4.0 DISCUSSION
On March 1, 198j, a ship collided with ~ transmission line support structure lo6ated in the Delaware River and several towers supporting the Hope Creek-Keeney SOOKV transmission line were toppled_. Damage're~ulted ~ri ~everal towers and their under~~ter support structures. As a· res~lt, .this line will expe~ience an extensive outage (e~timated time ?ne year}.
The Hope Creek FSAR ideritif ies a f~ult on the Hope Creek-. Keeney line as the limiting condition for PSE&G electrical. bulk power system stability considerations. As a result of the ext~nded outage of this line, the Salem and Hope Creek· Generating Units aie being operat~d .at a reduced electrical output in accordance with the Hope Cieek Unit No. 1 Gene~ator Operating Guide (Reference 3.2). The operating guide was issued by PSE&G System Planning in Febrtiary 1986, and. provides appropriate guidance to the Salem and ~ope Creek Stations to assure that system and electric generator stability is maintain~d for all combinations of U~it operatidn,and transmission line availabilityo The Guide indicates that, for three Unit operation, a reduction in gehe~ation is required during a m~intenanca ou~age on eith~t the Hope Creek-Keeney or Salem-Deans SOOKV lines. These · lines are limitin~ beriause they are the interface be~ween the Salem .and Hope Creek Generating Stations SOOKV systems a·nd the PJM SOOKV system. With the· extended outage of the Hope Creek-Keeney circuit, the loss of Salem-Deans. line becomes the limiting condition for. the PSE&G bulk power system ~nd electric_generator stability consideration.·

In order·t6 operate the three Units ~tor.near design electrical generation level with the Hope Creek~Keeney circuit out of ser~ic~, the Power Sy~tem S~abilizers (PSS) presently ins_talled on Salem Unit No. 2 and Hope Ct'eek will: be activated., ·1he purpose of the. Power System Stabilizer (PSS) is to enhance the damping of ~est-contingency oscillations. Additionally, mod~fications t¢ the Salem Unit No •. l and 2 R2 generator protection circuitry will be made such that a loss . of the Salem-Deans lihe will automatically iri~ ·the Sal~~ Unit No. 1 or 2 ·generator. This trlp must· take pi ace _wi t;hin the maximum allowable. clearing. times· established by _the stability analysis. To support th is modification, t"he referenced Guide . has been re-evaluated to address the .following:·

B) The specification of new operati~g guideline~ for a line outage condition whil~ the Hope Creek-Keeney line is out of service.
5.0 WORK DESCRIPTION
To provide the required generator trip described above, the R2 foll6wing tripping arrangement Will.be implemented (see Attachment 1):
1. Salem Uni~ No. 1 or 2 Generator Regular Overall Differ- IR2 ential Protection Multitrip. will be act~ated by any ·of the following:.
1.1 Salem-De~ns lirie protection ~egular;
1.2 Remote trip receiver;
1.3 Salem-Deans lin~ breake~~ (both 20X & 21X open);
1.4 20X Breaker failure;
1.5 21X Bre~ker failure.
2. S~lem uriit N6. 1 or 2 Generator Backu~ Over~ll·Differential P~otection Multitrip will.be actuated by any of
·the following:
2.1 Salem-Deans line protection backup;
2.2· Remote ~rip receiver (same as l.;2);
2.3 Salem-Deans lihe breakers (both 20X and 21X open};

A three position switch is provided to sel~ct the Salem Unit Nd. 1 or 2 cross trip 6r to disarm the scheme (at PSE&G Load .. Dispatcheris request). It is safe to transf~r th~ switch from the Unit No • .l to· the Unit No. 2 position ·or vice versa provided that the Upit from which the cross-trip is removed R2 is not generating·more than 1000 M~, and the transfer is not performed in adverse weather conditiorts. Both mul~i-trips will trip the gener~tcc breakers lOX and 12X when.th~ switch is on Salem Unit No. 1 position and generator breakers 3ak and 32X when the switch is on S~lem Unit No. 2 position~ R2 Breaker failure signals will be initiated in the ev~n~ one of these break~rs doe~ not opert.as required (exi~ting design).
Disconnect switches are provided in the relay room to .allow· the monitoring at the scheme from the cont_!'."o.l_room and PSE&G · Newark Load Dispatcher, and to permit the operators to disable this scheme when required. With the available equipment maxi-mum redundancy was achieved through: ·
1. Eac6 regular and backup prot~ction is fed fr6m separate· Current and Potential Transformers; ·
z. Each regular and backup protection uses D.C. ~6ntrol power from different 125V D.C. batteries;
3. Each trip~ing condition will ~ctivate both regui~~--~rid backup channels;

4~ Separate cables are being used for reg~lar and backup trip signals •.
5. Th~ remote trip ~eceiv~r.will ac~iva~e both. regular ~nd backup multitrip relays (.separate .cont.acts are being used) •
6. 0 ANALYSIS.
Operation of the Salem-Deans cross trip scheme and PSS's ~ill be in accordance with Reference 3.6. As identified R2 therein, the cross-trip scheme shall be armed at all times with the following ·exceptionsg

The case - R2 sim~lated a stuck breaker such that the primary b~eaker failed·· to operate. _UndeJ; these circumstances, clearing- of the fault is delayed until the backup protection can act to isolate the· fault. The analysis demonstrates .that ·the·_ remaining Ar:tiftcial "Island.generators are stable and will

1.0 PURPOSE
This instruction will serve to provide operating guidance concerning the stable operation of Artificial Island during the extended outage of Keeney-Hope Cre·ek 5015 with a cross tripping scheme provided on Salem N0.1
2.0 DISCUSSION
2.1 Generator Stability Limits Concern for stability is based on the need to operate the system in a manner which will allow generators to remain synchronized with the bulk power system. Remaining in synchronism is very much dependent on transmission system conf iguration and generation. The proper control of voltage plays an important role in helping to maintain stability in the system as well.
Rapid changes in the system (such as the loss of a major load center, a large generator, line switching, or a fault occurrence, etc.) have the potential to upset generator synchronism. As a System Operator, the safe and reliable operation of the system depends on the ability to recognize that load, excitation levels and var requirements all influence the ability of generating units to remain synchronized under adverse conditions.
Increased Mvar output is necessary to maintain stable operation should the next worst contingency_ happen (such as the loss of the Salem-Deans line, 5021). Under contingency conditions, the system may not be able to handle full Mw output from the island; therefore, output must be reduced. The stability guidelines for each machine must be carefully followed by both System Operators and Control Operators. These are provided at the end of this instruction. The voltage regulator will not provide_ minimum coverage _ for ... this case. --

2.2 Cross Tripping Scheme The cross trip shall normally be in service whenever Salem No. 1 is in service except as specified in Section 3.0. (Refer to Unit Operating Curves and Table AA) The cross tripping scheme has been installed to improve the output capability of Artificial Island from 2330 Mw's gross up to 3162 Mw's gross. This is accomplished by reducing generation (tripping Salem No. 1) any time 5021 Salem-Deans is tripped out of service, and the scheme is enabled. The cross trip scheme is designed to trip Salem No. 1 any time there is a relay operation on the 5021 line relays, 500-2 transformer relays, or 500kV breakers open at Salem or at Deans. Following operation of the cross tripping, the remaining units (Salem No. 2 and Hope Creek No. 1) will remain stable on 5023 and 5024.
2.3 Stabilizer Scheme Stabilizers are presently installed on Salem No. 2 and Hope Creek No. 1. Current stabilizer status will be displayed via GETAC or verbally from station personnel. This will increase the permissible output level when stabilizers are in service for:
a. Three unit operation with no cross trip, the island total may be increased to 2480 Mw from 2330 Mw as indicated in Table AA.
b. Three unit operation with cross trip on Salem No. 2 only. This increases permissible output total of Hope Creek and Salem No. 1 to 2100 Mw from 2000 Mw as indicated in Table cc.
2.4 Unit Megawatt/Mvars Combinations a. Three units with cross tripping in service:
The unit with the cross tripping is to be at full load. The remaining two units must be below their individual unit maximu.~s as well as not exceeding their paired.total as shown in Table BB.
b. Two units with cross tripping in service:

c. Single unit operation: With any single unit in service, the unit may be brought to full load. The cross trip does not need to be in service.
d. Cross tripping out of service: Whenever two or more units are in service, the Artificial Island maximum must not be exceeded as well as individual unit max~mums. If the stabilizers are in service, the Artificial Island maximum is increased by 150 Mw. (See Table AA)

3.0 CRITERIA FOR DISABLING
With the cross trip scheme in operatioti, the probability of a trip of Salem No. 1 will slightly increase. To minimize this potential problem, the scheme will be disabled for the following conditions.

Unit Reductions If operating conditions require unit reductions such that all units are below their maximums and the Artificial Island maximum is below values stated in· Table AA, cross tripping should be disabled.
Storm Situations a. Thunder and lightning--Whenever heavy or
severe storms are within 50 miles of Salem, New Freedom or Deans (as indicated by contracted weather services, refer to OI 9-C-19) reduce the machines, following the guidelines in Table AA for no cross trip. The cross trip scheme shall be disabled upon reaching final Mw values .
If unit reductions are required, information is to be logged on the form included in Appendix c. These forms can be found in the System Operator - Voltage Position.
b. Ice/Winter storm--Whenever icing conditions are predicted by the weather service or confirmed by field reports in either Camden, Trenton, or Brunswick Division, the appropriate Mw reductions will be made and the cross trip disabled. Similar action should be taken during any winter storm condition if transmission security is in jeopardy.
c. High winds/Hurricane--Whenever- sustained winds are in excess of 50 mph as measured at Camden Switching Station,- Deans Switching Station or Artificial Island, the appropriate Mw reductions will be made and the cross. tripping scheme will be disabled.
d. Forest Fires--Whenever forest fires are reported near the Salem/Deans/New

Freedom right-of-ways, the appropriate Mw reductions will be made and the cross tripping will be disabled.
3.3 5021 Salem-Deans repairs For repairs on 5021 Salem-Deans equipment the cross trip will be disabled. Immediate attention on these facilities is imperative. This includes:
a. Any relaying on 5021-regular and back-up relays and remote trips.
b. Breakers - Salem 500 kV-Section 1-8, 2-8 Deans 500 kV-Section 1-5, 2-5 Deans 230 kV-Section 2-8, 7-8 Deans 500-2 transformer and any disconnects associated with these bus sections.
c. Remote trip channel failure. Go to single channel operation until units can be reduced to required Mw values; then cross trip can be removed and repairs made •

4.0 WORK RESTRICTIONS

Work in southern New Jersey will be restricted as follows:
4.1 Maintenance Work No routine maintenance work will be permitted on any 500kV or 230kV facilities south of Burlington in any of the PJM companies. The following types of work are restricted:
a. No in service relay work
b. No hot line work
c. No substation work (i.e., breakers, disconnects, etc.) at any 500kV station.
d. GETAC work by the laboratory must be carefully evaluated. Relay technicians must be present before work progresses on GETAC at Deans, New· Freedom, Salem and Hope Creek.
4.2 Emergency Work Forced outages and equipment malfunctions on some of the restricted facilities may require further unit reductions.
a. Non-outage Condition Work Only work associated with 5021 Salem-Deans requires Mw reductions and cross trip disable.

The two cutoff switches used to disable the cross trip scheme are located one each at Salem and at Deans.
5.1 Disable Cross trip a. Whenever it becomes necessary to disable the
cross trip scheme, unit output at Salem and Hope Creek must first be reduced to appropriate levels.
b. Request an operator at Salem to turn the Salem No. 1 cutoff° switch to the "off" position and .apply a red blocking tag for the system operator. (5021/Salem No.1 cross tripping cutoff switch) ·
c. Disable the cross trip at Deans via the ESOC computer. If there is a control problem, this can be manually operated off at Deans. Apply a red blocking tag to the cutoff switch if operated manually.
d • Log all information in the System Operator -Voltage log.
e. Verify via the ESOC computer alarms that both cutoff switches are in 1!he "off" position.
f. Notify the Salem and Hope Creek senior shift supervisors that the cross trip scheme for Salem No. 1 has been disabled.
g. Inform PJM

This instruction will serve to provide operating guidance concerning the stable operation of Artificial Island during the extended outage of Keeney-Hope Creek 5015 with a cross tripping scheme provided on Salem N0.2
2.0 DISCUSSION
2.1 Generator Stability Limits Concern for stability is based on the need to operate the system in a manner which will allow generators to remain synchronized with the bulk power system. Remaining in synchronism is very much dependent on transmission system conf iguration and generation. The proper control of voltage plays an important role in helping to maintain stability in the system as well.
Rapid changes in the system (such as the loss of a major load center, a large generator, line switching, or a fault occurrence, etc.) have the potential to upset generator synchronism. As a System Operator, the safe and reliable operation of the system depends on the ability to recognize that load, excitation levels and var requirements all influence the ability of generating units to remain synchronized under adverse conditions.
Increased Mvar output is necessary to maintain stable operation should the next worst contingency happen (such as the loss of the Salem-Deans line, 5021). Under contingency conditions, the system may not be able to handle full Mw output from the
__ island; therefore, output must be reduced. The stability guidelines for each machine must be carefully followed by both System Operators and Control Operators. These are provided at the end

2.2 Cross Tripping Scheme The cross trip shall normally be in service whenever Salem No. 2 is in service except as specified in Section 3.0. (Refer to Unit Operating curves and Table AA) The cross tripping scheme has been installed to improve the output capability of Artificial Island from 2330 Mw's gross up to 3162 Mw's gross. This is accomplished by reducing generation (tripping Salem No. 2) any time 5021 Salem-Deans is tripped out of service, and the scheme is enabled. The cross trip scheme is designed to trip Salem No. 2 any time there is. a relay operation on the 5021 line relays, 500-2 transform~r relays, or 500kV breakers open at Salem or at Deans. Following operation of the cross tripping, the remaining units (Salem No. 1 and Hope Creek No. 1) will remain stable on 5023 and 5024.
2.3 Stabilizer Scheme Stabilizer.s are presently installed on Salem No. 2 and Hope Creek No. 1. Current stabilizer status will be displayed via GETAC or verbally from station personnel. This will increase the permissible output level when stabilizers are in service for:
a. Three unit operation with no cross trip, the island total may be increased to 2480 Mw from 2330 Mw as indicated in Table AA.
b. Three unit operation with cross trip on Salem No~ 2 only. This increases permissible output total of Hope Creek and Salem No. 1 to 2100 Mw from 2000 Mw as indicated in Table cc.
2.4 Unit Megawatt/Mvars Combinations a. Three units with cross tripping in service:
The unit with the cross tripping is to be at full load. The remaining two units must be below their individual unit maximums as well as not . exceeding._.their_ paired _total. as __ shown in Table cc. -

3.0 CRITERIA FOR DISABLING
With the cross trip scheme in operation, the probability of a trip of Salem No. 2 will slightly increase. To minimize this potential problem, the scheme will be disabled for the following conditions.

Unit Reductions If operating conditions require unit reductions such that all units are below their maximums and the Artificial Island maximum is below values stated in Table AA, cross tripping should be disabled.
Storm Situations a. Thunder and lightning--Whenever heavy or
severe storms are within 50 miles of Salem, New Freedom or Deans (as indicated by contracted weather services, refer to OI 9-C-19) reduce the machines, following the guidelines in Table AA for no cross trip. The cross trip scheme shall be disabled upon reaching final Mw values •
If unit reductions are required, information is to be logged on the form included in Appendix c. These forms can be found in the System Operator - Voltage Position.
b. Ice/Winter storm--Whenever icing conditions are predicted by the weather service or confirmed by field reports in either Camden, Trenton, or Brunswick Division, the appropriate Mw reductions will be made and the cross trip disabled. Similar action should be taken during any winter storm condition if transmission security is in jeopardy.
c. High winds/Hurricane--Whenever sustained winds are in excess -of- 50 mph as measured· a-t · Camden switching Station, Deans Switching Station or Artificial Island, the appropriate Mw reductions will be made and the cross tripping scheme will be disabled.
d. Forest Fires--Whenever forest fires are reported near the Salem/Deans/New Freedom right-of-ways, the appropriate Mw

3.3 5021 Salem-Deans repairs For repairs on 5021 Salem-Deans equipment the cross trip will be disabled. Immediate attention on these facilities is imperative. This includes:
a. Any relaying on 5021-regular and back-up relays and remote trips.
b. Breakers - Salem 500 kV-Section 1-8, 2-8 Deans 500 kV-Section 1-5, 2-5 Deans 230 kV-Section 2-8, 7-8 Deans 500-2 transformer and any disconnects associated with these bus sections.
c. Remote trip channel failure. Go to single channel operation until units can be reduced to required Mw.values, then cross trip can be re~oved and repairs made •

4.0 WORK RESTRICTIONS

Work in southern New Jersey will be restricted as follows:
4.1 Maintenance Work No routine maintenance work will be permitted on any 500kV or 230kV facilities south of Burlington in any of.the PJM companies. The following types of work are restricted:
a. No in service relay work
b. No hot line work
c. No substation work (i.e., breakers, disconnects, etc.) at any 500kV station.
d. GETAC work by the laboratory must be careful~ ly evaluated. Relay technicians must be present before work progresses on GETAC at Deans, New Freedom, Salem and Hope Creek.
4.2 Emergency Work Forced outages and equipment malfunctions on some of the restricted facilities may require further unit reductions.
a. Non-outage Condition Work Only work associated with 5021 Salem-Deans requires Mw reductions and cross trip disable.
b. Outage Condition Work Only those facilities listed in App_endix A require Mw reductions .
