Section 1

INTRODUCTION

Water Authority of Fiji as the sole water utility in Fiji invites relevant companies and theiragents TO SUPPLY AND DELIVERY OF CHEMICAL DOSING PUMPS AND AUXILLARYFITTINGS FOR WATER TREATMENT PLANTS .

The total No. of dosing pumps to be supplied is 134 units

By bidding in this tender, bidders are indicating their acceptance to be bound by theguidelines set out in the tender. All key requirements for the supply and installation ofthe above units are in the tender TOR, which the bidders should take into accountwhen bidding.

The purpose of calling this Tender is to upgrade the current chemical dosing facilities atall our Water Treatment Plants .Most of the chemical dosing pumps are obsolete andsome are defunct . Plant production has increased and changes in water quality isanother reason why some of the dosing pumps needs to be changed .

Accurate dosing of chemicals is of prime importance to maintain water quality andeconomize the chemical usage and the costs .

We have plans in place to automate some of our WTP's which is another reason toupgrade all dosing pumps which are compatible to PLC / SCADA controls .

The detailed terms of reference and tender conditions are provided in section 2 of thisdocument.

Section 2

TERMS AND CONDITIONSWater Authority of Fiji

General Terms and Conditions

1. The Water Authority of Fiji Tender Conditions, the company particulars required and thespecification requirements attached will apply to this tender.

2. Tenderer should be able to supply and deliver the various sizes and models of chemicaldosing pumps and auxiliary fittings as requested ,

3. Tenderer/s responding to this tender must be of good repute and should be in a position toprovide the Water Authority of Fiji with quality transactions services. The brands ofequipments and accessories supplied under this contract should have proven experiencein Fiji or any of the developed countries for a minimum period of 5(five) years. A brief historyof the company’s background with record of clients shall also be submitted.

4. Local Tenderer(s) are to quote their price of supplying and deliver , on duty paid VATinclusive. Overseas bidders to quote price on Fiji dollar or their own currencies delivered tothe Port of Suva / Lautoka on a C.I. F basis.

5. WAF may use its own discretion of payment for the above offers to ensure best value ofmoney.

6. Where prescribed forms are provided these must be completed with relevant informationand furnished with other tender documents accordingly, as part of the tenderrequirements.

7. Tenderer to note that by tendering, the bidder is taken to have authorized WAF to inspecttheir Warehouse, farm, office, or other premises and access any information (includingfinancial) it may so require.

8. Tenderer must quote price separately for each item as listed separately and not on wholelot basis and price should be valid for a period of ninety (90) days from the closing date oftender.

9. In case of a local company intends to quote, they must provide with the tender bid acertificate of ownership certified by a Chartered Accountant registered under the FijiInstitute of Accountants Register stating the percentage ownership of the company by the

local share holders and their details including a statement confirming that such certificateis valid for the year 2014.

10. In the event that a Tenderer seeks to put in a bid in conjunction with another person,evidence of the business relationship in the form of a legally accepted partnershipagreement, joint venture agreement or supply contracts would be necessary todemonstrate the ability to fulfil the tender to the satisfaction of the WAF Tender Board.

11. Right is reserved to make award to the Tenderer whose bid is considered mostadvantageous to WAF.

12. Right is reserved to split the award amongst tenders to cater for order on the basis ofspecified areas under section 3 thus WAF will not entertain any form of price variation dueto the split in awards to successful bidders or to make a collective award to a singlesupplier.

13. Right is reserved to terminate the services from the successful tenderer in the event ofundue delay in services or unsatisfactory supplier performance.

14. For purpose of comparison tender bids, WAF may use the exchange rate applicable onthe date of opening of tenders.

15. The successful tenderer shall upon request by the Chief Executive Officer or hisrepresentative produce all documents supporting their pricing of the commodities underthe tender.

16. The payment for the servicing provider will be made upon satisfactory execution of theorder in compliance with the tendered prices, service time and fully service of items. Workmust commence upon receiving of an official Purchase Order from WAF.

17. In the event of delays in the service of items, liquidated damages at the rate of 0.25% ofthe total value of the order will be imposed on weekly basis, up to a total value of 5% fromthe contract value.

18. Tenderers to submit their bids on their official letter heads, clearly written or typed, signedwith all relevant contact details clearly specified. Tender will be regarded as invalid ifthere is any alteration and use of white ink.

19. In case of additional requirements of services required WAF will have right to order 20%additional service time at the same price.

20. Within 21 days after the Contractor's receipt of notification of award of the contract orupon contract signing, the Contractor shall furnish a performance bond to the Authority inthe amount of 10% of the tendered price. The performance bond shall be payable to theAuthority as compensation for any loss resulting from the Contractor's failure to completeits performance obligations under the Contract.

21. Performance Bond will be discharged by the Authority not later than 90 days following thedate of completion of the Contractor's performance obligations, including any warrantyobligations under the Contract.

22. The Contractor shall clearly specify the Warranty period of the services provided under thiscontract and such period shall be referred to as the Warranty and shall not be any periodless than 12 months. The contractor shall ensure that the services provided under thisContract shall operate within specified guaranteed performance levels during thewarranty period.

23. All written off/s in respect of this tender should reach the Tender Box at the stipulated timeand date given below.

24. All information submitted will be kept strictly confidential and will be used only for thepurposes of the tender award.

25. Late tender(s) will not be considered for evaluation.

26. Any price increase after the close of tender will not be considered.

27. Any tender not complying with these conditions will be rejected.

28. All conditions listed herein shall form part of the contract whenever a contractarrangement is drawn up between the successful tenderer and WAF.

29. The lowest or any tenderer may not necessarily be awarded the tender.

30. Tenderer(s) failing to comply with the above terms and conditions and requirements of thetender may render their offers invalid.

31. WAF reserves the right to accept or reject any or all offer without assigning any reasonsthereof. WAF also reserves the right to cancel the tender wholly or partly without assigningany reasons thereof. WAF shall not entertain any correspondence from bidders in thismatter, except for the refund from WAF.

Tender must be submitted in a sealed envelope, marked and delivered as stated no later thanthe closing date and time as stated in this document.

PUMPS SUPPLIED SHOULD BE OF A REPUTABLE BRAND WITH READILYAVAILABLE SPARE PARTS AND BACK UP MAINTENANACE PROGRAMMEUNDER TAKEN BY SUPPLIER WITHIN THE WARRANTY PERIOD AND IF NEED BETHERE AFTER.

Supplier to ensure that the dosing pumps supplied are all as specified above .

Delivery of pumps are to be done to the Waila Water Treatment Plant at Nausori - Fiji .

Each pump is expected to be placed in separate boxes for ease of distribution to respective stations and Boxes to be clearly marked with thetype of pump contained .

Section 4

Evaluation Criteria

The following are the requirement of the tender terms and conditions before bids areassessed on Technical specifications.

Each bidder submitting a Tender needs to submit the following information on theirqualifications to complete the service in a timely and professional manner:

Portfolio on your organization Reference and proof of three (3) similar projects/referees and any other

supporting information by the respective company that may benefit WAF for bidevaluation.

The selection for the successful bidder shall be based on the following:

Proven experience, capacity and capability to provide the necessary service ina professional, timely and secure manner over last three years.

Bidder’s understanding of WAF’s requirements and demonstrated ability to meetthem.

Cost of supply and installing the required items and equipments Ability to meet time frame required by WAF

Tender Submission

Tenders are to be submitted with the enclosed TENDER FORMS and bidders are toensure that forms are filled and duly completed.

Upon meeting the above requirements, the tender bid submitted will beconsidered for Technical Evaluation as discussed on section 2 of this TOR

All tenders will be evaluated on the following criteria.

1 Brief Background History of Company

3 In case of local bidders to quote price on duty paid VIP basis and all foreigncompanies to quote on CIF price at Suva.

4 Valid CA certificate of incorporation for locals who owns 51% or more shares if a

6 The payment mode will be upon satisfactory execution of the order incompliance with the tendered prices, delivery time & full supply of qty ordered. Incase of overseas bidders payment will be done through LC accounts which willbe received upon completion of service by WAF.
