General Rules
PTI ID cards are REQUIRED and must be presented to an IM official before each game. We will collect these. – No exceptions!– Lost ID? ID Waiver forms WILL NOT be
available at the event.– One grace day…
General Rules
Sportsmanship– Yellow and Red Card system
2 yellows = 1 red = ejection = suspension
– Sportsmanship Ratings post-gameRank your opponents on a 1-5 scale
Rank below 3.5? No playoffs.
Before the game…
Team captains have the responsibility of informing all team members of the rules.Team captains are permitted to address the officials with questions during a game.Team captains are responsible for their team’s behavior and for any fans that may show up.
Player EquipmentTeam shirts will not be provided by the IM department.– Teams MUST WEAR LIKE COLORS.– Shirts MUST BE TUCKED IN during play
unless they are short enough to not obstruct the flag belt. Players may be directed to leave the game until the uniform is corrected or penalized.
– No gaping arm holes– Pants/shorts WITHOUT pockets are preferred– No jewelry
No metal or screw-in cleats.
The gameTeams – 7 players on the field, minimum of 6, 12 on the roster
Forfeits– 5 minute grace period if the minimum number of
players are not at the field by game time– Two forfeits and the team is dropped from the league.
Coin toss determines possession or direction.Time– Two 15 minute halves with a running clock, clock
stops in the last two minutes of the second half and on time outs, one 30-second timeout per half
– In the last 2 minutes of the 2nd half, the clock will stop for incomplete passes, out of bounds, penalties, change of possessions, scores, timeouts, injuries, and first downs
Final 2 minutes
Second-half only– Clock will restart on the SNAP for out of
bounds, incomplete passes, timeouts, change of possession
– Clock will restart on the READY FOR PLAY WHISTLE on first down (non-out of bounds plays) or penalty administration (unless on the snap by rule)
– Clock will not run on PATs
Mercy Rule
If a team is ahead by 40 points or more at any point in the SECOND HALF, or ahead by 30 points or more at the TWO MINUTE WARNING of the SECOND HALF, the game will be stopped and the score will be final.
The game will be stopped regardless of both teams wishing to continue play.
Field LayoutField is 80 yards long, 40 yards wideTeams gain a first down by crossing a 20-yard line.The field is split into THREE zones: End zone to 20 YL, 20 YL to to 20 YL, 20 YL to End zone
The game
Scoring– Touchdown: 6 points– PAT: Teams will have the option of placing the ball on
the 3-yard, 10-yard, or 20-yard line
3 yard line: 1 point if converted
10 yard line: 2 points if converted
20 yard line: 3 points if converted
Once declared, cannot change unless timeout– Safety: 2 points– Ball will be placed on the 3 yard line after each score,
no kickoffs
Before the snap
All players must come from the huddle to participate in offensive plays. Can’t break huddle with more than 7 players.– Illegal procedure, 5 yards
If you want to keep the same offensive personnel on the field, no need to huddle.
Offense must have 3 players on the line of scrimmage. Defense must have 2.– Illegal procedure, 5 yards
30 second play clock– Delay of game, 5 yards
All offensive players are eligible receivers.
The game
Offensive blocking– Blocking on the line must be done with the
hands extended– No downfield blocking, may run interference
or set a pick
Defensive rushing– Must make every attempt to go around the
blocker at the line of scrimmage– May not run through or throw blocker to the
ground
The gameRemoval of the flag belt ends the down– If the belt falls off the player, one hand touch ends the down.– Must attempt to grab the flag, cannot push out of bounds or
force player down to the ground– Runner may not flag guard, stiff arm or deliberately drive into an
opponent, or dive or hurdle forward to avoid deflagging (Diving forward is defined as an obvious attempt to reach a line to gain and may or may not be performed by leaving the ground.)
– Defender cannot try to strip the ball or slap the ball out of the offensive player’s hands
– Last man back
Four downs to reach next line to gain.
No fumbles– Ball is dead at the point it touches the ground.
Last Man Back
The last defensive player capable of making the play.
If a touchdown or extra point was prevented by a player (i.e. the last defensive player capable of making the play) who deliberately tackled, held or pushed the ball carrier out of bounds, the officials have the authority to rule it as a completed TD or extra point. An unsportsmanlike penalty MAY also be called, which would be enforced on the next down.
The game
Punting– Punting must be announced on fourth down.– No fakes– All players must line up on the line of scrimmage with
the exception of the kicker and returner– Punter may fumble snap and may kick it without
penaltyOne of the times the ball can legally touch the ground
– No one may move until the ball is kicked.– Kicked ball is dead once it touches the ground and
may not be returned – Touchbacks: Ball placed on 3-yard line
The game
Tie games– If tied, coin toss, ball placed on 20 yard line, 4
downs to score– No game clock, 30 second play clock still in
effect– No time outs
Penalties
Other common infractions– Intentional Grounding- 5 yards from spot, loss of down– Too many players on the field- 5 yards– Illegal substitution- 5 yards– Illegal forward pass- 5 yards, loss of down– Unnecessary roughness- 15 yards with possibility of ejection– Stiff arming, flag guarding, diving to avoid deflagging- 10 yards,
loss of down– Roughing the passer- 15 yards– Defensive pass interference- 15 yards– Illegal contact “chucking” receivers- 5 yards– Downfield blocking- 10 yards– Illegal defensive rushing- 10 yards
Rule changes/additions
Illegal Procedure addition– 5-yard penalty for any player other than the center on
offense who has hands on the ground in their stance (3-pt, 4-pt stance) at the time the ball is snapped. Live ball foul.

Points of emphasisUniforms/Team Shirts: TUCKED INBall carrier– The use of an off hand on a defender probably WILL draw a flag
Defense– Anything other than a legitimate attempt to grab the flag

– Ejections (Red Card) carry a one game suspension

Games will start on time!– Forfeit if minimum numbers of players (6) are
not at the field
