MEMBERS PRESENT: Commissioners Daryl Baker, Wally Miars, Terrance Augustine, Roger Eakin, Wayne Ridge, and Jane Whitacre.

MEMBER ABSENT: Commissioner Glenn Freeman.

The November 13, 2013 regular meeting of the Public Works and Planning Committee was called to order at 8:30 a.m. by Chairman Baker.

Commissioner Eakin moved to approve the minutes of the October 9, 2013 regular meeting, as presented. Commissioner Augustine seconded. Motion carried.

Commissioner Augustine moved to amend the agenda to add discussion regarding a proposal to increase the number of members on the Board of Road Commissioners to five. Commissioner Whitacre seconded. Roll call-Augustine-Yes, Whitacre-Yes, Miars-No, Eakin-No, Ridge-No, Baker-No. Motion failed.

Commissioner Miars moved to recommend the re-appointment of Michael Stahl, Joe Hubbard and Ronald Johnson to the Construction Code Board of Appeals, to the Board of Commissioners. Commissioner Eakin seconded. Motion carried.

Commissioner Eakin moved to recommend the re-appointment of Barbara Rogers and Allen Krizek and the appointment of Darius Reynnet to the Purchase of Development Rights Selection Committee, to the Board of Commissioners. Commissioner Whitacre seconded. Motion carried.

Commissioner Augustine moved to recommend the re-appointment of Travis Brininstool, Robert Robinson and Dave Starr to the Brownfield Redevelopment Authority Board, to the Board of Commissioners. Commissioner Eakin seconded. Motion carried.

Deputy Drain Commissioner Bruce Porter was present to provide a semi-annual update for the Drain Commissioner. He discussed the activity levels caused by this year's record rainfall; the status of petitioned projects; repair projects and the continued problems constituents are having with the updated FEMA floodplain maps. Discussion held.

John Greenslit Parks and Recreation Director, was present to provide the department's monthly update. It was reported that the department was honored by the Michigan Department of Community Health for its Smoke-Free policy. It was also reported that the two required independent appraisals had been awarded to DNR approved appraisers and were currently being conducted. Mr. Greenslit reported that the Alvin Whitfield Community Service Awards would be presented to recipients at the upcoming November Board of Commissioners meeting. The Parks Commission has recommended that the Veterans Fee Waiver program be extended. Discussion held.

Commissioner Augustine expressed concern over Mr. Greenslit's proposal to the City of Grand Ledge regarding vehicle entry fees related to Community Theater events, given that the Lease has been entered into by the parties and such discussion should occur during the Lease negotiations.

Claudine Hannold, Community Development Director was present to provide the department's monthly update.

A resolution to enter into a service agreement with the Michigan Veterans' Trust Fund to provide administrative support to the State Appointed Board was presented and discussed.

Commissioner Eakin moved to recommend approval of the resolution to the Board of Commissioners, as presented. Commissioner Augustine seconded. Motion carried.

A resolution to authorize the County to participate in a Tri-County Regional Brownfield Redevelopment Coalition with Ingham and Clinton Counties and apply for a U.S. Environmental Protection Agency grant with the Coalition with Ingham County acting as the applicant and fiduciary was distributed and discussed.

Commissioner Augustine moved to recommend approval of the resolution to the Board of Commissioners, as presented. Commissioner Eakin seconded. Motion carried.

Ms. Hannold also discussed information provided to LEAP as part of a recent site search being conducted.

Gene Bryan, Construction Code Enforcement Director was present to provide the department's monthly update. Discussion continued regarding the request for permit fee waiver and the development of a policy to address such requests in the future.

Commission Eakin moved that a policy be created to grant a 50% permit fee discount for volunteer labor or service projects that are sponsored by a federally recognized (501(c)3) non­profit organization. Commissioner Augustine seconded. Discussion held. Motion carried.

Commissioner Eakin reported that the Sub-Committee created to study the local funding solution for county road rehabilitation and resurfacing had an initial meeting, will continue to meet and expects to submit a recommendation to the Committee at an upcoming meeting.

As requested the communication from the Airport Authority regarding a possible development plan was provided to the Committee. Discussion held. The consensus of the Committee was to have the Chairman draft a letter to the Airport Authority regarding the County's participation in the Authority.

Mary Beth Gilbert, Resource Recovery Coordinator was present to provide the department's monthly report. An update was provided on the current reported diversion data, final 2012/13 Solid Waste Alternative grant program and initial 2013/14 final project.

Ms. Gilbert reported that several area agencies are discussing the development and possible submission of a grant application through the Competitive Grant Assistance Program (CGAP). It was also reported that discussions will continue with Barry County regarding future collaboration/partnership as they consider the implementation of a Solid Waste Ordinance.

Chairman Baker adjourned the meeting at 10:43 a.m.

The next regular meeting of the Public Works and Planning Committee is scheduled for Wednesday, December II, 2013 at 8:30 a.m. in the Board of Commissioners Room of the Courthouse.

EPC Meeting Minutes, Oct. 2, 2013, Olivet City Hall Chambers, 6:30 p.m.

Meeting was called to order for Chairman Robert McConnell. Commissioners in

attendance were Mike Hosey, Roger Harris, Bruce Porter, Jerry Roe, Gina

Johnsen and Shane Powers. Excused were Commissioners Tim Lamoreux, Alvin

Whitfield and Wally Miars.

Guests included City Clerk Becky Palmer, Councilman Larry Marsh, Jean Miller,

Linda Glover, Blair Miller, Shelli Smith and County Commissioner Dale Barr.

Staff attendees include Director John Greenslit, Operations/Naturalist Jackie

Blanc and Secretary Missy Norris.

Following the Pledge of Allegiance, several items were accepted, without

objection, to be added to the agenda. This included consideration of deferring

action in December without a meeting while directly the Executive Committee

to act on behalf ofthe entire Commission subject to ratification in January, and

extension of the pilot program to honor POW, Purple Heart and Medal of Honor

winners free access to Eaton County Parks in FY 13-14, and consideration ofthe

nominations for the 3'd annual Alvin Whitfield Community Service awards.

Chairman McConnell had brief remarks about the successful Friend Boat Cruise

and read an authorization letter from MDNR to permit the Crandell Lake final

appraisal process to begin.

Limited comments of welcome were made by Olivet officials, with appreciation

to the Parks Commission for its historic support of local projects and programs.

A motion by Hosey/Roe was approved to approve the bills and vouchers as

presented by Secretary Norris, in her report. Similar action was taken on a

Powers/Harris motion to accept the budget report.

Under staff reports, Director Greenslit highlighted activities and events in his

written comments, announced the new budget is now on-line, and expressed

his appreciation to Commissioner Roe for his assistance at the Labor Day Grand

River Bridge Walk, which included County Commissioner Daryl Baker.

Operations/Naturalist Director Blanc highlighted the season ending workload

projects and the beginning of many elementary school classes at the Lincoln

Brick Conference/Nature Museum with the Annie's Big Lesson projects.

Partner Organization reports included Barry-Eaton Health Department liaison

comments from Shelli Smith. Her written report is attached. Linda Glover

reported for the Friends, with preliminary information of the success of the Boat

Cruise, plans for re-organization of the Friends by-laws and programs, and a

plea to seek additional members and officers for the Friends. Blair Miller spoke

briefly about the Thornapple Trail Association river cleanup project and the

continued interest in the Vermontville/Nashville area.

Under Old Business, Director Greenslit reiterated the completion of the required

40 year title search and Phase One environmental review on the proposed

Crandell Lake grant project. Both reports are completed and were invoiced

under budget. MDNR will now permit finalization of two new independent

appraisals on the property. Closing is anticipated upon completion and

acceptance of this review.

Greenslit continued as he indicated the first public meeting for the 5 Year

planning process will be on October 24. As per the terms of a $5,000 grant from

HUD, the process will include various underserved groups within Eaton County.

The Oct. 24 meeting will address issues with the youth of the County, primarily

4H and Olivet College students. Meetings are being planned with Seniors and

Veterans.

The Complete Streets resolution, supported by B-E Health Department and the

Thornapple Trail Association was approved on a Hosey/Harris motion. This will

indicate that local planning and zoning officials be encouraged to consider this

action in future transportation projects for safety, health, wellness and

recreational use of streets, roadwaYs and pathways.

rhe Dark Sky resolution was also approved on a Powers/Roe motion,

recognizing the interests of the Fox Park Observatory as one of only four sites in

Michigan, as suggesting that future developments consider energy, security and

efficiency in their plans. Jurisdiction for these decisions continues to be the

responsibility of local units.

Director Greenslit was asked to respond to staff actions in regard to comments

made by citizen Tim Stay at the September 4 meeting at Lincoln Brick. The

concerns over activities of disc golfers, litter, smoking, drinking harassment of

visitors, environmental tree and brush damage, incompetent employees and a

variety of other allegations have been investigated and addressed. Trails have

been inspected, tree and brush damage is part of annual fall cleanup and wood

chip harvesting for trails maintenance, disc golf Club members have been

advised of the allegations and they provided their rules which do not permit

participants to litter, drink or smoke on the course. The concerns appear to be

overstated, with personal agenda items re-surfacing historically. Our findings

have been shared with Chairman McConnell. Greenslit suggested that this issue

has been dealt with in an expedient and efficient manner by staff.

Under New Business, a motion by Hosey/Powers was approved to postpone the

December meeting until January 8 and empower the Executive Committee to

act in the interest of the full Commission for required actions, to be ratified at

the January 8, 2014 meeting.

The revised listing the nominees for the 3'd annual Alvin Whitfield Award was

approved without objection by Commission. There was no additional public

comment, as Chairman McConnell thanked Olivet Clerk Becky Palmer and other

local officials for their hospitality. Adjournment was at 8:15 p.m.

Supplemental Directors Report:

PERSONNEL. The vacant position of Administrative Assistant, reclassified, was

posted until November 4. All candidates will be screened by Human Resources

to forward names for interviews. Park Commission members are welcome to

assist in the interview process, prior to administrative selection.

Groundskeeper Dustin Leik will be on medical leave for several months, due to

elective surgery. A temporary position has been authorized from the seasonal

employee pool.

CRANDELL LAKE. Oetzel Associates and the Affinity Group have been hired to

conduct the two independent appraisals on the Crandell property. Both firms

will interview the owners, to begin their research. It is anticipated the reports

will be completed in mid-December. The final review by MDNR grants staff may

extend the process into 2014.

FIVE YEAR PLAN. As funded through a grant to the Friends (SOl.c.3) as the

eligible fiduciary agent, the process held at briefing with Eaton County youth

members of 4H on October 24. We will participate in the November 12 at the

Veterans Services Forum at the Charlotte Masonic Temple, 6-8 p.m. Our third

category, Seniors, will be scheduled shortly. FolloWing contacts with these 3

underserved groups, as required, we will begin the public hearing process.

CAPITOL AREA HEALTH ALLIANCE has awarded a $6S0 grant to Eaton County

Parks to initiate additional walking events though out the County in 2014. The

program will be titled the "Choosing Health Walking Society", as we will host

one special event per month and promote our Trails at Fox, Fitzgerald, Lincoln

Brick and Thornapple Parks on a daily basis. The grant has an incentive feature

that permits us to "match" it from private donations. The first special event will

be part of the new Winter Fest in Grand Ledge on February 1-2, 2014.

·RECOGNITION. The state-wide meeting of Tobacco Free Michigan honored

Eaton County Director John Greenslit and Ingham County Director Willis Bennett

was award their "Mosquito Award" for leading the State in initiating smoke-free

parks. Each recipient was presented a certification that read, "If you think

you're too small to make a difference, you have never been in bed with a

mosquito." The recognition was made by a nomination from the Ingham

County Health Department. Simultaneously, the Barry-Eaton County Health

Department has furnished Eaton County Park with 6 new Smoke Free Park

signage.

MFEA CONFERENCE. Director John Greenslit and Asst. Oakland County Parks

Director Sue Wells will conduct a workshop of the annual Michigan Festivals and

Events Association on Friday, November 8 at the Lansing Ramada Inn. They will

speak on "Local Events, Working with Government".

REMINDER. The Parks Commission will not meet in December, as per a

resolution passed at the October 2nd meeting, which authorized the Executive

Committee to act on behalf of the Board, subject to ratification at the January

meeting. Elections will be held in January, as well adoption of the proposed

2014 calendar.

ALVIN WHITFIELD AWARD'S, will be presented on November 20 at 7:00 p.m. at

the County Commission meeting. Various tributes will be presented to the

candidate approved at the October meeting, as the State Legislature has passed

a tribute sponsored by Senator Rick Jones, Representative Theresa Abed and

Representative Mike Shirkey and signed by Governor Rick Snyder. Similar

tributes have been entered into the Congressional Record by U.S. Senator

Debbie Stabenow and Congressman Tim Walberg for additional national honors.

The Eaton County Parks and Recreation Commission has provided quality recreational activities to the citizens of Eaton County, Michigan since 1970, and are enabled by the help ofmany individuals, service clubs, and businesses.

The Parks Commission recently acknowledged the service of key contributors by awarding them with the Alvin Whitfield Community Service Award. These individuals exemplify the spirit of service displayed by Alvin Whitfield, a long time Parks Commissioner who has served Eaton County for many years. I am pleased to join the Parks Commission in recognizing the awardees:

Shelli Smith, Jill Sambour, Christine Heverly and Patrick Sustrich for their outstanding volunteer service and commitment to improving the quality oflife in Eaton County;

Jill Russell, Joe Bristol, Chuck Pantera, John Hanieski and Rob Piercefield for their leadership role in support of Parks programs, special events and projects;

According to our records, your five-year community recreation plan has expired, or will expire by December 31,2013. To be eligible to apply for a Michigan Natural Resources Trust Fund or Land and Water Conservation Fund grant in 2014, your community must submit a community recreation plan to the Department of Natural Resources' Grants Management office by March 1. 2014. and it must be approved by April 1, 2014.

Only plans that have been adopted by your local governing body will be approved. We encourage you to submit your plan as far in advance of March 1, 2014 as possible, so you will have time to make any needed corrections and obtain approval by April 1, 2014.

We approve newly-submitted plans through December 31 of the fifth calendar year covered by the plan. Please be sure to indicate the years covered by your plan.

If you have received grant funding in the past, we have enclosed a list of those grants with this letter. The list includes the project name, grant program (Michigan Natural Resources Trust Fund (MNRTF), Land and Water Conservation Fund (LWCF), Recreation Bond, Clean Michigan Initiative or Recreation Passport Grant programs) and a brief project description. Post-completion self-inspection fonns are required for all grant-assisted sites and must be submitted with your plan. The forms are available on our website; they are not required for open grant projects. If you have submitted completed self-certification fonns to this office during the same year you are submitting your recreation plan, you do not need to resubmit the inspections.

To assist you in developing your recreation plan, please refer to our publication Guidelines for the Development of Community Park, Recreation, Open Space, and Greenway Plans (IC1924, rev. 01/13/2012). This document contains information to assist you in planning for the recreational needs of your community and to prepare a plan that will be approved by our office. Please make note of the Recreation Plan Certification Checklist (PR1924-1), which is referenced in Appendix A of the booklet.

Community Development and Housing Department Report 10/31/2013 For Public Works & Planning Committee November 13, 2013

Case Status: Permits and Applications Activity summarized on attached table. The Planning Commission met on October 1. They heard and approved three Conditional Use Permits (one

home business and two Construction Contractors businesses) and one DCA to change a parcel in Walton Twp from Residential to Commercial.

The Board of Appeals also met October 1. They heard and approved one variance request for a pole barn to be too close to a property line.

The Site Plan Review Committee met on October 10 and approved two requests. One from Olivet College to place three temporary mobile offices at the athletic field and one from a business on Michigan Ave in Eaton Rapids.

Zoning and Junk Code Enforcement: Activity is summarized on attached tables. Currently there are eighteen (18) junk violations and twelve (12) zoning violations. Ms. Hatt attended an

informal hearing held before Magistrate Ken Knowlton regarding a civil infraction ticket. The property owner did not attend the hearing therefore a default judgment was entered. The property owner has filed a motion to set aside this default judgment; Ms. Hatt will attend the court hearing Nov 22nd. Three (3) civil infraction tickets were issued in October for properties located in Eaton, Benton and Roxand Townships.

Ms. Hatt attended a Council of Government (COG) meeting at the Eaton Rapids Township Hall to discuss code enforcement efforts on properties located in Eaton Rapids and Hamlin Townships.

Housing Department Activities (See attached report). Twenty-one (21) Sheriffs Deeds and no (0) redemptions were recorded in the month of October (Jan 37, Feb 37,

March 18, April 36, May 30, June 26, July 27, Aug 28, Sept 21). The Housing Assistant position has been filled and Ms. Sara Sweeney will begin employment on Nov 12.

Technical assistance will be paid for by MSHDA and provided by Hager Consulting beginning Nov 25. Ms. Hannold attended the 1st annual grantee meeting held by MSHDA on October 28. Several new program

requirements were presented and will be effective in the next grant cycle for 2015. Please see the attached Housing Report for an update on our grants and revolving loan Fund account.

Economic Development Activities. Ms. Hannold provided specific site search information to Leap for the old Owens-Illinois glass plant property on

Packard Hwy. Two site searches from Leap and the MEDC were forwarded to all locals in the month of October.

Veteran Service Activities Ms. Hannold and Mr. Lewis have been approached by a representative of the Michigan Veterans Trust Fund

(MVTF) to administer their program in Eaton County. The Michigan Veterans Trust Fund (MVTF) is a State of Michigan program that dispenses approved grants to wartime veterans and their families to relieve an unforeseen, temporary, emergent financial crisis or hardship. The Eaton County MVTF program was formerly managed by Garry Goff who has now resigned. The MVTF is offering a $2,000 per year service agreement to Eaton County to support administration operations of the program which would include application intake and vetting of applicants, administration support to the MVTF Board (the Board is appointed by the State) and proper documentation and disbursement of funds. Past history shows an average of approximately two applications per month. Mr. Lewis has spoken to other County’s that administer this program and has found no negative comments.

Sixty-two (62) Veteran appointments regarding benefits, applications, existing claims and new claims were conducted this month.

Sixteen (16) veterans were transported to the Ann Arbor hospital by our volunteer drivers.

RESOLUTION TO ENTER INTO A SERVICE AGREEMENT WITH

THE MICHIGAN VETERANS’ TRUST FUND CENTRAL OFFICE WHEREAS, the Michigan Veterans Trust Fund (MVTF) is a State of Michigan program that dispenses approved grants to wartime veterans and their families to relieve unforeseen, temporary, emergent financial crisis or hardships; and WHEREAS, the Eaton County Board of Commissioners approves entering into a Service Agreement to administer this program, for Eaton County Veterans, for the MVTF; and WHEREAS, Eaton County would be compensated $2,000 annually to provide this service; and WHEREAS, the Eaton County Veteran Services Officer would be responsible for application intake from veterans, follow up interviews, case preparation and administrative support for the MVTF Board; and WHEREAS, Eaton County would provide adequate record keeping and forward grant documentation as requested to the MVTF central office; and WHEREAS, Eaton County would assume responsibility for all expenses involving associated office space, support and supplies; and WHEREAS, the terms of said agreement are binding for the fiscal year beginning October 1, 2013 and subsequent fiscal years, except as amended by mutual consent or upon termination by either party. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners of Eaton County approves entering into a Service Agreement with the Michigan Veterans’ Trust Fund Central Office and authorizes the Chairperson of the Board of Commissioners to sign the Service Agreement and any other related documents on behalf of Eaton County.

THE FOLLOWING SERVICE AGREEMENT, for, and between THE MICHIGAN VETERANS’ TRUST FUND CENTRAL OFFICE, and the office of THE EATON COUNTY VETERANS’ SERVICES, COUNTY OF EATON, shall be in effect and continue until a date certain, a party to the agreement gives notice of termination or amendment of conditions and services listed below. It is agreed, an annual administrative fee of $2,000 payable to the Eaton County Treasurer, is authorized for assessment on, a quarterly basis to, the Eaton County MVTF committee account for the following services: an authorized agent and additional intake counselor as needed to interview applicants, complete applications,

and prepare cases for the Eaton County MVTF Committee, and administrative support for committee meetings, and adequate ledgers and documentation for receipt of, and expenditure of, funds provided by the MVTF central

office, and forwarding appropriate documentation of all cases, approved or disapproved, to the MVTF central office,

together with copies of all expenditure documents, on a timely basis, to document grants awarded and to support additional funding requests, and finally

assume responsibility for all expenses involving associated office space, support, and supplies. It is understood committee member expense reimbursement will be apart from and in addition to the agreed upon administrative fee. The terms of this agreement are binding for the fiscal year beginning October 1, 2013, and subsequent fiscal years, except as amended by mutual consent, or upon termination by either party. RESOLUTION TO ESTABLISH A TRI-COUNTY REGIONAL BROWNFIELD REDEVELOPMENT COALITION AND TO ALLOW CLINTON COUNTY TO

SUPPORT OR BE A PARTY TO A GRANT APPLICATION TO USEPA

November 20, 2013

Introduced by the Public Works and Planning Committee

WHEREAS, Eaton County has a Brownfield plan and has successfully implemented a

BRA program that generated interest and need for assistance with Brownfield Redevelopment; and

WHEREAS, the mid-Michigan region of Clinton, Eaton and Ingham Counties in Michigan is host to a variety of previously used and/or contaminated development sites and shares many common concerns and challenges in the identification, assessment, and successful redevelopment of previously used and potentially contaminated sites; and

WHEREAS, Eaton County has identified a need to identify, assess, and implement the cleanup and redevelopment or reuse of its Brownfield sites in order to encourage economic development; and

WHEREAS, together in a Brownfield Redevelopment Coalition we can improve and expand our regional economy while protecting our region’s rural farmlands and undeveloped areas by encouraging and supporting the reuse and redevelopment of existing sites throughout our three county region; and

WHEREAS, participating in a regional Brownfield redevelopment coalition does not preclude or limit the activities of our existing Brownfield redevelopment and economic development initiatives but does capitalize on our cooperation and offers us economies and efficiencies that can enhance our effectiveness on a regional basis;

NOW THEREFORE BE IT RESOLVED that Eaton County hereby resolves to join Ingham and Clinton Counties in forming a Brownfield Redevelopment Coalition and establish it for the purpose of developing and implementing Brownfield projects in our region; and

BE IT FURTHER RESOLVED that on behalf of the Coalition, Ingham County will serve as the applicant for USEPA grants and funding to facilitate conducting environmental assessments for redevelopment of properties that will reduce risk and increase successful job creation and retention while supporting Brownfield site assessments, cleanups, and developments in our region; and

BE IT FURTHER RESOLVED that the Coalition will apply to USEPA for a Hazardous Materials Assessment and Petroleum grant of $600,000. In order to provide education

After the first year if funds are not being expended, the Coalition would reallocate funds based on identified projects to maximize the use of grant funds by the end of the grant period.

Alternatives to Addressing Construction Code Permit Fee Waiver Requests: 

 

1. Maintain status quo – no exceptions/waivers to construction code department fees. 2. Adopt the policy that all requests made by federally‐recognized non‐profit organizations are 

forwarded to the Public Works and Planning Committee for approval/denial on a case‐by‐case basis. ‐ Will cause considerable lag in the construction process (may take up to six weeks for 

consideration based on calendar). ‐ Provides the Committee the greatest flexibility in evaluating requests. 

3. Adopt a policy that provides the Construction Code Director the authority to consider approval/denial of requests. ‐ Based on volunteer projects coordinated by federally‐recognized non‐profit organizations. ‐ Would need to establish appeal process, likely to Public Works and Planning Committee. 

4. Adopt a policy to provide for 50% discount of fees based on criteria established by Public Works and Planning Committee. ‐ Must be volunteer labor or service/materials‐based project with fund‐raising that occurred 

through a federally‐recognized non‐profit organization. ‐ Doesn’t not apply to publicly‐funded (local unit of government) projects or projects of

Regional Cooperation on the Evaluation and

Development of a Tri-County Recycling Facility

Background Currently, communities in the greater Lansing Tri-County region (including cities, townships, and counties) are individually collecting recycled materials from their residents, either through municipal recycling programs, municipally contracted services, or through individual subscription-based services on the part of their residents. In addition, Michigan State University collects recyclable materials throughout its campus and operates a recycling drop-off center that serves the university and surrounding communities.

The vast majority of the recycled materials from these communities is hauled to material recovery or processing facilities in southeast and southwest Michigan. Each community contracts for that hauling and processing independently, and the transportation costs of hauling recycled materials over 70+ miles to these facilities is substantial for each of the communities and their private-sector partners. The long-distance hauling of materials also has environmental impacts, including carbon emissions and wear on roads.

Although the communities in the Tri-County region offer recycling collection services (curbside and drop-off centers) independently, they do offer cooperative efforts for special recycling services or events, such as Recycle-Rama. While individual collection efforts are successful, there may be opportunities within and between the counties to share collection, processing, and/or marketing services or participate in joint contracting of services (where current collection is through individual subscription) in order to save on costs and expand recycling opportunities.

Proposed Collaborative Effort Community partners in the Mid-Michigan Tri-County region propose to work cooperatively to evaluate the feasibility of constructing and operating a material recovery facility or transfer station that would serve the region’s expanding recycling efforts, and explore opportunities for shared recycling service offerings.

Conduct a joint feasibility study for the development and operation of a regional, public-private material recovery facility (MRF). The partners will hire a contractor to conduct a feasibility study for locating, constructing, and operating a material recovery facility (or transfer station) in the Tri-County area that would provide local material recovery services for the Tri-County communities and other interested public partners (such as school districts). The feasibility study will include a needs assessment that looks at current infrastructure and recovery of recycled materials as well as the potential for increasing recovery of recycled materials in order to evaluate the need for a MRF or transfer station in the Tri-County region. The study will also look at facility design and capacity needs, potential locations, capital and operation costs, and options for ownership and operations. Construction and operation options to be explored will include public-private partnerships, creation of a regional waste authority, and private construction and operation with public use agreements with regional communities.

Best practices from other Michigan communities, such as Southern Oakland County Resource Recovery Authority (SOCRRA), Resource Recovery and Recycling Authority of Southwest Oakland County (RRRASOC), Traverse City area MRF, Emmett County MRF, and Kent County MRF, will be evaluated for models of operation and regional cooperation.

Create a joint construction and operating agreement for a material recovery facility or transfer station and obtain approval from participating public partners. Depending on the recommended approach for construction and operation of a recycling facility, the partner communities will develop an agreement and obtain community approval for joint construction and operation of the facility (including the potential for a regional recycling facility bond), or for a regional joint use agreement with private-sector partners.

Identify and adopt shared service agreements for recycled material collection services. Partner communities will evaluate opportunities for sharing recycled material collection services, including the options for regional curbside and drop-off collection contracts with private haulers (for communities currently using contractors or subscription services), joint operation of specialized recycling spaces and events (such as electronics or household hazardous waste recycling), and aggregated purchasing of recycling collection equipment (such as recycling bins and carts). Again, best practices for shared recycling services in other communities will be explored for application to the Tri-County region. Once opportunities for shared services are identified, regional partners will develop and approve appropriate shared service agreements.

Estimated Cost of the Feasibility and Evaluation Project

The estimated costs for completing the feasibility study and development of shared use agreements is $XXXX. Regional community partners on the project are requesting 25% of the funds for the feasibility study and evaluation of shared use agreements and 100% of the costs for developing shared use and joint operating agreements from the Department of Treasury’s Competitive Grant Assistance Program. The remainder of the project costs will be provided as follows:
