What is Quality Mapping Roadmap
used for ?
Provides a framework for planning or replanning
Applies to both manufacturing and service sectors
Applicable to internal and external customers
Provides insights
Six Steps in Quality Road Map
1. Establish the project
2. Identify the customers
3. Discover Customer needs
4. Develop the product
5. Develop the process
6. Develop process controls, transfer to operations
1. Establish the project
Mission Statement - The victims of Puerto Rico should be able to resume
alternate power resources at the earliest with government and private
sector interference
Efficient Planning – Team
Execution Plan for executing the tasks
Traditional Organization Chart
2. Identify the customers
Customers – The victims in the disaster
Other residents of Puerto Rico
Different people effected by power loss

effect

Pareto Chart of Concerns
3. Discover customer needs
Customer Needs
Power company organization rebuild to remove corruption and inefficiencies, consider privatization
Recruitment of more emergency security volunteers
US should take serious actions to support and provide long term solutions
Quicker response from internal and US Mainland
Long term strategies to move residents to safer places and providing them sustainable living conditions
Information on Customer needs
Monitor new equipment and plant
Use of control charts to assess plant performance
Assess usage of backup power
HR measurements and analysis for various teams at power plant
and emergency services
4. Develop the product
Customers’ needs Product features Product feature goals
Power company organization
rebuild to remove corruption and
inefficiencies
Efficiency and
Integrity
99% tasks can be finished in
required time.
The incidence of corruption
is lower than 3%.
Recruitment of more emergency
security volunteers
The number of
emergency security
volunteers
In serious areas, the number
of volunteers can reach 90
percent of the demand
US should take serious actions
support and provide long term
solutions
Customers’ long term
problems can be
solved in some extent
Customers can maintain a
normal life: eating,
sheltering, traveling and
working.
Quicker response from internal
and US Mainland
Hours of response Available 24 hours a day.
99% detailed response in 4
hours.
Long term strategies to move
residents to safer places and
providing them sustainable living
conditions
Efficient and steady
region management
No spread of disease
Adequate life supply
Shelters will not be affected
by the hurricane
House of Quality
5.Develop the process
Alternative process features: specify department and their tasks
Goals: make sure whenever hurricane happen there is a detailed plan
New
Organizational
structure
New Electric
System
Process Roadmap
6. Develop process controls, transfer to
operations
Background - the Puerto Rico Electric Power Authority (PREPA) has been in
crisis for years, and its crumbling electricity grid
with a fragile transmission scheme,
little basic maintenance
extraordinary pollution
out-of-date infrastructure
Process Controls – A path to get results
PREPA’s timeline and path forward should include a framework for defining
goals and targets focused on least system compliant cost (generation
included), that ensures reliability and resilience.
PREPA should define and identify operational savings initiatives that target
1.0 cent per kWh. Work Plan 180(Act for worker benefit) commenced to
validate existing and identify incremental cost reduction and performance
improvement opportunities
PREPA should develop and share with FOMB a specific analysis of debt
capacity under certain rate increase levels, which incorporates feedback
from FOMB advisors
