Public Participation Summary
PUBLIC PARTICIPATION SUMMARY
This serves as a summary of the Public Participation Process followed for the Basic Assessment of the
Nkandla Smart Growth Development, Nkandla/ uMlalazi, KwaZulu-Natal.
This draft report was distributed to the relevant authorities and to the public for review, where a 40 day
comment period was provided for I&APs to raise any further issues and concerns, which was subsequently
extended to allow for those commenting authorities who had not previously submitted comment to do so.
The following departments received a copy of the draft BAR for comment:
The Department of Water Affairs;
The Department of Transport;
The Department of Agriculture, Forestry and Fisheries;
uThungulu District Municipality;
Nkandla Municipality;
uMlalazi Municipality;
AMAFA;
eZemvelo KZN Wildlife;
The Lindela Thusong Centre (Public Comment); and
The Mamba One Stop Development Centre.
THE PUBLIC PARTICIPATION PROCESS:
Public Notices / Site Notices
Public notices or site notices were placed at and around the proposed site.
Advertisement
An advertisement detailing the proposed activities, project scope of works, location and Environmental
Assessment Practitioner (EAP) details was placed in IsiZulu in the Isolezwe on 26/07/2012. Refer to proof of
placement of advertisements.
Written Notices and Background Information Documents
Background Information Documents (BID) with comment forms were forwarded to identified stakeholders and the
public during the site visit. This enabled I&APs to submit contact details for inclusion in the I&AP database and to
submit comments regarding the project. The BIDS were delivered to:
o The public;
o The Thusong Centre Management;
o The Mamba One Stop Centre; and
o The Thusong Satellite Police Office;
Public Meeting
A public meeting/ Presidential Visit was held on 26/05/2012 at the Imamba One Stop Centre and Mnyakanya
Sport Grounds (KwaNxamalala) at 10:00. The purpose of the meeting was to clarify the roles of all Departments
during the preparations and on the event on the 25/05/2012. CDWs were tasked to assist with the microphones
when the community asks questions and to assist with recording issues from the public. The outcome of the
meeting was that the community is in support of the proposed development and no objections were raised. The
proceedings of the meeting are captured in the form of minutes.

BACKGROUND INFORMATION DOCUMENT

WHAT DOES THIS DOCUMENT TELL YOU?
This document aims to provide you, as an
Interested and Affected Party (I&AP), with
background information regarding the proposed
Nkandla Smart Growth Development by the
Ingonyama Trust Board. The document also
provides information regarding the Basic
Assessment (BA) process to be undertaken.
Furthermore, the document advises how you can
become involved in the project, receive
information and/or raise issues, which may
concern and/or be of interest to you. The sharing
of information forms the basis of the public
participation process and offers you the
opportunity to become actively involved in the
project from the outset. Public participation plays
an important role in the undertaking of a BA as
input from I&APs ensures that all potential issues
are considered within the study.
WHAT DOES THE PROJECT ENTAIL?
The Masibambisane Rural Development Initiative
(MRDI) is the composite body or organisation
made up residents of Nkandla and Umlalazi
municipality jurisdiction. Masibambisane has
identified an opportunity for the development of a
Smart Growth Centre (Mixed Use Development)
in the area of Lindela under the chieftainship of
Inkosi Shange. This initiative is intended to realize
the establishment and access to structured
precincts for community services, public facilities
including government service departments, health
and safety, education facilities, retail and
commercial structure developments and also to
stimulate agricultural activities.
WHAT ARE THE POTENTIAL ENVIRONMENTAL
IMPACTS ASSOCIATED WITH THE PROPOSED
PROJECT?
During the assessment process desk-top studies
combined with a site visit will identify potential
issues which require further investigation within the
Basic Assessment Report. Input from the public
through the public participation process provides
valuable input in the identification of issues
requiring investigation within this BA process. The
study will highlight areas that should be avoided in
order to minimise potential impacts, and evaluate the
project alternatives.
The Basic Assessment will aim to achieve the
following:
to provide an overall assessment of the
social and biophysical environments of the
affected area by the proposed construction
of the project;
to undertake a detailed assessment of the
preferred site/s in terms of environmental
criteria including the rating of significant
impacts;
to identify and recommend appropriate
mitigation measures for potentially
significant environmental impacts; and
to undertake a fully inclusive public
participation process to ensure that I&AP
issues and concerns are recorded and
commented on.
WHY ARE ENVIRONMENTAL STUDIES
NEEDED?
In terms of the Environmental Impact Assessment
(EIA) Regulations Government Notice R. 543 to
Notice R. 546 of 2010 published in terms of Section
2
24(5) read with Section 44 of the National
Environmental Management Act (NEMA), 1998
(Act No 107 of 1998), The Ingonyama Trust
requires authorisation from the KwaZulu-Natal
Department of Agriculture and Environmental
Affairs (DAEA) for the undertaking of the
proposed project as it includes activities listed
under Regulation 544 of the NEMA EIA
regulations. Activities under these listings may
have a detrimental effect on the environment,
hence a BA process, as prescribed in Regulations
21 to 25 of the Environmental Impact Assessment
Regulations (Regulation 543), will have to be
undertaken.
The Ingonyama Trust Board has appointed SSI
Environmental, as an independent Environmental
Assessment Practitioner (EAP), to undertake
environmental studies to identify and assess all
potential environmental impacts associated with
the proposed project. As part of these
environmental studies, all I&APs will be actively
involved through a public participation process.
PUBLIC PARTICIPATION PROCESS
It is important that relevant I&APs are identified
and involved in the public participation process
from the outset of the project. To ensure effective
public participation, the process includes the
following steps:
STEP 1: Advertise the BA Process (local
newspaper)
STEP 2: Register I&APs and key stakeholders on
the database (on-going)
STEP 3: Consultation with, and transfer of
information to, I&APs through consultation and
key stakeholder workshops
STEP 4: Invite I&AP comment and input on the
draft BA report (40-day comment period)
STEP 5: Record all comments, issues and
concerns raised by I&APs within an issues trail,
which will form an integral part of BA Reports

1. By responding (by phone, fax or e-mail) to our
invitation for your involvement in the process;
2. By completing the attached comment form
and mailing or faxing it to SSI Environmental;
3. In writing contacting consultants if you have a
query, comment or require further project
information; and
4. By reviewing and commenting on the draft BA
Report within the allowed 40-day review
period.

opportunities created by the public participation
process to become involved in the process and
provide comment, or raise those issues and
concerns which affect and/or interest you, or about
which you would like more information. Your input

environmental studies and we would like to hear
from you to obtain your views on the proposed
project.

Meeting: Planning of the Inkandla Growth Centre Programme

Venue: Imamba One Stop Centre and Mnyakanya Sport Grounds (KwaNxamalala)
1. PURPOSE OF THE MEETING
The meeting was held on the 25 May 2012 at 10:00. The purpose of the meeting was to
clarify the roles of all Departments during the preparations and on the event on the 26 May
2012. CDWs were tasked to assist with the microphones when the community asks
questions and to assist with recording issues from the public.
2. THE EVENT
On the morning of the 26 May 2012, DSM and CDWs assisted with filling of attendance
registers and handing out accreditation to the guests. There was a Presidential briefing in
the morning at Mamba One Stop Centre and guests were ushered and directed to the sports
ground accordingly. The plan for the growth centre was presented by the National
Department of Rural Development. Minister of Labour Mrs Olifant committed into assisting a
farming project in the area.
3. ISSUES THAT WERE RAISED AT THE LAUNCH
-The Programme Director of the day was the President himself as a member of Masibambisane.
-The community raised the following issues:
Sibusiso Sithole (KwaMagwaza Ward 13) raised concerns about people living with
disability to get opportunities in community development initiatives.
Moosa Ntomobela (eMaChubeni Ward 11) proposed that if the growth centre will have a
school, he wishes that ,the school grow towards reaching the level of university.
The community raised that within Nkandla there are so many historical sites that are
traditional and have history of the Zulu Kingdom, so it would be wise to have tourism
sites.
The member of the community lobbied that big companies like RBM should be
concerned about schools that are based in rural areas like Nkandla. The recording
companies must visit rural areas in order to assist those who have talents in different
music genres and have no money to go to town and record their music.
Mlungisi Mbhele and Ngcobo- Mamba co-operative a local business and running taxi
business expressed that they were going to benefit from the growth centre initiative.
However, Mamba co operative had acquired a piece of land next to the Growth Centre
site and they asked what was going to happen with regard to their site.
Induna Shwebede- requested tractors to plough for the whole community not selecting
some and neglecting some and he pleaded with the government to give izinduna
salaries. The President committed that he would send tractors in time.
Maxwel Shwebede- raised that there was a group of 480 people that had skills in
bricklaying, painting, plumbing etc, are unemployed and they wished to get
opportunities from the centre.
There was a concern that senior leaders in government and the community abuse the
rights of the community members.
Sipho Shezi (eMachubeni Ward 6) lobbied that the government should take care of
Sigananda and King Cetshwayo`s graves. He wrote a letter a year ago about that.
Ward 2 Malalazi (Oyaya) there is no development in that area.
Ward 1 Mlalazi- their children travel long distance to school. They have no good roads.
They go with their children because others are young. She wants a site at
KwaNxamalala. There was a concern over a saving club which was R20.00 a month
Kwazibambele. After some time the members were told that a bank ran away with their
money.
Nomvoti Magwaza (Magqama School)- have talents and skills of handworks like
imvunulo but they have no money to buy material and they have no site. President
advised them to liaise with Ithala and to apply for a stall from the Growth Centre.
Thandeka Ndlovu -Mbongolwane Hospital has no doctors and the hospital is too small.
Mandlovu Ngema- from othukela appreciated all the developments within Nxamalala
area and also praised the President.
Thandeka Shezi (Matshemhlophe, Mlalazi) near Matshingofi School- their area has no
water, electricity and roads. President committed to visiting this area.
Zuma (KwaShange)-There is no water
Commitments from the Business sector
IThala- will assist with loans for small emerging businesses
Sindiswa Mzamo- will offer Bursaries for youth
Engineering company- will train local community in blasting quarry stones
Sibongiseni Mdlalose (Sakhisizwe Business)- will bring IT services and computers in the
community
Sthembiso Sosibo- Corobric pledged its support
Monwabisi Ndzutha-Tractors and implements-will bring one tractor with 45 kw and 3 teeth as a
donation.
Vusumuzi- Solar image empowerment Trust-will provide solar energy skills development
Mbali Afrikander- Bhekisisa FET& Zululand fm-will market the Growth Centre if the community
wants to spread information.
Zwelakhe Mthethwa- Municipal developers and Youth In Mining& Phansi Phansi Financial
Public Centre-will also support the new developments
