QUALIFICATIONS
Any equivalent combination of experience and training would be qualifying:
A Bachelor’s degree in chemistry, wastewater treatment, environmental engineering, or related field. At least five years of progressively responsible industrial pre-treatment experience in all aspects of
permit/permit fact sheet preparation, monitoring, inspections, enforcement, reporting, and QA/QC. CWEA Environmental Compliance Inspector Certificate - Grade IV is desirable, or the ability to obtain a
Grade IV certification within one year after appointment. Must possess strong organization, technical, and communication skills. Ability to maintain effective working relationships with a variety of local agencies. Possession of a valid California driver’s license and a good driving record. Knowledge of pertinent Federal, State, and local laws, codes, and regulations including NPDES, and
Federal Code of Regulations (§40 CFR 403). Principles, techniques, and methods of investigation, research, and survey.

Permitting and Pretreatment, you’ll manage SAWPA’s Permitting and Pretreatment Program. SAWPA is a dynamic
and challenging regional, watershed-based public agency headquartered in Riverside, California.
SALARY
$94,244.80 - $114,545.60/Annually
THE POSITION (Posted: 2/10/14; Recruitment remains open until filled)
Under general direction, plans, organizes, and directs programs, activities, and special projects for the Permitting
and Pretreatment Program (Program); prepares proposed changes to policies and procedures to ensure SAWPA’s
Program complies with all Federal, State, Orange County Sanitation District (OCSD) and local discharge
requirements; performs all phases of the Program including permit preparation, monitoring, inspection, reporting,
and document and data management; coordinates with SAWPA member agencies, OCSD and other agencies as
required; and performs related duties assigned.
Plans, coordinates, supervises and directs all activities and staff/
consultant personnel engaged in the conduct of the Pretreatment
Program. This includes a detailed understanding of industrial
wastewater treatment, associated Federal/State requirements,
applicable ordinances, contracts, policies and procedures and other
Program documents, contract development and implementation,
permitting, inspection, monitoring, enforcement, reporting, and
customer relations. Assignments are very broad in scope, involve
complex issues and require substantial independent judgment,
interpretation, and evaluation. This position reports to the Executive
Manager of Engineering and Operations.
EXAMPLES OF DUTIES/RESPONSIBILITIES

Manages and implements the SAWPA Pretreatment Program ensuring its conduct per Federal, State and local requirements and the approved program documents (Ordinance, Policy Manual, Enforcement Response Plan, Local Limits, etc.) including permit preparation and review, monitoring, inspection, enforcement and reporting.
Ensures SAWPA’s safety program and goals are implemented and carried out. Reviews plans, specifications, and documentation of new businesses, including the most complex, for
conformance with regulations and standards and federal, state and OCSD pretreatment requirements; communicates requirements for pretreatment and monitoring equipment to businesses and performs onsite inspections to ensure compliance with approved plans for pretreatment systems and monitoring stations.
Evaluates waste discharge application documentation, prepares Permit Fact Sheets and Permits, including the most complex, containing effluent limitations, monitoring requirements, reporting requirements and special conditions, and recommends proper control mechanisms; revises control mechanisms as needed to comply with changes in Federal, State and local regulations.
Drafts enforcement actions and meets with non-compliant industries.
Plans, organizes and coordinates various special projects on the Inland Empire Brine Line collection system and other operational issues, including researching, analyzing, technical report writing and data management tasks
such as industrial pollution prevention, industrial source control, local limits studies, and sampling quality assurance and quality control.
Develops an annual program plan including permit renewals, inspections and monitoring, and implements. Inspects and monitors commercial and industrial businesses, including the most complex dischargers, to
ensure compliance with SAWPA and regulatory requirements regarding composition and quantity of discharges into the wastewater collection system; prepares court-admissible documentation of all inspection activities.
Consults with OCSD and agency personnel concerning impacts of commercial and industrial discharges on the operation of the collection system and wastewater treatment facilities.
Schedules and coordinates various elements of the Permitting and Pretreatment Program; drafts proposed policies and ordinance provisions.
Coordinates SAWPA programs with other agencies and customers that discharge into SAWPA’s Inland Empire Brine Line (wastewater collection system).
Schedules and coordinates activities with customers (if announced), SAWPA personnel, and others. Responsible for database updates and provides synthesis of available information. Audits agency Pretreatment Programs for compliance with
regulations and requirements. Responds to emergency situations as necessary. Researches new operational methods, techniques and
equipment and recommends their application. Evaluate and assist in the selection of consultants to provide
professional services on Program activities and special pro-jects; provide administration of all contracts for assigned projects.
Participate in and represent the Agency in meetings with the public, citizen groups, professional associations, private firms, the other agencies; make recommendations to man-agement.
Supervise assigned consultants and staff; direct Program activities. Provides training for other SAWPA staff, agency staff, and
customers. Performs related duties as assigned.
