Changes in prices, fees, charges, rates and leviesOther than the indexation of fees and fines published online at economicdevelopment.vic.gov.au , the only changes in 2015–16 for prices, fees, charges, rates and levies charged by PTV were three minor changes to transport fares and policy in response to feedback from regional customers.
On 1 January 2016, public transport fares in Victoria increased an average 3.2 per cent. Most fares increased 4 per cent, comprising 1.5 per cent (CPI Consumer Price Index), plus 2.5 per cent announced in the December 2013 State Budget update.
Following customer feedback, PTV introduced three regional fare improvements from 1 January 2016.
> V/Line off-peak weekend concession fares – the off-peak discount of 30 per cent was extended to concession customers travelling on non-myki V/Line services on weekends. This reduced fares for regional concession card holders.
> Long-distance regional travel – the time provided for travel across 3, 4 and 5 zones for customers with a 2-hour fare was extended to 2.5 hours. Travel across 9, 10 and 11 zones was also extended to 3.5 hours.
> Two-zone regional fares – the fare for travel across two regional zones was reduced from $3.80 to $3.20.
These new fares are contained in the Victorian Fares and Ticketing Manual, published on the Public Transport Victoria website at www.ptv.vic.gov.au/tickets/Victorian-fares -and-ticketing-manual.

Industrial relations
PTV has a constructive relationship with the Community and Public Sector Union (CPSU) and the Rail, Tram and Bus Union (RTBU) which represent a number of PTV employees. PTV has been working closely with unions and employees to bring about organisational changes aligned to a new operating model.
The current PTV Enterprise Agreement nominally expired on 31 December 2015. Negotiations for a new Agreement took place from October 2015 to March 2016. In-principle agreement was reached with unions and a staff ballot was carried out in late June / early July 2016. Staff voted in favour of the new 4-year agreement, which sets the foundation for industrial certainty until 31 December 2019.
In 2015–16, PTV did not lose any time through industrial disputes or accidents.

Major committees sponsored by PTVThe list below summarises major committees sponsored by PTV, the purpose of each committee and the extent to which the purpose has been achieved.
MAJOR COMMITTEE PURPOSE EXTENT Of PURPOSE ACHIEVED
PTV Audit and Risk Committee
This Committee assists the PTV Board in fulfilling its responsibilities related to PTV’s financial performance and the financial reporting process. The Committee is also responsible for the sign-off of accounting policies, the operation and implementation of PTV’s risk management framework and compliance with the various directions and procedures contained in the Standing Directions of the Minister for Finance. The Committee provides oversight over all internal audit activity.
The Committee held five meetings between 1 July 2015 and 30 June 2016, and oversaw a range of internal audit activities, including PTV’s financial management compliance as well as review of the annual financial statements. The Committee also provided independent guidance and advice on PTV’s enterprise risk management framework and insurance arrangements.
PTV Health, Safety and Environment Sub-Committee
This Sub-Committee of the PTV Board promotes a strong and proactive culture which values health, safety and the environment throughout PTV, by reviewing and monitoring the performance of policies, projects, programs and legislative compliance.
The Sub-Committee met four times this year. The Terms of Reference were revised and updated.
Areas of focus included:
> progress on the Integrated Safety and Environment Management System.
> reporting and data – particularly public safety.
> technical safety and environment assurance in major projects.
> the provision of safety and environment considerations in MR4 for energy and other environmental initiatives.
The Sub-Committee was briefed on level crossing safety works being conducted, including projects governed by the Victorian Rail Crossing Safety Steering Committee.
Another area of focus for the Sub-Committee in 2015-16 was occupational health, safety and wellbeing, including health and safety incidents, endorsement of the PTV Health and Wellbeing Program, and being briefed on the internal workforce status for the year.
PTV Remuneration Committee
This Committee assists the PTV Board to ensure PTV has coherent remuneration policies and practices which enable it to attract and retain appropriate staffing resources.
The Committee met five times from 1 July 2015 to 30 June 2016. Matters considered by the Committee included executive remuneration policy and review process, Committee terms of reference, PTV staff movements, the new Enterprise Bargaining Agreement (EBA) and organisational redesign matters.
Public Transport Sector Resilience Coordination Committee
This Committee works to continuously build the resilience of the public transport sector through joint planning, exercising and information sharing.
The Committee is an amalgamation of the Melbourne Underground Rail Loop Emergency Management Advisory Committee (MURL EMAC) and Multi Modal Security Group committees. It is intended this committee will review Committee terms of reference and establish an exercise development working group.

Safe Travel Taskforce
This Taskforce provides a forum for PTV, Victoria Police, public transport operators, and other key stakeholders including DEDJTR, DOJR, the Taxi Services Commission, the City of Melbourne and Crime Stoppers to improve safety and perceptions of safety on the public transport network. Committee members share information and work together to coordinate safe travel initiatives.
The Taskforce has continued to build relationships to support personal safety responses. This includes being part of a governance framework for strategic cross-agency coordination on personal safety and security on the metropolitan transport system, as recommended by the Victorian Auditor-General. The framework builds on previous work by supporting collaboration between stakeholders and incorporates existing joint operations and intelligence sharing processes.
Revenue Protection Plan Implementation Committee
This Committee provides a forum for PTV, DEDJTR and public transport operators to coordinate activities to reduce fare evasion, as agreed in the Network Revenue Protection Plan.
A coordinated approach to revenue protection continues through the Network Revenue Protection Plan, which is implemented by this committee.
In 2015-16 as in previous years, the revenue protection strategy has been based on the four themes:
> making the ticketing system easier to use.
> system support (e.g. ticket barriers and network staff).
> marketing and education.
> enforcement.
The October 2015 fare compliance survey found that fare compliance on the metropolitan network was the highest since surveys began in 2005.
In May 2016, two major reports into public transport ticketing compliance were released. These reports included recommendations to support a fairer policy framework for ticketing compliance. These recommendations are informing PTV’s future revenue protection strategy.
Victorian Equal Opportunity and Human Rights Commission Consultative Committee
This Committee facilitates the discussion of policy initiatives and issues and concerns regarding the administration and implementation of the Equal Opportunity Act 2010, Racial and Religious Tolerance Act 2001 and the Charter of Human Rights and Responsibilities Act 2006.
The Committee met once this financial year to discuss journey mapping, train boarding, the 2015 Victorian Charter of Human Rights Review update and assistance animals on public transport.
Customer Feedback Industry Roundtable (CFIR)
This Roundtable provides a forum for customer feedback managers from across the public transport industry to identify, analyse and respond to complaint trends from customers and systemic issues.
The Committee met twice in the first half of 2015-16. Operator feedback this year suggested the format of the Committee be reviewed. Subsequent meetings were held with operators to discuss required changes.
Public Transport Access Committee (PTAC)
This Committee provides independent strategic advice to the Minister for Public Transport and PTV with the aim of creating a public transport system that is accessible to all Victorians. PTAC members have extensive experience and knowledge regarding issues that affect people with a disability or mobility restriction, older people and vulnerable groups.
The Minister for Public Transport has appointed 11 members to the PTAC including an independent PTAC Chair. PTAC Members are appointed as individuals and not as representatives of specific organisations. Formal meetings of the PTAC are held quarterly, with the first to be held in July 2016.
