NICIPAL CODE OF THE CITY OF FORT ATKINSON BY REVISING CHAPTER 155.23, SECTION 2 REVISING THE BUILDING HEIGHT REQUIREMENTS FOR THE CITY OF FORT ATKINSON, IOWA.BE IT ORDAINED by the City Council of
the City of Fort Atkinson Iowa, as follows: SECTION 155.23, NUMBER 2. The
Code of Ordinances of the City of Fort Atkinson, Iowa, 2008, is amending the following;
155.23 GARAGES AND OTHER AC-CESSORY BUILDINGS2. Maximum Size. The maximum size of
a garage shall be thirty-two (32) feet by thirty-six (36) feet, and consist of a 3:12 slope in height. The maximum size of an accessory building, namely a tool or “sum-mer” house, shall be 120 square feet of fl oor area.Public Hearing will be held Wednesday,
November 4, 2020, at 7 p.m. at the Fort Atkinson Community Center in Fort Atkin-son, IA.

OCTOBER 5, 2020The Board of Supervisors met at 9:30
a.m. October 5, 2020, with Logsdon, Ash-bacher and Kuhn in person; and Thomp-son and Beard present electronically.Lee Bjerke, County Engineer, and Corey
Meyer, Roadside Manager met with the Board to discuss road matters.Tony Phillips, Planning, Zoning, and
Flood Plain Administrator, met with the Board to present the proposed Zoning Ordinance language, which involves Renewable Energy regulations. Moved by Ashbacher and seconded by Kuhn to open the public hearing on the proposed zoning ordinance. Motion carried unan-imously by roll call vote. No written or verbal comment was received before the hearing. Public comment was received at the hearing. The Board discussed the development of the language with P&Z Commission chair Wendy Stevens. The Board also discussed potential liability in adjudication of the ordinance as it pertains to disputes fi led with the Board of Adjust-ments. Moved by Thompson and second-ed by Beard to close the public hearing. Motion carried unanimously by roll call vote. Moved by Beard and seconded by Thompson to hold the fi rst reading of the proposed ordinance. Motion carried unan-imously and the reading was held. Moved by Thompson and seconded by Beard to waive the additional readings. Motion car-ried unanimously by roll call vote. Moved by Beard and seconded by Thompson to adopt Ordinance 21-229, the amend-ments to the County Zoning Ordinance. Motion carried with Ashbacher, Thomp-son, Kuhn, and Beard voting aye; and
Logsdon voting nay. Zoning Ordinance amendments will be on fi le in the County Auditor’s and Recorder’s offi ces and pub-lished as required by law.Andy Van Der Maaten, County Attorney,

Board to review the bids for the Upper Iowa Flood Reduction Program, project UI-BID-003. Moved by Kuhn and second-ed by Ashbacher to approve the bids by Bacon Concrete LLC for Packet A, and Ethan Koehn Construction for Packets B and C; and to approve the contracts and notices to proceed with the respective win-ning bidders. Waucoma Dog CaseTrial Date ScheduledA Waucoma man accused of hav-
ing a dog running at large that killed a neighbor’s cat will have his day in court.
Daniel Paul Houdek, 41, is ac-cused of having a dog that ran Aug.

misdemeanor is a fine of $625 and/or 30 days in jail.

Winneshiek CountySheriff’s OfficeOct. 8David Prahl, 52, of Manawa,
Wisconsin, was driving an UTV in a pasture, traveling at a high rate of speed, at 3:15 p.m., and the UTV went airborne. A female passenger fell off the back bed of the UTV. She was transported by ambulance. Prahl sustained minor injuries.
Oct. 9Quentin Steege, 21, of Elgin, was
westbound on Conover Road at 12:15 p.m. and lost control of his vehicle. He left the roadway and rolled into the south ditch. No ambulance trans-port was needed. Steege was cited for failure to maintain control.
Oct. 10Keri Strong, 38, of Calmar, was
arrested and charged with two counts of Class “D” felony posses-sion of a controlled substance – third or subsequent (methamphetamine and marijuana).

olation from Iowa DNR for not meeting the intended plan we submitted for timing on the 2nd well. He explained the need for CDBG funds, which we cannot apply
for until next year since we already have received for the Lagoon Project. He is working on the SRF Intended Use Plan which is due in December. Meanwhile, supervisors heard from Winneshiek Med-ical Center’s Lynn Luloff and Lisa Radtke that the hospital took a hit in 2020, primarily stemming from March, April and May.
WMC had been on a path to breaking even early in 2020.
With the new fiscal year, the hospital is on track in its first quarter for a gain of over $1 million.
Public Health Director Krista Vanden Brink briefed supervisors Monday.
The public health direc-tor was asked about high case numbers lately in Wisconsin, at the same time as a manda-tory mask mandate there for months.
Current numbers in Winne-shiek County are pretty steady.
Vanden Brink pointed to a phenomenon of “mask fa-tigue.”
While people were original-ly more willing to wear masks, support is waning.
“And now they’re tired of this,” said Vanden Brink.

The Turkey Valley School Board met in a regular session on Monday, October 12, 2020. The meeting was held in the Elemen-tary Media Center at Turkey Valley School, Jackson Junction, IA. Don Blazek, Jr. called the meeting to order at 7:00 p.m. The follow-ing Board Directors answered roll call: Ernie Schmitt, Jody Steinlage, Leon Shatek and Don Blazek Jr. Brenda Mueterthies attended electronically.Moved by Schmitt and seconded by Stein-
lage to approve the agenda as presented. Carried unanimously. Moved by Schmitt and seconded by Shatek
to open the public hearing for the Resolution to Continue Participation in the Instructional Support Program @ 7:00 p.m. The President announced that this is the
time, place and date to hold a hearing on the proposed Resolution to Continue Partic-ipation in the Instructional Support Program. The following persons appeared: Board Members – Don Blazek Jr., Brenda Muet-erthies (electronically), Ernie Schmitt, Leon Shatek, and Jody Steinlage. Also present were: Jay Jurrens, superintendent; Renée Cuvelier, principal; Janice Myers, board secretary; and Joan Busta, superintendent secretary.There were no comments at this time. Car-
ried unanimously. Moved by Steinlage and seconded by
Mueterthies to approve the consent agenda items. Board Minutes: September 14, 2020, regular meeting. ers and staff have been working hard with extra cleaning, teaching in the classroom and virtually, and keeping up with all of the extra Covid items this year. He would like to implement a 1:15 dismissal on the second Wednesday of each month effective in No-vember 2020. No meetings or professional development would be scheduled. Teachers could use this time in their classrooms as needed. Moved by Schmitt and seconded by Steinlage to approve these early dismiss-

erthies to approve the SBRC Request for Modifi ed Allowable Growth for the district’s Special Education Deficit of $37,693.00. Carried unanimously. Moved by Shatek and seconded by Schmitt
to approve the Turkey Valley Athletic Boost-ers purchase of a trailer. Carried unanimous-ly.Moved by Schmitt and seconded by Stein-
lage to increase the adult lunch price from $3.75 to $3.85. This increase was recom-mended by the state. Carried unanimously. Mr. Jurrens also shared with the board that the USDA program will continue providing free breakfast and lunch for all Turkey Val-ley students through the remainder of the school year. opted as follows: RESOLUTION TO CON-TINUE PARTICIPATION IN THE INSTRUC-TIONAL SUPPORT PROGRAMWHEREAS, the Board of Directors has de-
termined that to continue the current level of services and to fund the ongoing programs of the School District, continuation of partic-ipation in the Instructional Support Program for a period of fi ve years is necessary and in the best interests of the District and its residents and students; and WHEREAS, the Board of Directors has given consideration to continue participation in the Instructional Support Program as provided in Sections 257.18 through 257.21, Code of Iowa; and WHEREAS, the Board has published notice of the time and place of a public hearing on the Resolution; and WHEREAS, a hearing has been held upon the proposal to contin-ue participation in the Instructional Support Program and any objections are overruled: NOW, THEREFORE, IT IS RESOLVED: 1. The Board of Directors determines that
it is consistent with the five-year finance plan to fund the ongoing programs and ser-vices of the School District and it is in the best interest of the School District to contin-ue participation in an Instructional Support Program as provided in Sections 257.18 through 257.21, Code of Iowa, and to pro-vide additional funding therefor for a period of fi ve (5) years commencing with the fi scal year ending June 30, 2022. 2. The additional funding for the Instruction-
al Support Program for a budget year will be determined annually and will not exceed ten percent (10%) of the total regular program district cost for the budget year and monies received under Section 257.14, Code of Iowa, as a budget adjustment for the bud-get year. 3. Moneys received by the District for the
Instructional Support Program may be used for any general fund purpose. 4. The Instructional Support Program will
be funded by instructional support state aid and an instructional support property tax lev-ied annually upon the taxable property within the School District. 5. Unless, within twenty-eight days fol-
lowing the adoption of this Resolution, the Secretary of the Board receives a petition containing the signatures of eligible electors equal in number to not less than one hun-dred or thirty percent of the number of voters at the last preceding regular school election, whichever is greater, asking that an election be called to approve or disapprove this ac-tion of the Board adopting the Instructional Support Program, this action of the Board is fi nal and the Secretary is authorized and directed to certify a copy of this Resolution to the Department of Management.In the event a petition containing the re-
quired number of signatures is fi led with the Secretary of the Board within twenty-eight days of the adoption of this Resolution, the President shall call a meeting of the Board to consider rescission of this Resolution, or to direct the county commissioner of elec-tions to submit the following question to the qualifi ed electors of the School District at a special election.If the Board determines to submit the ques-
tion to the electors, the proposition to be submitted shall be as follows: Shall the Board of Directors of the Turkey

Covid restrictions, the Homecoming festivi-ties went well. Staff are participating in the 5-2-1-0 wellness program. The staff con-tinues to attend inservices and profession-al development. Mr. Blazek thanked Mrs. Cuvelier for allowing parking at her home during the cross country meet.Mr. Jurrens told the board that our enroll-
ment is down this year but that is in part be-cause of a large senior class who graduated in 2020. He also told the board that Turkey Valley is in great shape fi nancially and that we will be serving students for a long time. He also shared information from the audi-tors. Thanks to Janice Myers for all of her hard work on the audit and the CAR. Her efforts are greatly appreciated. The conven-tion is virtual this year. Turkey Valley will ask all staff and students not to use the gaiter masks per recommendations from public health. The fall sports will be starting their post season play soon. Good luck! Mr. Jur-rens told the board that he has had some questions on early retirement and health insurance for para educators. He will share additional information with the board mem-bers at a later date.The board would also like to thank Ms. My-
ers and Mr. Jurrens for their work with the audit and the CAR. Thanks to FFA for shirts for board members. Thank you to the Local Legions for presenting colors at our home football games. We appreciate the time that they took to be a very important part of our evenings.The next regular school board meeting will
