrial space, including

334,000 sqm of multiple-user factory space, is estimated to come on-stream. As a comparison, the

average annual supply and demand of industrial space in the past 3 years were around 1.7 million

and 1.2 million sqm respectively. As new supply starts to taper in the coming years, prices and

rentals should stabilise in tandem with occupancy rates.

4. For industrialists looking to own production spaces, around 200 units in uncompleted strata-

titled developments remained available for sale at the end of 2Q 2018. These units totalled about

64,000 sqm of space, and will provide options for industrialists to site or relocate their operations

to these developments.

5. In 2Q 2018, the occupancy rate for the overall industrial property market fell by 0.3

percentage points on a quarter-on-quarter basis to 88.7%. There is no change in occupancy rate

compared to a year ago (Exhibit 2a).

6. For multiple-user factory space, the occupancy rate fell by 0.5 percentage points on a

quarter-on-quarter basis to 86.0%. On a year-on-year basis, the occupancy rate dropped by 0.4

percentage points (Exhibit 2b).

7. Rentals of industrial space remain relatively stable. In 2Q 2018, the rental index of the

overall industrial space fell slightly by 0.1% on a quarter-on-quarter basis, while rental index of

multiple-user factory space inched up marginally by 0.2%. Compared to a year ago, the rental

indices for overall industrial space and multiple-user factory space both fell by 1.4% and 0.7%

respectively (Exhibits 3a and 3b).

9. Prices of industrial space also remained relatively stable. In 2Q 2018, the price indices for

overall industrial space and multiple-user factory space remained unchanged on a quarter-on-

quarter basis. Compared to a year ago, they were lower by 2.1% and 1.7% respectively (Exhibits

4a and 4b).

11. Based on the number of caveats lodged for industrial properties, transaction volume rose

9% in 2Q 2018 compared to one year ago. On a quarter-on-quarter basis, the transaction volume

increased by 35% (Exhibit 5).

ALLOCATION OF JTC’S READY-BUILT FACILITIES (RBF) 12. In 2Q 2018, JTC allocated a total of 40,300 sqm of RBF space to industrialists, which

included 24,000 sqm of high-rise space and 6,900 sqm of land-based factory space. Among the

high-rise space that were allocated, about 71% were in JTC’s newer developments such as JTC

MedTech Hub @ MedTech Park, JTC Food Hub @ Senoko and JTC LaunchPad @ one-north.

13. Total RBF returns in 2Q 2018 was 37,400 sqm, of which 22,100 sqm was high-rise space

and 7,300 sqm was land-based factory space. About one-third was due to companies consolidating

their operations.

ALLOCATION OF INDUSTRIAL LAND

14. In 2Q 2018, the tender for an Industrial Government Land Sales (IGLS) site targeted at

multiple-user development had closed. 2 bids were received for the 2.41 ha site located at Tuas,

with the highest bid at $555 psm ppr.

15. Other than the IGLS site targeted at multiple-user development, the tenders for three sites

targeted at single-user developments totalling 2.13 ha also closed. However, these three sites did

not receive any bids.

16. Besides IGLS, JTC also allocated 32.5 ha of prepared industrial land (PIL) in 2Q 2018.

About 88% of the land (28.7 ha) was allocated to companies in the manufacturing-related and

supporting industries, while the remaining was allocated to manufacturing companies. In the same

period, 52.5 ha of PIL was returned to JTC, with natural expiries accounting for about 71% of the

total returns.

OUTLOOK ON FUTURE SUPPLY

17. In the second half of 2018 and 2019, another 2.0 million sqm of industrial space is estimated

to come on-stream. This is about 4% of current industrial stock. As a comparison, the average

annual supply and demand of industrial space were around 1.7 million sqm and 1.2 million sqm

respectively in the past 3 years (Exhibit 6).

Note: For industrial space, the figures for upcoming supply are in terms of gross floor area, whereas historical changes in available stock (i.e. historical new supply) and historical changes in occupied stock (i.e. historical new demand) are in terms of net floor area.

18. For multiple-user factory space, 334,000 sqm is estimated to come on-stream in the second

half of 2018 and in 2019. This is about 3% of the current multiple-user factory stock. As a

comparison, the annual supply and demand of multiple-user factory space for the past 3 years

were around 400,000 sqm and 298,000 sqm respectively.

19. At the end of 2Q 2018, there were around 200 units, totalling about 64,000 sqm, in

uncompleted strata-titled developments still available for sale. About 4 in 10 units are of 200 to 299

sqm in size (Exhibit 7).

20. Two JTC developments, totalling around 108,000 sqm, are expected to be completed in

the next 12 months (Exhibit 8).

CONCLUSION

21. Prices and rentals of industrial space remained relatively stable. As new supply starts to

taper in the coming years, prices and rentals should continue to stabilise in tandem with occupancy

rates. JTC will monitor the market closely to ensure a stable and sustainable supply of land and

space to support the needs of industrialists.

22. Moving forward, JTC will continue to develop new industrial facilities and estates that will

meet the needs of industrialists, support their transformation and upgrading, and enhance their

productivity and competitiveness.
