Commerce and community life in Texas depend every day on the delivery of millions of tons of goods shipped through the State’s multimodal gateways. Freight movement through, from, within and into Texas will continue to grow, due to increasing economic growth and population. The freight transportation system must keep up with current demands from businesses, manufacturers and residents of Texas, as well as with the demands of future growth. The draft policy recommendations were developed to ensure the continued efficient and safe movement of people and goods today and in the future, as well as to support the State’s goals, the growing economy and the needs of businesses and residents of Texas. The recommendations were developed based on analysis of data, key issues and challenges facing freight movement in the State. Input was also gathered through extensive stakeholder outreach that included the Texas Freight Advisory Committee, statewide Listening Sessions and interviews and meetings with other public and private sector stakeholders. Twenty-one key policies are outlined, including key objectives and outcomes. Create partnerships with the public and private sectors to develop and implement the most effective public education and awareness strategy to communicate the importance of freight. Leverage public outreach efforts that educate drivers about safety issues related to freight transportation, such as how to drive safely with commercial vehicles and around rail crossings, to reduce accidents. Increase freight expertise in TxDOT districts, across departments and decision-makers. As the logistics hub of the Americas, Texas is the center for a host of businesses that depend on the State’s multimodal freight transportation system, including air, highway, rail, pipelines and waterways. Commerce and community life in Texas depend every day on the delivery of millions of tons of goods shipped through the State’s multimodal gateways. Freight movement through, from, within and into Texas will continue to grow, due to increasing economic growth and population. The freight transportation system must keep up with current demands from businesses, manufacturers and residents of Texas, as well as with the demands of future growth.

The draft policy recommendations were developed to ensure the continued efficient and safe movement of people and goods today and in the future, as well as to support the State’s goals, the growing economy and the needs of businesses and residents of Texas. Freight Network Designation and InvestmentTxDOT should adopt the Texas Freight Network as the strategic framework for statewide transportation investment decisions. The objectives of this policy are to:

• Provide analysts, managers and policymakers with a clear picture of the areas of critical need for enhancement of goods movement throughout the State.

• Provide an integrated and managed statewide system of strategic transportation corridors that supports supply chain operational requirements and facilitates economic development.

• Identify and protect key freight transportation corridors linking strategic freight gateways, generators, distribution centers, manufacturing and markets to the transportation network.

• Invest in a targeted system of highway, rail, air, pipeline, maritime and international crossing links and nodes that provide primary service to statewide, and international goods movement, and therefore the statewide economy.

• Promote investment by the public and private sector in Texas that is responsive to the changing needs of Texas’ businesses and communities.

• Help direct and prioritize Federal, State and local investment in freight infrastructure to enhance the movement of freight throughout Texas and the nation.

• Link freight generators, labor force, population centers, available land and suppliers through a network of highways, railways, seaports, inland ports, pipelines, airports and ports of entry.

• Leverage industry location decisions by identifying potential development sites adjacent to the network, which maximize investment by reducing existing shipping costs and and accommodating future market growth.

• Establish designated routes and/or restrictions for trucks carrying oversize/overweight loads and hazardous materials.

• Implement freight specific improvements that facilitate connectivity, improve safety, eliminate freight bottlenecks and improve operational efficiency of freight movement throughout the State.

• Allow TxDOT to explore separating passenger vehicles from trucks to enhance safety and efficient mobility of people and goods.

Funding and FinanceThe State should investigate and explore additional options for funding and financing flexibility for transportation projects impacting freight movement. The objectives of this policy are to:

• Encourage a unified and statewide slate of projects, with clearly identified revenue and funding schemes, which could spur private sector investment and foster public-private partnerships and private sector confidence.

• Provide a quick response to emerging freight trends and impacts, across multiple modes, and inform predictive capabilities for revenue forecasting and long-term assessments to better plan and prioritize projects.

• Support funding for existing freight funding programs, such as the Rail Relocation and Improvement Fund and Port Access Account Fund.

• Identify new, stable and reliable sources of revenue that are needed to maintain the Texas freight infrastructure network.

• Seek opportunities to take advantage of legislation that allows Regional Mobility Authorities (RMAs) in Texas to fund freight improvements across jurisdictions, especially across state lines.

• Support continued Federal program eligibility for freight projects that would provide more flexibility in the use of available Federal funds if sufficient funds were forthcoming.

• Pursue the full return of Harbor Maintenance Tax fees to Texas.

• Support the use of other innovative funding options, such as dedicated Federal and State freight-funding pools; user-based financing; public-private partnerships; indexing of the gas tax to inflation; tax credits and incentives; and increased public education and awareness on the costs associated with constructing and preserving the Texas Freight Network to gain support for additional funding mechanisms.

• Develop a framework for joint public-private sector investment in freight transportation infrastructure.

Multimodal ConnectivityThe State should invest in strategies and solutions that link the different freight transportation modes, including air, highway, rail, waterways, seaports and pipelines. The objectives of this policy are to:

• Establish a transportation system that provides connectivity and access to airports, inland ports, maritime ports, rail terminals, border crossings, waterways and pipelines, as well as passenger travel.

• Ensure the development of a system with adequate and available access points (e.g. truck-rail facilities) that promotes the use of alternative modes beyond truck, which can alleviate capacity concerns on highways.

• Prioritize improving connectivity between railroads and seaports, airports and highways, railroads and highways and highway and rail connections to the international border to help alleviate congestion at key freight gateways, generators and ports-of-entry.

• Assist the future growth of the Texas economy, while meeting the demands of higher forecasted freight movement and trade volume, through increased intermodal connectivity and modal options, lessening the reliance on truck transport.

• Emphasize project selection criteria in the TxDOT planning process that supports and prioritize funding of first and last mile connectors in locations with regional, statewide and national significance, including both urban and rural connectors.

• Align State, regional and local efforts in facilitating efficient and safe movement of people and goods.

• Establish a transportation system that supports the State’s economic development goals.

Rural ConnectivityThe State should continue to identify transportation issues critical to rural areas of the State and invest in infrastructure improvements that support rural economic development and address transportation needs unique to rural areas. The objectives of this policy are to:

• Improve connectivity between rural and urban areas.

• Enhance the mobility and safety of rural areas and provide access to jobs, goods and services.

• Support the development of quality transportation to improve quality of life in Texas’ rural areas and the vitality of rural economies.

• Strengthen rural economic development opportunities through alternative modal options and connectivity, providing economic viability for future industry growth based on industry transportation site selection criteria.

• Facilitate north-south and east-west freight network connections (rail and highway) from rural Texas to the rest of the State, the nation and beyond.

Texas Freight Network Design Guidelines and ImplementationTxDOT should review and modify design standards on the Freight Highway Network to facilitate safe and efficient movement of people and freight. The objectives of this policy are to:

• Increase the sustainability of the Texas Freight Highway Network.

• Improve safety and mobility for trucks and passenger vehicles.

• Address the impact of the energy sector on the transportation network and the industry’s importance to the Texas economy by accounting for the impact of oversize and overweight commercial vehicles and hazardous materials transport.

• Support harmonizing truck-related requirements and laws of the State with those in neighboring states, providing guidance to local jurisdictions.

• Reevaluate TxDOT geometric design standards with respect to commercial vehicle movement on portions of the Texas Freight Network (i.e., turning radii, number of turning lanes, ramp configurations, capacity, frontage road connectivity and clearance or width for oversize loads), especially those segments most often used by oversize/overweight vehicles.

• Assess opportunities to provide greater separation between truck and passenger vehicles on critical segments of the Texas Freight Network to promote the efficient movement of freight, decrease congestion, improve safety and increase the quality of life.

• Develop partnerships with State, regional and local agencies to integrate policies and program to enhance efficient and safe movement of people and goods.

Freight Transportation Asset ManagementTxDOT should continue to invest in innovative asset management strategies that facilitates the state-of-good repair, maintenance, management and operational improvements of the Texas Freight Network. The objectives of this policy are to:

• Maximize the capacity of the existing freight transportation assets.

• Protect the investments the State has already made in the Texas Freight Network.

• Address under investment that leads to increased congestion, longer trip times and higher costs for businesses, which impacts industry productivity and competitiveness.

• Meet the changing needs of Texas’ businesses, communities and economic development needs.

• Enhance the reliability, resiliency and safety of the State’s multimodal transportation system for the movement of both people and goods.

Safety, Security and Resiliency of the Freight Transportation SystemTxDOT should identify and implement strategies that will improve safety and reduce rates of crashes, fatalities, and injuries associated with freight movement on the Texas Freight Network. The objectives of this policy are to:

• Improve safety and mobility for both passengers and freight movement.

• Link the importance of the safe and secure transportation of goods to the quality of life and economic vitality of the State’s industries, businesses, consumers and operators of the Texas Freight Network.

• Prioritize funding for the elimination of freight movement safety “hot spots,” or locations with high truck or rail related crashes, and identify potential crash remediation strategies.

• Expand effective educational and/or training programs to improve safety along identified priority freight corridors.

• Highlight the importance of the development of new truck rest stops in critical corridors, in partnership with local agencies, industries and the private sector.

• Ensure all critical Texas freight corridors have alternate routes, especially for oversize/overweight vehicles, in the event of natural or manmade disasters.

• Promote increased safety for the movement of hazardous materials and oversize/overweight loads on the Texas Freight Network, especially in major population centers, through clear route designation and signage, increased public education and accurate/timely communication with operators of the freight system.

• Consider and build safety, security and resiliency factors into transportation infrastructure design and investment decisions.

• Improve freight transport efficiency and reliability and maximize the throughput of the existing transportation infrastructure.

• Foster continued partnership with public and private sector stakeholders to implement proven freight-based technology solutions.

• Encourage the use of sophisticated real-time information systems for commercial and passenger vehicles to increase efficient freight movement and reliability.

• Increase the State’s competitiveness through technologically advanced freight transport and distribution.

• Integrate existing traffic management centers statewide to provide comprehensive traveler information, such as weather-related information, construction, incident management, emergency management coordination and identification of alternative routes.

• Encourage the dissemination of dynamic travel information that improves routing decisions, minimizes conflict points between passenger and commercial vehicles and maximizes the capacity on the existing network through technology-based travel demand management, such as the Freight Advanced Traveler Information System (FRATIS).

Energy Sector Development TransportationTxDOT and the State should continue to identify and address current and future energy freight transportation needs and impacts by incorporating it into the planning and project selection process. The objectives of this policy are to:

• Support the State’s position as the nation’s leading producer of oil and gas by ensuring adequate transportation infrastructure to serve our energy sector needs.

• Encourage public-private partnerships to develop alternative corridors and modes (i.e., roadway, rail, pipeline, intermodal) to transport oil and energy commodities.

• Strengthen partnerships between TxDOT, industry and local officials to fund, manage, repair and maintain roads heavily used in the energy sector transportation.

• Ensure that there is a robust freight transportation network to transport oil and gas to the refineries and the refined product to its final markets, as well as that State local highways serving oil and gas production areas can be adequately maintained.

• Measure and adequately prepare for the infrastructure and economic impacts of potential new and increasing oil and natural gas production expected in other areas of the State and Mexico.
