The current victim is an 18 year-old, blonde girl of average weight and height, which fits

the qualities of the other unsolved rapes over the past 2 months. She seems to match the

characteristics of genuine rape victims: feeling depressed and being scared to go outalone since the assault. Additionally, her statements about what the assailant looked like

were consistent with previous victims’ descriptions. The man was described by all the

victims as average height, skinny, Caucasian, and in his early twenties. This victim saidher rapist used very vulgar and profane language when speaking to her, like that he

wanted her to “shut the f--- up and take it,” which matches what the previous victims

have reported. The current victim also reported that the man made her get on all fours and“beg like the b----” she was, which is consistent with the stories of the attacker forcing

the other victims to beg in various positions. He also made threats against her family,

saying that if she told anyone he would “f---ing kill her parents.” She reported that the

threat seemed “pretty serious” and that she was scared, but he didn’t have many detailsabout her family so she decided to report it anyway. Her story also matches the previous

girls’ since her clothes were ripped off and the level of force sounds the same. All of the

women were either walking or running alone in Northwest Washington, DC at various

times after about 5 p.m. and were attacked from behind, as is typical in a “blitz” approachor modus operandi. They’re shirts and shorts or pants were ripped partially or completely

off by the rapist. The man then forced the victims at knifepoint to an unlit or hidden areawhere he raped them. According to all the victims, the knife was not used in the actual

rape, more as a means of getting them out of sight.

I would look for an anger retaliatory rapist since he used a blitz attack, tried to

humiliate them by making them beg, and was targeting girls of the same age and physicalappearance. Additionally, the girls were all attacked at various times. A few were in the

early evening but some were as late at 11 p.m. The ripping off of their clothes show his

sadistic side, and the amount of profanity used is consistent with an anger retaliatoryrapist.

When interviewing our most prominent suspect, we find many factors that pointto his guilt. First of all, he fits the physical description left by his victims; he is twentyyears old, 5 foot 11 inches, and White. He works as a mechanic in a gas station in

 Northwest Washington DC but about 3 months ago he was let go from his job. He told

me he was very stressed about losing his job and was having a difficult finding work. Helives in the English basement of his grandparent’s townhouse in Northwest DC and has

no college education and no priors. His employment, education level, and rap sheet fit

with that of the average rapist. Also, his job lose seems like a logical pre-crime stressor 

and the timing fits with the first reported rape, which occurred just a week or so after helost his job. When asked about his previous relationships with women, he talked about an

ex-girlfriend who cheated on him and broke his heart. She was blonde and average height

and weight, which fit the victim’s descriptions and might make them symbolic victims.He said she told him that she was going out one night and when he followed her, he saw

her go to her ex-boyfriend’s apartment and go inside. After this instance, he followed her 

on a fairly regular basis and learned that she was going to visit her ex-boyfriend quiteoften. He said his mother was very strong-willed and controlling, which is why he went

to live with his grandparents. He said she still tries to control him from afar and he gets

very frustrated with her. When asked how he felt about the victims of this rapist, he said

they probably deserved that treatment since “all women [were] cheaters.”
