Introduction

Organisations in developing countries are interested in measuring and improving impact efficiency and guaranteeing the success of their e-learning programs for progress.

Also a few organizations which are very advanced in the use of

e-learning for their programs are interesting in excellence label.

The quality label offering two possibilities for an institutional certification. A basic level, focusing on effectiveness, and a second level, focussing on excellence.
