PHA Requests SaleOf Approved BondsThe Port of Houston Authority (PHA)

is asking Harris County CommissionersCourt to issue $40 million in voter-ap-proved bonds for port improvements.

Approximately $30 million of thefunds will come from $150 millionin unlimited tax port improvementbonds approved by county voters in a1993 election and will be earmarkedfor improvements at the PHA TurningBasin Terminal, Woodhouse Terminaland Bayport.

The remaining $10 million is the re-sult of a 1989 election in which votersapproved the sale of $130 million inbonds to widen and deepen the Hous-ton Ship Channel. The channel im-provement project is under review byfederal entities and is expected to gobefore Congress for authorization in1996. However, engineering projectsand other related work are necessarybefore the improvements can begin.

County commissioners were expect-ed to consider the Port Authority’sbond request in late April.

Carolina Freight Adds Vietnam PortsCarolina Freight Carriers Corp., a

non-vessel operating common car-rier (NVOCC), now offers service Vietnam through its internationaldivision. The NVOCC transshipsthrough an agent in Singapore.

"Our decision to begin shippingto Vietnam is a result of inquiriesfrom the export community," saidJim Justiss, vice president of Caro-lina Freight’s international division.

The U.S. government lifted itstrade embargo against Vietnam inFebruary.Two Vietnamese Ports

Carolina Freight is moving construc-

tion materials and consumer goods toVietnam, Justiss said. The companyprovides service to two ports -- HoChi Minh City and Haiphong. Withweekly sailings, the ocean transittime from Singapore to Ho Chi MinhCity is three days and to Haiphongis seven days.

Arkhangelsk Delegation Visits HoustonA delegation representing

Arkhangelsk, Russia’s oldest port,visited Houston recently, hoping tostrengthen their port’s trade rela-tionship with the Port of Houston.

The visitors were hosted by IMCMaritime Group Inc., a Houstoncompany that ships 90 percent ofall the cargo that moves throughthe Port of Arkhangelsk. While inHouston, they attended a luncheonattended by representatives of theshipping community, oil and gascompanies and other industries withwhich Arkhangelsk hopes to expandits business. The Russians also hadthe opportunity to meet with com-pany representatives individually.

The 410-year-old port ofArkhangelsk is located in northernRussia, where temperatures reach 20degrees below zero and roads areinhospitable to vehicular traffic.Nevertheless, the region is rich withoil fields, and major U.S. oil and gascompanies have been eager to ex-plore the area’s productionpotential.

Gaining AccessMany shippers found it extremely

difficult to gain access to Russianports. IMC, however, visited thePort of Arkhangelsk and reached anagreement assuring the company ofpreferred shipping status. No bank-ing system was in place for the ex-change of currency, so IMC deviseda barter system in which the Port ofArkhangelsk accepted much-neededequipment in lieu of port taxes.IMC became the first company to

operate ice-breaking ships in theregion, making the port accessibleyear-round.

IMC also was the first U.S. com-pany to ship large pieces of oil fieldequipment through Arkhangelsk. In1993, IMC handled $80 million inshipments through Arkhangelsk.Common cargo included pipelines,drilling equipment, processingplants, containers, housing modules,oil field machinery and supplies.

IMC recently hosted a luncheon in Houston for a delegation from Arkhangelsk,Russia’s oldest port. The M/V SUPER SERVANT 4, operated by Dockwise U.S.A., recently made its maldenvoyage to Houston. The semi-submersible vessel delivered eight fully erected yardcranes to the Port of Houston Authority’s Barbours Cut Container Terminal. Gulf OceanGroup is agent for Dockwise.
