The GDF SUEZ group is to coordinate the project, which will involve SMEs and public research bodies. The Commission has concluded that the project satisfies the criteria for state aid for research, development and innovation. It will compensate for market failure and generate benefits for the European Union, in particular in terms of dissemination of scientific knowledge and protection of the environment, without changing competitive conditions significantly. Read more Commission approves €16 million Austrian support to environmental-friendly project by Verbund-Austrian Thermal Power The European Commission has authorised Austria to grant €16 million towards an energy-saving project run by Verbund-Austrian Thermal Power GmbH & Co. KG (a subsidiary of the Verbund group) for the combined production of electricity and heat. The aid is in line with the European Union's guidelines on State aid for environmental objectives (see IP/08/80 ). In particular, the combined production of electricity and heat is an innovative process that leads to significant primary energy savings compared to the separate production of heat and electricity. At the same time, it results in a reduction of greenhouse gases. Commission clears special tax regime for international maritime transport companies in Cyprus The European Commission has approved under EU state aid rules a proposal by the Cypriot government to impose a special reduced tax on companies engaged in international maritime transport, which replaces the corporate tax. The Commission found that the scheme, which exists in several other EU countries, will enhance the competitiveness of the Cypriot fleet without unduly distorting competition. Additional points of interest Spring European Council Brussels, 25-26 March 2010 Statement by the Heads of State and Government of the euro area European social partners meet EU to debate exit from the crisis and Europe 2020 strategy President of the European Commission José Manuel Barroso, President of the European Council Herman Van Rompuy and Spanish Prime Minister José Luis Rodriguez Zapatero representing the Presidency of the Council met the European social partners to look at how Europe can exit the current economic and financial crisis. Discussions also focused on the Commission’s proposal for a new ten-year integrated economic and social strategy: Europe 2020. This Tripartite Social Summit has demonstrated the broad consensus on the need to combine a successful exit strategy with an ambitious structural reform agenda. László Andor, EU Commissioner for Employment, Social Affairs and Inclusion along with representatives of the future Belgian and Hungarian Presidencies also participated actively in the discussions. Events State Aid Procedures and Enforcement & the SANI System (optional: introductory workshop on state aid principles) The purpose of the seminar is to examine in depth the interpretation and application of the state aid procedural rules. Recovery of aid, which constitutes a weak spot in the enforcement, third parties’ rights and the application of state aid rules by national courts are some of the topics that will be analysed in detail. The seminar will also provide a forum for comparing national experiences as regards administrative arrangements for notifying and registering aid and the enforcement of recovery decisions. Finally, the seminar will also provide, in cooperation with the European Commission, practice oriented training on the notification process. This training will be delivered by Commission officials and national representatives. There will be a presentation on SANI which (still) raises practical issues for users. In addition, for those interested, there will be an introductory workshop on Wednesday morning 14 April 2010. This will present the basic principles involved in the application of state aid rules, and provide an opportunity to work together on a number of cases. State Aid in the Transport Sector The seminar aims to give participants a comprehensive understanding of the concept of state aid in the transport sector. Its aim is to familiarize public officials with the Commission’s approach to state aid cases in this sector and with the experiences in other Member States.
