Atfirstweheldthe9thIFHOHworldcongressinBergen/Norway.Thiscongresswasveryinterestingandsuccess-ful.ThankstoKnutMagneEllingsenandLillianVicanekandtheirwonderfulteamofsupervolunteers,whomakesuretheparticipantscantelltheirhomefronttheyhadexperi-encedagreattime.

WendelinaTimmerman(theNetherlands)wroteinherarticleaboutthe9eIFHOHworldcongress:“Icantellyoustraightfrommyheart,thatthiscongresswaspureempowermentforme,andithasimprovedthequalityofmylifewithhearingimpairmentandasacoachonhearingloss”.YoucanreadherandOry’sarticleabouttheworldcongressinthisEFHOHnewsletter.

TheEFHOHboardsendstheircongratulationstothenewlyelectedIFHOHboardmembersandwishesthemaverysuccessful2012-2014termofofficeandwelookforwardtocontinueourwarmandcloseco-operation.

We,astheEFHOHboard,areveryhappywiththisnewor-ganizationandwewishthemallthegoodluckintheirwork.InthisEFHOHnewsletteryoucanreadanarticlewrittenbyHannieHuigsloot(theNetherlands)aboutthis1stEuro-peanConferenceofSpeechtoTextReporters.

AtthefirstweekendofNewYorkRuthWarick(IFHOHPresi-dent)andIrepresentedIFHOHattheIDA(InternationalDisabilityAlliance)governingbodymeeting.FormewasitthefirsttimethatIparticipatedinsuchameeting.Itwasinterestingformeanditwasalsoanimportantlearningexperience.EDF(EuropeanDisabilityForum)isnowthepresidentofIDAforaperiodoftwoyears.ItwasalsonicetomeetsomeEuropeanfriends/colleagues.

EFHOHcongratulatesDrs.Lásxló,Gábor,Lovászy(Hungary)andheisalsomemberofSINOSZ-ourHungarianmembers’organization,asthefirstHardofHearingpersontobeelectedtotheUnitedNationsCRPDcommittee(CRPD=ConventionoftheRightsofPeoplewithDisabilities)from1January201�to�1December2016.WeastheEFHOHboardlookforwardtoworkingwithhiminthecomingyears.

OurjointPlatformmeetingtookplaceon18July2012attheEUDofficesinBrussels.

Wehadreallypositivefeedbackfrommanyrepresenta-tivesofEuropeanDisabilityForumAGAinCopenhagenwhowitnessedthehistoricdayofsigningtheagreement.Thisshowedhowimportantistofindcommongoalsandlanguagetoachievegoodadvocacy.Duringthemeetingwehaveworkedonthenextphaseofco-operationwhichisourfirstevereventon15thNovember2012attheBavarianRepresentativetoEuropeanParliamentinBrussels.

Thethemeis“MindtheDataGap”andtheeventwillexploretheimportanceofdatagatheringnationallyandacrossEuropeanUnion.Wehaveoftentooconflictingdata

presentedinsomecountriesanditisimportanttohavesynchronisedtemplatestomakethedataaccurate.

StatisticsareverymuchconnectedtoEUpoliciesandlob-bying.

TheAgendaisprovisionallysetwithspeakersfromPlat-formandinvitedguestspeakersfromEuropeaninstitu-tionsaswellasMEP’sandotherrepresentativesfromdisabilitysector.

TheeventwillbefullyaccessiblewithSignLanguageinter-preters,speechtotextreportersandhearingloop.Wewillkeepyouupdatedabouttheevent.

Don’t say What? But say HAE?

Afteralittlesiestaontheplane,Orywokeupsuddenlyandhelookedoutofthewindow,Ohhowwonderful:snow,lotsofsnowonthemountains.Andfjords!HerealizedthatNorwaywasnotsofarawayafterall.

ComingfromthesouthofFrance,hewaspleasedtoseethattheweatherwassunnybutoutsideheshivered;itwassocold!

Mondayeveningwouldbeaspecialtime,hewouldmeetotherHOHs.Hedecidednottotakehisdictionaryandtowaitandsee.

HefollowedtheotherHOHsgoingupthestairs.Therewasalotofnoise.Hedidn’tknowanybodyandwasfeelinglonely.Butthenhesaw40smilingfaceslookingathim,hewassurprised,why?JapaneseHOHs!Orytriedtotalktothem,buthislanguagewasn’ttheirs.Tocommunicatehehadtofindsomethingnew,hetriedtosmiletoo,thatwasthekey!Theysmiledalltogether,whatanicestartofthecongress!

Thatfirstevening,OrymetveryyoungHOH,withcapsandshorttrousers,makingfunbutalsososeriousabouttheirworkintheHOHyoungorganization.IntheNorwegianlan-guage,yousayHae?whenyoudon’tunderstandsomething.

DuringthreedaysOry,cameintouchwithNorwegians,Swedish,Danish,German,British,Canadian,DutchHOHs.Everybodyspokealanguagehedidn’tstudybefore,aspecialHOH-language.Hehadtolistenwithspecialnecklace;withalittleboxcalled“Minilink”andtoreadonthescreenatthesametime.TheJapaneseHOHshadtheirscreeninJapaneseandtheNorwegiantheirs.Orytriedtounderstandhowitworked.Twoverytallmen,yesthe“JötunnsofBergen”,hewassure,playedthepianoonakeyboard,butsoquicklythathecouldn’tseetheirfingers.Butwherewasthesound?

“Thefloorisyours”!Suddenlyagiantfacelookedathimandexplainedalotofthingsabouthearingloops,stress,youngandoldHOHs,therightsoftheHOHs.

Orywaspleasedtolearnsomanythings,healwayswantedtoknow.

Attheendoftheday,alittlebitdizzy,hewalkedtotheharborofBergentoeatsomething.Therewasafishmarketwithshrimpsandcrabandsalmon.Alotofgullswheeledoverandoverthemarket.Orywassittingonawoodenbenchinfrontoftheseawherehesawenormousships.Hewouldliketotakeaphotograph,sohebentdowntopickuphiscamerainhisbag.Whenhelookedtohisplateagain,thegullsweretryingtostealhisshrimps!No,no,goaway,theseshrimpsaremine!

Inhisbed,itwasalmost11o’clockpm,hereadalittlewith-outswitchingonthelight!Andattwoo’clockhewokeup.Ohdear,it’stimetogotothecongress,itissolight.Stupidyou!YouareinNorwayin“midsummer”.Thelasteveninghedressedverywelltogotothe“banquet”(HOHssaidbaaankééé)

Inthebigreceptionroomhundredsoflittlelightswerelikestarsabovethenicelydressedtables.Smokedsalmon!Butnogreedygullstostealthisdelicioussea-food..

AlltheHOHsweresittingtogether,laughingandchattingintheeveningsun.Oryrememberedtwosentencesthathehadheardthatweek:”Ifyouonlydowhatyoucando,youwillnotdosomuch”.“Togetherwecanmakeadifference!“

WearecomingoffofamostengagingandsuccessfulIFHOHCongress,hostedbytheNorwegianFederationofHardofHearingPeopleinlovelyBergen,NorwayJune25-28,2012.TheexecutionoftheeventwasoutstandingandourhatsgotoKnutEllingsen,LillianVicanek,ÅseWraalsenandmanyothersonthecoreteamandtothecountlessvolunteerswhomadethisasuccess.AlsocongratulationsgoestoHaraldRiisnaesofTravelPlannersofScandinaviaLtd.whoensuredforasmooth-runningCongress.

IcameawayfromBergenenergizedandexcitedaboutworkingwithandforyou.OurbiennialmeetingheldonJune25,2012inBergensawapprovalofaplanofactionforthenexttwoyears,theadoptionofseveralmotionsandtheelectionofnewofficersfortheorganization.WealsorecognizedtheworkofretiringboardmembersKatjaVis(Treasurer)andAhiyaKamara(Vice-President)whofirstcameontheIFHOHBoardinDubrovnik,Croatiain2006andwithwhomIpersonallygrewtogetherinourresponsi-bilitieswithIFHOH.Fortunately,theirshoeswillbefilledbyAviBlauofIsraelasVice-PresidentandNiklasWenmanofFinlandasTreasurer.AlsoelectedwereHanhDuongPhuongofVietnamasGeneralSecretaryandUlfOlssonofSwedenasMemberatlarge.Iwasre-electedasPresidentandjoiningusontheboardisMarcelBobeldijkasEFHOH’srepresentative.

New MembersAtourbiennialmeeting,wewerepleasedtowelcomePolskaFundacjaOsóbSłabosłyszących(PFOS),(PolishFoundationforHardofHearing)asageneralmemberandAssociazioneLucaCoscioni,Italyasanassociatemember.

MotionsThefollowingmotionswereadoptedbytheAssembly:

Amotionthattheannualmembershipfeeforindividualassociatemembershipbe20€.AmotionpertainingtotheUNConventionontheRightsofPersonswithDisabilitiesurgingthefollowing:

•TheUNCommitteeontheRightsofPersonswithDis-abilitiestoincludethehardofhearingperspectiveintheirmonitoringandreporting.

•NationalmechanismsmonitoringtheUNConventionontheRightsofPersonswithDisabilitiestoincludethehardofhearingperspectiveintheirmonitoringandreporting.

•GovernmentstousetheCRPDasthepointofdepar-tureintheirdisabilitypoliciesandtoworkactivelyforratificationandimplementationoftheCRPD.

Amotiontoimplementaninternationalhearingawarenessdayallovertheworld(togetherwithEFHOH).

DuringtheCongessattheAGMoftheInternationalFederationofHardofHearingYouth(IFHOHYP)IFHOHandIFHOHYPsignedaletterofagreementbetweenthetwoorganizationswhichcallsforcloserworkingrelations.KarinaChupina,PresidentofIFHOHYP,andmyselfwerethesignatoriestotheagreement.

IFHOHispleasedtoannouncethatthenextIFHOHBGMin2014willbeheldinJerusalem,Israelwiththeactualdatestobefinalized.TheBGMwillbeprecededbyeducationalsessionssodoputthisonyouritinerary.

IenjoyedtheIFHOHcongress2012inBergenNorwayenormously.Thanksfrommetoallwhoorganised,presentedandpar-ticipatedalsopresentersyouallmadeitaveryenjoyableexperience.Thethemewascalled:“Abetterqualityoflife”Icantellyoustraightfrommyheart,thatthiscongresswaspureem-powermentforme,andithasimprovedthequalityofmylifewithhearingimpairmentandasacoachonhearingloss.

AccessibilityInthiscongress,weretopSpeechtoTextReporters,signlanguageinterpreters,solohearingdevices,hearingloopandplentyofpensandpaperhadbeenprovidedincludinganaturallight.Thisisapowerfulstatementandastrongexampleofthecontributionofthesefacilitiestotheafore-mentionedqualityoflife.

Becauseoftheprovidedsupport,Iwasabletolisten,watch,readandoverallexperienceallalongthiscongresswithoutanystress.Thisuniquechancetoseeandmeetsomanyhardofhearinganddeafparticipantsfrom40differentcountries,andtobeabletomakeenquiriesaboutthemaftertheirlivesandwork,hasleftaveryspecialandinextinguishableimpressionontome.

InbetweenIspoketoseveralhardofhearingprofession-alsandworkers,suchasanarchitect,anEarNoseThroatspecialistwhowearsacochlearimplant,aphysiotherapistwhoalsowearsaCI,severalscientistswithseverehearinglosses,abusinessmanager,socialworkerandmanyotherpreciousexperiences..

Formetheyarepreciousrole-modelsandtheyimprovemypassionandworktocontributetotheexpandingofopportunities,chancesandtalentsinthefieldofhearingimpairmentanddeafness.Atthesametimethesepeopleareimpressivecolleagues.

Theenormousdriveofparticipantsandspeakers:Thisisaworldwidegroupofpeoplewhostandupeverydaytoimproveknowledgeandopportunitiesinallfieldsofwork.Beingableandallowedtoshareofallknowledge,ideasandskillswas‘abetterqualityoflife’allonitsown!

Thankstothiscongressandallintroductionsandmeetingswehavereceived,andgothandedalotofideasandexperi-ences.Toomanytomentionthemall.

Upuntilrecentlydeafandhardofhearingpeoplehadtorelyonsigninterpreters.Ifyoudidnotknowsignlanguage,youwouldneedpencilandpaper.

InthemeantimetheVeyboardwasdeveloped.Nowinter-pretershavetheopportunitytotypethespokenwordsandconversationextremelyfastontoakeyboard,calledtheVeyboard.Thisisconnectedtoalaptop,sothatthetextcanbereadatascreenalmostsimultaneously,realtime.Anewjob,ofvelotypist,wasborn.

Saturday25augustaninformationdaywasheld,forbothinterpretersandpressandthegeneralpublic.MsGeaDu-ister,chairoftheinterpretersmeeting,announcedaworldpremierdiscovery.Thiscontainsinshowingatechnicalequipmenttoprovideapowerpointpresentationofsub-titlesandcaptions,whicharetypedveryfast.Thisimpliesthatdeafpeoplecanreadthetextatthesamescreenasthepresentation,andyoudon’thavetoswitchfromonescreentotheother.Theinterpretersandinsidersareverysatisfied.

Thetwoinventors,SanderPasveerandWimGerbecksareveryproud.Thisinventionshowsimmediatelythatthemoderntechnicshasdevelopedtheprofessionofinterpreterintoastrongacceleration.GeaDuisterfromNijkerk,whohasbeenanexperiencedvelotypistformanyyears:“Manypeopleareremindedofthemorningtvnewsprogramwhichissubtitled,butthatisacompletelydiffer-enttrade.Thereadifferentpersonthanthenewsreaderwillreadthesametextwithamouthfilter.Acomputerwhichcanrecognisethevoiceofthisperson,cangeneratesubtitlesbymeansofspeechrecognition.

Weasinterpretersusuallyassistanindividualdeaforhardofhearingperson.Forinstanceintheirhomeenvironment.Theywishtovisitatheatre,orthespecialist.Sometimestheinterpreterassistsforunderstandingthespeechesatafuneralandifthedeafpersonhasnovelotypistorinter-preter,hewillnotbeabletohearanypartoftheservice.

Speechrecognitionisnottheproperequipmentinsuchasituation.Ifavelotypistwilljointhedeafperson,thisinterpreterwillsitinthebackoftheroomandtypeallspo-kentextandconversation,andthedeaforhardofhearingpersoncanreaditataniPad”.

AnnemiekeSolleveld,aninterpreter,saysthatitrepre-sentsthecompleteprofessionofavelotypist.“Typingisjustaskillthatyouneed.Oneismainlyoccupiedtoassistthedeaforhardofhearingpersonindailylife.Thiscouldbeatschoolorjob”.Shehasalifelongexperience,butshedecidedafewyearsagotochangeherjobcompletely.“ÏmetGeaDuisteratacreativecourse,wherealsoadeafparticipantwasdoingthishobby.(workingwithlacepatterns).Sheimpressedmesomuch,thateventuallyIdecidedtofollowthetwoyearcourseforhighereducation.NowIworkindependently,justlikeallotherinterpreters.Itisveryexcitingwork,becauseyouarenotpartofaconver-sation,butyouareaninterpretingstationfromthedeafpersontowardshisconversationpartner.Itisaveryspecialandespeciallyrewardingjob”.

Interpretingisstillunknown,GeaDuisterremarks.“Morethan�0,000deafandhardofhearingpeopleareenti-tledto�0hoursofinterpretingsupportperyear,calledlifestylehours.Forworkandeducationtheyareallowedmorehours.IntheNetherlands80interpretersareactive.Iamsatisfiedthatpeoplegetmoreinformationaboutthisprofession,butinthesametimealackofexperiencedinterpretersisdeveloping”.

HotelDeHeerlickheijdinErmelowasapleasantenviron-menttogiveandreceiveapresentationaboutspeechtotexttechnicsandinterpreters.Theaudienceareverymuchimpressedbythetypingachievementsofthevelotypists,someofwhommadespeedtestsinthevariouslanguages.

IDAisauniquenetworkoforganizationsofpersonswithdisabilitiesworldwide.Itisthevoiceofpersonswithdis-abilitiesatgloballeveltowardstheUnitedNationssystem,whilealsostrengtheningtheinternationaldisabilitymove-mentthroughcapacitybuildinginitiatives.

IDAiscomposedoftwelveorganizationsanditwasestablishedin1999.Todayitincludesglobalandregionaldisabledpeople’sorganizations(DPOs).Theaimoftheallianceistopromotetheeffectiveandfullimple-

mentationoftheUNConventionontheRightsofPersonswithDisabilities(CRPD)worldwide,throughtheactiveandcoordinatedinvolvementofDPOsatnational,regionalandinternationallevels.WHYWASITANIMPORTANTMEETINGFORTHEDISABILITYMOVEMENT?Peoplewithdisabilitiesarefrequentlyanoverlookedminoritygroup.Thankstoitsuniquecompositionasanetworkoftheforemostinternationaldisabilityrightsorganizations,IDAisthemostauthoritativerepresentativevoiceofpersonswithdisabilitiesworldwide.Itisacknowl-edgedassuchbytheUnitedNationssystembothinNewYorkandGeneva.

TheIDAGoverningBodymeetingisacrucialeventinwhichglobalandregionalorganizationscoordinatetheirinter-nationalstrategiesanddecideonthepoliticalprioritiesofpersonswithdisabilities.

TheGoverningBodyworkstowardsamoreunifiedvoiceinthehumanrightsarenawithinthediversityofthemove-ment.Inthelastmeeting,IDAadvancedinthedefinitionofitsfuturestrategy,adoptedpositionstowardsimportantpoliticalinitiativesandeventsin201�andfoundwaysforastrongerandmorecoordinatedvoice.

1. When did you get in contact with EFHOH for the first time?

ThefirsttimeIgotintocontactwithIFHOHwasmorethan�0yearsago,whenIwassecretaryofICHOHYP,theyounghardofhearingorganization.Thefirstinternationalmeet-ingIattendedwasinSwitzerland.SincethenIattendedmostlyallmeetingsandinternationalcongresses.Iremem-berthestartofEFHOHinGarderen,theNetherlands.Iwasintheteamtoorganizethismeeting.

2. Can you tell something about yourself and your work at local and national level in your country?

Iamhardofhearingsincebirth.Myoldertwinbrotherisnothardofhearing.Iamnow60yearsoldand‘betweenjobs’!IamactiveintheDutchhardofhearingclubondifferentlevels.TheHardofHearingorganizationmeansalottome.ThereImeetmostofmyfriendswhosupportmetoliveinahearingworld.Myimportantactivityisorganizingweek-endsandmeetingsforhardofhearingwherethecanlearnfromeachotherand,ofcourse,havealotoffun!

3. When did you join the board of EFHOH and why? Who were in the board? What have you done within EFHOH?

IwasneverintheboardofEFHOH.DuringtheyearsIwasactivefortheNVVSoninternationallevel,Iremember2personswhowereveryimportant.LauriendeWinter.ShewasaverygoodrepresentativefortheDutchHardof

HearingOrganizationandDickKleinBussinkalsofromtheNetherlandswasveryimportanttoIFHOHandEFHOH.Hewassecretaryofbothorganizations.Heisover80now!IstillwanttosupporttheboardofEFHOHbecausetheinternationalworkisverydifficultandtakesalotoftime.Thereforeitisgoodtohavemodernwaysofcommunica-tion.IntheyearsIwassecretaryofICHOHYPIhadtosendallpapersinenvelopswithstamps!Ittakesalotoftimeanditwasveryexpensive!IthinkitisveryimportantfortheboardofEFHOHtofocusonthepossibilitiesofinternet.

4. What is your opinion about the role/tasks of EFHOH as a European NGO for HOH people?

EFHOHhastheroletoshowthedifferencebetweenhardofhearingandprofoundlydeaf.Bothgroupshavealotincommon,buttherearealsoalotofdifferences!Ithinkweshouldclosecooperatewiththeorganizationsfordeafpeople!Ithinkitisalsoimportanttoexplainthathardofhearingalsomeans:hearingproblems!WealsohavethetasktoexplainthattherearemorehearingproblemslikeTinnitus,Meniere,HyperacusisandSuddenDeafness.Maybetherearemorespecialgroupswithhearingprob-lems,whichalsoneedtobeactiveoninternationallevel!Besidesthatwehavetoexplaintotheinternationalcom-munitythatweneedspecialequipmentslikesubtitlingontelevision,specialtelephonesandthepossibilitytocall112incaseofdanger!

5. Can you tell something about your experiences in EFHOH?

EFHOHisahardworkingorganization.TheproblemisthatthenationalorganizationsdonothavemuchcontactwitheachotheroutsideEFHOH.TheScandinavianorganizationshavetheircontacts.Ithinkitwillbegoodwhen,forexam-ple,theGerman,Dutch,BelgianandFrenchhardofhearingorganizations,alsohaveaclosercontact.ThiswillbegoodtoEFHOHbecause,thepreparationtotheAnnualGeneralMeetingswillbebetter.

6. Can you tell something about the co-operation between EFHOH with IFHOH and IFHOHYP?

Agoodcooperationisalwaysimportant!Togetherweareabiggroupofhardofhearingpeopleandwecanlearnfromeachother!CooperationwithIFHOHYPisimportantbecausetheyarethefutureofIFHOHandEFHOH.

7. What was the most important subject/moment/topic in your period for you personally?

Therearealotofimportantmoments!Oneofthesemo-mentswasthefirstinternationalcongressinHamburgin1980.ThiscongresswasorganizedbyHanneloreHartmannfromGermany.AtthatmomentIFHOHgotaface!Han-nelorewasthefirstsecretaryofIFHOHandoneofthepersonswhowasresponsibleforthiscongress.Itwasahellofajob,buttheydiditanditwasthebeginningofagoodtraditioninIFHOHandEFHOH!

9. How do you see the future of EFHOH?

Ireallydon’tknow!Themostimportantistofindboardmemberswhoarewillingtodothejob.Theproblemisthatmostoftheboardmembersareveryactiveintheirnationalorganizationanddonothavemuchtimeleft.Ontheothersite,internationalworkisveryexpensiveandthereisaneconomicalcrisis!Thatmeanswehavetofindsponsorstocontinueourimportantwork!Andthatisalsoahellofajob!

10. Congresses like Vancouver and the loop system confer-ences are very important. What do you think about their role in future?

AsIsaidbeforethefinanceswillbeabigproblemtoallor-ganizationsinfuture!OntheothersideinternetandSkypewillbethefuture!Ithinkthatinternetconferenceswillbethefuture.Ontheotherhandwehavetothinkaboutourhandicap!Ithink,within20yearsitwillnotbeahandicapanymore!Technicaldevelopmentstillgoeson.NowwehaveCIfordeafpeople,maybewehaveperfectCIforhardofhearingpeopleinthenearfuture.Theproblemisreducedtosomethinglikewearingglasses!

11. What are you going to do in your free time when you had left the IFHOH/EFHOH board?

Iamstillactiveforthehardofhearingandtomeitisakindofhobby!OfcourseIhaveotherhobbies.IliketogoonholidaytoSenegaltomeetAfricanfriends,Ihavemyaviaryinthegarden,andlastbutnotleast,IhavemybigoldhousewhereIcanmeetfriends.

Ho Chi Minh City, Feb 19th, 2012 Dear Sir or Madam, People with hearing impairments are comprised about 2.5 million (or 3.2 percent of total population) in Vietnam. As they have got low educational attainment and cannot find jobs as easily as others, most of them are very poor. The most important reason of all is that many cannot access hearing aids which are considered “supportive ears” for the Hearing Impaired in their early intervention. Established in 2011, the Center for Research and Education of the Deaf and Hard of Hearing (CED) has been considered the pioneer in serving the Hearing Impaired in Vietnam. Its mission is to promote the full integration of the Hearing Impaired into the society through education. Being aware that the inaccessibility of hearing aids much prevent children with hearing loss to maximize their potential abilities and possibility, CED has recently tried to create the Hearing Aids Fund. The Fund mainly aims at providing used hearing aids and early intervention to poor children with hearing loss. 12September2012///ThefifthsessionoftheConfer-enceofStatesPartiestotheConventionontheRightsofPersonswithDisabilities(COSP5)istakingplacefrom12to14September2012attheUNHeadquartersgatheringtheattentionofthedisabilitymovementworldwide.YannisVardakastanis,PresidentofEDF,hasparticipatedattheopeningasChairoftheInternationalDisabilityAlliance(IDA).DuringtheConference,9ofthe18positionsintheCommitteeontheRightsofPersonswithDisabilitieshavebeenrenewedthroughanelection.

AttheopeningoftheConference,YannisVardakastanis,asChairofIDA,hasenumeratedthefuturechallengesontheimplementationoftheUNCRPD.Theyweresum-marizedinfourpoints:TheUNshouldleadbyexampletheimplementationoftheUNCRPD,theneedtoinvolvetheorganizationsofpersonswithdisabilities,therequirementtoprovideevenmoretimetotheCRPDcommittee,thene-cessitytoensurethattheConventionisadrivingforceforthepostMillenniumDevelopmentGoalsandfortheHighLevelMeetingonDevelopmentandDisability.

WHO ARE THE ELECTED EUROPEAN MEMBERS?

EDFPresident,YannisVardakastanis,congratulatesMs.AnaPeláezNarváez(Spain)forherre-electionasmemberintheCRPDCommittee,aswellasMs.DianeMulligan(UK)andMr.LászlóGáborLovászy(Hungary)forbeingelectedforthefirsttimeasmembersoftheCRPDCommittee:“WiththeirdeepunderstandingoftheUNConventionandtheircommitmenttothepromotionoftherightsofper-sonswithdisabilities,theEuropeanDisabilityForumknowsthattheywillactivelycontributetotheworkoftheCRPDCommittee”.

ThenewmembersarenottheonlyEuropeanmembersoftheCRPDCommittee.TheyaregoingtoworktogetherwithMs.TheresiaDegener(Germany)andMr.StigLangvad(Denmark),alreadyelecteduntil2014.

IS THE CRPD COMMITTEE USEFUL?

TheCRPDCommitteeplaysasignificantroleasamonitor-ingtooloftheimplementationoftheCRPD.Itiscomposedof18independentexperts,whomonitorimplementationoftheConventionbytheStatesParties.AllStatespartieshavetosubmitregularreportstotheCommitteeonhowtherightsofpersonswithdisabilitiesarebeingimplement-edintheircountry.

StatesmustreportinitiallywithintwoyearsafterratifyingtheConventionandtheneveryfouryears.TheCommitteeexamineseachreportandmakessuggestionsandgeneralrecommendationsonthereportasitmayconsiderappro-priateandforwardsthesetotheStatePartyconcerned.Eventhoughtherecommendationsarenotlegallybinding,itisaconvenienttoolforthedisabilitymovementtomoni-tortheconcreteimprovementsofitscountryorregionalorganization.

EDFadvocates,togetherwiththeInternationalDisabilityAlliance,forallowingmoretimetotheCRPDCommitteeeveryyearinordertoensurethatitcanfulfillitsfunction.SofartheCRPDCommitteeisaccumulatingadelayintheexaminationofreportsduetolackofenoughtimeannually.

NEXT MEETING OF THE COMMITTEE: EXAMINATION OF HUNGARY’S REPORT

TheCommitteeontheRightsofPersonswithDisabilitiesconvenestwiceayearforsessionsofoneweek,normallyinspringandautumnattheUNOfficeinGeneva.Assaid,thereisalreadymuchdelayintheexaminationofthereports,evenifthesessionsarefromnowonheldfortwoweeks.Itsnextmeetingwilltakeplaceon1�-28Septem-ber2012.Duringthismeeting,theCommitteeisgoingtoexaminethereportofHungary.HungaryisthesecondEUcountrybeingexaminedbytheCommitteeafterSpain.

TheCommittee’srecommendationsonthereportofHungarywillbeausefultoolnotonlyfortheHungarianor-ganisationsofpersonswithdisabilities,butforthewholedisabilitymovementinEurope,inordertostressMemberStatestowardstheimplementationoftheCRPD.

3rd International Loops Conference

Hearing Link is delighted to announce that the 3rd International Loop Conference will be held in Eastbourne in the autumn of 2013.

A rapidly growing town on England’s south east coast, Eastbourne is the home of Hearing Link’s Headquarters. Already well-supported with hearing loops giving good access for people living with hearing loss, Eastbourne’s Let’s Loop Group is working with local businesses, disability groups and the local authority to increase loop provision in the town to ensure a warm welcome for delegates to the Conference.

Loops are relatively inexpensive and simple to install and yet they can make a vast amount of difference to someone using a hearing aid – which makes the International Loop Conference such an important event in the world of hearing loss and Hearing Link proud to have been selected to host the 2013 event. The European Federation of Hard of Hearing People consists of National Associations of/for Hard of Hear-ing and Late-Deafened People, Parents’ Organisations and Professional Organisations.

EFHOH comprises the European members of the International Federation of Hard of Hearing People (IFHOH) and was established in 1993. It has its own board and secretariat. The federation has non-profitable and benevolent aims and it is a non-political and non-sectarian organisation. EFHOH is a general member of the European Disability Forum (EDF). We also work in good co-operation with IFHOH and our official lan-guage is English.
