The waste stockpile area will be located at #77 Cooper Street. Please see attached Contaminated Soil and

Groundwater Plan.

How many bins will be required for the Waste Stockpile Area?

Answer #2

The total number of bins will be determined by the contractor. The method, means and scheduling of

controlled material excavation will determine the quantity. Additional coordination will be provided

during construction as needed.

What are the dimensions for the bins in the Waste Stockpile Area?

Size and shape of bins will be limited to the available area at 77 Cooper Street adjacent to the project

area.

There are no known existing plans available for this structure.

Under the special provision for Item# 1504010A – Temporary Support of Utilities, it states that the

Contractor shall be aware of the respective utility companies timetable. Please provide the ‘Utility

Generated Schedule’ that normally appears as a notice to contractor.

Formal work schedules were only provided by Cox Communication. Additional coordination will be

required with the various utility companies at the preconstruction meeting to confirm schedules.

Please provide a Water Main profile and details concerning the connection of the new work to the existing

There is currently no additional information available other than what is shown on the plans (size, type,

length & location) or provided in the specs. Any additional information required can be coordinated with

the engineer and the water department during construction.

On Addendum 2 it states that the contract start date is to be determined, is it anticipated that the project

will start this fall?

Answer #9

Yes, it is anticipated that the project will begin in the fall. The intent is to preform most of the utility then.

Question #10

If the project is to start this fall will the 300 calendar day run through the winter months or will there be a

winter shut down period from December 1st to March 31st?

Yes, currently we anticipate a winter shutdown period.

Question #11

On sheet 9 of 27 Stage 1 Plan, the sheeting to the north of the culvert along the stream is called out to be

permanent, is this correct or does it get pulled out after stage 2. If it is to be left what elevation is it to be

cut off at?

This callout is not in the correct location. The only permanent sheet pile walls are directly in-between the

culverts for the length of the culverts between stage 1 and stage 2 to avoid undermining (this will be cut

off at the bottom of the easterly box culvert); and in the final condition at the downstream face of the

westerly culvert.

The item temporary support of utilities states the contractor is responsible to provide facilities for the

support of the watermain and sanitary sewer during construction, as stated in addendum no. 2 these two

utilities won't require temporary support, so is this item still needed and if so what it is to be included in

the item?

This item will also be used for the temporary support of the gas main. Please see attached revised

specification.

Can more information and details be provided for the utility support brackets that are to be mounted to

the new structure?

The type (or approved equal) and spacing of the utility support brackets have been included on plan sheet

17 of 24. If addition information is needed prior to construction it can be coordinated with the engineer

and the various utility owners.

In the event that the excavation slopes for the structures/over excavation extend outside the project

limits or undermine existing/relocated utilities(gas)/drainage structures that require some type of earth

support system, will this additional work be paid for with existing contract items and if so which ones?

If additional earth support is needed, this work can be negotiated with the appropriate item(s).

Will the placement and removal of cofferdam be considered unconfined in stream activity?

Confinement of a work area by cofferdam techniques using sand bag placement, sheet pile installation

(vibratory method only), portadam, or similar confinement devices is allowed any time of the year unless

specifically prohibited by a permit condition. The removal of such confinement devices is allowed any time

of the year unless specifically prohibited by a permit condition. Once a work area has been confined, in-

water work within the confined area is allowed any time of the year. The confinement technique used

shall completely isolate and protect the confined area from all flowing water. The use of silt boom/curtain

or similar technique as a means for confinement is prohibited.

Will the length of cofferdam in Stage 1 noted as permanent be removed in Stage 2?

This callout is not in the correct location. The permanent sheet pile wall should be directly in-between the

culverts for the length of the culverts between stage 1 and stage 2 to avoid undermining, this will be cut

No, per the contract plans none of stage 3 cofferdams remain in-place.

Structure excavation and earth excavation are as defined in the Form 817. With regards to over

excavation under the structures the same horizontal limits will hold true as defined in the 817.

Per the contract plans they do not.

The project plans indicate that the back side of the new structure is to be an open cut excavation. With

the additional 8’ of excavated material beneath the structure the top of the excavated slope will extend

out a minimum of 40 feet. Does the City own or have obtained rights to adjacent properties in order to

accomplish this? (On the Stage 2 side, the driveway to Eversource would definitely be affected.)

It is anticipated that a portion of this driveway/apron will be disturbed and reconstructed. Based on the

contractor’s means and methods, if additional earth support is needed, this work can be reviewed and

negotiated with the appropriate item(s).

ITEM #1504010A – TEMPORARY SUPPORT OF UTILITIES

Description:

Work under this item shall consist of the protection and temporary support of utilities currently

attached to, supported by, or adjacent to the existing bridge which will require support during the

construction of the new bridge structure. The Contractor shall be responsible for providing

facilities for the temporary support of the following utilities during construction:

• Water Main owned by the City of Meriden

• Sanitary Sewer Main owned by the City of Meriden

• Gas Main owned by Eversource

Construction Methods:

The Contractor shall design and construct the temporary support system for the utilities in a

temporary location necessary to complete the new structure and shall be solely responsible for

the adequacy of the design and erection scheme. The Contractor shall obtain all necessary

permits for the performance of the work and shall assume all liabilities in connection therewith.

The Contractor shall prepare and submit to the Engineer or any regulatory agency, working

drawings showing the plan for construction of the temporary support system. Working drawings

shall be developed and submitted in accordance with Article 1.05.02. These drawings shall bear

the seal of a Professional Engineer licensed in the State of Connecticut. Work shall not be

initiated until approval from the Engineer and the respective utility companies has been obtained.

The approval of any regulatory agency or of the Engineer shall not serve to relieve the

Contractor of the responsibility for the safety of the method or equipment or from carrying out

the work in full accordance with the plans and specifications.

The relocation of the existing utilities, except for the water main and sanitary sewer main, will be

accomplished by the respective utility companies involved. The Contractor shall fully coordinate

the activities with the utility companies, giving them adequate opportunity to relocate their

facilities to the temporary locations as required and insuring that utility services remain

uninterrupted if and as required by the utility company.

The Contractor shall be aware of the respective utility company's timetable, in the phases of

construction where the utility related work is to be done.

All parts of any temporary structures used in this work shall be removed and disposed of off the

site after relocation of the utilities to their final location.
