This is not an easy task and everybody’s help is needed to win the challenge and keep our very good health insurance system alive

One of the main tasks of the CaPa commission is to provide advice, assistance and support to any person facing harassment, in confidentiality and without any judgment.
Almost all changes proposed by the Staff association related to the CA 32 and the EOAP were introduced in the OC 9 and the HIP.
Main changes:addition of the “abuse of authority/power” in the definition of harassmentspossibility of being assisted by a member of the personnel at all stages of a processdefinition of precise deadlines at all stages of the formal processwritten notification of decisions, at all stages of the formal process, with reasons, facts...possibility to challenge decisions (internal procedure and/or TAOIT).
Although the prevention aspect was not treated in the OC 9, the SA was involved by the Ombuds in the edition of two guides (Manager guide and Complainant guide).
To conclude and as mentioned by the Ombuds in his presentations: “Harassment will leave wounds and traces on people for a long-time and it endangers the image of the Organization in the public, Member States and Non Member States!”.
