    10/31_____________________________________________PUBLIC NOTICE FEMA 4462–DR–LAThe Federal Emergency Management Agency (FEMA) hereby gives no-

    tice to the public of its intent to reimburse eligible applicants for eligible costs for emergency work and to repair and/or replace facilities damaged by river flooding occurring between May 10, 2019 to June 17, 2019. This notice applies to the Public Assistance (PA) and Hazard Mitigation Grant (HMGP) programs implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5207.

    Under a major disaster declaration (FEMA 4462-DR-LA) signed by the President on September 19, 2019, Amendment 1 signed on October 17, 2019, the following parishes have been designated adversely affected by the disaster and eligible for PA: Assumption, Caldwell, Catahoula, Concor-dia, East Carroll, Franklin, Iberville, Ouachita, Pointe Coupee, Rapides, St. Martin, St. Mary, Terrebonne, West Feliciana. Additional counties may be designated at a later date. All parishes in the State of Louisiana are eligible for HMGP.

    This notice concerns activities that may affect historic properties, activ-ities that are located in or affect wetland areas or the 100-year floodplain, and critical actions within the 500-year floodplain. Such activities may ad-versely affect the historic property, floodplain or wetland, or may result in continuing vulnerability to flood damage.

    Presidential Executive Orders 11988 and 11990 require that all federal actions in or affecting the floodplain or wetlands be reviewed for opportu-nities to relocate, and evaluated for social, economic, historical, environ-mental, legal and safety considerations. Where there is no opportunity to relocate, FEMA is required to undertake a detailed review to determine what measures can be taken to minimize future damages. The public is in-vited to participate in the process of identifying alternatives and analyzing their impacts through this notification.

    FEMA has determined that for certain types of facilities there are nor-mally no alternatives to restoration in the floodplain/wetland. These are facilities that meet all of the following criteria: 1) FEMA’s estimate of the cost of repairs is less than 50 percent of the cost to replace the entire facili-ty, and is less than $100,000; 2) the facility is not located in a floodway; 3) the facility has not sustained major structural damage in a previous pres-identially declared flooding disaster or emergency; and 4) the facility is not critical (e.g., the facility is not a hospital, generating plant, emergency operations center, or a facility that contains dangerous materials). FEMA intends to provide assistance for the restoration of these facilities to their pre-disaster condition, except that certain measures to mitigate the effects of future flooding or other hazards may be included in the work. For exam-ple, a bridge or culvert restoration may include a larger waterway opening to decrease the risk of future washouts.

    For routine activities, this will be the only notice provided. Other ac-tivities and those involving facilities that do not meet the four criteria are required to undergo a more detailed review, including the study of alter-nate locations. Subsequent public notices regarding such projects will be published if necessary, as more specific information becomes available.

    In many cases, an applicant may have started facility restoration before federal involvement. Even if the facility must undergo detailed review and analysis of alternate locations, FEMA will fund eligible restoration at the original location if the facility is functionally dependent on its floodplain location (e.g., bridges and piers), or the project facilitates an open-space use, or the facility is an integral part of a larger network that is impractical or uneconomical to relocate, such as a road. In such cases, FEMA must also examine the possible effects of not restoring the facility, minimize floodplain/wetland impacts, and determine both that an overriding public need for the facility clearly outweighs the Executive Order requirements to avoid the floodplain/wetland, and that the site is the only practicable alternative. The State of Texas and local officials will confirm to FEMA that proposed actions comply with all applicable state and local floodplain management and wetland protection requirements.

    FEMA also intends to provide HMGP funding to the State of Louisi-ana to mitigate future disaster damages. These projects may include con-struction of new facilities, modification of existing, undamaged facilities, relocation of facilities out of floodplains, demolition of structures, or other types of projects to mitigate future disaster damages. In the course of de-veloping project proposals, subsequent public notices will be published if necessary, as more specific information becomes available.

    The National Historic Preservation Act requires federal agencies to take into account the effects of their undertakings on historic properties. Those actions or activities affecting buildings, structures, districts or objects 50 years or older or that affect archeological sites or undisturbed ground will require further review to determine if the property is eligible for listing in the National Register of Historic Places (Register). If the property is determined to be eligible for the Register, and FEMA’s undertaking will adversely affect it, FEMA will provide additional notices. For historic properties not adversely affected by FEMA’s undertaking, this will be the only notice.

    As noted, this may be the only notice regarding the above-described ac-tions under the PA and HMGP programs.     • When specifically involved in any business outside the Town, such use shall require the documentation of the event, giving the date, time, place and purpose, which document shall be submitted in a monthly report by all department heads to the Mayor and Council;

    • When assistance is requested beyond the Town’s corporate limits by other governmental agencies or department requiring use the of Town ve-hicles;

    • When engaged in “hot pursuit” of traffic violators or of felons or per-sons who have committed misdemeanors.

    Section B: Only employees of the town; its elected officials, reserve of-ficers, or emergency personnel, or arrested suspects or individuals needing protection shall be allowed in Town vehicles.

    Section C: Other than the situations listed in Section B above, use of ve-hicles outside the town will be restricted to employees with roles requiring them to be on call 24/7, and which may require them to respond to calls in a minute’s notice. Employees cannot, for example use the Town vehicle to transport family members, or any non-town employees, in the municipal vehicle at any time, unless in the event of an emergency.

    Section D: All Town vehicles will be clearly marked as to which depart-ment that they belong.

    • All town vehicles will be clearly marked so that the public can readily identify the vehicle as belonging to the Town of Sterlington during the day as well as nighttime hours.

    Section E: Any employee or elected official of the Town of Sterlington who violates any provision of this Ordinance shall be subject to legal action against him/her under any applicable State Law or Statutes.

Late fees will be assessed after the 10th of every month and will be set at $5.00. Sewer Re-connect fees will be set at $35.00;

    RESDENTIAL II: monthly user fees for Residential II (Apartments) Sewer service will be increased from $38.00 to $68.00 per month. Resi-dential II customer sewer deposit will be set at $94.00. Tap fees will be set at $200 unless a road bore is required. Customer will be responsible for paying the additional cost to cover the road bore. Late fees will be assessed after the 10th of every month and will be set at $5.00. Sewer Re-connect fees will be set $35.00;

  • Frankie Lloyd BoyceFrankie Lloyd Boyce, 99, a resident of West Monroe, died

    Oct. 27, 2019. A graveside service will be held at a later date in the Dallas-Fort Worth Nation-al Cemetery where her husband of 63 years is laid to rest. Kilpatrick Funeral Home in West Monroe is in charge of the arrangements.

    Frankie resided most of her life in Mississippi. She was born Nov. 9, 1919, in Zion Hill in Amite County to Frank and Elen Toney. She graduated from Magnolia High School, where she enjoyed playing on the girls’ basketball team. In 1943 she married Alfred L. Boyce while he was serving in

    the Navy. After his retirement from active duty, they lived on a dairy farm in the East Fork community for many years before moving to McComb. Frankie used her clerical skills in work throughout life, including employment at Kell-wood Company in Liberty, McComb, and Fernwood.

    One of Frankie’s greatest joys was her fellowship with the Golden Circle Sunday School Class at South McComb Bap-tist Church. After retiring, she enjoyed visiting southern regions of the United Sates with travel clubs and church groups. She loved country music concerts and attended week-long music festivals in Nashville numerous times.

    In 1997 Alfred and Frankie moved to West Monroe, to be near family. Family was most important to Frankie; and while living with her son and daughter-in-law in recent years, she looked forward to family gatherings.

    Survivors include daughter and son-in-law Patricia Ann Smith and Chuck of Phoenix, Ariz.; daughter Lana Kay Boyce of Plano, Tex.; son and daughter-in-law Dick Llewel-lyn Boyce and Donna of West Monroe, La.; grandchildren Greg Smith and his wife Jessi, Betsy Irizarry and her hus-band Tommy, Holly Boyce and her husband Mike Tillman, and Mims Boyce and his wife Megan; eight great-grand-children; and three nieces and two nephews.

    In lieu of flowers, memorials may be made to a charity of one’s choice.

L.V. is preceded in death by his wife of over 51 years, Mildred Warren Frith; parents, Ernie and Rosa Frith; brother, Harold Frith.
