Introduction From November 11 to December 1 2010, the TNS Opinion & Social consortium carried out the STANDARD EUROBAROMETER 74, on request of the European Commission and its Directorate-General Communication. This wave of the Standard Eurobarometer was carried out in the 27 European Union Member States, the four candidate countries - the Former Yugoslav Republic of Macedonia1, Croatia, Turkey and Iceland, and in the Turkish Cypriot Community. In the Former Yugoslav Republic of Macedonia the survey was conducted by TNS BRIMA. This report was prepared by the TNS BRIMA Research Director, Gjorgji Kimov. Surveyed were 30,780 respondents from the 27 Member States of the European Union and the candidate countries for EU membership.

Interviews were conducted at the homes of respondents. The sample is representative of the opinion of citizens older than 15 years of age and is also an indicator of the attitudes and views of the social, professional and adult groups of population in the cities and in the rural communities. The survey in the country covered 1,056 respondents. This summary presents the results of the Eurobarometer survey carried out in the Former Yugoslav Republic of Macedonia. It is a valuable source of information on the citizens’ perception of the European Union, as well as of their hopes and expectations from the Union.

Throughout the text, the reference to the citizens of the Former Yugoslav Republic of Macedonia bears no ethnic connotation. In addition, the terms 'European' and 'European institution' refer to the citizens of any Member State of the European Union. The abbreviation 'EU27' represents average value of data for all 27 Member States of the European Union.

In the period between the two last Standard Eurobarometer surveys (EB73 and EB74), on 1 July 2010, Belgium took over the presidency of the European Union from Spain. In the period between the two Eurobarometer waves, the Former Yugoslav Republic of Macedonia presided with the Council of Europe. The overall public opinion in the country was generally influenced by the still present consequences from the world economic crisis on the national economy. Hence, the indicators for recovery of the Union economies with which this country trades the most have been carefully followed. The hopes and expectations for better future of the country of most of the citizens are related to the pace with which the process of approximation to the EU progresses, currently facing a standstill. In spite of the disappointment because of the slow progress, the majority of citizens are continuing to support the EU integration process of the country.

Last Eurobarometer results confirm the trend of decreased concerns of the

citizens in the EU countries over the economic situation (40%; 36%) and the unemployment (48%; 46%). These shifts point to the existence of a precautious optimism as these two issues remain high at the agenda of most important issues that, according to the citizens, are faced by the countries of the European Union.

In the period between the two last surveys, the number of respondents in the European Union who were concerned over terrorism (4%; 7%) and immigration (9%; 12%) increased by three percentage points. The perception of the importance of rising prices and inflation has not changed and they are pointed out as the most important issues by every fifth respondent in the Union.

Just like the citizens in the EU, the general public in the country also considers unemployment and economic situation to be the most important issues faced by the country. Survey results show a small decline in the concern over the situation of the national economy (46%; 44%). However, the public opinion in the country differs to a certain extent. This is due to the fact that the number of respondents who still see unemployment as the most important issue in the country (63%; 66%) is increasing. The results of the last Eurobarometer show that rising prices and inflation are becoming an issue for an increasing number of citizens in our country (14%; 20%). Such a perception of these two issues together can be an indication of an increased social tension in the society. And in such a general environment the public tends to be

more sensitive to the perils of crime, which remains the third most important issue of concern for the general public in the country, even though crime is conceived as the most important issue by five percentage points less respondents (28%; 23%). In the other candidate countries, the perception of the public differs as concerns the main issues faced by the countries. In Croatia, the pessimistic assessments of the situation with the crime are deepening, whereas half of the respondents (48%; 51%) are pointing to crime as the most important issue in the country, right after the unemployment (67%). In Turkey, unemployment remains the most important issue despite the fall from 68% to 59%, and the concern over terrorism is second, having increased from 49% to 54%. In Iceland, there is a light increase in the concern over the economic situation (66%; 68%), which is the major issue in the country. Even though there is a significant fall in the concern over the unemployment (from 52% to 41%), it remains second on the list of major issues in that country.

Unemployment remains at the top of the list of issues that are causing concerns

with the country’s citizens. This issue personally affects half of the respondents (47%). The socio-demographic analysis shows that the issue of unemployment mostly affects youth at 15-24 years of age (57%), inhabitants in rural areas (54%) and citizens in the south-east (64%) and the Pelagonia regions (58%). The economic situation, the concern over which marks a slight increase (38%; 40%) remains the second biggest issue that the citizens are facing. Even though the results demonstrate that there is certain optimism about the condition of the national economy, at personal level this optimism is not yet visible. The issue of rising prices and inflation affects personally an increasing number of citizens (25%; 33%). Three percentage points less respondents are personally concerned over the situation of the healthcare system in our country (18%; 15%).

In the countries of the European Union, issues that affect citizens personally remain unchanged. Similar to the previous survey, most citizens in the Union are personally affected by rising prices and inflation (38%). The economic situation (25%) is the second most important issue, and unemployment is the third (20%).

2. Perception of the current economic situation

2.1. Perception of the global economic situation

● The general public in the country perceives the global economy more positively than the general public in the EU

There is significant difference in the way in which the country’s and the European public perceive the situation of the world and the European economy – the domestic public's view is significantly more positive. Twice as much respondents in the country compared to the EU share the view that both the European and the world economy are in good shape. In the period between the two surveys, the number of citizens in the country who feel that the situation with the European economy is good (48%; 58%) has increased by 10 percentage points, and of those who feel the same about the world economy by seven percentage points (42%; 49%).

The last survey shows a moderate increase in the number of citizens in the Union who positively assess the current situation in the European economy (22%; 26%), while the optimism about the current situation of the world economy has risen only slightly (20%; 22%).

The latest Eurobarometer noted an increase in the optimistic views of the European general public as regards national economies by six percentage points (22%; 28%). As opposed to the European, the country’s public perception of the national economy as good shows no significant change (23%; 24%). In spite of the various changes in the perception of the country’s and the European general public, the assessment that the current situation of the national economies is bad (this position is shared by over 70% of the citizens surveyed with the last Eurobarometer wave) prevails across Europe.

The perception of the situation with the employment in the country has risen by two percentage points, but remains noticeably pessimistic. Only 9% of the respondents have assessed it as good, and 89% have assessed it as bad (2% of the respondents expressed inability to make an assessment). Rise in the positive perception is also

marked by the European general public, which has expressed a more positive view of the employment situation in their country by four percentage points (15%; 19%).

A slight increase in the number of citizens (of three percentage points), who are satisfied with their personal employment situation, is noted with both the European (52%; 55%) and the domestic general public (39%; 42%).

There is no difference in the assessment of the financial situation in the household among the respondents in the Member States of the European Union - in both the spring and the autumn wave of Eurobarometer close to two thirds of the European public (64%) assessed their financial situation as good. More than half of the respondents in the country have assessed the financial situation in their households as good, which is two percentage points more than in the previous survey (50%; 52%). The socio-demographic analysis of the data shows that the financial situation in the household is positively assessed by respondents with the highest education (70%), citizens of the largest cities (59%), managers (80%), and citizens from the Pelagonia (64%) and the Skopje (59%) regions.

The tendency of the country’s general public to perceive the current European

economy much more positively than the European general public is also noted about the perception of the prospects of the EU economy. The responses on the expected development of the European economy demonstrate a declining trend in the pessimism of both the country’s and the European general public. The number of

respondents expecting the situation of the European economy to get worse has decreased by five percentage points in the EU (32%; 27%) and by four percentage points in the country (15%; 11%). Concurrently, the number of citizens in the European public expecting the situation of the European economy to remain unchanged in the following 12 months has increased (35%; 40%).

Similar is the situation with respect to the expectations about the prospects of the economy in the world. The percentage of respondents (both citizens of EU and of our country) who feel that the world economy will take a downward trend is decreasing, while the number of those who do not expect the world economy to change is increasing.

The analysis of the results of the survey showed that there are no changes in the perception of both the country’s and the European general public concerning the expectations for improvement of the national economy (24%; 24%). Concurrently, the number of people with negative assessment of the development of the economy in their country is falling, and in return the number of those who feel that the situation of the national economy will remain unchanged is growing.

The last Eurobarometer survey shows that both in the country and the ЕУ-27, in average, the number of citizens who expect to see improvement in the employment situation has risen by one percentage point. At the same time, both the domestic (44%; 40%) and the European public opinion (38%; 35%) see a decrease in the number of respondents who feel that the employment situation in their country will get worse, whereas the number of citizens expecting the employment situation to remain unchanged is rising.

Such results may point to reserved expectations, as citizens’ pessimism has not yet settled enough to be converted to optimism. But, this is a transitional situation and there is potential for a more positive attitude of the citizens to be developed.

Results analysis shows that there is a slight increase in the respondents who expect their life to improve in the following 12 months (31%; 33%) on account of the fall in the percentage of citizens with whom pessimism still prevails (21%; 18%). Optimism is mostly prevalent with youth of 15-24 years of age (40%) and students (49%) and, following the trend of the previous surveys, decreases with the age of the citizens. Indicative is the influence of the total satisfaction with life on the expectations for the future, where those who are generally satisfied with their lives also have much more positive expectations for their future (43%), compared to the citizens who are mostly dissatisfied with their lives (17%).

Every fifth citizen in the EU expects that the financial situation in his/her household will improve during the following 12 months. Such a view is shared among 28% of the citizens in our country, which is higher by one percentage point than the results from the previous survey. The analysis shows that the pessimism over the financial situation in the household among the general public in the country marks a fall of four percentage points (25%; 21%), whereas the percentage of citizens who do not expect changes in the financial situation in their households has increased (46%; 49%).

The structure of the responses indicates insignificant changes in the expectations of the European general public with respect to the personal employment situation. Not alike, the number of citizens in the country who see the future prospects for professional development optimistically has increased by four percentage points (18%; 22%). At the same time, the number of pessimists has declined by three percentage points (19%; 16%).

Such results argue that even in this serious economic situation in the country, there is a trend of slight increase in the personal optimism with regard to the financial situation in the household as well as with regard to the personal employment situation and the life in general. 4. Views on EU membership

4.1 EU membership: a good or a bad thing?

● Positive attitude towards joining the European family still prevails among the general public in the country The results of the last survey show that there is an insignificant fall – of one

percentage point – in the respondents who feel that the membership of the country in the European Union would be a good thing (60%; 59%). Only 12 percents of the respondents feel that EU membership would be a bad thing, while 26% feel that it would be neither a good nor a bad thing.

Unlike our country, Croatia and Turkey, as candidate countries for EU membership, have a less positive view on the EU membership. The comparison with the May Eurobarometer shows a certain consistency in the responses of the Croatian citizens: 26% in May and 27% in November feel that Croatia’s membership in the EU would be a good thing. In the same period in Turkey, on the other hand, the positive

attitude towards the membership in the European Union declined by five percentage points (47%; 42%)

The analysis of the responses to this question by the respondents in the country shows that the citizens who have a positive perception of the EU and feel that the EU membership is a good thing (82%) are five times as much as the citizens who have a negative perception of the Union but still feel that the EU membership is a good thing (16%).

4.2. Benefits from EU membership

● The majority of the citizens in the country expect benefit from EU membership

More than three thirds of the respondents in the country (69%) feel that our

country would benefit from membership in the EU, which is less by four percentage points compared to the survey in May 2010 (73%). The percentage of those who feel that our country will not benefit from EU membership has remained more or less the same (22%; 23%).

The general public in Croatia has a relatively consistent position on this issue as well. Namely, 38% in May and 39% in November feel that their country would benefit from the EU membership, while 45% i.e. 46% think the opposite. The positive attitude of the Turkish general public about the benefits from EU membership has fallen from 52% in May to 48% in November, whereas the number of citizens who feel that Turkey will not benefit from EU membership has risen by three percentage points (33%; 36%).

4.3. For or against the EU enlargement

● Significant differences among the Member States with regard to the enlargement of the Union

In general, Eurobarometer results analysis shows a decline in the mood of the

ЕУ-27 citizens toward further enlargement of the Union. In this context, the mood for our country joining the EU has declined by five percentage points (40%; 35%). In our country, in spite of the decline from 94% in May to 90% in November, the support of the general public for the accession of the country to the EU is still at a high level.

It is evident, though, that our country continues to enjoy the support of the majority citizens of Bulgaria and Sweden (67% each), Slovenia (66%), Romania (58%), Estonia and Poland (53% each) and Slovakia (50%). Among the EU Member States whose citizens support the joining of our country to the European family in significant percentage are also Lithuania 47%, Malta and Latvia 41%.

The November survey shows that support of the general public in Luxemburg (30%; 39%) and Hungary (45%; 51%) for the accession of our country to the EU marks a significant increase compared to the May survey.

On the other hand, the general public opinion in Denmark (56%; 42%), Spain (53%; 40%), Holland (53%; 43%), Finland (49%; 35%), Belgium (44%; 34%) and the Czech Republic (43%; 38%) shows a decline as concerns the accession of our country to the EU even though their support still remains high. The support in France has changed insignificantly (33%; 34%).

Less than one third of the respondents in Austria (17%), Greece and Germany (24%), Ireland (26%), Italy and the United Kingdom (27%) and Portugal (30%) support the idea our country becoming a member of the European Union in future.

4.4. The EU image

● The positive image of the EU among most citizens in the country remains unchanged The structure of the responses in the last Eurobarometer survey demonstrates a

consistent perception of the general public in the country with respect to the image of the European Union. EU still inspires a positive image with more than half of the respondents (56%), and this is only one percentage point less compared to the results of the precious survey.

The analysis of the responses shows that the respondents from the EU Member States have a positive image of the Union in a lesser percentage than the citizens in our country. The positive image of the EU has fallen among the European general public by four percentage points compared to the last Eurobarometer, and now amounts to 38%.

The positive image of the EU among the general public in the country is due to the fact that the major part of the citizens see the EU as contemporary (81%), democratic (72%) and protective (64%), as opposed to a small number of citizens who see it as technocratic (33%) and inefficient (29%). The socio-demographic analysis of the responses shows that the positive image of the EU is prevalent with students (72%), youth at 15-24 years of age (69%) and managers (67%), and is the least widespread among the retired citizens.

between TNS plc and TNS opinion, carried out the STANDARD EUROBAROMETER 74, on

The STANDARD EUROBAROMETER 74 covers the population of the respective nationalities of

the European Union Member States, resident in each of the Member States and aged 15

years and over. The STANDARD EUROBAROMETER 74 has also been conducted in the four

candidate countries (Croatia, Turkey, the Former Yugoslav Republic of Macedonia and

Iceland) and in the Turkish Cypriot Community. In these countries, the survey covers the

national population of citizens and the population of citizens of all the European Union

Member States that are residents in these countries and have a sufficient command of the

national languages to answer the questionnaire. The basic sample design applied in all

states is a multi-stage, random (probability) one. In each country, a number of sampling

points was drawn with probability proportional to population size (for a total coverage of the

country) and to population density.

In order to do so, the sampling points were drawn systematically from each of the

"administrative regional units", after stratification by individual unit and type of area. They

thus represent the whole territory of the countries surveyed according to the EUROSTAT

NUTS II (or equivalent) and according to the distribution of the resident population of the

respective nationalities in terms of metropolitan, urban and rural areas. In each of the

selected sampling points, a starting address was drawn, at random. Further addresses

(every Nth address) were selected by standard "random route" procedures, from the initial

address. In each household, the respondent was drawn, at random (following the "closest

birthday rule"). All interviews were conducted face-to-face in people's homes and in the

appropriate national language. As far as the data capture is concerned, CAPI (Computer

Assisted Personal Interview) was used in those countries where this technique was available.

For each country a comparison between the sample and the universe was carried out. The

Universe description was derived from Eurostat population data or from national statistics

offices. For all countries surveyed, a national weighting procedure, using marginal and

intercellular weighting, was carried out based on this Universe description. In all countries,

gender, age, region and size of locality were introduced in the iteration procedure. For

international weighting (i.e. EU averages), TNS Opinion & Social applies the official

population figures as provided by EUROSTAT or national statistic offices. The total population

figures for input in this post-weighting procedure are listed above.

Readers are reminded that survey results are estimations, the accuracy of which, everything

being equal, rests upon the sample size and upon the observed percentage. With samples

of about 1,000 interviews, the real percentages vary within the following confidence limits:
