1 Update on Overall Project Activities

1.1 Meeting with Mr. Nicola Antonopoulos, CITD Project

A meeting with Mr Nicola Antonopoulos, working on EU Project in India known as CITD (Capacity-building Initiative for Trade Development in India) was held on 7th August 2013 in SESEI office with the following results/actions:

Fruitful exchange of discussion was held on technical regulations, standards, testing and certification activity in India.

An exchange of project update between CITD and SESEI was also carried out and it was agreed to have regular project update meetings when possible.

1.2 Meeting with Mr. Hardip Grewal, Policy Analyst 'EU-India Science Innovation House'

EBTC office connected SESEI with Mr. Hardip Grewal, Policy Analyst 'EU-India Science Innovation House', Embassy of France in India. A meeting was conducted between SESEI and Mr. Grewal during which SESEI shared the project details. A study on Science and innovation is being compiled by Mr. Grewal; SESEI will keep a track of the same and update stakeholders accordingly.

1.3 1st event of the European STI Platform in India

SESEI attended first event of EU Science and Technology Innovation platform held in India as organized by New INDIGO (http://www.newindigo.eu/). EU Ambassador and Head of Delegation presided over the meeting as Guest of Honour. This event was attended by several members of the EU Delegation to India with Key note speakers from the R&D community in India and Europe. SESEI gained insight into this R&D partnership project and networking through this event participation.

1.4 Meeting with Mr Sunil Soni, DG-BIS

A meeting with DG-BIS was organized by SESEI prior to the proposed meeting between DG-CEN CENELEC and DG-BIS during the side-lines of ISO Meeting in Russia.

During this meeting SESEI project was introduced, meeting at the ISO side-lines was informed, industry interactive session at the side-lines of IEC GM was informed and possible co-operation and collaboration through MoU/agreements were discussed with Mr Soni.

ISO Meeting in Russia went very well and Interactive sessions at the side-lines of IEC GM BYD (Block Your Diary) and formal Invite have been extended to DG BIS.

1.5 Meeting with IRD-BIS

SESEI organized a meeting with Bureau of Indian Standards (BIS) International Relations Department (IRD) team members to check the status of DG CEN CENELEC meeting with DG-BIS at the side-lines of ISO meeting in Russia, Industry Meeting at the side-lines of IEC General meeting and MoU of ETSI on Mobile Standards and license agreement of CEN on EN115.

BIS officials confirmed the meeting between DG, BIS and CENCELEC during the ISO meeting. SESEI also informed Industry meeting at the side-lines of IEC general meeting details and discussed the proposed CEN and BIS MoU. List of queries have already been submitted by BIS on proposed MoU of ETSI and License agreement of CEN for EN115. CCMC has responded few queries of EN115 and for remaining its pending for review by legal team. ETSI MoU response is still under review by ETSI legal team, SESEI will follow-up with ETSI and CCMC for its response.

2 Update on Standardization Activities

2.1 Automotive

Automotive Research Association of India (ARAI) has announced the second edition International Conference on Automotive Materials & Manufacturing and is scheduled from 28 - 30 APRIL 2014 at ARAI-FID, Chakan. Read More

Review and Update on Projects of Common Interest with EBTC Experts

As part of the agreed monthly update and discussion to share updates on Automotive and Energy Efficiency (areas of common interest) a review and update meeting was held with EBTC experts on 24th July 2013 resulting in a fruitful exchange of information shared around e-mobility, batteries, ITS, etc.

Meeting with ARAI Senior Officials

SESEI coordinated a meeting with a delegation of Senior Officials from ARAI (Automotive Research Association of India) which included the Deputy Director, Deputy Director and Deputy General Manager, on 30th Sept 2013. ARAI is a premier co-operative industrial research association established by the automotive industry with the Ministry of Industries, Government of India. During this meeting the discussions were mainly around introduction of Project SESEI and the areas of possible co-operations. Details of the discussion and action points are as under:

Introduction of Project SESEI:

Project presence in India appreciated. SESEI used this opportunity to introduced EBTC Automotive expert as part of this meeting. Meeting proved extremely productive.

Meeting with Chief in charge in Central Electricity Authority (CEA) and ISGF (India Smart Grid Forum) officials

SESEI met with Mr. Pankaj Batra, Chief in charge Regulatory Affairs and Information Technology in Central Electricity Authority (CEA - Government regulatory body on Power) and ISGF (India Smart Grid Forum) official to share update on EU work Smart Grid, Smart Meter and Electric Vehicles. In this meeting SESEI presented updates on:

Project SESEI, EU status update on Smart Grid, Smart Meter and Electric Vehicles as requested by ISGF. Good exchange of information took place during the meeting and Mr Batra who is very senior, resourceful personnel is also interested in working with SG-CG closely.

Mr Batra’s queries on the smart grid and meter standards have been responded with the help of the SG-CG Coordinator and CCMC.

CPRI Meeting on Smart Grid & Smart Meter and e-Mobility

A meeting with Central Power Research Institute (CPRI), Bangalore was arranged on 30th July 2013. SESEI shared EU updates on Smart Grid, Smart Meter and e-mobility and proposed possible collaboration through BIS. CPRI officials extended invite for their workshop on Standards scheduled to be held in in Jan'2014 for which details are awaited.

IEEE Standards Association Workshop

IEEE organized a workshop in Bangalore on 30th July 2013 on the subject of “Last mile connectivity”. SESEI attended the workshop for the purpose of networking and to monitor IEEE establishment and routes in India. Through this workshop SESEI also gained insight into IEEE activities in India and their association with academia, etc. Event participation was fruitful for future relationship and for gaining insight on their activities in India.

Meeting with Head of Electrotechnical Department, BIS

SESEI met Mr. R. C. Mathews, head of Electrotechical department in BIS on request. SESEI took this opportunity to introduce the project and carried out discussions around IEC GM meeting scheduled for October, proposed ad-hoc meeting between Indian Electrotechnical Industry and European Standardization community.

Mr. Mathews was very pleased to know about the establishment of SESEI in India and assured to work closely and study possible opportunities to collaborate on projects / standards of mutual interest. Mr. Mathews indicated seeking standards co-operation on areas such as a) Power Quality b) Renewable Grid Integration c) e-mobility d) Photo biological safety (LED) etc. A brief update on Renewable Grid Integration and e-mobility is shared with him. Information on standards activities around Power Quality and Photo biological safety (LED) is awaited from CCMC.

Interactive Session of CENELEC on European Standards & Project SESEI

A Meeting with Dr R. C. Chopra, Advisor CII ICT Hardware committee, was held on 14th August 2013 to discuss and plan Industry ad-hoc meeting during the side-lines of IEC GM Meeting during 21-25

October. SESEI clarified, aligned and agreed items such as Meeting purpose, participation, sponsorship, venue, and timing with CII representative. Meeting is agreed to be carried out on 23rd October lunch time and called as “Interactive Session of CENELEC on European Standards & Project SESEI”.

All preparations for Industry ad-hoc meeting on 23rd October at the sidelines of IEC 77th GM Meeting in India are in full swing. SESEI initiated discussions and meeting with important stakeholders for successful commencement of the meeting. Brief updates are as under;

Regular meeting with CII to review preparation, event planning including sponsorship, proposal and Performa invoice

Agenda, Event cost, List of Invitees and BYD, Invitation format are finalized.

Invitation through email and hard copies are sent. Follow-up calls have started.

Backdrop design is finalized.

SESEI conducted a follow-up call with Mr Herve Gauthier to discuss “Interactive Session of CENELEC on European Standards & Project SESEI” meetings and other related important items planned at the side-lines of IEC GM meeting in October. In this meeting parties discussed and agreed

EN115 adoption by BIS: BIS has submitted list of queries on proposed license agreement, few queries have been answered and for rest legal opinion is ongoing.

Meetings between DG-CEN CENELEC and BIS DG and Chief Standardization at the sideline of ISO meeting in Russia: SESEI worked with CCMC to fix this meeting and it went very well.

Meeting with Joint Secretary, Department of Electronics and IT (Deity)

SESEI met with Dr Ajay Kumar, Joint Secretary, Deity, to introduce Project SESEI and extend invitation to attend the Interactive Session of CENELEC on European Standards & Project SESEI meeting as Guest of Honor. Joint Secretary has accepted the invitation to be a guest of honour.

Joint Secretary also appreciated the SESEI project initiative and assured to extend cooperation and collaboration in the areas of R&D and innovation.

Meeting with Mr. Rajiv Jain, IESA

SESEI met with Mr. Jain, head of Delhi office from India Electronics & Semiconductor Association (IESA - http://www.iesaonline.org/). IESA is the premier trade body representing the Indian Electronic System Design and Manufacturing (ESDM) industry and has represented it since 2005. A fruitful discussion around Electric Equipment, Consumer Electronics Standards, project SESEI and participation in Interactive Session of CENELEC on European Standards & Project SESEI at the side-lines of IEC GM meeting were discussed. IESA agreed to participate in the proposed meeting.

Meeting with narnix technolabs on Smart Grid

SESEI had an opportunity to interact with Mr. N. Kishore of Narnix technologies on his request on the topic of Smart Grid standardization. Meeting discussion and feedback from SESEI on Mr Kishore Proposal to set up a Smart Grid Coordination Group resulted on a proposal to Align activities of the group with BIS, ISGF, etc. and project SESEI committed to share EU standards update on this topic.

SESEI will be tracking progress of the group and attend future meetings.

Conference call with Mr. Gurumoorthy, KONE INDIA

A conference call on request from Mr. Gurumoorthy of KONE India was held regarding EN115 adoption by BIS. SESEI updated progress of EN115 adoption by BIS and conveyed that list of concern observed by BIS is awaited. List of concerns have been received by CEN now, few queries have been replied while waiting for legal opinions to be delivered.

2.4 ICT including Services

TEC - Green/energy Efficiency

The Green Energy Efficiency core group constituted for implementations of directions issued by DOT on TRAI recommendations on ‘Approach toward Green Telecommunications’ had its 4th meeting on 27th July 2013. The main discussion was around standards, testing and certification of

Wireless Access Network, Transport, IP Router and Switches etc. SESEI shared ETSI progress and update on standards. TEC aligned to accept one standard for one product instead of mixing it. ITU-T L1310 is also agreed to be studied while adopting standards and prepare a testing and certification framework for the green passport program of telecom equipment in India. SESEI is keeping a close track on its progress and attending all its meetings.

Moreover, SESEI also attended the 5th meeting of core group held on 26th Sept 2013. SESEI took status review of TEC way forward to address the GSM RBS, Router and Switches guidelines, Testing and Certification. He also informed TEC and Members about the next ETSI EE meeting to be held in October and proposed ETSI joint event in March 2014.

SESEI has been strongly persuading TEC to adopt only one standard while forming guidelines for Telecom Equipment's such as GSM RBS, IP Router, Switches etc. TEC agreed to adopt a base line document on GSM RBS based on ETSI TS 102 706 and for Router and Switches based on ATIS-0600015, 2009. All suggested changes to these standards will be listed down as a separate file and once agreed by its members it will be added to base documents.

SESEI shared the minutes of the meeting with EE TC Chairman for their further discussion in next TC meeting scheduled for 21-25 October.

Email Reply to Ms. Heidi Lund, Swedish National Board of Trade

A query was raised by Ms. Heidi Lund of Swedish National Board of Trade on 1st July 2013 regarding the TBT concerning Telecom, Cyber security legislation in India and India’s position on Common Criteria Recognition Arrangement (CCRA). SESEI updated Ms. Lund via a detailed e-mail on the current situation/evaluation of India’s stand on Telecom and Cyber Security including CCRA.

Meeting of Mobile Phone Panel, TC, LITDC/P1 of the BIS

Second meeting of the Mobile Phone Panel LITDC/P1 was organized by BIS on 24th July 2013. BIS invited SESEI as an observer to this meeting. The main issues discussed with SESEI were: ETSI MoU and adoption of ETSI RTT&E standards. SESEI followed up on the ETSI proposed MoU with BIS and asked them to provide the list of concerns and queries. BIS has submitted list of queries and concern on the proposed MoU, which are under review by ETSI legal team.

5G Contributions to ITU: Conference call - DOSTI

A conference call was organized by Development of Standards in Telecommunication for India (DOSTI) for compiling inputs on the 5G contributions towards ITU. SESEI attended this call as part of the standard group discussion on the subject. Highlights of the conference call were:

The Group agreed to include Licensed Spectrum Access, identifying additional spectrum (WRC-15) topics also for discussion and submission by responsible group in DOSTI/TSDSI. Group shall also connect with TEC and DoT to align and ensure their prepared response is accepted, acknowledged and submitted from India and later supported by Indian Delegation participating in ITU events.

The group also suggested including concepts that may be of disruptive nature, and not merely restrict it-self by extending the scope of current IMT-Adv technologies to cover possible new modulation techniques, cloud-radio, coexistence of multiple technologies in the same spectrum band, etc.

The inputs to WP5D may be looked as a place holders in the current document of WP5D, after looking at available ideas, it may be forwarded to other WGs under it and/or other WPs, SGs, etc.

Status Update on formation of TSDSI

Telecommunications Standards Development Society (TSDSI) Governing Council had its first meeting on 9th July 2013 at C-DoT campus, New Delhi. The main agenda for discussion was TSDSI registration, FAQ and Membership Proposals. SESEI attended this meeting to take an update on its progress, assured the council to extend full support and suggested that TSDSI shall also work on IPR policy. TSDSI bye-laws are aligned with ETSI bye-laws with slight modification for incorporating the government bodies.

TSDSI also conducted a 2nd similar meeting on 6th September 2013 in Mumbai, India to appraise the industry of West and South about its registration, FAQ and Membership Proposal.

TSDSI team led by Chairman Mr. Sivarajan, and Prof. Karandikar (Member Secretary) of TSDSI met Additional Secretary, Ms. Rita Teaotia, from the Department of Telecom on 23rd September. TSDSI Chairman presented the letter addressed to the Secretary, along with the Rules/Regulations and Memorandum of Association document adding that there were presently27 Letters of Intent (LoIs) received by TSDSI from organizations coming from all segments of the telecommunications industry in India, declaring their support towards TSDSI.

Establishment of TSDSI is progressing well in its registration and launch date is planned for 8th Nov which shall be followed by a workshop on the topic of “Path to 5G”. The launch is expected to get inaugurated by Mr. M. F. Farooqui, DoT Secretary. ETSI DG has been invited for this launch along with representation from ARIB, TTA, and ITU.

TSDSI is also expected to approach 3GPP for membership prior to their next meeting in November. SESEI is keeping a close track of its progress and aligned to attend its future meetings.

ETSI Workshop in the Q1, 2014

SESEI in close coordination with ETSI has initiated preparation for a two day ICT Seminar and workshop schedule to take place on 13-14 March 2014.

In this regard SESEI initiated the following actions:

Meeting with the proposed Event Organizer, Bharat Exhibition, to discuss the ETSI Event in March'2014.

Event theme , agenda topics , session details , proposed delegates list etc. were shared with ETSI

Meeting with Industry stakeholder have started to pursue support and sponsorship for the event.

In-depth discussion held with ETSI and feedback shared with Event Organizer. Follow-up meeting/ discussion following input from ETSI are planned with event organizer and industry.

Event details will be promoted during the next visit of DG-ETSI with Industry and stakeholders.

MoU between ETSI and COAI

SESEI coordinated with ETSI and Cellular Operators Association of India (COAI) for finalization of MoU to be signed between ETSI and COAI to ensure close cooperation between parties and SESEI on projects and areas of mutual interest. The MoU has been finalized, endorsed by the ETSI Board and is due for approval during the next General Assembly meeting where COAI DG, Mr. Rajan R. Mathews, will participate.

ASSOCHAM Telecommunication Council's Meeting

SESEI attended ASSOCHAM’s telecommunication council meeting to discuss Department of Telecoms list of question on M2M Telecom Policy.

SESEI informed council members about the ETSI M2M and OneM2M partnership Project activities, and is looking forward for ETSI response to DoT list of questionnaires due discussion in next TC meeting and future event participation and help aligning policy from standards prospective in India.

3 Events Participation by SESEI

3.1 Webinar on Smart Grid by SESEI for ISGF members

SESEI conducted a webinar for India Smart Grid Forum (ISGF) members on Smart Grid and update on it as under:

33 participants registered for Webinar and 13 participated.

During the webinar members showed interest and asked how best they can co-operate and collaborate on this subject. SESEI suggested following way forward;

o SESEI with the help of its European Stakeholders will be happy to work with ISGF and share all the progress done until now on this subject.

o ISGF shall involve all other stakeholders such as Central Power Research Institute (CPRI), Bureau of Indian Standards (BIS) and Industry. They shall also generate a similar report for India as done in EU and presented during this webinar. This report shall become basis of standards adoption, development, etc. for Indian Market by BIS.

o Project SESEI is also closely working with BIS. BIS shall take this subject and start working on it with ISGF and Industry.

Webinar on Smart Meter & e-Mobility is proposed for future possibilities.

During this webinar, It is noticed that BIS is actively working with IEC/TC57 and PC118 on this subject and it appears that PC118 next meeting in March’2014 will be hosted in India by CPRI

SESEI will continue working on this subject with forums, industry and standards bodies in India and align the EU standards and excellent work done on this smart grid, smart meter and e-mobility areas.

3.2 Green Energy India - 2nd International Conference

SESEI attended event on Green Energy India, 2nd International Conference as a ‘distinguished Inaugural Speaker” and talked about Smart Economy - Role of standards “covering:

o European prospective and progress on Green Energy related efforts with world context, EU policy initiative

Information as shared during this presentation by SESEI was very well acknowledged and lot of interest was developed especially on standards from Bureau of Energy Efficiency and Telecom Engineering center.

SESEI will continue working with TEC on this subject of Energy Efficiency and with BIS, ISGF and Central Electricity Authority (CEA) for Smart Grid, Meter and Electrical Vehicle etc.

3.3 Talk on EU Standards for CSIR-NISTADS

Council of Scientific and Industrial Research - National Institute of Science, Technology and Development Studies (CSIR-NISTADS), invited SESEI on 6th August 2013 to make a presentation on EU standards. This opportunity presented SESEI with:

o Networking with R&D community and an opportunity to meet & explain project SESEI o Branding and Promotion of project SESEI

Institute has asked to share an article on standards. SESEI informed the organizer that LO approval is pending and once in place an article will be shared along with a regular quarterly newsletter on EU Standards and Policy updates.

3.4 Seminar by DECT Forum

Digital Enhanced Cordless Telecommunications (DECT) Forum India organized a seminar on New Avtar of Landline Communications dated 19th July 2013 and SESEI attended it to understand Industry activity on DECT and shared ETSI progress on it.

Seminar had participation of senior industry and Government including from the defense sector. With Technology presentation by DECT Forum, following are the important points discussed during the seminar.

DECT as a technology for its rollout in India is well supported by all stakeholder.

India could capitalize on device manufacturing if DECT in the band 1880-1900 is opened at the earliest (China is trying to open this band as well for DECT, Japan has already accepted and its 75% market share hence economies of scale exist)

Dual Mode (GSM-DECT) handsets are already available hence big synergy indoor

India’s Fiber connectivity project of connecting India by Government will strengthen DECT rollout quickly in rural India at most affordable rates

DECT with ULE will bring lot of additional application suitable for India. It also strengthen enterprise solutions and rollouts (SOHO)

DECT is available in android hence eco-system and application rollout are quick and adaptable to India etc.

SESEI is keeping a close track of this forum and plan to include DECT as one of the topic during ETSI Seminar in March’2014.

3.5 PTCIF Seminar on 'Reviving India Telecom'

SESEI attended the Pacific Telecommunications Council India Foundation (PTCIF) seminar as a speaker in the inaugural session held on 27th September 2013 and presented Machine to Machine (Machine Type Communication) status update as done by ETSI TC M2M, OneM2M partnership project and 3GPP. It was well received and appreciated by the participants. Project will continue driving this topic of importance in India.

3.6 Launch of “Guidelines for Protection of National Critical Information Infrastructure

National Technical Research Organization (NTRO) organized the launch of the first version of “Guidelines for Protection of National Critical Information Infrastructure” on July 19, 2013 supported by Confederation of Indian Industry (CII) and Federation of Indian Chambers of Commerce and Industry (FICCI). SESEI attended this launch to:

Understand the security aspect addressed as part of this guidelines on National Critical Information Infrastructure.

As highlighted during the launch, it may be noted that Cyber Security aspect is very well addressed as part of this guidelines and industry participation in cost sharing is expected by administration.

3.7 Launch of Capital Goods Skill Council by FICCI

SESEI attended the Launch of Capital Goods Skill Council by Federation of Indian Chambers of Commerce and Industry (FICCI) to:

Understand what sectors are covered as part of the capital goods initiatives.

Networking and gain insight into the initiative and list of machinery sectors covered

3.8 GISFI 14th Standardization Series Meeting (14GSSM)

An India Japan Workshop on Cyber Security and Service/ applications for M2M was organized by Global ICT Standardization Forum for India (GISFI). SESEI attended this meeting for the purpose of networking and take a stock of activities handled by GISFI and their opinions on TSDSI vs. GISFI. During this participation SESEI also gained insight on M2M Service and Application, Security (Cyber and Telecom) on Day-1 from the presentations and discussions held. At this stage it appears that GISFI will continue its activities in India even if TSDSI is recognized by Government of India as Telecom Standards Development Organization India.

Event to celebrate World Business Council for Sustainable Development [WBCSD ]formal registration of its presence in India, Change of Project In charge: SESEI attended the event for Networking and Understanding WBCSD activities in India and introduced Project SESEI.

ASSOCHAM - INDUSTRY INTERACTION AND FELICITATION of DoT Secretary: SESEI attended the event for Networking and gained insight on activities/actions under formulation by DoT (Department of Telecom)

COAI AGM, Keynote Address, Cocktails and Dinner: SESEI attended the COAI AGM to listen Key Note addressed by DoT Secretary and utilized the opportunity for Networking with Telecom Community and Update on Policy measures under formulation by Department of Telecom.

CII: National Telecom Summit: Confederation of Indian Industry (CII), in partnership with Department of Telecommunications, organized the annual summit titled “National Telecom Summit 2013” on 2nd August 2013. SESEI attended the summit for Networking and gathered intelligence/insight/vision through speech of Minister, Telecom Secretary on Telecom Sector policies and legislation.

ET Telecom Awards 2013: SESEI attended the prestigious yearly Telecom Awards by reputed newspaper Economic Times for the purpose of networking with high profile Industry representatives and introduction of SESEI project in sideline discussions.

Broadband India Forum Seminar on "Broadband Key Enabler for Economic Growth and Excellence in Governance: SESEI attended the event to take a status review of Telecom Infrastructure projects, and current Infrastructure Issues. SESEI could also gain insight into the status Update and view of Government on Telecom Infrastructure, Policy, spectrum auction etc.
