1. Project Requirements and Project Objective

During the Criticality Assessment of Assets, the following pumping stations were assessed as Critical or High Consequence assets in the case of managing any significant failure. The purpose of this project is to provide additional resilience in this area to reduce their Criticality and hence any potential impact of failure. It is proposed to provide complete by-pass over pumping arrangement in the below mentioned pumping stations;

• PUMPING STATION 15

• PUMPING STATION 44

• PUMPING STATION W1

• PUMPING STATION 21N

• Chamber Construction & Penstock Installation In PS 44 Catchment

2. Scope of Works

The Contractor Shall;

sub-contract approved Design Consultants for final design, layout, structural works, surge analysis, pump selection etc.

conduct the soil testing and surge analysis and shall be responsible for any requirements arising out of these items.

design and size the pumps to suit single pump operation scenario for all sites. design and carry out the construction of by-pass over pumping arrangement as per

the layout / concept drawings attached for each Pumping Station. submit the proposal for the piping routing and detailed design drawings for approval

prior to the commencement of work. comply with the specification for the Control Panel which is common for all pumping

station and is given separately. include in their price all costs for civil (including but not limited to; soil testing,

excavation, backfilling, dewatering, over-pumping etc.), electro-mechanical works, and SCADA system amendments and modifications for monitoring operation and recording the performance data of the pumping stations.

provide connection between the existing Odor Control Unit to the new Pumping station/screen chamber with isolation dampers. The prices shall be included with the piping system.

ensure all materials and equipment is in accordance with QCS2014 or the most recent version.

NB The Mechanical & Electrical Installation Works are to be completed by an Asghal approved Contractor identified on the Drainage Approved Vendor List for Mechanical & Electrical Works. Please use internet details below

2.1 PS 15

Introduction PS 15 is located in Al Saad area as shown in the location map attached in Appendix 5.1.

It receives sewage from local catchments and from the feeding stations PS 15/2 & 15/3. It has a design capacity of 600 l/s discharging to PS 13N through circa 5 kms of DN 600 mm rising main. The proposed over pumping system here will avoid any consequences due to failures of this station by permitting bypass overpumping to both new and old (diameter 400 mm) rising mains thereby protecting its catchment from any sewage escape and surcharging. Scope of Work The Contractor shall; 1. provide connection from the existing Manhole no.1 to the proposed Screen Chamber

and from there to the new pump chamber as shown in Appendix 5.1.

2. design, manufacture, and install the GRP screen chamber with an inlet penstock at the location proposed in the drawing, with all required openings for handling the bar screen. The screening system shall be a conventional bar screen with 50 mm spacing with lifting chains and guide channels up to ground level, capable of handling the design flow. The entire system shall be of S.S.316L.

3. design, manufacture, and install the new GRP pumping station at the location proposed in the drawing, with all required openings for handling the pumps and discharge piping.

4. design and construct the valve chamber in GRP for accommodating the gate valves and NRVs of the new pump discharge line and connecting tee joints with both the existing 600 mm rising main and the old rising main of dia. 400 mm, with all access for maintenance.

5. supply and install all required pipe works and fittings in the discharge of the proposed submersible pumps up to the existing rising main as marked in the drawing upstream of the flowmeter. This shall include all required DI pipes and fitting viz. duck-foot bends, reducers, piping, gate valves, check valves, flanged adaptors, equal tee etc. as per the standard. This discharge line shall also be connected to the old rising main of diameter 400 mm (in the old flow meter chamber located around 6 m away from the main gate, where an overpumping provision is currently given with isolation gate valve).

6. connect the screen chamber and pump chamber to the existing odor control unit with suitable GRP piping and one damper for avoiding any odor issues.

7. supply and install TWO no. submersible pumps each with a capacity of 400 l/s, at a head of 15 m (two pumps in parallel giving 620 l/s at a head of 17 m).

8. supply and install required Control Panel for operation equipped with Soft Starter, connected to the existing power generating unit.

9. supply and connect all required cabling for power and control.

10. design, supply, and install new level control float switches inside the new wet well for controlling the water level which shall be connected to the new control panel for automatic operation.

11. design, fabricate, and install suitable lifting equipment and / or electric hoists for lifting, installing and maintaining the pumps and screen as per the site condition.

2.2 PS 44 Introduction PS 44 is located in Abu Hamour area as shown in the location map attached in Appendix 0. It receives sewage from local catchments and from feeding stations PS 20/1, PS 20/2, PS 21/1, PS 28 and PS 44A. It has a design capacity of 1,000 l/s discharging to Doha South STW (DSSTW) through circa 5 kms of DN 700 mm twin rising mains. The proposed over pumping system will avoid any consequence of failures of this station by permitting bypass overpumping to through both rising mains thereby protecting its catchment from any sewage escape and surcharging. It may be noted a project for providing two more rising mains (of diameter 800mm each) to PS 32A is under Feasibility Study stage (C819) which will assist in reducing the current load at DSSTWby diverting flow to Doha West STW (DWSTW). This fact is to be considered while selecting the pumps for this station, so that these pumps shall be capable of being operated through both rising mains routes (existing mains to DSSTW and the proposed main to PS 32A) with the flow specified. Scope of Works The Contractor shall; 1. provide connections (1200 NB GRP piping) from the existing sewage Inlet Chamber

located inside the station compound to the proposed Screen Chamber, and from there to the new pump chamber as shown in the drawing in Appendix 0.

2. design, manufacture and install the GRP Screen Chamber with an inlet penstock at the location proposed in the drawing, with all required openings for handling and maintaining the automatic screen. The screening system shall be automatic, cable operated, grab type with 50 mm bar spacing capable of handling the design flow. The entire system shall be of S.S.316L. The screen unit shall be provided with a canopy to protect the equipment from sun and rain.

3. design, manufacture and install the new GRP pumping station at the location

proposed in the drawing, with all required openings for handling and maintaining the pumps and discharge piping.

4. design and construct the valve chamber in GRP for accommodating the gate / NRVs

of the pump discharge lines with all access for maintenance. This chamber shall be at location where the discharge pipes from the by-pass pumping station are connected to the existing 600 mm diameter rising mains of PS 44. Standard permanent DI fittings shall be supplied and installed on the 600 mm rising mains for the over pumping connections.

5. supply and install all required pipe works and fittings in the discharge of the proposed submersible pumps up to the proposed over-pumping connection to the rising main, within the site. This shall include all required DI pipes and fittings viz. duck-foot bends, reducers, piping, gate valves, check valves, flanged adaptors, pipe supports, fasteners etc. as per the standard.

6. connect the screen chamber and pump chamber shall be to the existing odor control

unit with suitable GRP piping and one damper for avoiding any odor issues.

7. supply and install TWO nos. of submersible pumps each with a capacity of 700 l/s at a head of 60 m, which shall be capable of deliver flow through both the existing 700 mm rising main to DSSTW (actual head is to be calculated from the rising main profile) and the proposed rising main to PS 32 / 32A. The pump curves shall be selected to operate without any overloading with a fully flooded wet well (i.e. during rains).

8. supply and install required Control Panel for operation equipped with VFD, connected

to the proposed power generating units. 9. supply and install 2 numbers of 1250 KVA, 230/415V, 50 Hz, 3 Phase diesel

generator, as per the following specifications; Weatherproof Acoustic-Containerized Diesel Generator, 1250 kVA (Standby Power Rating, 230/415V 50Hz, 3 phase, 4-wire). The generator container shall be provided with an integrated skid mounted fuel storage tank of 6,000 liters storage. Connection shall be given to the existing fuel pump system for feeding diesel to the skip mounted tank. The generator shall be mounted on suitably rated pre-cast concrete plinths.

10. prepare the required design, drawings, and all other documentations, coordinate with

all concerned departments and obtain Building Permit for feeding the whole load (bypass + existing load) on Kahramaa as DNO&M is proposing to obtain a future connection from Kahramaa to drive the entire station load on mains power.

11. supply and connect all required cabling for power and control. 12. design, supply, and install new level control float switches inside the new wet well for

controlling the water level which shall be connected to the new control panel for automatic operation.

13. design, fabricate, supply, and install suitable lifting equipment and / or electric hoists

for lifting, installing and maintaining the pumps as per the site condition.

2.3 PS W1 Introduction PS W1 is located in Wakra area, as shown in the location map attached in Appendix 0. It receives sewage from local catchments and from the feeding stations in Wakra. It has a design capacity of 840 l/s discharging to PS 40 through circa 10 kms of DN 500 mm triple rising mains. The proposed over pumping system here will avoid any consequence of failures of this station by permitting bypass overpumping to the triple rising mains thereby protecting its catchment from any sewage escape or surcharging. It may be noted a project for providing rising main capacity to HIA STW is proposed which will assist in reducing the current load at DSSTW by diverting flow to HIA STW. This fact is to be

considered while selecting the pumps for this station, so that these pumps shall be capable to be operated through both rising mains routes (existing mains to DSSTW and proposed main to HIA STW) with the flow specified. Scope of Works The Contractor shall; 1. provide connection from the existing gravity line from Manhole no.1 to the proposed

Screen Chamber and from there to the new pump chamber as shown in Appendix 0.

2. design, manufacture, and install the GRP Screen Chamber with an inlet penstock at the location proposed in the drawing, with all required openings for handling and maintaining the bar screen. The screening system shall be conventional bar screen with 50 mm spacing with lifting chains and guide channels up to ground level, capable of handling the design flow. The entire system shall be of S.S.316L.

3. design, manufacture, and install the new GRP pumping station at the location proposed in the drawing, with all required openings for handling and maintaining the pumps and discharge piping.

4. design and construct the valve chamber in GRP for accommodating the gate valves and NRVs of the pump discharge lines and connection to the existing rising main with all access for maintenance.

5. supply and install all required pipe works and fittings in the discharge of the proposed submersible pumps up to the existing rising main in the upstream of the flowmeter chamber, as marked in the drawing. This shall include all required DI pipes and fitting viz. duck-foot bends, reducers, piping, gate valves, check valves, flanged adaptors, equal tee etc. as per the standard.

6. connect the screen chamber and pump chamber to the existing odor control unit with suitable GRP piping and one damper for avoiding any odor issues.

7. supply and install TWO nos. of submersible pumps each with a capacity of 420 l/s, at a total head of 54 m.

8. supply and install required Control Panel for operation equipped with soft starter, connected to the existing power generating unit.

9. supply and connect all required cabling for power and control.

10. design, supply, and install new level control float switches inside the Screen chamber inlet for controlling the water level which shall be connected to the new control panel for automatic operation.

11. The Contractor shall design, fabricate, supply and install suitable lifting equipment and / or electric hoists for lifting, installing and maintaining the pumps and screen as per the site condition.

2.4 PS 21N Upgrading Introduction PS 21N is located in Al Waab area as shown in the location map attached in Appendix 0. It receives sewage from local catchments and has been diverted by gravity to PS 44 and is currently non-operational. As PS 44 is overloaded, it is proposed to resume the operation of PS 21N after refurbishment and upgrading. In addition the station will have a

new rising main discharging to PS 13N catchment through a 450 NB GRP rising main of 2400 m and discharge IL +11.00 m which will be constructed by others. During the design of the PS 21N refurbishment and upgrade on this project, the actual details and profile of the proposed rising main shall be available and provided by Ashghal. Scope of Works The Contractor shall; 1. supply and install 3 nos. of motorized SS 316 L Penstocks (1 no. of dia. 700 mm for

main inlet and 2 nos. dia. 400 mm for wet well isolation) by replacing all the existing 3 nos. of CI penstocks. Refer to the site layout and piping arrangements shown in Appendix 0.

2. supply and install 3 nos. of suitable pumps (1 duty, 1 assist & 1 standby) so as to deliver a station flow of 300 l/s at a head of 30 m (with two pumps operating). The rising main profile to be reviewed for actual figures for total head requirement. These pumps shall be capable of being operated on continuous single duty according to the incoming flow.

3. supply and install all required DI piping and fittings viz. duckfoot bends, riser pipes, valves (Gate and NRVs), over-pumping connection and a 450 NB rising main up to the outside of the compound wall from where GRP piping will be connected by another contractor.

4. supply and install a new Surge Vessel (if required according to surge analysis) by replacing the existing one.

5. supply and install a suitable electro-magnetic flow meter and connect to the SCADA system.

6. design, supply and install suitable bulk type Odour Control Unit, using activated, catalytic pelletised Carbon which can be regenerated using water.

7. supply and install required Control Panel for operation equipped with VFD in the MCC room, replacing the existing MCC, connected to the Kahramaa supply and proposed Generator unit.

8. supply and connect all required cabling for power and control.

9. supply and install 1 nos. of 400 KVA, 230/415V, 50 Hz, 3 Phase diesel generator, as per the following specifications; Weatherproof Acoustic-Containerized Diesel Generator, 400 kVA (Standby Power Rating, 230/415V 50Hz, 3 phase, 4-wire). The generator container shall be provided with an integrated skid mounted fuel storage tank of 6,000 litres storage. The generator shall be mounted on suitably rated pre-cast concrete plinths.

10. supply and replace all required street lights in the premises so as to get ample lighting.

11. provide new pressure water booster systems and associated equipment/piping/tanks etc.

12. supply and install suitable lifting hoist for lifting the pumps and bar screens. The existing beam shall be used after complete checking of fasteners and if found acceptable in load test.

13. carry out all civil repair works, including but not limited to; structural repairs including buildings, walls, and accommodation, painting of buildings, compound walls, and accommodation, replacement of all pump chamber covers with new aluminium chequered plates with supporting frames, and laying of suitable gravel on the ground.

14. identify any additional items essential to the future efficient operation and maintenance of PS 21N for review and approval by the Engineer.

2.5 Chamber Construction & Penstock Installation In PS 44 Catchment Introduction Pumping station PS 44 located in Abu Hamour area, receives sewage from the local catchment, Al Waab area and from feeding stations PS 20/1, PS 20/2, PS 21/1, PS 28 and PS 44A and discharges to DSSTW. This station is currently operating at above 80% of its capacity and is subjected to very high levels during rainy days. Considering these issues and reducing the current load at DSSTW it is proposed to install a penstock in the catchment in Al Waab area so as to divert the flow to DWSTW, through PS 21N (which is currently not in service) and on to PS 13N thereby reducing the loading on PS 44. Scope of Works The Contractor Shall 1. design and construct an isolation chamber in GRP shell with concrete base for

accommodating the isolation penstock in the catchment of PS 44 at a location in the downstream of manhole 44/34 in the median as marked in the attached drawing as shown in Appendix 0, so as to divert the sewage flow from PS 44 to PS 21(N) as and when required.

2. supply and install a suitable Isolation Penstock from a manufacturer approved by PWA in SS316 L, size DN1000 Sq., to withstand an off-seating pressure of 10 m, with spindle up to ground level with square top suitable for operation with standard portable valve actuators.

3. make provision for an over flow arrangement so that in case of high levels in PS 21N catchment sewage shall over flow back to PS 44 catchment without opening the penstock so as to avoid any flooding. The chamber shall have appropriate DI covers for the location with suitable opening with cover for actuating the penstock using a portable actuator. The drawing showing the design and IL of the chamber is attached in Appendix 0.

2.6 Control Panel (Common Specifications For All Locations) Introduction The specification below shall apply for all PS locations listed within this Project contract.

Scope of Works The Contractor Shall 1. supply and install control panels which comply with the following specification;

a. Modular Control system shall be fully integrated multi-purpose type designed primarily for use in pumping stations and system which is compatible for easy upgrades and with its software easy to install. The control can be operated and monitored at the pumping station by means of control panel display. Wireless telemetry shall be established by mobile technology to our Master Station at Salwa to communicate the level, flow rate, flow totalizer & various station status signals for generator, UPS &MCC Room such as temperature etc.

b. The MCC shall have a door mouted HMI, loaded with suitable software to control & monitor the sation.

c. All MCC components (especially Soft Starters, PLC/RTU, HMI, UPS and any other electronic components) shall be de-rated for 55 degrees centigrade ambient temperature while on standby without power& without operation.

d. Soft Starter shall be with Bypass Contactor. Feeders shall be MCCBs.

e. The container shall be cooled by two split ACs, 50% overrated, rated a bleeder fan shall be provided to ensure fresh air supply. Heat calculation shall be submitted showing due consideration of the heat load.

f. MCC shall conform to Form 3A, shall be true front access.

g. The MCC shall be provided with UPS with Ni-Cd batteries for a 6 hour backup for the PLC, Instrumentation& Telemetry system. The KVA requirements shall be calculated such that the MCC status Monitoring and instrumentation systems are backed up during the power failure period

h. Level Control shall be suitable for water level sensing, selection with a selector switch;

1. By hydrostatic sensors 2. Or by float switches 3. Pumps shall work in auto with duty selection

i. Control panel shall have power inlet from the existing stand-by or newly installed diesel generator at each pumping station as relevant and the cables shall be laid as per the requirement / standard. This panel shall be an outdoor type with attached air-conditioner. However automatic operation shall be by PLC/RTU and all control parts shall withstand at 55 deg Centigrade ambient.

j. The main level control shall be by hydrostatic and PLC whereas the float system shall be given as back-up.

k. Modular Controls shall be incorporated into the system to provide the following data;

l. Shall be equipped with instrumentation suitable for flow meters: flow rate shall be displayed on the MCC. Flow meter shall have Serial Communication to PLC.

m. Low/ high level protection & backup operation shall be provided.

n. Pumps shal be provided with vibration sensors, Pt100 sensors for upper and lowerbearings & windings and shall be monitored and logged.

o. The MCC shall be provided with GSM based Telemetry System, compatible with O&M Department, Salwa Master Station, to communicate the level, flow rate, flow totalizer & various station status signals for Pumps, generator, UPS &MCC Room temperature etc. to the Master Station.

p. Power factor correction (for 0.95) panel shall be provided for Soft Starter Panels, totally isolated from the MCC, controlled by electronic controller. Capacitors shall be provided with detuning & snubbing filters.

q. Container shall be provided fire tracing with FM 200 with fire signal connected to telemetry. CO2 fire extinguishers, 2 nos. shall also be provided.

r. The container shall conform to the relevant ISO Standard in size and material. The design shall consider only the load of the MCC and the rigidity to cope with the standard container handling facility. Stacking requirement need not be considered.

s. All external connections shall be terminated in recessed termination box (IP65) mounted on side of the container.

t. The panel front operation area shall be flat with rubber mat, raised floor shall be incorporated if required only.

3. Project Milestones

The Contractor shall provide a programme of works identifying the key outputs and the timeline to achieve these. The programme shall include, but not limited to the following as listed in Table below:

The programme timelines is based on a 48 hrs working week. The contractor may employ shifts (day/night) based on requirement to meet project time-line.

4. Special Requirements

Spares: 1. Spare parts for two years operation recommended by the manufacturer are to be

provided for the Pumps, MCC and all the accessories, if not included in the specifically requested items.

2. In addition to the above, one no. of complete pump unit with cable for the pump proposed for PS 44.

Test Certificates: Relevant Test Certificates to be provided for all associated equipment. Operation & Maintenance Manuals: The contractor shall provide one set of hard copy and three soft copies of the Operation and Maintenance Manuals in accordance with the standard template of PWA. The manuals shall include equipment descriptions, operating instructions, drawings (including all the wiring schematics for Soft starters & UPS), troubleshooting techniques, a recommended maintenance schedule, and the recommended lubricants. Specification:

1. The design, supply, installation, commissioning and handing over of the entire works shall be completed within 180 days from the commencement date followed by 400 days maintenance period.

6. Technical submittals of all equipment are to be reviewed and approved by the Engineer.

9. Companies with previous experience in design and installation of such pumping stations shall only be deemed suitable for the proposal.

10. The bidder must have an authorized local agent in Qatar to follow up all the related activities

11. While executing the said works all safety measures related to equipment, & personnel are to be taken by the Contractor.

12. Any damage to the equipment, cables, piping etc. caused while executing the said works are to be rectified at the expense of the Contractor.

13. The contractor shall allow for complying with every requirement of the QCS 2014 and the Project Specification that is relevant to the type of work within this Contract and is not specifically referred to in the following items; 1. for providing and maintaining a detailed program of works in accordance with

the General Conditions Contract, clause 14 2. For testing materials as directed by the Engineer and in accordance with

QCS2014. 3. For the provision of traffic safety and control measures and traffic

management during the Works as per the requirements of QCS2014 and the project specifications.

4. for providing Health and Safety plans, personal and equipment in accordance with QCS2014

5. For the requirements for coordination, cooperation and liaison with utility owners and other authorities in accordance with QCS2014.

14. The bidder shall submit their Technical and Commercial offers in separate envelopes (i.e. two envelope system).

15. The Contractor shall describe and price the items necessary for the completion of the work as described in the specification or shown on the drawings and for which special provision is required and which are not covered by the rates in the Bill of Quantities whether arising from the class of work, Conditions of Contract, or any other matter whatsoever. Anything not so separately described shall be deemed to be covered in the Bill of Quantities.

16. The Contractor shall undertake for the 400 days liability period from the date of commissioning, for the performance of all of the installed systems.

17. All scrap material during the work shall be disposed by the contractor to the designated locations.

18. Site visits shall be arranged prior to tendering. 19. Contractor shall include in his offer, all expenses (VISA, Ticket (business class) to

arrange for Factory Acceptance Test (FAT) for equipment viz. pumps/penstocks/panels.. etc., as per the procedure for Ashghal Engineers and remanufacturer’s training on major equipment for PWA Staff. The type of tests and procedures shall be submitted for engineers’ review before travel. All the tests mentioned in the factory testing section to be conducted in the presences of Ashghal engineers during the FAT.

In the case of any ambiguity or discrepancy the provisions of the Project Specification shall prevail over the provisions of the Government published specifications.

X. Pumpsets and Generator Specifications Version 2.0 March 2013 by Public Works Authority.

1.2 The Contractor shall contact the Survey Section of the Ministry of Municipal Affairs and Agriculture prior to the commencement of any excavation activities to determine if the work is likely to disturb survey marks. If Survey Section requires a survey mark to be moved the Contractor will be responsible for recreating the survey mark to an approved design and specification, and for resurveying the point using survey companies approved by the Survey Section.

1.3 The Contractor shall be responsible for the protection of the Survey marks, within the boundaries of the Site, for the duration of the Work Order period, and shall be liable for all costs of any remedial work required of the Survey Section.

1.4 Prior to handover, the Survey Section will issue a certificate stating that all survey marks, whether disturbed or otherwise, by the Contractor have been reinstated or protected to the satisfaction of the Survey Section.

1.5 In the event of failure to comply with the requirements of the above clause the Authority, without prejudice to any other rights and privileges and method of recovery, may deduct the costs of any remedial work after the completion date, carried out by Survey Section from any monies due or which become due to the Contractor.

1.6 Where any standard publication, specification, regulation, Notice, and the like or any correspondence refers to a Government Ministry, Department, Division, Section, and the like it will be deemed to be the same as any successor Ministry, Department, Division, Section, and the like which has or may subsequently be officially promulgated by the Government of the State of Qatar.

2 NOTICE TO PUBLIC ON ROAD CLOSURES

2.1 Upon the Engineer’s non-objection for any road closure for the purpose of carrying out the Works, the Contractor shall place sufficient notification to the general public in local newspapers both in Arabic and English languages at least one (1) week prior to the road closure. The contents of the notification shall be non-objected by the Engineer and the extent shall not be less than a quarter of the standard size page of a reputed local newspaper. In order to evidence the notification the Contractor shall issue to the Engineer a copy as appeared on the newspaper on the same day of the notification.

3 MEDIA DOCUMENTARY (PHOTOGRAPHIC & VIDEO)

3.1 The Contractor shall maintain a photographic and video record of the progress of the Works in order to provide sufficient visual evidence of the progress and to record the specialized events features of the Works or their surroundings of the Project. Such media documentation shall be submitted to the Engineer in the form of an non-objected media document as a complete package at the completion of the Project.
