The  ac'vi'es  of  mapping  the  hazard  and  flood  risk  required  by  the  Flood  Direc've  is  completed  in  2013.  A  summary  of  results  is  presented  in  the  next  few  slides.  When  considering  the  three  scenarios  -­‐  floods  frequent,  floods  infrequent  and  rare  floods  -­‐  roughly  20%  of  the  territory  and  20%  of  the  popula'on  is  affected  by  poten'al  flood  risks.

Lack  of  awareness  about  the  condi'ons  of  risk  exis'ng  in  the  territory.    High  fragmenta'on  of  responsibili'es.    Separa'on  of  the  planning,  programming  and  implementa'on  of  the  measures.      Focus  mainly  on  aspects  of  hazard  and  implementa'on  of  measures  mainly  structural  type.    Lack  of  aNen'on  to  human  resources.

The  flood  management  plan  focuses  on  those  aspects  that  are  almost  always  neglected  -­‐  but  important  to  achieve  the  safety  objec'ves  set  by    flood  direc've:      Most  of  the  measures  are  non-­‐structural,  organized  according  to  five  objec'ves.    The  na'onal  policy  s'll  give  preference  to  the  realiza'on  of  defense  works.    In  fact  over  the  next  7  it  is  expected  to  invest  EUR  7  billion  in  defense  works,  while  it  is  not  yet  known  what  will  be  the  investment  in  non-­‐structural  interven'ons.

•  Help  mayors  to  exercise  their  task  of  informing  ci'zens  about  the  condi'ons  of  risk  exis'ng  in  the  municipality.

•  Knowing  and  managing  the  hydraulic  defense  works.

•  Crontrole  the  forma'on  of  floods  in  the  mountain  part  of  basin.

•  Produce  analysis  of  vulnerability  of  territories.  •  Promote  analysis  of  vulnerability  of  buildings  and  infrastructures.

Provide  greater  space  to  the  rivers  1  

•  Mi'gate  and  prevent  the  risk  of  flooding  through  redevelopment  and  restora'on  of  environmental    and  hydraulics  func'ons  of  river  areas.  

•  Maintain  or  restore  the  natural  hydromorphological  features  of  rivers.  

•  Restore  forms  and  morphological  structures  on  rivers  heavily  impacted  with  morphological  quality  poor  or  very  poor.  

Provide  greater  space  to  the  rivers  2  

•  Demolish,  adapt  and  manage  the  works  to  improve  processes  and  hydro-­‐morphological  forms  of  the  rivers.  

•  Promote  a  land  use  compa'ble  with  the  hydro-­‐morphological  processes  in  the  fluvial  areas.  

•  Learn  and  disseminate  the  knowledge  about  the  importance  of  the  fluvial  forms  and  the  morphological  processes  of  rivers.  

Defense  of  ci'es  and  metropolitan  areas  1  

•  Promote  permanent  ac'ons  to  develop  an  appropriate  risk  culture.  

•  Promo'ng  governance  appropriate  for  a  comprehensive  management  of  the  basin  in  rela'on  with  risk  urban  flooding  exposi'on.  

•  Reducing  the  vulnerability  of  the  func'ons  structuring  the  urban  area.  

•  Integrate  flood  planning  with    plans  for  relocate  infrastructures  at  risk  and  plans  for  restore    rivers  in  metropolitan  areas.
