MESSAGE

I am happy to know that Mines, Minerals & Geology Department is

bringing out publication on achievements made by the Department since

1994.The book, I am sure will highlight the geological and geographical aspects

of our landmass, terrain and land variations and define them in the light of

geological investigations and studies carried out by the department.

As a mountainous State, Sikkim has to cope up with natural calamity

which is often hazardous to life and property of the people. Occurrence of

landslides, earthquake, flash floods, thunderstorms, blizzards etc. require that

we conceive developmental programs through proper and scientific planning,

duly taking care of the unique geographical environment of the State. I am sure

that the publication of this book will provide us with the road map and

awareness of long term development planning, which is geologically and geo-

environmentally sustainable.

INTRODUCTION:

The Mines, Minerals & Geology Department was established in the year 1976

with a view to investigate mineral resources of the State, carryout geological study of

unstable areas and to regulate mining activities in the State. The Department has

been entrusted with the responsibility of conservation and development of mineral

resources of the state, regulation and development of major minerals, granting of

prospecting licences and mining leases for major minerals, collection of royalties on

major minerals, geological study of unstable areas and suggesting remedial

measures to the concerned departments, examination of the stability and suitability

of land for infrastructural development and civil structures of public and government,

geo-environmental studies etc.

ADMINISTRATIVE STRUCTURE:

The Department is headed by a Secretary and it is manned by Geologists,

Mining Engineers, Chemists, Surveyors and Scientific Assistants and supported by

Administrative and Accounts Staff. There are three wings in the Department, namely

Geology, Mining and Laboratory.

The Geologists are engaged in the investigation of various mineral deposits

and mineral resources of the State, Geological study of unstable areas development

of remedial measures for control of landslides and erosion and geo-engineering

works.

The Mining Engineers are engaged in contour survey and drilling activities as

well as regulation of mining activities. So far, the Sikkim Mining Corporation is the

only agency carrying out mining in the state.

The Laboratory is the backbone of Geologists and Mining Engineers, where

chemical analysis of rock, minerals and soil samples are carried out.

The Laboratory is also engaged in the physio-chemical and bacteriological

analysis of water samples for determination of potability.

The department also provides consultancy service to various sister

departments and other public & private sectors for foundation studies and stability

ratings for civil constructions.

The State Government has constituted a number of Project Implementation

Committees, wherein the officials of the Department of Mines, Minerals & Geology

are included as one of the members to study the stability of land and also to report

on geo-technical aspect with particular emphasis on spatial data geographical

information system.

Sikkim has witnessed unprecedented growth and development ever since

the present Government took office on 12/12/1994 under the inspiring and visionary

leadership of the Hon’ble Chief Minister Shri Pawan Chamling. The bout of

developmental forces unleashed in 1994 has continued unabated since then. The

Department of Mines, Minerals & Geology has ably supported these developmental

activities by providing accurate geological reports and contour maps. The

department is striving relentlessly to come up to the expectations of the state

government in supporting these developmental activities. The department is a

veritable storehouse of geological and geotechnical data of various parts of the state

which is of tremendous value to engineers, technocrats, bureaucrats and policy

makers.

Constitution of the Sikkim Mines, Minerals & Geology Service Rules

The long cherished dream of officers of the Department possessing

Masters/graduation degrees in various trades such as Geology, Engineering, Chemistry,

Survey etc. to have the Cadre Service of their own could see the light of the day only after

more than 20(Twenty) years since its inception in the year 1976.Finally, the Sikkim Mines,

Minerals & Geology Service Rules,1996 and the Sikkim Mines, Minerals & Geology

Subordinate Service Rules,1996 were constituted vide Notification Nos. 05/GEN/DOP dated

27/04/1996 and 06/GEN/DOP dated 27/04/1996 respectively. Constitution of the Service

Rules has been an instrument in opening the flood gates of promotional avenues and

addressing the issue of stagnation in promotion of officers and staff members of the Service

Cadre. This apart, the constitution of Service has also meant to enhancement of Cadre

strength through creation of new technical posts.

The approved original sanctioned strength of Service Cadre at the time of

constitution of Service Rules was 38. A number of additional cadre posts have been created

through Cadre Review and as on date approved sanctioned cadre strength of the Service

stands at 47.

SINGLE WINDOW SYSTEM

Pursuant to the direction of the State Government, Single Window System has been

installed in the Department and is operational since 2005. The system is being used especially

for issue of Land Stability Reports and through the Single Window System, the Department

has made sizeable contribution in the matter of generation of revenue through collection of

Stability Report Fees.

MAMLEY FOSSIL PARK, MAMLEY, SOUTH SIKKIM.

Fossils provide detailed information on existence of various forms of

life in the past. It is a boon for the Himalayan State of Sikkim as the State is

blessed with the existence of Stromatolite (fossils) embedded in dolomite

boulder bed. The existence of stromatolite (fossils) was discovered during the

course of delineation of dolomite along Mamley-Kholaghari-Pabong Section,

South Sikkim by the Mines, Minerals and Geology Department. A number of

research works on fossil has followed under the guidance of Professor V. C

Tiwari, Sr. Scientist from the Wadia Institute of Himalayan Geology

Dehradun.

The site has the potential for development and promotion of Geo-

Tourism, which will be another feather in the cap of ever flourishing tourism

industry in the State.

BUILDING EXPO 2015

Weeklong exhibition cum sale of products, the Building Expo 2015 was held at

Gangtok in the month of April 2015. It was a suitable platform to showcase the wide

spectrum of activities of the Department.

DEDICATION OF TEN MINUTES TO EARTH.

Sikkim State Green Mission, the flagship programme of the State

Government under the National Green Mission took off in the year 2006.

The Department of Mines, Minerals & Geology has appointed a Sr. Officer as

Nodal Officer for successful implementation of the State Green Mission and

has since observed Paryavaran Mahotsava by active participation of officers

and staff of the department in plantation of saplings of ornamental and

other plants in the office premises as also in its land at Sikkim Mining

Corporation Complex, Rangpo, East Sikkim, Fossil Park, Mamlay, South

Sikkim. Besides, the department has also participated in plantation drives

organized by the State Forest, Environment and Wildlife Management

Department at Science City, Sajong, East Sikkim.

PARYAVARAN MAHOTSAVA

Since the launch of State Green Mission in the year 2006, people from all walks of

life in Sikkim have been participating in massive plantation drives across the state. (under

Paryavaran Mahotsava)

Mines, Minerals & Geology Department observed the Paryavaran Mahotsava by

active participation of officers and staff in plantation of the saplings of ornamental and other

plants in office premises in the presence of the Hon’ble Minister Mines, Minerals & Geology

POST EARTHQUAKE CLEARANCE OF SANGMO CAVE, SANGMO,

SOUTH SIKKIM

The massive earthquake of 18th

September 2011 almost devastated the sacred Sangmo Cave

at Sangmo, South Sikkim. The cave became inaccessible to the devotees as the main entrance

was blocked. The Mines, Minerals & Geology Department undertook the post earthquake

clearance of debris and waste materials from the cave and was able to restore it to its pristine

beauty.
