Ms. Lim Soo Hoon is the Permanent Secretary (Finance)(Performance) at the Ministry of Finance. She is also the Chairman of the Accounting & Corporate Regulatory Authority (ACRA). In her capacity as Permanent Secretary (Finance)(Performance), she oversees the Ministry’s central role in creating a high performance government through efficient and effective use of resources. Ms Lim has a Bachelor of Economics (Honours) degree from the University of Adelaide and a Masters in Public Administration from Harvard University. She has served in various portfolios in the Singapore Civil Service including the Ministry of Trade and Industry, the former Ministries of Communications, and Labour, and the Registry of Vehicles. She was appointed Permanent Secretary, Ministry of Community Development in 1999 and became Permanent Secretary (Public Service Division) in 2005 before joining the Ministry of Finance in 2012. Ms Lim was awarded the Public Administration Medal (Gold) in 2004.

Effective public sector governance is the cornerstone of a country’s economic progress. The efficient management of resources, be it financial or non-financial, is crucial for growth. Internal auditors, finance, and Governance, Risk and Control (GRC) professionals play key roles in strengthening internal control processes in the public sector.

Demand for a higher level of responsibility and accountability is driving the need for these professionals to better equip themselves with best practices from across the globe. To address this, IIA Singapore launched the first Public Sector Internal Audit (PSIA) Conference in April 2013. Panel Synopsis: Demand for a higher level of responsibility and accountability has shone the spotlight on the public sector as stakeholders expect more, not just for the services provided but also how they are being provided. Recent cases of exceptions and lapses in internal control have clearly signalled a need for greater focus on more effective governance, especially in the public sector.

This discussion will give insights into what constitutes an ‘effective governance’ structure. Panellists from the various sectors will share their work and personal experience of governance and how it may apply to the public sector. Exceptions and lapses almost invariably happen in any organisation, as no system of internal control guarantees a foolproof and risk-free environment. The panel will focus on three key attributes of an internal control framework: PEOPLE, PROCESS and SYSTEMS. A balance must be struck between both ‘hard’ and ‘soft’ controls, and the challenge lies in finding the equilibrium. The PEOPLE aspect, or the ‘soft’ controls in particular, are crucial as effective governance is a true reflection of culture, ethics and more importantly, the tone from the top.

Plenary 1 - Auditing Performance To Improve Service Delivery An audit of service delivery involves the appraisal of actual performance against management intent. Key performance indicators provide the foundation for calibrating expectations and measuring success.It is in management’s interest to develop a suite of meaningful indicators that facilitates both strong oversight by their governing body, and service improvement.Internal and external auditors have a role to play given their expertise in operational and financial performance audits. This session canvasses the attributes of good performance indicators and discusses their practical application in audits.

Plenary 7 - Internal Control: A Question of BalanceThe COSO Internal Control: Integrated Framework is widely recognised as providing better practice insights into how to establish effective internal controls in an entity.But, there is a balance to be struck: control “costs” and this cost must be calibrated against the benefits that it produces. Recognising that no system of internal control is perfect nor does it provide any absolute guarantees about the absence of error or fraud, how does the governing body, management and the auditor establish that they have the balance “just right”?This session discusses how risk and control must be considered together; starting with a clear expression of management’s “risk appetite”. It also covers the role of internal audit–firstly, as an integral part of the system of internal controls, and secondly as a ‘catalyst for change’.

Andrew Greaves was appointed as the 22nd Auditor-General of Queensland in December 2011. This appointment is the culmination of a 30 year career predominantly in public sector external audit, which began with the Australian National Audit Office in Canberra. Before taking up his present role, Andrew was an Assistant Auditor-General with the Victorian Auditor-General’s Office; and immediately prior to that he worked as a management consultant in the early 2000’s. His areas of expertise cover both financial and performance auditing, as well as risk management and internal control. Andrew studied Economics and Accounting at the Australian National University. He is a Fellow both of the Institute of Chartered Accountants Australia and of CPA Australia.

Jim has three decades of progressive internal audit and teaching experience. His publications include nine AuditTrends seminars, nine books and seven other major works for the IIA International. He wrote all of the IIA’s early research studies and training programs on COSO. Plenary 3 - A Practical Approach to implementing ERM in the Public Sector: The CPF Board ExperienceCPF Board embarked on its risk management journey ten years ago in 2003. This presentation takes a closer look at CPF Board’s approach to ERM, mapping out the current risk governance structure and the process of implementing it within the organisation. It will also share with delegates the five key lessons learnt in the course of this journey.

Eileen Tay is Head of the Risk Management Department of the Central Provident Fund Board (CPF Board) in Singapore from November 2013. She oversees the Risk Management Department which provides risk advisory, business continuity management and data analytics services. Prior to her current role, she was the Head of Internal Audit Division of the CPF Board from 2009 to 2013 which provides internal audit and consulting services, conducts risk management reviews and manages independent auditors and CPF Board’s whistleblowing programme. Before her risk management and internal audit roles, she had over 20 years of experience in the investment management industry and was previously the Head of Fund Management Department of CPF Board.

Plenary 2 - Data Analytics in the Detection of FraudMore and more government auditors are incorporating computer-based deductive-detection approaches in their audit work to identify improper payments. In this session participants will learn how data analytics and the deductive detection process can be used to find fraud. Through the use of case studies the session will illustrate the application of these techniques in practice.

Tina Kim is the Office of the New York State Comptroller’s Deputy Comptroller for Accountability. She previously served as the New York City Comptroller’s Deputy Comptroller for Audit, as well as the leader of the New York State Economic Recovery and Reinvestment Cabinet’s Internal Control and Fraud Prevention Working Group. Ms. Kim is a member of the American Institute of Certified Public Accountants’ (AICPA) Government Organization Audit Committee Taskforce, the Institute of Internal Auditor’s Public Sector Committee and Exposure Draft Working Group, and a former member and current chair of the AICPA’s Government Performance and Accountability Committee. She is the co-author of the 2nd Edition of the Audit Committee Toolkit: Government Organizations, as well as numerous articles and other publications on auditing and fraud related topics. Previously, Ms. Kim served as the New York State Department of Transportation’s Director of the Audit and Civil Rights Division and as the Deputy Inspector General for Audit with the Office of the State Inspector General. Ms. Kim has a Masters degree in Accounting and Information Technology and a bachelor’s degree in Economics.

Christo possesses extensive experience in enterprise risk management, corporate governance, internal auditing and insurance, gained whilst working within the mining industry, services to the mining industry, utilities industry and multinational organisations in both Perth and South Africa. His key strengths include the ability to design and implement risk management frameworks and strategies, to educate business in risk management to ensure that risk is considered in decision making as well as factored into business planning, business strategy and projects. He has significant experience in undertaking project reviews having gained experience as part of major capital projects as well as conducting high level and in-depth, independent project reviews.

Breakout 4B - Strategies for Auditing Outsourced Operations - Protecting Your Organisation’s InterestsOrganisations have outsourced non-core operating functions to focus on key business drivers to streamline their operations. This session explores how internal auditors can better review outsourced functions starting from the organisation aspects to the performance of service contracts and also review limitations of such audits as well as make reference to past experience in reviewing such operations.

Willy is currently a Partner in BDO LLP heading the Risk Advisory Services practice which manages assignments relating to Corporate Governance such as internal audits and Enterprise Risk Management. Willy has assisted in internal audit reviews for several government ministries and Statutory Boards including reviewing procurement processes and other management activities. Willy also leads several outsourced internal audits of SGX and Catalist listed companies as well as other organisations such as Charities and Associations.Willy graduated with a Bachelor of Accountancy degree from NTU as well as a Master of Business Administration (Management of IT) from NTU.

Plenary 8 - Emerging Trends in Public Sector Fraud The Australian Institute of Criminology (AIC) is Australia’s national research and knowledge centre on crime and justice. Dr. Tomison will describe the nature of public sector fraud and emerging fraud trends in both Australia and around the region. He will also present the latest published findings of the AIC’s annual survey of fraud experienced by Australian Government agencies. The changing nature of the fraud risk environment is examined for its challenges and opportunities, and examples will be provided on how to make effective use of fraud principles respond to public sector fraud.

Adam Tomison was appointed Director and Chief Executive of the Australian Institute of Criminology (AIC) in July 2009. He is internationally recognised as an expert in the field of child abuse, the prevention of child abuse and other family violence and the development and operation of child protection and family support systems. He has worked over the past three decades with a range of government, non-government organisations and advocacy groups and prior to his appointment with the AIC he was Head of the Child Protection Program at the Menzies School of Health Research. From 2004–2008 he held various senior executive positions within the Northern Territory Department of Health and Families, including the position of Director of Family and Children’s Services. Dr Tomison is currently appointed as an Honorary Professor at the Australian Catholic University and sits on a number of Boards, including the International Centre for the Prevention of Crime, and the International Society for the Prevention of Child Abuse and Neglect. In 2011 he was awarded an inaugural Deakin University Alumni of the Year Award for outstanding service and achievement in his profession and for the community.

Don Yeo is the Deputy CEO and Chief Financial Officer of the Central Provident Fund Board where he has served since 2005. In this capacity, he oversees all corporate functions in the organisation, including corporate strategy, finance, investment, risk management, HR and communications. He also serves concurrently as the Board’s Chief Information Officer overseeing IT services. Don is an International Advisory Board Member of the World Pension Summit. James Wong has held the positions of the Deputy Secretary (Policy) of the Public Service Division, Prime Minister’s Office and Secretary, Public Service Commission from 5 October 2009. James graduated from University of Cambridge, with a Bachelor of Arts in Natural Sciences (Chemistry) in 1993. In 2006, he obtained an MSc in Management (The Stanford Sloan Program) from Stanford University. James joined the Singapore Public Service in 1995 and has held appointments in various public sector organisations. These include Senior Director (Planning and People) at the Ministry of Health; Director (Land Transport) at the Ministry of Transport; Deputy Director (Salaries and Administrative Service) at the Public Service Division, Prime Minister’s Office; and Assistant Director (Labour Relations) at the then Ministry of Labour. James is also a board member of the Maritime & Port Authority of Singapore.

Plenary 10 - Data Analytics in Action – A Case Study in Fighting FraudFraud is a multi million dollar business and it is increasing every year. The public sector is not immune to fraud. With the scale and volume of data available today, it is easy for a fraudster to hide in the background unnoticed. Traditional approaches either take too long or are not effective – often like winning the lottery as the odds are against you. This session will use real life case studies to demonstrate how data analytics can be used to uncover fraud.In this session, participants will:• Understand why data analytics is a useful tool in fighting fraud• Discover how to use tools and resources available on the internet to find and narrow your search• Hear why internal control systems are never good enough• Learn to how to identify red flags• Hear about the implications for internal audit and how it can be integrated into a typical fraud investigation.

Shagen Ganason has over 25 years of experience in the field of accounting, audit and risk management. His experience has been global, taking him across many cultures and a variety of industries including manufacturing, airline, agriculture, financial services and government in over 20 countries across three continents. He is currently with the Department of Conservation, a New Zealand Central Government Agency, as its Chief Assurance Officer, overseeing internal audit and risk management - a position he has held since 2007. Prior to arriving in New Zealand, he was CFO and Finance Director for a British Government investment arm based in Indonesia.Shagen has presented to local IIA chapters as well as international IIA events, with a focus on internal audit, risk management and governance.

Breakout 5B - Linking the Risk Assessment with the Internal Audit Plan – A South African PerspectiveWith close to three decades of experience in public and private sector auditing in South Africa, Deon shares in this session, a spectrum of risks faced by public sector internal auditors in South Africa. His presentation will give examples of what the IA profession is facing, which include governance, risk management, financial, operational, HR, IT and internal audit risks. He also proposes a solution in the form of the ISO 31000 framework to address these risks. The top ten risks on every South African public sector internal auditor’s audit plan will be presented. He will also examine one unique risk that the Singapore public sector is facing - the risk of adverse public opinion and containment in this multimedia age - and how this risk can be effectively tackled.

Plenary 9 - Seven Auditing Tools to Enhance Efficiency in the Public SectorEfficiency includes the element of the use of economic resources, and many of the elements of productivity. This presentation follows the route of setting the efficiency parameters in the planning phases (strategic and operational planning), and then to set standards for efficiency and monitor the achievement of those standards in the performance management processes. The development of a dashboard to measure efficiency will also be covered.The seven tools will include standard costing as a standard setting tool (quantity, price and efficiency standards), detailed cost analysis to cover economic use of resources – specifically focusing on the labour/employee element and some of the productivity tools like network analysis, PERT, Critical path analysis.These tools are frequently used by leading organisations known for their efficiency and with some modification can be well used in the public sector.

Deon van der Westhuizen has completed his articles at Deloitte, Haskins and Sells in 1986. He spent a period of time at the SA Reserve Bank as part of the Bank Supervision Department during the development of the Deposit-taking Institutions Act. During the time he was involved in the Masterbond, Cape Investment Bank and Pretoria Bank liquidation processes. He has been instrumental in Internal Auditing as a Profession in South Africa through involvement in Continuous Processional Development and the learnership program in South Africa. Deon has contributed articles to the Internal Audit Update publication and is recognised by organisations throughout South Africa and Namibia as a specialist in the field of governance, risk and control.He has extensive experience in Governance, Risk Assessment and Management, Internal Auditing, Supply Chain Management, Performance Auditing. He has been the Head of Internal Auditing or technical Advisor for various clients. He acted as technical advisor on a consortium contract which included EY and LMD Africa.He has been involved in the field of auditing since 1984, and started his own business Watermark Assurance Services in 1997.

Plenary 11 - Value For Money – Managing Risks, Linking with Assurance – A Local PerspectiveThe concept of Value for Money is critical, in particular, from the perspective of the public sector. The higher level of responsibility and accountability in the public sector has put the spotlight in this sector as stakeholders expect more not just for the public service they provide, but how they are being provided. The 2012/2013 Auditor-General Office’s report presented to Parliament highlighted several areas, which required further improvements and work in various government ministries, statutory boards and agencies in its systems and processes. Many relate to the procurement process, in particular, not just with respect to value it creates but also the savings it achieves. This so called “Value For Money” (VFM), is gaining momentum and attention from all quarters, with the key focus on the ability to spend economically, effectively and efficiently. Most commonly known as the 3M’s in VFM, public sector entities need to revisit their strategies and approach to ensure that these elements are incorporated into their decision making process when procuring or spending. In this session, we hope to share how organisations, in the public sector, can deal better with the 3Ms in VFM in a practical manner which is relevant and understood vis-a-vis the risk factors. Selecting the lowest quote when procuring services or goods may not necessarily address the risks faced by the organisation. The conventional method may no longer be good enough to ensure performance and conformance.

Irving is Partner with KPMG Advisory LLP in Singapore. He currently heads the Risk Consulting practice. He has been with KPMG for over 21 years, having worked in both the London and Singapore offices. His focus is varied across many industries, such as property development and construction, manufacturing, insurance, engineering and financial services. Irving works with numerous large multinationals as the lead regional lead partner, for the out-sourced IA role and function. He also leads many local engagement partners in both the private and public sectors. Irving is KPMG’s ASPAC leader for Board Advisory Services practice. He is currently leading a regional ASPAC team working together with the global Governance, Risk and Compliance team, looking at global changes in board and corporate governance practices. He has undertaken numerous corporate governance reviews for both public and private organisations, in light of the renewed focus in this area. He is a frequent invited guest and speaker at public forums on corporate governance.Irving is also an adjunct associate professor with NTU Business School and a past council member of CPA Australia, Singapore Division. He also sits on the International Board Committee, which oversees the international expansion strategy of CPA Australia globally.
