1.0 INTRODUCTION
This report, prepared by GENIVAR, docu-
ments the first Public Open House (POH)
meeting held as part of the Class Environ-
mental Assessment & Transportation Study
for the Peterborough County Transportation
Network in the general area of the Peterbo-
rough Airport. This meeting is one element
of an open and consultative process with the
public for this project.
This study is being undertaken by the Coun-
ty of Peterborough; the purpose of which is
to:
Meet the County’s long term transporta-tion needs as identified in the County’s Transportation Master Plan, Airport Mas-ter Plan, the Fraserville Secondary Plan, and associated planning/EA studies (i.e. County Road 28 (Fraserville));
Facilitate future development adjacent to the roadway (define right-of-way protec-tion and road profile) and within the air-port; and
Receive environmental clearance for the proposed roadway network within the Study Area.
1.1 Study Area
The study area is shown in Figure 1.

2.0 PUBLIC AND AGENCY
CONSULTATION
One of the key aspects of the project is to
provide the public, interested parties and
affected agencies with the opportunity for
meaningful input. In order to ensure this
objective is met, a public and agency notifi-
cation program was undertaken.
The program included a number of commu-
nication mechanisms, discussed below.
2.1 Individual Contact Notifica-tion
Notification of the first Public Open House
was communicated to all study area resi-
dents, external agencies and interested
groups.
Individual letters were mailed to property
owners within and adjacent to the Study
Area. A property owner database was pro-
vided by the County of Peterborough.
A sample of the letter is provided in Ap-
pendix A.
2.2 Newspaper Notice
Notice of the first Public Open House was
placed in the following local newspaper
prior to the event:
Peterborough Examiner, November 25th and December 2nd, 2010.
The newspaper notice is found in Appendix
B.

were invited to attend the POH in advance
of the general public, from 3 to 4 pm.

3.0 PUBLIC OPEN HOUSE
NO. 1
The first Public Open House (POH) was
held at the Orange Lodge on Thursday, De-
cember 9th, 2010.
The informal drop-in meeting permitted all
members of the public and interest groups
to view the presentation material and to
discuss the project with County and con-
sultant representatives. A copy of the POH
presentation boards is provided in Appen-
dix C.
In total, forty-seven (47) persons registered
at Public Open House No. 1. Comment
forms were provided and persons were en-
couraged to submit their written comments
in the box provided or by fax/email within
the 4-week comment period. In total, twen-
ty-six (26) comment sheets/letters/e-mails
were returned during the Open House and
the subsequent 4-week response period.
Copies of the completed comment forms
are provided in Appendix D. A summary
of the comments/issues provided is out-
lined in Chapter 4.0.

5.0 CONCLUSIONS
The most significant comments/issues
raised by the public at the first Public Open
House included:
General Support for new realigned Air-port Road (Alternative 3A);
Concern regarding impact to emergency services;

The County of Peterborough has initiated an Environmental Assessment (EA) and transportation study for the County Transportation Network in the General Area of the Peterborough Airport. Airport Road (County Road 11) has been closed in the vicinity of the airport in order to facilitate expansion of the airport infrastructure (runway extension).
The purpose of this study is to define a Recommended Plan that will meet the County’s long term transportation needs as identified in the County’s Transportation Master Plan, Airport Master Plan, the Fraserville Secondary Plan, and associated planning/EA studies (i.e. County Road 28 (Fraserville)), allow future development adjacent to the roadway (define right-of–way protection and road profile) and receive environmental clearance for the proposed roadway network in the study area.
The project is being planned as a Schedule ‘C’ project under the Municipal Class Environmental Assessment (2000) document. The EA Study will confirm project need and justification, document existing environmental conditions, examine alternatives and potential impacts, and recommend mitigation measures.

The first of two Public Open House (POH) meetings has been scheduled and will be held as follows:

The first public open house will provide the public the opportunity to: Review the Study Design; Review the need and justification of the project; Review study process and schedule; Review existing conditions; Review preliminary roadway improvement alternatives; and Provide comments. At the completion of the study, an Environmental Study Report documenting the effects anticipated by the project and the corresponding mitigation measures will be prepared and placed on the public record for public and agency review. There is an opportunity at any time during the EA process for interested persons to provide comments. Any comments received pertaining to the study will be collected under the Environmental Assessment Act and, with the exception of personal information, will become part of the public record. Study Goal The objective of this study is to define a Recommended Plan that will: Meet the County’s long term transportation needs as identified in the
County’s Transportation Master Plan, Airport Master Plan, the Fraserville Secondary Plan, and associated planning/EA studies (i.e. County Road 28 (Fraserville));
Facilitate future development adjacent to the roadway (define right-of-way protection and road profile) and within the airport; and
Receive environmental clearance for the proposed roadway network within the Study Area.

Background The County of Peterborough has initiated a Class Environmental Assessment (EA) and Transportation Study for the County Transportation Network in the general area of the Peterborough Airport. Airport Road (County Road 11) has been closed in the vicinity of the airport in order to facilitate expansion of the airport infrastructure (runway extension). A detailed transportation study will be completed to integrate the County’s future transportation requirements with the Airport Master Plan, proposed improvements to County Road 28 as a result of the Fraserville Secondary Plan, and the Township of Cavan Monaghan Official Plan Amendment 3 (i.e. Airport EA impact on delineation of Special Study Areas). This study will be completed as a Schedule “C” project under the Municipal Class EA. An Environmental Study Report (ESR) will be prepared that will identify all environmental impacts and mitigation associated with the Recommended Plan. The Class EA will take into consideration any concurrent transportation or planning studies underway with local Townships, the City or MTO, and development and infrastructure projects that could influence the direction and/or conclusions of the Study.

Problem or Opportunity Statement
The problem, which will be defined with community participation, is to provide an efficient and effective transportation plan to meet forecasted travel demand. This plan will consider the requirements of all modes of transportation (pedestrian, bicyclists, transit, goods movement and vehicular traffic) and will have a goal of providing the safest facility considering the value of all competing interests. This study will define an improvement plan and receive environmental clearance for the facility that matches the land use plan. The roadway design will be selected using a proactive community involvement program and a traceable evaluation technique to provide a defensible case for the Recommended Plan. The Recommended Plan will provide the County with: An approved plan that can be constructed in stages if required; A defined cost which will allow the County to budget staging of
future road improvements; Harmonize the transportation plan with the Peterborough Airport
Master Plan; and A sustainable plan that can allow economic development of the
Airport and surrounding community.
