SECTION I - INTRODUCTION

1.01 GENERAL

This Scope of WORK and Technical Specification (PTS-14ED416 ) describe thespecific scope of WORK that the CONTRACTOR is required to carry out on Lump SumTurnkey (LSTK) basis until the successful commissioning, completion and finaacceptance of the required WORK by Saudi Electricity Company - Eastern RegionBranch (SEC-ERB).

1.02 PROJECT DESCRIPTION

COMPANY requires removing the old existing HVAC Equipment, Design and installing

new Air Conditioning Units with sufficient capacities capable of handling thecooling/heating load requirement for the whole Bldg. For the Eighteen (18) Substationin the Eastern Operating Area.

1.03 PROJECT SUMMARY

The CONTRACTOR shall perform on LSTK basis, the Engineering Design, MateriaProcurement, Quality Management, Factory Inspection/Testing, Transport and Deliveryto Site, Construction, Survey and Site inspection, Testing and Commissioning, and alassociated WORK (as applicable) and services until final handing over of the system ina satisfactorily working and operating condition to the COMPANY as specified in thisScope of WORK and Technical Specifications.

The PROJECT shall comprise of Eastern Operating Area Substation as follows:

A. Aziziyah 69/13.8 kV Substation Substation

1. Removal of existing old Two (2) Packaged Type A/C Units, A/C Air Supply/ReturDucts and all accessories..

2. Design, Supply and Installation of two (2) New Sets of Packaged Type A/C unitwith 100% capacity each capable of handling the whole Building Total Cooling anHeating Load including Room extension . The Contractor shall provide desigcalculation for the new A/C units as per requirement.

3. Design, Fabricate and install new Air Supply and Return Air Duct , diffusers, grilledampers, duct heater, duct detectors and all accessories for Air Distribution Systemfor proper cooling and Air Balancing .

10. Painting of Mechanical Room flooring, ceiling and walls as per CompanyStandard

B. Kaab 69/13.8kV Substation

1. Removal of existing two(2) Split Type A/C Units , Air Supply/Return Air Ducts anall accessories .

2. Design, Supply and Installation of two (2) New Split Type A/C units with 100%capacity each capable of handling the whole Building Total Cooling and Heating Loaincluding extension Rooms . The Contractor shall provide design calculation for thnew A/C units as per requirement.

SECTION II - BASIC REQUIREMENTS AND GUIDELINES

2.01 GENERAL CONDITIONS

A. All components and accessories required for the completion and successful operation othe WORK covered under the scope of this PROJECT, either specified in detail or not

shall be supplied and installed by the CONTRACTOR as necessary.

B. The engineering design and specifications of equipment/materials supplied under thisPROJECT shall be in accordance with this Scope of WORK and TechnicaSpecifications and COMPANY Standards. If the equipment either does not conform tospecifications or is not acceptable to COMPANY based on past operatingexperience/any other reason, the CONTRACTOR shall propose alternative equipmenfor review and acceptance by COMPANY. However, in case of a conflict in therequirements, the CONTRACTOR shall bring this to the attention of the COMPANY andshall obtain such applicable requirements for this PROJECT in writing from theCOMPANY. The CONTRACTOR shall have no right to decide on his own therequirements in case of such a conflict, and in case of such an eventuality, he will be

doing so at his own risk and cost as the COMPANY reserves the right to reject any orthe complete part of such WORK arising out of the CONTRACTOR's own decision.

Engineering and design work shall be carried out by an Engineering and DesignConsultancy Firm who has valid registration in the Kingdom of Saudi Arabia to carry outhe similar job. Said Firm shall be from SEC-ERB approved list of Engineering andDesign Consultants.

C. The drawings enclosed with this Scope of WORK and Technical Specifications are onlyconceptual for the information of the CONTRACTOR and are to be read in conjunctionwith this Scope of WORK and Technical Specifications. CONTRACTOR shall developdetailed design drawings for construction based on these drawings.

D. Copies of existing drawings, design calculations, technical reports and other informationas deemed appropriate by the COMPANY may be provided to the CONTRACTOR uponrequest, if available. However, if such information is not available, then theCONTRACTOR should be responsible for the independent development of theinformation required to complete the PROJECT specified.

2. Design Calculations, Design Drawings and other documents.The base design submittal shall be submitted fully complete, containing aldiscipline drawings and calculations as stated. Partial submittals or packages areunacceptable and will be rejected outright.

2.04 BASE DESIGN REVIEW

After completing the Base Design, the CONTRACTOR shall present the Base DesignPackage for technical review along with the Drawing Control Sheet. CONTRACTOR'PROJECT Manager, PROJECT Engineer and the Design/Construction Engineer in eachfield of specification shall attend the presentation meeting. During this meeting, theCOMPANY's comments on the base design package will be reviewed and discussed indetail to finalize the base design for the PROJECT. Minutes of the meeting shall beprepared by the CONTRACTOR to be concurred by the COMPANYREPRESENTATIVE.

2.05 PROJECT DRAWINGS

A. General

1. The CONTRACTOR shall provide all drawings required for this PROJECTcovering all substations in accordance with the requirements of the COMPANYTurnkey PROJECT Drawings, EDSD Specification No. 2.

The drawings shall be assigned with drawing numbers and indexed as outlined inthe above procedure. A block of drawing numbers shall be provided by theCOMPANY for all drawings.

2. Drawings shall be of uniform size in each discipline as much as possible and ISOscales shall be 1:10, 1:50, 1:100 and 1:1200.

3. The existing system drawings of the source substation are generally available witthe COMPANY in digital format (TIFF-GROUP-4 *.tif or *.DGN which can bopened through Windows Micro station *.DGN). Copies of existing availabldrawings shall be provided on CONTRACTORs written request. However, if anrelated information is not available, the CONTRACTOR shall be responsible t

4. The drawings involving modification of the existing system in source substatioshall cover the details of the existing system and interface. The drawings general shall be computer-drafted (Micro station- *.DGN) CAD system.

B. Vendor Drawings

Vendor drawings are manufacturers' drawings, data schedules, specification sheetsinstallation and operating instructions and any other data required for material oequipment. Requirements of such information are an integral part of the purchase ordeand shall be specified by the CONTRACTOR.

Assignment of vendor drawing numbers shall be in accordance with COMPANYProcedure No. EDSD DR-8 and EDSD Specification No. 2.

All vendor drawings shall be subject to review and approval by the COMPANY at variousstages (bid/base design/detail design/construction) of the CONTRACT.

C. Base Design Drawings

The CONTRACTOR shall submit base design drawings to the COMPANY with his BaseDesign Package per Section 2.03.

D. Final Detail Design/Construction Drawings

The CONTRACTOR shall submit point-wise compliance statement to COMPANYscomments and shall obtain approval for all final detail design drawings afteincorporating COMPANY comments. After receiving the approval, the CONTRACTORshall submit to the COMPANY eight (8) complete sets of all interconnected drawings

issued for construction in one (1) submittal. These drawings shall be submitted to theCOMPANY at the same time the drawings are issued to the CONTRACTOR'sconstruction team, but in no case less than fourteen (14) days prior to the start ofconstruction activity.

No WORK shall be started at site unless all interconnected drawings for a particulaWORK has been fully reviewed and agreed upon by the COMPANY and finaconstruction drawings are available at WORK SITE and with the COMPANY.

Final detailed design drawings shall be submitted fully complete, by disciplinerepresenting fully the part of the PROJECT to be constructed and all the relateddrawings. Partial submittals are not acceptable and will be rejected.

E. As-Built Drawings

The CONTRACTOR shall provide all 'As-Built' drawings required for this PROJECT inaccordance with the requirements of SEEDS-II.

A. Quality Management

CONTRACTOR shall implement an effective quality management which addresses aldirect and indirect activities related to the PROJECT to ensure that all contractuaconditions are met. Quality planning, quality control, quality assurance and qualityimprovement shall be part of CONTRACTOR's quality management. To effectively

manage the PROJECT quality, CONTRACTOR shall develop a clearly definedPROJECT Quality Plan/Quality Program. The PROJECT Quality Plan/Quality Programshall be implemented from PROJECT start until completion and communicated adifferent levels of the PROJECT organization. In addition, CONTRACTOR shall alsorequire manufacturers/suppliers to develop and implement Quality Control PlanInspection and Test Plan for each major material/equipment.

B. PROJECT Quality Plan / Quality Program

1. The PROJECT Quality Plan/Quality Program shall set out the specific qualityprocedures and practices, resources, and all activities (in sequence) relevant tothis PROJECT. The PROJECT Quality Plan/Quality Program shall address aQA/QC activities during design, procurement, manufacturing/fabrication, deliverystorage, construction, installation, testing and commissioning of all items of WORKand materials/equipment per Scope of WORK and Technical Specification.

2. The PROJECT Quality Plan/Quality Program shall be submitted to the COMPANYas part of the base design package for review and approval.

3. The PROJECT Quality Plan/Quality Program shall clearly define and address thefollowing:

a. The quality objectives to be attained and CONTRACTORs commitment toachieve the objectives in the form of a signed policy statement. The policystatement shall be signed by CONTRACTORs management personnel nolower than the person who signed this CONTRACT.

b. Detailed PROJECT organizational chart and specific allocations oresponsibilities and authorities during the different phases of the PROJECT.

CONTRACTOR shall include in the PROJECT organizational chart QA/QC

engineers and inspectors dedicated to quality assurance and quality contro(QA/QC). The QA/QC engineers and inspectors shall report directly to theoverall PROJECT Manager. The QA/QC engineers and inspectors shahave adequate experience in their area of responsibility and shall beresponsible for ensuring that all phases of the PROJECT are built, testedand commissioned in accordance with the requirements of the PROJECT

Scope of WORK and Technical Specifications. The CONTRACTORs ChieQA/QC engineer shall interface directly with the COMPANYREPRESENTATIVE.

CONTRACTOR shall use QA/QC personnel other than those performing odirectly supervising the WORK. The QA/QC personnel shall not repordirectly to immediate supervisors responsible for producing the WORK being

inspected. CONTRACTORs QA/QC personnel shall be kept free from thepressures of cost, schedule and production and shall be given the necessarauthority and independence to perform their roles effectively.

c. Procurement Control

CONTRACTORs PROJECT QA/QC engineers shall review all products andservices prior to procurement to ensure conformance to specifiedrequirements. Procurement control shall include source evaluation andselection, source inspection and evaluation of objective evidence of qualityfurnished by a supplier against the PROJECT specification.

These products shall cover major materials/equipment and other itemsincluding but not necessarily limited to testing services, fill materialsPortland cement concrete and additives, steel structures, HVAC materialsand equipment, electrical materials, and formwork materials, etc.

d. Quality Audit

CONTRACTOR shall conduct its own internal quality surveillance aappropriate stages (e.g. design, procurement, construction, installation andcommissioning stage) of the PROJECT to determine compliance to and theeffectiveness of the PROJECT Quality Plan/Quality Program. Each elemenof the PROJECT Quality Plan/Quality Program shall be assessed at leasonce during the life of the PROJECT. The schedule and frequency shouldbe adjusted if one or more of the following conditions exist:

i. Result of previous surveillance indicate a need to perform them morefrequently.

ii. Significant changes are made in the PROJECT Quality Plan/QualityProgram.

iii. Safety, performance or reliability of an item is questionable due to nonconformance.

iv. Verification of corrective action implementation.

Personnel conducting the quality surveillance shall be independent of thosehaving direct responsibility for the specific activities or areas being evaluatedor assessed.

e. Non-Conformance Control

CONTRACTOR shall ensure that items and services which do not conform

to specified requirement are controlled in accordance with documentedprocedures to prevent unintended use. CONTRACTOR shall identifydocument, segregate, evaluate and dispose non-conforming items andservices after proper notification of concerned personnel within theCONTRACTORs organization.

CONTRACTORs QA/QC engineer/inspector shall re-inspect repaired andreworked non-conforming items. CONTRACTOR shall not use any repaireditem or product unless approved by the COMPANY.

Under this clause, the following definitions apply:

i. Repair - Action taken on a non-conforming product so that it wifulfill the intended usage requirements although it may noconform to the original specified requirements (ISO 8402).

ii. Rework - Action taken on a non-conforming product so that it wifulfill the specified requirement (ISO 8402).

CONTRACTOR shall develop non-conformance report (NCR) form andsubmit it to the COMPANY for review and comment. CONTRACTORQA/QC engineers/inspectors shall have the freedom to issue NCRs, verifyimplementation of corrective actions and prevent use of non-conformingitems until the deficiency has been satisfactorily resolved. CONTRACTORChief QA/QC engineer shall submit bi-weekly site QA/QC reports toCOMPANY REPRESENTATIVE about non-compliances.

f. Corrective Action

CONTRACTOR shall develop, document and implement a system fodetermining the root cause of non-conformities and identifying the requiredcorrective actions. New procedures or changes to existing proceduresresulting from identification of the root cause and potential root cause onon-conformances shall be documented and implemented. Follow-up action

shall be taken to verify effective implementation of corrective action. Theidentified cause and corrective action should be included in the bi-weeklysite QA/QC reports that are required to be submitted to the COMPANYREPRESENTATIVE.

All measuring and testing equipment and devices which can affect thequality of construction shall be controlled and maintained. CONTRACTORshall develop and implement a documented calibration control programindicating equipment calibration schedule and identifying those who areresponsible for control of the equipment. CONTRACTOR shall ensure thaonly properly identified and calibrated measuring and testing equipment areused in the PROJECT. Equipment calibration certificates shall be madeavailable to COMPANY REPRESENTATIVE upon request.

i. Document Control

CONTRACTOR shall develop and maintain a documented control programfor the review, approval, revision and distribution of documents for theactivities affecting quality. Responsible personnel for revision, issuance andapproval of documents shall be identified. Control shall ensure that apertinent and current issues of appropriate documents are available alocations where they are essential and obsolete or superseded documentsare promptly removed. CONTRACTOR shall list all the documents that haveto be controlled and shall include PROJECT Quality Plan/Quality ProgramQuality Control Plan/Inspection and Test Plan, construction and designdrawings, calculations, correspondence, inspection and test reports, fieldinspection checklist, etc.

j. Material/Equipment Handling, Storage, Identif ication and Control

CONTRACTOR shall verify that material/equipment meet prescribedcontractual requirements and are properly handled, identifiable, traceablecleaned, preserved and stored.

k. Control of interface and interaction between the COMPANY andCONTRACTOR and between the CONTRACTOR and its SUB

CONTRACTORS, manufacturers/suppliers, QA/QC ServicesCONTRACTOR(s) [Independent Inspection Agency (ies)] and IndependenTesting Laboratories.

l. Any other applicable QA/QC activity (ies) for the PROJECT.

activities including but not necessarily limited to, inspection and testing, for thematerial/equipment shall be planned and documented in the form of a QualityControl Plan/Inspection and Test Plan. 2. The essential features of the required Quality Control Plan/Inspection and TesPlan are as follows:

a. It is specifically identified to a particular material/equipment.

b. It has provision for revisions to be made and is assigned a unique documennumber.

c. It lists all the inspection and testing activities sequentially.

d. It states the location at which the activity is to be carried out.

e. It identifies the applicable standard, test procedure to be followed and theacceptance criteria for the inspection or test activity.

f. It identifies the extent of inspection, or extent of check.

g. It identifies the hold point, witness point and surveillance point.

h. It identifies the record document to be generated, reviewed and retained.

3. The Quality Control Plan/Inspection and Test Plan shall indicate the scheduleddates of testing and inspection at the designated location.

D. Manufacturers/Suppliers

1. CONTRACTOR shall procure all major material items for the PROJECT fromCOMPANY qualified and approved sources.

2. CONTRACTOR shall ensure that purchase orders to manufacturers/suppliers

contain all the applicable industry and COMPANY developed standards andspecifications.

3. CONTRACTOR shall ensure that Purchase Order(s) to approved manufacturerssuppliers are not re-assigned or sub-contracted to other manufacturers/supplierswithout COMPANYs written consent.

2. CONTRACTOR shall ensure that all material requiring inspection and/or quality

surveillance at the supplier/manufacturers facility are not shipped to the WORKSITE without a Release for Shipment Certificate.

3. CONTRACTOR acknowledges that material shipped without approved Releasefor Shipment Certificate is subject to rejection and return at the CONTRACTORsexpense.

G. Receipt Inspection

H. Independent Testing Laboratory

1. CONTRACTOR shall contract COMPANY approved Independent TestingLaboratory for material and field testing services.

2. CONTRACTOR shall instruct the contracted Independent Testing Laboratory toprovide four (4) copies of the test results and reports directly to COMPANYREPRESENTATIVE within three (3) days of the test completion. Test reports shaindicate the tested characteristics, test methods, acceptance criteria and

applicable standard. The PROJECT Contract Number shall be used as referenceon all reports.

3. CONTRACTOR shall ensure that contracted Independent Testing Laboratory doesnot re-assign or sublet any portion of their contracted testing WORK.

4. CONTRACTOR shall provide the COMPANY a copy of the Scope of WORKissued to and finalized with the Independent Testing Laboratory.

5. CONTRACTOR shall make reasonable effort to obtain timely access by theCOMPANY REPRESENTATIVE to the Independent Testing Laboratorys facilityshould the COMPANY REPRESENTATIVE exercise the option to witness any o

all the tests and verify the calibration status of the testing equipment.

6. Employment by CONTRACTOR of an Independent Testing Laboratory shall inno way relieve CONTRACTOR of any obligation set forth in this CONTRACT.

I. Inspection by COMPANY REPRESENTATIVE

1. COMPANY REPRESENTATIVE will conduct routine and/or periodic inspection othe WORK. CONTRACTOR shall provide facilities and access to COMPANYREPRESENTATIVE to inspect the WORK and witness the tests.

2. CONTRACTOR shall advise the COMPANY REPRESENTATIVE in writing the

schedule of any field or laboratory testing to be conducted for this PROJECTshowing the dates and location of testing.

3. CONTRACTOR shall attach a copy of the Completed Inspection Checklist ofinal/in-process inspection report by the CONTRACTORs QA/QC

engineer/inspector on every Inspection Requestsubmitted to the COMPANY.

4. Contractor shall attach and submit Testing and Balancing Procedureand Lis

of Testing Equipment with latest Calibration Certification with the Inspection

Requestfor review by the Company Representative.

5. CONTRACTORs QA/QC engineer/inspector shall ensure that the items foinspection covered by the CONTRACTORs Inspection Request are ready and

in accordance with the CONTRACT requirements prior to inspection byCOMPANY REPRESENTATIVE.

Inspection and witnessing of testing at site by COMPANY REPRESENTATIVEshall be within the regular working hours of the COMPANY. CONTRACTORschedule for inspection and witnessing of testing at site by COMPANYREPRESENTATIVE outside of the regular COMPANY working hours shall haveprior approval from the COMPANY REPRESENTATIVE.

J. COMPANYs Quality Assessment (Audit) Right

1. COMPANY reserves the right to conduct scheduled and/or unscheduled qualityassessment of CONTRACTORs Quality System, PROJECT Operation, andPROJECT Quality Plan implementation. The results of such assessments (auditsshall be confidential between CONTRACTOR and COMPANY.

CONTRACTOR shall provide all access and assistance in a timely manner toCOMPANY personnel who will perform the quality assessment (audit).

The CONTRACTOR shall implement corrective actions on all deficient areasdiscovered during the quality assessment (audit) within a mutually agreeable time

frame. All costs (except cost of wages, transportation and lodging of COMPANYQuality Assessors) incurred during the quality assessment (audit) shall be borneby the CONTRACTOR.

COMPANY reserves the right to perform plant survey, quality assessment (audit)and quality surveillance activities and to inspect material at the suppliersmanufacturers facility to verify compliance with the terms and conditions of thepurchase order and its related documents. COMPANY reserves the right towitness any and all tests specified and to perform such visual examination(inspection) at the suppliers/manufacturers facility. COMPANY reserves the righ

to require certificates and data from the supplier/manufacturer on any pertinenaspect of the manufacturing process, including but not limited to, mill test reportsheat treatment certificates, welders and welding procedure qualification recordsnon-destructive examination records, test records and quality control manual thawill form part of the non-material requirement that shall be shipped to COMPANYas a document package.

K. Additional Requirements

The final COMPANY approved protection and control drawings with latest revisionnumbers shall be the only drawings used by the independent inspection agency fotesting and acceptance of protection and control equipment. The acceptance criteriashall include individual device testing and complete functional and point to point wiringcheck of the panels in conjunction with the composite AC and DC schematics and therear view panel wiring diagrams. Each check shall refer to specific drawing and revisionnumber. This shall be implemented immediately after base design meeting.

L. Quality Control on CONTRACTORS Workmanship

Workmanship of the CONTRACTOR personnel in various tasks during the project sha

be thoroughly monitored by the COMPANY REPRESENTATIVES. Task skill andpattern of handling shall be the key points of this check. In case of poor performance isobserved, COMPANY will stop the WORK immediately and take corrective measures inorder to maintain the PROJECTS quality.

2.08 COMMISSIONING, OPERATION AND MAINTENANCE MANUALS

A. The CONTRACTOR shall submit to the COMPANY Commissioning, Operation andMaintenance Manuals, along with Pre-commissioning and Procedures Manualsconsisting of, as a minimum, the following documents:1. Detailed manufacturer's instruction manuals applicable to each equipmen

installed. These manuals shall contain all information (including any speciadesign and/or construction or operation feature) which may be required by theCOMPANY for safe operation and maintenance of the new equipment and shaldescribe fully erection, commissioning, operation and maintenance proceduresincluding mechanical/electrical tolerances for maintenance/repair purposes.

A. The CONTRACTOR shall affix Plant Tag to each and every individual equipmenincluding independent components to be installed under this CONTRACT which have amaterial value of Five Thousand Saudi Riyals (SR 5,000), or more. The CONTRACTORshall install Plant Tags adjacent to the Manufacturer's Data Plate or at any other placeapproved by the COMPANY REPRESENTATIVE. The CONTRACTOR shall affix PlanTags by bolts and nuts, or rivets or welds, or adhesives, as instructed in writing by theCOMPANY REPRESENTATIVE, depending on the type of equipment to be taggedThe CONTRACTOR shall complete Plant Tagging before Mechanical Completion.

B. At least sixty (60) days before completion of the installation of all equipment coveredunder this CONTRACT, CONTRACTOR shall submit to COMPANY a list of alequipment and independent components to be tagged, using the format of COMPANYForm No. 16511 (2/10) Exhibit I to the Job Specifications. Based on this list, COMPANYshall assign Plant Tag Number to each item and CONTRACTOR shall install the PlanTags in accordance with this list. COMPANY will, within one (1) month from the date oreceipt of the list, issue to CONTRACTOR the Plant Tags together with the list showingassigned Plant Tag Numbers.

C. The CONTRACTOR shall, if required, assist the COMPANY REPRESENTATIVE inlocating all equipment identified by Plant Tag Numbers in accordance with the lisprovided by the CONTRACTOR.

2.12 LOSS PREVENTION REQUIREMENTS

The CONTRACTOR and/or CONTRACTORs SUBCONTRACTOR(s) shall strictlycomply with the following Loss Prevention requirements, in addition to the stipulations inSchedule A - General Terms and Conditions of CONTRACT:

A. General Requirements

1. Strict adherence to all applicable provisions of the COMPANY Accident PreventionManual and Construction Safety Manual (ISD Special Manual No. 6.483).

2. Compliance with the provisions of the COMPANY General Instructions on WORK

Permit and Clearance Procedure (G.I. # 06011-0011). The CONTRACTOR shahave an authorized employee with certificate to receive WORK Permit. If theCONTRACTOR has no authorized employee, or has an employee with expiredcertificate, he shall be responsible to coordinate with the COMPANYREPRESENTATIVE for scheduling of WORK Permit training course. 4. The CONTRACTOR shall provide necessary personal protective clothing (i.ehead, eye, face, hand, and foot protection) and respiratory protective equipmenincluding personal protective equipment for fall protection such as safety belts andlifelines, and implement wearing them.

5 The CONTRACTOR shall provide and use adequate and suitable safety/warningsigns, cordon tapes, portable barricades, warning lights and personnel protectiveequipment at the JOB SITE to protect the safety of COMPANY and CONTRACTORpersonnel and the public, and to prevent damage to property.

6. The CONTRACTOR shall provide first aid facilities and must have a certifiedemployee to administer first aid and Cardio-Pulmonary Resuscitation (CPR).

7. The CONTRACTOR shall refrain from using mechanized excavation equipmenwithin restricted areas unless cleared and permitted to do so.

8. The CONTRACTOR shall request in advance a clearance for de-energizing theinterfacing points and observe grounding procedures.

9. The CONTRACTOR shall obtain from the COMPANY, ID cards for his employees

and stickers for his vehicles/equipment prior to mobilization to site.

10. In order to prevent theft/loss of materials/equipment, the CONTRACTOR shatake the necessary measures and precautions including but not limited to thefollowing:

a. All materials provided or used in this CONTRACT shall be stored by theCONTRACTOR in safe and secured locations even if stored for short periodof time.

b. If the equipment/materials are to be stored in the substation area for aprolonged period, the CONTRACTOR shall ensure that they are kept inlocked containers or any other appropriate method of storage such that thematerials/equipment are not easily noticeable by people with intention otheft or pilferage. Moreover, such containers shall be placed at a distancefrom the fence/boundary wall.

c. The CONTRACTOR shall also consider all the storage requirements (i.e

temperature, humidity) of the materials/equipment being stored incontainers, to avoid any damage during such storage period.

B. PROJECT Involving Elevated WORKS

1. All Cranes, Lifting Gears and Bucket Truck to be used for the project byContractor shall have a Valid Load Testing Certificate and Sticker issued by an

Accredited Independent Testing Agency..

2. The CONTRACTORs ladders shall conform to OSHA (Occupational Safety andHealth Administration) standard. Safety practices shall be followed in positioning

ladders. Scaffolds shall be designed, built and inspected by a competenengineer prior to its use.

C. PROJECT Involving Welding and Cutting Operations

1. The CONTRACTOR shall provide suitable fire extinguishers to be used in case ofire emergencies.

2. The CONTRACTOR shall provide the welding gas cylinders with suitable rack thais equipped with security chain(s).

D. PROJECT near Energized Lines or EquipmentObserve working clearances when working near or about energized line or equipmenas per COMPANYs Accident Prevention Manual.

3.02 MECHANICAL WORK

A. Heating, Ventilating and Air Conditioning (HVAC) System

1. General

The WORK shall include Design, supply of equipment, materials, labor and tools

for the dismantling of the existing units as mentioned herein and installation of newequipment. The WORK shall also include equipment start-up, testing andcommissioning and air balancing for the systems and to execute other relatedservices for the safe, efficient and reliable performance and complete WORK othis PROJECT to the satisfaction of the COMPANY in conformance with therequirements as prescribed below.

2. Existing Systems

The WORK shall include, but not limited to the following.

a. Furnish all labor and tools/equipment to remove existing Air Conditioning Unitsfor all S/S then transport the same to the location as designated by COMPANYRepresentative.

b. Furnish all labor, materials and tools/equipment to remove the control systemincluding its control panel and wiring, then transport the same to the locationas designated by COMPANY Representative.

c. Furnish all labor and tools/equipment to close all wall/floor openings due toremoval of A/c Units, pipe, electrical wiring penetrations and their openingsnecessary to prevent air infiltration shall also be sealed.

d. Furnish all labor and tools/equipment to replace any material or equipmenbeing damaged resulting from the above WORK.

e. Remove all debris, rubbish and other materials resulting from above WORKthen transport and dispose to location as directed by the COMPANYREPRESENTATIVE.

f. Installation of Temporary A/C Units as a Replacement to cool the Substation

during Dismantling of Existing Units and Installation of New A/C Units

3. New Systems

b. Cabling shall be carried out as per the requirements for new breakers and also

for control supply feeders. New direct buried conduit shall be provided for newLV power cables as required.

c. New Smoke Duct Detectors similar to or compatible with existing duct smokedetectors or existing system shall be installed and connected to the existingFire Alarm Control Panel. Motorized Fire/Smoke Damper shall be installed and

connected to the HVAC Panel Interlock with FACP. All othewirings/connections that will be removed/relocated as a result of activitiesrelated to the project shall be reinstalled to ensure normal / satisfactoryoperation of the system.

2. GENERAL

a. All existing and new 220/127 control wirings and auxiliaries shall be fed fromthe new Control Panel.

b. Existing wiring, conduit etc. from contactors for shutdown signal to existingA/C units from Fire Alarm Control Panel shall be disconnected and connect tonew A/C units. New wirings and conduit shall be place up to the new A/Cunits.

c. Cabling shall be carried out as per the requirements for new breakers andalso for control supply feeders. New direct buried conduit shall be providedfor new LV power cables.

d. For other Electrical Works see Section 1.03.

e. The Contractor shall be responsible for testing and commisioning of all newly

installed equiptment and devices, including HVAC system start-up andshutdown to ensure that the system is in good operating condition prior to turnover to the Company (SEC ).

f. New HVAC Control System (DDC ) shall be installed to be interfaced to SCADA anFACP. A dedicated alarm for HVAC system fail "HVAC SYSTEM FAIL" shall bprovided . This alarm shall be wired/terminated to the existing spare point oSCADA RTU. The contractor shall commission and test the alarm system witcompany representative.

3. Riyadh Water Pump Substation.

a) Removal and Replacement of existing Lighting Fixtures, wirings, condiuts andall accessories inside Substation.

b) Removal and replacement of existing Exhaust Fan with Explosion Proof TypeExhaust Fan and all accessories in Battery room Area. Exhaust System shabe ducted with stainsteel sheet and with louver (2 Nos. )

Laying of lean concrete shall beprovided with 2 layer of 3-mil polyethylene vapor barrier. Equipment concretefoundation shall be provided with minimum of 16mm Reinforcement bar , with aspacing base on equipment weight and structural design and calculation results andrequirements to be submitted by CONTRACTOR.

13. Perform concrete testing to be conducted by third party laboratory agency approvedby COMPANY. All reports, tests results including equipment calibration certificateshall be submitted to the COMPANY.

14. Restoration works. Removal of all debris, rubbish and other materials resulting fromabove WORK and transport to the location designated by the COMPANYREPRESENTATIVE.

15. Old A/C Units removed shall be transport by the Contractor to Dharan CentralYard or to the location designated by the company

3.05 PROJECT DESIGN DOCUMENTS, CALCULATIONS AND DRAWINGS

A. The CONTRACTOR shall submit all design documents, calculations, studies, drawingsand compliance statement at various stages of the PROJECT as per Table 3.01, as a

minimum.

The latest edition oeach Standard and Specification shall mean the latest edition specified hereunder.

The CONTRACTOR shall strictly comply with the following Standards, Codes andSpecifications, and no deviation shall be accepted unless otherwise accepted by awritten waiver from COMPANY. 1. The Direct Digital Control (DDC) system shall be compact module type 24V D

1. Packaged Air Conditioning Units

Self-contained , single packaged , pre-wired units and pre-charged with refrigerancomplying to 73-TMSS-1, Rev. 4 . Condenser coils shall be copper tube wit

copperfins sprayed with anti-corrosion or protective coating.

The unit shall be fully charged with Non- Ozone depleting refrigerant such

as R-134a, R-407C, and R-410A.

2. Split Type Air Conditioning Units

Split Type A/C units shall be complete consisting of evaporator unit ( indoor unit and remote air cooled condencing unit ( outdoor unit ) complying to 73-TMSS-1Rev. 4. Compressor motor shall be semi hermitically sealed machine

accordance with ARI 520. Condencer Coils shall be copper tube with coppefinssprayed with anti-corrosion or protective coating. All evaporator section shall b

of double walled type with fiberglass or any approved insluation materalias of threquired thickness applied between the outer and inner panels.

The unit shall be fully charged with Non- Ozone depleting refrigerant such

as R-134a, R-407C, and R-410A.
