Prior to the consolidation of the seven single schedules
(MOBISPES Logworld AIMs FABs Environmental
and Language) if an agency had requirements that
crossed over multiple schedules they would have to
inmost cases issue multiple RFQs Under the PSS
program if an agency has multiple requirements that
cross over multiple services they now simply issue a
single RFQ

How do they work
If an Agency has a requirement for business management consulting
services that includes elements of IT consulting services issue RFQ
utilizing SINs 874-1 and C132-51 under the PSS
How do they NOT work
If an Agency has a requirement for IT services only - issue an RFQ
utilizing SIN 132-51 under Schedule 70
The first scenario ensures quotes are obtained from firms who have not
only the capability to provide IT services but also the business
management consulting services equaling a total solution

available on eLibrary What happened to the
contractors
The original solicitation that governed any of the single
schedule contractors has gone away but the original services
and the contractors remain they have simply been transitioned
(or renamed to) Professional Services Schedule with no
change to their terms and conditions
Can firms now provide all SINs offered under PSS
NO The firms can only provide services that were awarded
under their initial contract or added in through the modification
process

schedule requirements and only returns those
contractors with contract coverage under all of the

ldquoGS-00F-XXXXXrdquo versus ldquoGS-10F 23F 02F or 07Frdquo
All Contract holders retained their original contract number and period of
performance with exception of the firms who were required to migrate to
ldquoConsolidatedrdquo in preparation for the transition to PSS (Reminder that
ldquoConsolidatedrdquo served as the platform for PSS) These firms are identified
with a GS-00F contract designator
Now that ldquoConsolidatedrdquo has been rebranded as PSS going forward all
new contracts awarded under the PSS will have the ldquoGS-00Frdquo contract
number The key to remember with contract numbers is regardless of
which identifier you see they are all now considered to be PSS contract
holders

Can a firm on PSS still respond via CTAs
Yes as long as the RFQ allows for CTAs
Encourage your contractors to view the Contractor
Teaming Arrangement Tool (CTAT) -- (Note they must be
a member of Interact) This is a forum to communicate
teaming needs and requirements to a broad audience of
other qualified Schedules contractors and enables
Schedules contractors to easily team on solicitations and
facilitate teaming solutions

more than one affected contract
Any firm with two or more existing contracts was
migrated into one contract that covers all services
previously provided under the single schedule contracts
including identical terms and conditions
Why
This action occured because the GSA systems only
recognizes one contract per DUNs

1 Contract number will be identified in eLibrary as (GS-00F-xxxxx)
2 A matrix of those firms who were affected by the Migration process can be
found at wwwgsagovpsschedule
3 GSA Advantage Text File should have the following advisory statement and
matrix at the top

PSS
Yes there are a few that did not transition as of yet
If so what happened to those contracts that did not
transition
Those contracts are still in effect while the firm and GSA
work through the process (pre established BPAs)
however their contracts are no longer visible in GSA

What happens to the TOs I have established under a

the completion of the Consolidation shall be completed
in accordance with the terms and conditions of Clause

(DEVIATION ImdashJAN 1994) paragraph (d) unless
terminated by the ordering activity

What GSA has done in an effort to ease the process when BPAs
are impacted by the transition
GSA requested that contractors reach out to their customer agencies
and inform them of their migration
GSA continues to reach out to the Senior Procurement Executives of
all agencies to make them aware how the changes to PSS may affect
established BPAs
GSA posted a helpful document for agencies on Interact regarding
BPAs Task Orders and the PSS Transition
GSA also has a blog posting regarding Options on Schedule Orders

What can an agency do once they discover they have BPAs
established under a Single Schedule contract that were

GSA Region 10 offers two potential suggestions
Transfer pre-existing BPA to a replacement BPA contract
number so that it follows the replacement GSA Schedule
contract
Leave BPA as is Note it will expire when BPA expires or single
schedule expires ( no options exercised) whichever occurs first
unless otherwise agreed to by the ordering agency and the
GSA Contracts Operation Division

What GSA has done in an effort to ease the process when BPAs
are impacted by the transition
GSA requested that contractors reach out to their customer agencies
and inform them of their migration
GSA continues to reach out to the Senior Procurement Executives of
all agencies to make them aware how the changes to PSS may affect
established BPAs
