THE UNCOUNTED YOUTH

An awareness campaign for the Roma Youth to erase the hate speech that they face in everyday life.

The official monitoring of hate crimes towards Roma, in most countries in Europe are limited. There is

rarely any public data on violence against Roma, even among countries that have developed adequate

monitoring systems on racist violence. Moreover, official statistics on anti-Roma violence based on

police data would likely capture only a small percentage of the overall number of incidents because of

the particular distrust of the police among many Roma. The Media documents primarily only the

harshest incidents of violence against Roma. Thinking deeply about this project development we

decided to take a stand and the goal is to give young Roma people - hope into their l ives that would

motivate them and increase their capacity for dealing with challenges affecting their lives. For them to

erase the hate speech that they face in everyday life. For them to stop being the uncounted youth.

By identifying and understanding factors of social exclusion of young Roma people, that they too are

coming from disadvantaged neighborhoods, as well as to reflect on the complex situation of socially

excluded young Roma people today, we will try to find ways and improve the situation .

Youth project, the experience gained during the implementation of the project and

the use of online and print manuals that contain expanded information related to

the topic of raising awareness of Roma youth and erase hate speech with which

Roma face in everyday life.

Roma appeared on Croatian territory in the 14th century, which is confirmed by a written document,

the trade record from the year 1362. the city of Dubrovnik. Ten years later, in the year 1373. Roma

population was mentioned as traders and butchers in Zagreb (Hrvati, 1996: 914). Records appeared

in some other towns such as Pula and Sibenik, but later then previously mentioned. In the 20th

century Roma live as equal with other population groups and belong to rural and lower urban layer.

Later their movement was restricted and they are accused of theft, fraud and conflicts. Today, most

Roma live in Medjimurje. According to official data of the last census in Croatia live 9 463 Roma, but

this is clearly not a realistic figure, because a large part of the Roma declare themselves members of

the majority population, the Croats.

According to official figures, in Croatia live almost ten thousand Roma, but it is assumed that the

number is several times higher, even 40 000. This is a very marginalized group.

In their preamble, as one of the 22 ethnic minorities, Roma was recognized by the Constitution, and

have their MPs. In spite of everything, many will say that they are the poorest ethnic minoritycharacterized by poverty, lack of education and tradition which other Croatian citizens perceive as an

obstacle to the so-called normal life. Precisely these factors impact one another and that is why the

social progress of this minority is almost imperceptible. Poverty and lack of basic living conditions with

no running water or electricity leads to rejection, which results in the early abandonment of the

education system and the inefficiency in the labor market. In such a "vicious circle" Roma are mostly

concerned with their traditional occupations - collecting recyclables. According to the European

average, Roma live ten years less than the rest of the population, as a rule, are unemployed and haveyet to start tenth secondary education.

GENERAL CONCLUSIONS

More than eight tenths of respondents has heard of at least one offensive joke about the Roma

minority. Similarly, about two thirds of the respondents confirmed that noticed they were"staring" at

Roma.

More than 85% of the women testified insults / harassment of Roma.

In general, respondents were asked about stereotypes (perception of Roma as a dumb person, exotic

people, falsely friendly treated, they are not equally respected / seriously) about two-thirds said yes.

Similarly, about eight tenths of subjects experienced the inappropriate treatment and refusal of

service of members of the Roma minority.

In terms of evidence (personal experience) that members of the Roma minority unusually observed in

public, and followed, bivani teased / ridiculed, shunned, subjected to a hostile atmosphere, excluded

from conversations or activities, treated with suspicion / wrongly accused, the majority ofrespondents answered affirmatively ( from 67% to 85%).

In addition, respondents noted the negative stereotypes against Roma in the media, negative politics

/ off against Roma, off in terms of health, employment, education (respondents answered

affirmatively by 77% - 84%).

When asked if they ever had a hostile attitude towards the Roma, 57% of respondents said yes, while

43% to never.

In general, regarding to the target group of women in terms of attitudes towards the Roma national

minority: women, aged 33 years, a student, a Croat, a Catholic, it was found that negative attitudes in

all geographic issues. Negative attitude and opinion towards the Roma minority is prevalent in all

spheres of public life, present in the media, in everyday life.

Conclusions regarding the hate speech against the Roma ethnic minority.

Therefore, based on the goals set out the findings of the most justifiable to conclude that hate speech

is still present to members of the Roma minority, not only to negative attitudes (racial stereotyping),

but also through the daily testimony of women through various forms of exclusion, contempt,

disapproval from all social events .

Recommendations for improvement and solving problems of hate speech, discrimination and social

exclusion of the Roma minority, the recommendation of the Youth Center is to put additional

capacity in educational institutions through programs of learning about diversity and respect for them

(in the course of the implementation of civic education in the experimental stage , which should cover

this subject), work to strengthen the capacity of Roma organizations and NGOs dealing with human

and minority rights, working to raise awareness of the general population / citizens about tolerance,

human rights, equality and social inclusion of minorities through promotional campaigns in

communities, involvement and educating the media for code compliance information and the

protection of minority communities in Croatia. It would be good to repeat the research in a year on

the same sample and / or extend it to the general population in order to gain insight into the attitudes

of all age groups.

All these recommendations should be implemented systematically, and not partially because of the

changing awareness and changing attitudes consuming process.
