1.0 INTRODUCTION

This waste management plan covers the proposed management of waste generated by the proposed Qartaba College (private school) to be operated by Qartaba Education Foundation P/L (QEF). The subject site is known as 149 Riverstone Road, Riverstone. The subject site is located within the Riverstone Precinct Growth Centre, within Blacktown City Council’s LGA, and primarily consists of large rural residential and school lots (Figure 1).

The site has been identified for educational development under the Riverstone Precinct Indicative Layout Plan (ILP) as shown in Figure 1. The site would be surrounded by residential developments just to south of the site, across of Riverstone Road. The ILP also identifies that various future local roads servicing the residential developments

2.0 SITE LOCATION

The overall site is approximately 1.6 ha in area and generally consists of the following:

• DP 712 lot 4: 149 Riverstone Street, Riverstone (Figure 2)

The site currently contains a residential single story house, on the south-westerly part of the lot. This house is proposed for caretaker residence for a proposed private school at 149 Riverstone Road, Riverstone.

Waste audit and management strategies are recommended of the site provide support for proposed change of use and promote strong sustainability outcomes for the building. Recommended waste management plans will comply with council codes and any statutory requirements. The waste management plan has three key objectives:

• Ensure waste is managed to reduce the amount of waste and recyclables to land fill by assisting QEF to segregate appropriate materials that can be recycled; displaying signage to remind and encouraging recycling practices; and through placement of recycling and waste bins to reinforce these messages.

• Recover, reuse and recycle generated waste wherever possible. • Compliance with relevant codes and policies.

To assist in clean and well-segregated material, QEF management can work proactively with prayer hall patrons in the following way:

• Community Plan of Management should ensure their communications achieve a regular and consistent message about waste management and recycling.

• By-laws: the QEF’s by-laws should include a requirement to actively participate in recycling/ diversion initiatives implemented within the prayer hall and facilities.

3.0 BLACKTOWN CITY COUNCIL

The assessment of waste volumes is an estimate only and will be influenced by the QEF’s management and prayer hall patrons attitude to waste disposal and recycling.

The prayer hall waste and recycling will be guided by the services and acceptance criteria of the Blacktown City Council. The waste and recycling will be collected by council.

All waste facilities and equipment are to be designed and constructed to be in compliance with the Blacktown Development Control Plan 2006, Australian Standards and statutory requirements.

3.1 AIMS & OBJECTIVES

• Provide opportunity to maximise reuse and recycling of generated waste. • Encourage building remodel, design and construction techniques which minimise waste. • Require source separation of materials and use of other design features which complement waste

collection management services offered by Council.

3.2 PERFORMANCE REQUIREMENTS

This project contains the following developments that require management to minimise the generation of waste and ensure the appropriate separation, storage and collection of waste:

• Demolition: works associated with house refurbishment, site demolition of pavement and tree removal. • Commercial/Industrial development: the actual construction and operation activities of the school.

4.0 GENERATED WASTE VOLUMES

This assessment of waste volumes is an estimate only and will be influenced by the QEF’s management and students’ attitude towards waste disposal and recycling.

4.1 CONSTRUCTION AND DEVELOPMENT WASTE

The main contractor will be responsible for removing all construction-related waste offsite in a manner that meets all BCC requirements. Please refer to Appendix 4 for waste management plan for construction waste as part of the Development Application.

4.2 WASTE DEFINITION

4.3 SCHOOL WASTE

We anticipate this school is capable to provide services for 70 students along with 10 staff. The existing house would remain to accommodate the caretaker. Based on this data, the expected waste to be generated was assessed in the below table.

For 70 students, we require 525 Litres of waste collection for the week. Recycled paper storage requirement is 175 L/week.

We anticipate the following bins will be allocated for the school:

It is worth noting that composting would prove beneficial in the recycling of waste. It may be worth establishing composting bins at rear of site within 2 years of operation to help reduce solid waste disposal and be utilized part of educational program for school.

4.4 CARETAKER RESIDENCE WASTE

We anticipate the following bins will be allocated for the caretaker’s house:

5.0 WASTE HANDLING

Classrooms and administration offices are supplied with a collection area in the kitchenet, under the bench, to deposit waste and collect recyclable material suitable for one day’s storage. QEF management shall assign staff to wrap or bag the waste before depositing into the waste bin. Recycling should be cleaned and sorted prior to being emptied into recycling bin.

Waste and recycling bins will be stored in the parking area, near caretaker’s building. It will be the responsibility of QEF management and caretaker to ensure bins are presented to kerbside directly in the area designated in the school’s parking lot for weekly collection and return them once emptied (refer to Figure 4).

5.1 GREEN WASTE

There will be a moderate volume of green waste generated by the school facility. Any green waste will be collected and removed from site by the nominated maintenance contractor.

5.2 COMPOSTING

Consideration should be given to providing space for worm farms or small self-managed compost bins (see Appendix 1 – Waste Management Equipment).

5.3 BIN STORAGE AREAS

Prayer hall facility will require a dedicated area to store waste and recycling bins. The minimum recommended space area is as per the below table. This area should be clearly indicated on the plans. There also needs to be space kerbside to line up all the bins for collection by Council, allowing for enough space between them.

5.4 STORM WATER PREVENTION & LITTER REDUCTION

QEF management shall be responsible for the following to minimise dispersion of litter and prevent stormwater pollution to avoid impact to the environment and local amenity:

• promote adequate waste disposal into the bins • prevent overfilling of bins, keep all bin lids closed and bungs leak-free • take action to prevent dumping or unauthorised use of waste areas • ensure collection contractors clean-up any spillage that may occur when clearing bins

6.0 COLLECTION OF WASTE

All access and egress details including a swept path analysis for all vehicle movements on site were provided by the traffic consultant’s report.

Council will collect waste and recycling bins from the nominated onsite kerbside collection point (as shown on Figure 4). It will be the QEF Management’ responsibility to ensure garbage and recycling bins are placed adjacent to the kerb on the appropriate day of collection and returned within 12 hours of collection. See Appendix 3 - Garbage Collection Vehicles for further information.

7.0 LIMITATIONS

The purpose of this report is to document a Waste Management Plan as part of a development application and is supplied with the following conditions:

• Drawings and information supplied by the project architect • The figures presented in the report are an estimate only. The actual amount of waste generated will be

dependent on the occupancy rate of the building and waste generation intensity as well as the building managements approach to waste management.

• The report will not be used to determine or forecast operational costs or prepare any feasibility study or to document any safety or operational procedures.

APPENDIX 1 – WASTE MANAGEMENT EQUIPMENT

CRATES, MOBILE GARBAGE BINS (MGBS) AND BULK BINS

MGBs with capacities up to 1700L should comply with the Australian Standard for Mobile Waste Containers (AS 423). AS 4123 specifies standard sizes and sets out the colour designations for bodies and lids of mobile waste containers that related to the type of materials they will be used for.

Indicative sizes only for common bin sizes are provided below. Note that not all bin sizes are shown; the dimensions are only a guide and differ slightly according to manufacturer, if bins have flat or dome lids and are used with different lifting devices. Refer to AS 4123 for further detail.

APPENDIX 2 – SIGNAGE FOR WASTE AND RECYCLING BINS

WASTE SIGNS

Signs for garbage, recycling and organics bins should comply with the standard signs promoted by the Department of Environment and Heritage.

SAFETY SIGNS

The design and use of safety signs for waste storage area and enclosure should comply with AS1319 - Safety Signs for Occupational Environment. Safety signs should be used to regulate and control safety behaviour, warn of hazards and provide emergency information, including fire protection information. Below are some examples.

APPENDIX 4: CONSTRUCTION PHASE WASTE MANAGEMENT PLAN

WORK PLAN

As the site does not require any significant demolition works, the plan of operation is to clear and grub the rear of site as part of the earthworks component for parking lot construction for the project.

• Notice to neighbours and Council will occur prior to establishing onsite. • Appropriate sediment and erosion control measures will be established prior to starting works. • Overhead power clearly identified. • All cleared vegetation will be mulched and stockpiled onsite. Topsoil will be stripped and stockpiled for

re-use on regraded area. • All works will be carried out in accordance with Work Cover methods and regulations. • An estimated time to complete the clearing works is 4 weeks (weather permitting). • Works will occur within the regulated time frames specified by the D.A. consent. • The site will have appropriate signage to advise people of any hazards onsite as well as the required

signage for EHS purposes. • The site will be left in a clean and tidy condition.
