PUBLIC NOTICE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)

BERCEN, INC./A DIVISION OF CRANSTON PRINT WORKS DRAFT WATER DISCHARGE PERMIT MODIFICATION

The LDEQ, Office of Environmental Services, is accepting written comments on a draft modification of a Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Bercen, Inc., A Division of Cranston Print Works, 30140 Eden Church Road, Denham Springs, Louisiana 70726. The facility is located at 30140 Eden Church Road, in Denham Springs, Livingston Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this proposed source is made into Grays Creek via an unnamed ditch and Dixon Canal, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife. Under the SIC Code 2899, the applicant proposes to discharge low contamination potential stormwater runoff from an existing chemical manufacturing facility. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. This permit is being modified to change the wastewater description for Outfall 007 to include the discharge low contamination potential stormwater runoff from the new property including the railcar loading area and to change the STORET Code for Oil & Grease from 03582 to 00556 for Outfalls 002, 005, 006, and 007. In accordance with LAC 33:IX.3105.B.2, only those permit limitation and conditions pertaining to the draft modifications are open to public comment. Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax. Comments and requests for public hearings must be received by 4:30 pm CST, Thursday, September 8, 2016. Delivery may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA 70802.
