An Introduction to PEDO BEAR

A Public Safety Information Bulletin

Whats a Pedo Bear?

First, some definitions;Pedophile one affected with pedophiliaPedophilia - sexual perversion in which children arethe preferred sexual object (thanks Merriam-Webster)Internet Meme - a image, catchphrase or conceptthat spreads rapidly from person to person via theinternet, largely through internet-basedemail, blogs,forums, imageboards, social networking sites andinstant messaging

In recent years, PedoBear, Pedo being a shortened version ofPedophile, started as an Internet meme. PedoBearoriginated in Japan as a cartoon meme, known for his

lecherous nature towards prepubescent children. MultipleInternet postings and photos are available of PedoBear.

The Internet postings and photographs, somephoto-shopped and some not, refer to childrenin a sexually provocative manner. His cute faceand non-threatening appearance negate thetruth of his sinister, much darker side.

In fact, one of the things that make PedoBearpopular is the controversy surrounding hislicentious love of little girls. PedoBear is andshould be associated with the Internet andpedophiles/sexually-preferential offenders who

reportedly use him to communicate theirinterests in young children to each other.

At the San Diego Comic Con 2010 in July of thisyear, law enforcement discovered an individualdressed in a PedoBear costume, handing outcandy and being photographed in contact withattendees, including multiple children. Onceidentified, the young man and his costumewere excluded from the family-friendly event.

Following this introduction to PedoBear, it was found that hisattendance was documented in photographs, which werereadily available on the internet. And his presence is notrestricted to this particular event.

This use of an otherwise family-friendly event for malignantmeans became obvious, when looking at the pictures andrealizing their context. Disguised as innocence, thisunderground community that would make victims of ourchildren, teasingly reaches out into the light of day. Law

enforcements concern is what their ultimate intentionscould be.

Since the Comic Con, law enforcement in San Diego, withthis new knowledge of PedoBears existence, has comeacross PedoBears image in situations during which theywere contacting those that exploit and/or abuse children.

The intention of this bulletin is to make the community aware ofPedo Bears image both on the Internet and in reality, and alertcitizens that his presence may be an indicator of the presence ofindividuals who have a predilection to sexually inappropriate, oreven, assaultive behavior. While not an absolute, the image of

PedoBear should be a sign that you should use caution withwhatever situation you are in or the individuals involved.

Be aware of your community events and the elements who might belurking at them.

It should be noted that PedoBears presence was neither condonednor promoted by the Comic Con organization or staff, nor the SanDiego Convention Center. Both have been supportive with lawenforcement efforts with regards to this information.
