Whether you are a new or seasoned private practitioner, a public interest attorney, or a pro bono attorney, this course focuses on issues that are currently hot topics throughout the legal community!

Delivering public interest law to poor and disadvantaged citizens is a job that is largely undertaken by the more than thirty public interest law organizations in the Philadelphia area, as well as the numerous volunteer pro bono attorneys. Public Interest Law Day is designed to assist these practitioners and their colleagues throughout Pennsylvania in continuing to provide high-quality legal services to this under-served population. In addition to attorneys in public interest practice, this program will be of interest to pro bono practitioners and private practice attorneys who are interested in learning more about public interest law and other timely issues affecting the pro bono community.

MOrNINg PrOgrAM SCHEDULE 8:50 - 9:00 Welcome and Introduction -

PBI and Chair, Delivery of Legal Services Committee 9:00 - 10:30 Opening Plenary: Back to the Nickleby Family - 1.5 substantive credits

This opening plenary will highlight the Nickleby family’s continued struggles and how changes in various areas of the law and policy have affected them. Immigration: The laws governing immigration benefits for immigrant youth who have been abused, abandoned and/or neglected have changed significantly; Education: School aged children and their guardians continue to face obstacles in school enrollment; as well as, Employment: We will address changes in employment law with a special focus on the changes in the area of unemployment compensation.

. 10:30 - 10:45 Break 10:45 - 12:15 Breakout Sessions: Choose one (1, 2 or 3) (1) Collateral Consequences of Criminal Records - 1.5 substantive credits Criminal records have a long term impact far beyond the criminal justice system. This

session will examine the civil consequences in employment, public benefits, and other areas, including stepped up court collections in Philadelphia of fines, costs and bail.

(2) Multi-forum Advocacy: Coordinating Advocacy In and Out of the Courtroom – 1.5 substantive credits

Panelists will discuss how to design and implement an effective advocacy that complements and supports litigation and legislative advocacy: will include tips, lessons and advice gleaned from practical experience advocating for policy changes.

(3) Working with Traumatized Clients - 1 substantive and .5 ethics credits Clients have often experienced significant trauma. Learn about the effects of trauma,

strategies to interview clients who have experienced trauma, and how to better prepare them for court.

12:15 - 1:15 Lunch for faculty and attendees (incuded in your tuition)

1:15 - 2:45 Breakout Sessions: Choose one (4, 5 or 6) (4) Identity Issues - 1.5 substantive credits Identification documents are increasingly essential for participation in society.

Learn how to gather the information clients need to obtain ID, how to address gaps or errors in public databases, and how to overcome identification-related hurdles to employment, immigration, public benefits, reentry, and suffrage. This session will address the following identify issues: photo ID for voting and public benefits; correcting public records; birth certificates; access to criminal records; and access to driver’s licenses and state ID for immigrants.

(5) How Changes in Public Benefits Programs Will Affect Your Clients - 1.5 substantive credits

The Department of Public Welfare has instituted significant changes to many welfare programs over the past year, reducing or eliminating benefits for Pennsylvania’s neediest residents. This session will discuss cuts in Food Stamps, Medicaid and General Assistance, changes in welfare to work programs and requirements, and what you need to know to assist your clients.

(6) Family Law for the Non-Family Law Practitioner - 1.5 substantive credits This session will cover practical basics and Family Law Updates for non-family law

practitioners. 2:45 - 3:00 Break 3:00 – 4:30 Closing Plenary: Remedies for Bias in the Court System -

1 ethics/.5 substantive credits This session will focus on avenues for redressing bias in the courts. Panelists will discuss the Unified Judicial System’s Policy on Non-Discrimination and Equal Opportunity, the work of the Fairness Commission, and the role of the Judicial Discipline System in addressing allegations of bias. This session will explore the ethical obligations on attorneys to report such conduct, the avenues for reporting such conduct and policies and procedures that have been adopted to address bias and claims of bias; as well as whether and how such reporting can affect a client’s case and how to avoid any adverse consequences.
