Students fought running battles withpolice yesterday, as they protested atthe closure of the University ofNairobi.

The students sealed several roadsaround the main city campus, paralys­ing traffic for most of the afternoon.

As they caused chaos in the city,their colleagues at Kabete and Kikuyucampuses held brief demonstrationsbut then left the university for theirhomes.

They termed the closure abrupt andpunitive.

But it proved to be cancer- and the minister diedbarely 24 hours after flying toSouth Africa for specialisedtreatment.

"We suspect he could haveknown he was suffering fromcancer of the throat but he neverspoke about it, he never evenappeared troubled," said anotherconfidante, Kacheliba rMl' Sam­uel Poghisio.

"Up to Tuesday when he leftfor South Africa he kept all hisappointments," he said.

And Mr Poghisio added: "Themedia projected him' as a warlordand he never defended himselfbecause he believed Kenyansknew the better side of him. Hedies the most misunderstoodman; he was so good and kind."

Before flying to South Africa,Mr Lotodo wrote to Parliament'sSpeaker requesting leave ofabsence.

And it fell to Speaker Mr Fran­cis ole Kaparo to tell a shockedHouse yesterday that the EnergyMinister and MP for Kapenguriahad died, aged 60.

He ordered MPs to stand forthe traditional one minute'ssilence, in honour of theircolleague.- The letter to the Speaker was

He said the minister told himlast week that he was grapplingwith a recurrent sore throat.

"He told me he was sufferingfrom tonsilitis. He did not how­ever make it look serious. Evenwhen he drove off it still did notstrike me that he was a dyingman. That is why the news thathe is dead struck me like athunderbolt," he said.

The Baringo East MP addedthat the minister sounded buoy­antand did not look frail.

"Pokots and animals are insep­arable and anyone going for ourcattle will face the full force ofthe Pokots," he once toldParliament.

When most politicians con­demned the Turkwell Hydro'Power project as a white elephant,he defended it.

"I come from West Pokotwhere power lines from the Turk­well pass over our heads but wehave no electricity in our homes,"he remarked.

Humour marked some hisanswers in the House. Replying toa question on rural electrification,he once said: "1 have told youthere is no money and there is nomoney. Do you want me to lie?Are you .children not to under­stand that I am telling you there isno money?"

To his critics, Francis PolisiLotodo was a war monger and atribal chauvinist. To others, theEnergy Minister was a principledand brutally honest politician.

For 26 years, Mr Lotodo hasbestrode Pokot politics like acolossus, never once losing anelection, and never giving quarterto anyone on the 'welfare of hisPokot people. He has been jailed,expelled from Kanu twice andcast into political limbo for fouryears - all in defence of theirinterests.

He was' not a darling of themedia. An outraged public neverunderstood where he derived hispower or why the government,especially President Moi, alwaysrushed to .his defence wheneverhe made remarks that would haveearned any other minister adismissal.

Defiance was' the lifeblood ofhis politics, marked by provoca­tive utterances about other tribesand public officials.

Lotodo was elected to Parlia­ment in 1969, representing PokotWest. He was, however, jailedmid-term for four months forpublicly beating up another MP,Mr Ezekiel Kassachoon, who haddefiantly attended Mr Lotodo'srally. He retained his. seat in the»= election but was jailed againin 1984' for promoting war-likeactivities.

As some have put it, were-he tobe taken to court every time heopened his mouth on his pet topic- the Pokot and aggresion->­Lotodo would have spent half hislife in jail.

Lotodo featured prominently inallegations concerning cattle rus­tling. He was frequently accusedof financing cattle raids againstthe Poker's neighbours, espe­cially the Marakwet, Samburu,Turkana, Sebeii and the Kara­rnonjong, r
