Purpose
To provide participants with the competences and support to draft, during the course of the workshop, national implementing regulations on nuclear safety in accordance with IAEA Standards
Considerations of regulatory requirements from EU legislation will be covered to the extent they represent priority for the MS

Regulatory framework and responsibilities in the licensing process (IAEA approach and alternative regulatory process for combined licence) of a nuclear installation
Main requirements on different stages of the licensing process (siting, design, construction, commissioning, operation and decommissioning), documents to be submitted

Open to participants ofAlbania, Armenia, Azerbaijan, Croatia, Kazakhstan, Lithuania, Moldova, Romania, Serbia, Tajikistan, Turkey and Ukraine
Candidates should be regulatory staff responsible for drafting or enacting of nuclear safety regulations, with knowledge and experience in regulatory activities

Lesson learnedThe methodology of implementing school (short presentation, followed by drafting) was very effective and appropriateThe selection of participants. Participating MS designated a lawyer and a technical expert and such combination was found as a very convenient solution for drafting regulations

Lesson learnedEven the heterogeneousness of participating MS in established regulatory infrastructure and different needs and interests, the division of participating MS on groups (based on the similar level of the development of regulations) during the drafting regulations shown as a very good and effective approach

Lesson learnedDue to the lack of time some participants were not in position to draft the missing norms but only to identify the gapsIt was evident during the workshop that the scope in some modules was too extensive for the participating MS which do not have detailed regulations
