    DETAILS FOR PUBLIC HEARING MEETING CONDUCTED ON 17.06.2011 BY M/s NTPC LTD FOR OBTAINING ENVIORNMENTAL CLEARANCE FROM

    ENVIRONMENTAL IMPACT ASSESSMENT AUTHORITY FOR SUPERCRITICAL COAL BASED 3960 MW (6X660 MW) BARETHI STPP, PROPOSED IN

    VILLAGE-BARETHI, TEHSIL-RAJNAGAR, DIST-CHHATTARPUR

    1. As per the provisions of Environmental Impact Assessment (EIA) notification published under Gazette of India by Ministry of Environment & Forest, Govt.

    of India, New Delhi vide number S.O. 1533 (E) dated the 14.09.2006 the public hearing meeting has been conducted in Village-Barethi, Tehsil-Rajnagar, Dist-Chhattarpur (M.P) on Friday dated 17.06.2011 at 11.00 am for

    obtaining Environmental Clearance from EIA authority for M/s NTPC Ltd. supercritical coal based Barethi Super Thermal Power Plant of 3960 MW

    (6X660 MW) capacity. Public Hearing has been conducted under chairmanship of Shri Vishesh Garhpale, SDO, Rajnagar in which Shri A. K. Mishra, Regional Officer, M.P Pollution Control Board was also present as his

    Assistant.

    2. In accordance to the provision of Environment impact assessment notification, 2006 general notification for public hearing has been published on 17.05.2011 in both the local newspaper namely Dainik Bhaskar and

    national newspaper Hindustan Times. The EIA report and executive summary report in (Hindi and English) for the proposed project and its softcopy in CD has been also kept with General Manger, District industrial

    Centre, Chhattarpur, Chief Executive Officer, District Panchayat-Chhattarpur, Sarpanch, Village Panchayat-Barethi, Tehsildar Office, Tehsil-

    Rajnagar and Distrit Collector Office District-Chhatarpur for general people approach and appraisal. During public hearing banner was placed at all nearby location and announcement for the same was also made for general

    public awareness.

    3. During public hearing companys representative Shri S. Kishore Kumar

    Environmental consultant, M/S Kirloskar Consultant Ltd. Pune, and Shri from M/s NTPC Ltd and local residents were present whose

    attendance sheet is enclosed. As per attendance sheet record about 73 nos. of local residents has taken part in the public hearing.

    4. The purpose and requirement of public hearing was apprised to the local general public by the Regional Officer, M.P Pollution Control Board thereafter

    with permission of Shri Vishesh Garhpale the public hearing proceeding was started. The following information was presented based on the technical and

    environmental inputs derived from the EIA report of the proposed project prepared by the companys Environmental consultant Shri S. Kishore Kumar.

    NTPC Ltd is proposing to setup a coal based Power Project named Barethi Super Thermal Power Project (6X660MW) in Chattarpur

    district of Madhya Pradesh. A site near Bamita town in Raj Nagar

    Tehsil of Chhatarpur district has been finalized after comparing four alternative sites. Barethi STPP can be recognised as a regional power

    project for the benefit of Bundelkhand Region and States & UT of Western Region. The project is envisaged to be commissioned during

    XII Plan period.

    The proposed site coordinates are 2404556 N to 2404750 N and

    790 41 45 E to 790 44 08 E respectively and is located near villages Barethi & Sandni in Rajnagar Tehsil of Chhatarpur district, Madhya Pradesh. The site is about 19 Km away from Chhatarpur

    and is approachable from Basari on Chhatarpur-Panna NH-75 by 5 km long PWD road. Nearest Railway Station is Khajuraho on North

    Central Railway which is about 25 Km away and the nearest commercial airport Khajuraho is about 25km from the proposed site.

    About 3000 Acres of land has been identified for power plant and its

    associated facilities. Govt. of Madhya Pradesh vide letter dated 31.03.10 have accorded in-principle land commitment for the project.

    Water is proposed to be drawn from river Ken flowing at a distance

    of about 35 Kms from proposed site. Make up water requirement for

    the project would be about 14,465 Cum/hr. Govt. of Madhya Pradesh vide letter dated 31.03.10 have accorded commitment for

    150 Cusecs of water from Ken river for the project.

    The daily coal requirement for 6 x 660 MW units shall be about

    70000 MT based on average gross calorific value of 3400 kcal/ kg and100% plant load factor. The application for coal linkage has been submitted. However, for FR purposes South Eastern Coal Field has

    been considered as source of coal.

    The study area has sparse vegetation mainly open scrub type. The land proposed for the project does not have densely vegetation cover. The area near project site is surrounded by various kinds of trees,

    herbs, shrubs, climbers and grasses. Overall 137 plant species have been recorded, there was predominance of tree species (67) and

    herbs (43) followed by shrubs (29).The forest was dominated by tree species like Buchanania lanzan, Diospyrus melanoxylon,Termilania bellarica, T. arjuna, Anogeissus latifolia, Albizzia procera, Acacia catechu and Madhuca Indica. There are no ecologically sensitive areas like National Parks or

    Wildlife Sanctuaries, Tiger Reserves, Elephant Reserves, Turtle Nesting Ground and Core Zone Biosphere Reserve within the 10 km radius of proposed site. However Panna Tiger reserve is located at a

    distance of 12 km from the project site.

    The main power plant, ash disposal area, township, greenbelt and

    other facilities is proposed to be located within an area of 3000 acres.

    This will lead to changes in land-use pattern in and around the proposed project.

    The construction activity would bring immediate changes in the land

    use pattern of the proposed plant area as well as in the vicinity. The land required for the project will undergo a change due to cutting, stripping, excavation, and leveling, landscaping, loss of vegetative

    cover and erection of structures of the proposed project. Greenbelt development and afforestation programmes shall be taken up to mitigate these impacts and overall improvement in the area with

    green cover.

    The impact on water quality during construction phase will be mainly due to run off from the construction area. Adequate arrangements for proper drainage and disposal of waste water and routing of the

    effluents from construction area through sedimentation basins and provision of proper sanitary facilities with treatment will eliminate

    problems of water pollution during construction phase. The impacts of the project during operation phase could result from discharge of hot cooling water, discharge of main plant effluents and

    sanitary effluents and discharge of ash pond overflow. These effluents will be treated adequately to conform to the regulatory standards to minimize the impacts.

    During construction phase, water shall be sprinkled in the vulnerable

    areas to suppress the dust generated during excavation, leveling and other operations. The effluents from construction area shall be channeled through sedimentation tanks to remove suspended solids.

    Suitable water supply and sanitation facilities shall be provided to the labour colonies housing the construction work force. The sanitary waste from these areas shall be accorded suitable treatment

    measures such as septic tanks. Safety equipment such as earplugs and earmuffs, helmets, face

    shields, safety goggles etc shall be provided to workers engaged in high risk area. A first aid centre shall be established to provide immediate medical aid to the workers and their family members. An

    ambulance shall also be made available at site to transport injured workers to nearby hospitals.

    Air Pollution Control System

    High efficiency electrostatic precipitators (ESPs) will be installed to

    limit the particulate emission to 100 mg/Nm3. To facilitate wider dispersion of pollutants three stacks with twin

    flue of height 275 m above plant grade level shall be provided.

    Space provision should be kept in the layout for retrofitting Flue Gas Desulphurisation (FGD) system, if required in future.

    For control of fugitive dust emissions within and around the coal handling plant and coal stockyard dust extraction / suppression systems shall be provided.

    Water Pollution Control System An effluent management scheme, consisting of collection, treatment,

    recirculation and disposal of effluents shall be implemented in order to optimize the make up water requirement as well as liquid effluent

    generation. The detail of water system for the project is described as follows: The liquid effluents shall be collected and treated/ recycled as per

    the following design philosophy: The filter backwash water of PT Plant shall be collected and

    recycled back to the inlet of clarifiers.

    The sludge from clarifiers of Water PT Plant shall be collected in a sump/ pit and shall be pumped to bottom ash slurry sump for

    disposal to bottom ash dyke. The waste effluents from neutralization pits of DM Plant and

    Condensate Polishing Plant shall be collected in the respective

    neutralization pits and neutralized before pumping to the Central Monitoring Basin before final disposal.

    Re-Circulating type Cooling Water (C.W) system with cooling towers shall be provided. The C. W. blow down shall be from cold water side to ensure no thermal pollution

    Entire CW system blow down would be used for service water system, fly ash handling, bottom ash handling and coal dust suppression. The unused blow down shall be led to Central

    Monitoring Basin after treating through clarifiers/ tube settlers. A coal settling pond shall be provided to remove coal particles from

    coal handling plant waste. Decanted water shall be pumped back to the coal dust suppression system.

    Service water effluent collected from plant drains shall be led to a

    sump. From the sump the service water shall be pumped through tube settler/ clarifier for treatment of suspended solids. Treated service water shall be sent back to service water tank to the extent

    possible for re-use. The sludge from clarifier/ tube settler shall be disposed off in

    bottom ash dyke along with bottom ash slurry. An independent plant effluent drainage system would be created

    so as to ensure that plant effluents do not mix with storm water

    drainage. Efficient operation of various treatment schemes shall be ensured so that the quality of treated effluent from CMB

    conforms to relevant standards, prescribed by regulatory agencies. The sewage from plant and township shall be treated in a sewage

    treatment plant. The treated effluent conforming to prescribed

    standards shall be utilized for plantation.

    Noise Pollution

    The major noise generating sources are the turbines, turbo-generators, compressors, pumps, fans, coal handling plant etc. from

    where noise is continuously generated. Acoustic treatment shall be provided to control the noise level below 90 dB (A). Wherever required, the workers shall be provided with protective equipment

    such as ear plugs/ ear muffs.

    Ash Utilization

    An ash utilization plan has been developed to utilize ash as per Ministry of Environment & Forests Notification on Ash Utilization dated 03.11.2009

    The potential of ash utilization are in various areas including mine filling, cement plants, cement and concrete, bricks manufacturing, agriculture, wasteland development, road construction, low lying area

    filling etc. NTPC shall provide Dry Ash Extraction System (DAES) system for

    100% extraction of dry fly ash along with suitable storage facilities. Provision shall also be kept for segregation of coarse and fine ash, loading this ash into closed /open trucks and also for loading rail

    wagons.

    Afforestation and Green Belt Development

    A green belt of 100 m width has been planned all around the main

    plant area except the switchyard side. In addition, large scale Afforestation and green belt development activities shall be implemented in all available spaces within the main plant and

    township areas. Further, avenue plantation will be undertaken along road in Plant and Township area.

    5. After the public hearing presentation from the applicant, the Regional

    officer, M.P Pollution Control Board, Sagar has invited questions and

    comments from villagers in attendance in the public hearing meeting. The villagers present in the public hearing were asked to express their queries, views objections, comments and suggestion or any other

    information in context to the proposed project. Also for inviting written questions, formats of question were distributed among the residents in

    result of which 20 written questions/objections/suggestions were received whose copies are enclosed. However, the queries/objections/suggestions raised by the present

    people are as follows:

    During Public hearing meeting the both written as well as verbal support in context with the project and objections regarding the pollution control measures was received.

    Demand for employment of villagers residing near the proposed project

    Villagers have demanded that the Project management should

    provide appropriate compensation of land to homeoustee along with proper resettlement provision should be provided to them.

    Possibilities of air pollution and its impact on distant places was expressed due to operation of the project

    Suggestion was forwarded for additional Afforestation of about 250

    hectare land within the project area

    Various amenities like education, health and transport etc was demanded from the project management for the benefits of villagers.

    Project management should ensure employment for local peoples according to their eligibility

    Videography and photography was done for entire public hearing meeting whose photographs and video CD is enclosed.

    The residents were made acquainted with the summary on all the points as raised during the public hearing meeting thereafter which announcement to close the meeting was made after satisfying the concerns made by the local

    peoples and taking permission from them. Also Vote of thanks and gratitude was conveyed to all residents for making

    their presence in the public hearing meeting and for freely expressing their views/concerns, after which proceeding of public hearing meeting was closed.
