Introduction  The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, 2009. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank’s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date.

Project development objective(s):

The objective is to assist Egypt in improving the management of irrigation and drainage in the project area thereby increasing the efficiency of irrigated agriculture water use and services. This is expected to have positive impacts on water distribution quantity, quality, equity and timeliness.

Progress toward achieving development objective(s):

This is a complex multi-agency project which involves participatory design processes. The project has made good progress over the past year with the implementation team fully in place. The institutional strengthening component, which deals mostly with forming water users' organizations and upgrading water management institutions, continues to make good progress. The pace of implementation of the infrastructure improvement components has been accelerated largely. The Cooperation between the Ministries of Water and Agriculture continues for the implementation of the quaternary level irrigation systems and on-farm water management improvements.

Project development objective(s):

The objective is to demonstrate the applicability of market-based financial/technical approaches in order to decrease pollution in selected "hot spots" in the Alexandria and Greater Cairo areas.

Progress toward achieving development objective(s):

The project continues to make good progress toward meeting its development objectives. However, the recent financial crisis has resulted in a slowdown of participation from an otherwise healthy pipeline of projects. Financial terms of the APEX and participating banks are being revisited, and the project awareness and marketing campaigns are expanded, to stimulate companies’ participation. Good progress is also made in implementing the gap filling measures necessary for the "use of country systems".

Project development objective(s): The objective is to ensure continuous electricity supply in a sustainable manner and to improve the sector's financial sustainability via sector revenue improvements.

Progress toward achieving development objective(s):

The project became effective in August 2009. Procurement for the project has commenced and is generally consistent with project schedule, including procurement of the three Bank-financed packages (for steam generators, switchyard, and water treatment/desalination plant). On sector financial sustainability, a technical assistance on energy pricing strategy was completed and will support future dialogues on electricity tariff reform, as well as the formulation of strategy to re-engage the private sector in electricity generation.

Project development objective(s):

The main objective is to contribute to the sustainable improvement in (i) sanitation and environmental conditions for the resident communities and (ii) the water quality in the selected drainage basins within the served areas.

Progress toward achieving development objective(s):

The project was declared effective in January 2009, and has set up the required systems, including appointment of key staff in the implementing agencies, to commence project activities. Tenders for three waste-water treatment plants in the Phase I clusters as well as for the related networks, were completed in June, to be tendered in July/August. The draft Environmental and Social Impact Assessment was submitted to the Bank in June 2009. In addition, the Swiss government and the Japanese Government made co-financing commitments of $9.485 million and $2.99 million each for technical assistance in project management and community development respectively. Overall, considerable progress was made in FY2009 by setting up robust institutional and financing mechanisms for speedy project implementation, towards achieving the project development objectives.

The project objective is to (i) contribute to the Government of Egypt's program of switching consumption of liquefied petroleum gas (LPG) for natural gas through investment in new connections; and (ii) exploit the scale economies in transportation of natural gas relative to LPG in very densely populated areas, thereby reducing the cost of gas provision.

Although the loan became effective on march 20, 2009, significant progress was made on furthering project preparation and implementation, including procurement and contracting of most packages financed by the Bank loan as well as the contracting of local construction contractors.

Project development objective(s):

The objective is to assist the borrower in carrying out a pilot program to stimulate private sector demand for skills training development through a demand-driven and competitively-based mechanism.

Progress toward achieving development objective(s):

Despite a relatively slow start, Skills Development Project (SDP) - housed in the Ministry of Trade and Industry) has notably grown in the past 2-3 years as a successful model that has accumulated a critical mass of knowledge of the Technical and Vocational Education Training (TVET) sector in Egypt as well as initiated a level of credibility within the technical training market, through piloting a demand driven training funding mechanism. Disbursement is currently 74 percent from the loan versus 63 percent in January 2009. To date, through close coordination with 13 project intermediaries, the Project has served 782 Beneficiary Firms through providing training to 20,627 employees of which 3,381 were prospective employees, and through a total of 1,802 courses/runs (mainly in engineering, food processing, and textiles). The project has conducted 456 TNAs. The pipeline contains Procurement Plans to serve 4,036 trainees from 111 Beneficiary Firms (out of which 53 are new). SDP shall continue to closely monitor and evaluate the inputs, outputs and outcomes to continuously identify issues and make recommendations for a scalable replicable training mechanism. The SDP coordinates its efforts with its companion project funded through the European Commission (EC) that tackles the supply and institutional side of the TVET sector.

Project development objective(s):

The overall project objective is to minimize the threat posed to humans and poultry in Egypt by Highly Pathogenic Avian Influenza (HPAI) infection and other zoonoses in domestic poultry and to prepare for, control and respond to an influenza pandemic and other infectious disease emergency in humans.

Progress toward achieving development objective(s):

Project activities accelerated during this phase of the Status of Projects in Execution (SOPE) period based on the Project Management Unit (PMU) report that the main hurdles in project implementation have been substantially addressed including:(i) all scheduled training programs have been completed with a cadre of government staff involved in all project activities;(ii) processing of large International Competitive Bidding (ICB) contracts have improved dramatically with all ICB contracts processed except one large contract which is being cancelled because of change of priority and small contracts; (iii) Financial Management arrangements have improved and a final Operational Manual prepared and reporting of disbursement lags etc; (iv) actions recommended during the MTR review of March 2009 are being pursued including development and implementation of campaign activities for use by field staff in various governorates having large concentration of Avian and Human Influenza (AHI) cases focused on the backyard poultry farmers in far flung areas and in high density urban and peri-urban areas. The main issue reported earlier on payment of taxes has been resolved in June 2009, and PMU have submitted funds for direct payments and are now under processing. The project has re-allocated funds for use of the surveillance teams and rapid response teams in areas heavily affected by the onslaught of AHI cases. The project has been initially extended for two months from June 30, 2009 till September 30, 2009 and is likely to be extended for another 6 months based on the request of the Government due to delay of more than six months in project start up. The six months extension will allow for completion of activities including supporting activities in the field to increase capacity of government staff in handling AHI especially in areas heavily affected by AHI cases.

There has been substantial progress over the past years toward the development of the mortgage market in Egypt, as evident in the growth in the volume of mortgage loans from LE300 million in 2006 to LE1.5 billion; the increase length of term maturity from 7 years to an average of 16 years; rise in primary mortgage lenders from 2 primary lenders to 17 (of which 8 are banks and 9 mortgage companies); and increase in the volume of primary mortgage lenders (PML) borrowing from the liquidity facility from a zero baseline LE149 million.

Project development objective(s): The objective is to provide support services to facilitate the settlement and increased agricultural production of about 26,000 low-income families in the East Delta area.

Progress toward achieving development objective(s):

The project, which is closing in December 2009, continues to make progress towards meeting its targets. The area planted thus far represents 93% of the target area of 130,000 feddans. The number of Water User Associations formed surpasses the project target of 300. Implementation rates have continued at a good pace for most of the remaining infrastructure activities. The main drinking water treatment plant and the five village drinking water network have been completed and handed over to the local water company. In addition, the project has been successfully involved in a range of community development activities, including the support of the Community Development Associations (CDAs) in small income generation activities.

Project development objective(s):

The project objectives are to: (i) assist the Government of Egypt (GoE) in enhancing the provision of energy supply in a sustainable manner, through investment in new generation capacity, and (ii) help the GoE strengthen sector performance by engaging in policy dialogue and supporting measures aimed at improving financial performance, the functions of the regulator and energy efficiency. Input would also be provided to the development of the legal framework for the sector.

Progress toward achieving development objective(s):

The El Tebbin power plant remains under construction during FY09. Overall implementation progress is over 60 percent as of May 2009. The project is on schedule for construction completion around mid-2010. On policy dialogue, a number of technical assistances have been provided, including assessment of options for private public partnerships in traditional electricity generation; time-of-use pricing of electricity; energy pricing strategy; and commercial framework for large scale wind power development. With regard to the sector legal framework, a new Electricity Law was endorsed by the Cabinet in 2008 and is expected to be presented to the National Assembly in late 2009 or in early 2010 for adoption. The law, inter alia, stipulates that: the regulatory agency will have the mandate to set electricity tariffs; more competitive arrangements in the electricity market shall be introduced; Egypt Electricity Transmission Company (EETC) will be separated from Egypt Electricity Holding Company (EEHC) into an independent entity; feed-in tariffs for renewable energy will be established by the Cabinet (competitive bids based on price can also be used).

Project development objective(s): The objective is to improve the quality and opportunity in secondary education by increasing access to general secondary schools and better aligning the curricula with the skill needs of the labor market.

Progress toward achieving development objective(s):

Project implementation was extended until June 30, 2010. The Secondary Education Enhancement Project (SEEP) continues to play an important role in modernizing general secondary school infrastructure, equipment, curriculum and teaching practices thus improving capacity and learning conditions in general secondary education. However, due an earlier decision to stop converting commercial secondary schools into general secondary schools, SEEP will not reach the proposed Project Development Objective of increasing general secondary school enrollment from 30% to 50% by the time the Project is closed at the end of 2010. The design of a new common core curriculum for grades 1 to 4 and 7 has been completed and work is underway to complete 5 and 8 in 2010; 6 and 9 in 2012; and 10 and 12 in 2013. Although the design of the common core curriculum is making progress, there is still need to continue working towards having a closer integration of secondary technical education and general education by improving the quality of technical education and by introducing work related content into the curriculum of general secondary education. The organization of teacher training programs is being handled very efficiently and competently by the project team. The training modules have been well chosen and the times of program delivery have been suitable for participants. By supporting the introduction of IT in textbook design, SEEP has not only helped to change the quality of the general layout and design of the textbooks prepared by the Curriculum Center but it is also helping to make the production cycle more cost effective by shortening the development time.

The project objectives are to: (i) increase the agricultural productivity of irrigated land; and (ii) avoid yield and production losses on this land, which would result if water logging and soil salinity problems were to persist.

Progress toward achieving development objective(s):

Good progress has been made to date and most of the physical targets have been achieved or exceeded. This has had positive impact on yields (exceeding target values), soil salinity and depth to groundwater in the areas where drainage interventions have been completed. Institutional strengthening through training and major upgrade of the Management Information System (MIS) of the implementing agency has been extensively targeted. The borrower has asked for extending the closing date of the project until March 31, 2010 to allow for completion of small number of still on-going contracts. In the mean time, the borrower has asked for additional financing in the amount of US$30 million for scaling up project activities.

Project development objective(s): The objective is to assist the Government in improving the livelihood and increasing the income of people in the West Delta region.

Progress toward achieving development objective(s):

The project was not effective before the close of the reporting period. It is still in too early a stage for meaningful progress. No bids were received for the Design, Build and Operate contract because all four prequalified consortia are concerned about the risk associated with their responsibility for the collection of tariffs from the farmers. The impact of the financial crisis, moreover, has caused one of the pre-qualified bidders to lose interest in the project altogether, and the second one, to request replacement of two of its five joint venture partners.

Project development objective(s): The objective is to support the Arab Republic of Egypt in providing access and quality of early childhood education.

Progress toward achieving development objective(s):

The project is under restructuring to address the needs to reclassify the project environmental category from B to C, to expand the number of governorates and districts that will benefit from the project and to redefine the project indicators. Despite implementation delays suffered by the project form its start, the project is moving towards achieving its basic goals: Kinder Garden (KG) enrollment has significantly increased from 13% at project inception to 22.2%; national Early Childhood Education (ECE) standards have been established and approved by MOE and the KG curriculum should be ready by January 2010; and the school nutrition and health program has reached over 50,000 KG children. During the past four fiscal years the General Authority of Education Buildings (GAEB) has built about 8,005 KG classrooms nationwide, of which 3,821 classrooms were built in the 18 governorates participating in the project. This, together with the 141 KG classrooms financed by the loan, brings the total of new KG classrooms in the 18 Governorates to 3,962, which represents 200% of the project original target for public education. On the NGO front, the Project has so far financed 386 KG classrooms while Canadian International Development Agency (CIDA) 247. This represents 54% of the project target under this activity. In order to meet the proposed Government objective of 60% enrollment by 2012 Egypt will need to build 30,000 additional KG classrooms. The project has trained 10,000 teachers, supervisors, managers and NGO facilitators in the newly approved ECE standards and teaching methods. The World Food Program (WFP) support which started in 2006/07 in three governorates (Fayoum, Bani Sweif and Minya) has reached over 50,000 beneficiaries. A nutrition education component for the pre-school age category is being planned by WFP to be included in the curriculum that should be ready for use by January 2010. WFP aims to improve awareness of pre-school children about nutrition, health and hygiene through training of pre-school teachers, and inclusion of nutrition education into school curricula.
