I am proud and excited to learn that North Carolina is ahead of time in providing text-to 9-1-1 in this country. Individuals who are deaf, deaf-blind and hard of hearing are able to have direct communication access to 9-1-1 in a timely manner in many counties of North Carolina – many thanks to you all and local PSAPs for considering our safety.
Thanks again for your valuable services as well as working with the NC Division of Services for the Deaf and the Hard of Hearing in strengthening direct communication access to 9-1-1.

Nebraska – Two children contacted police to alert them about a possibly drunk driver from the backseat of his car. That driver happened to be their own father.
Police in Nebraska say the kids sent texts to 911 that their father was swerving across the road, and they feared for their safety.
The children updated the officers on their location, and police caught up with the car when it made a pit stop at a Burger King. The father was arrested.
Police say his blood alcohol level was three times the legal limit.

Text to 911 is currently only available in certain markets where 911 call centers have voluntarily chosen to accept emergency text messages from local residents. The FCC now requires all wireless companies to support to text to 911 so now your local 911 center has no reason not to add text to 911 technology. What if you find yourself in an emergency situation and need to text 911 only to find it’s not available in your area? By advocating in advance, you can ensure that does not happen. Reach out to your local 911 center or local public safety officials to push for equal access to 911 services through text. Explain to them that Title II of the ADA requires state and local governments to provide access and that deaf and hard of hearing citizens should not be placed in danger due to the inability to text 911. Also, text to 911 services has universal benefits for everyone. If the 911 call center is not responsive to your request, please contact the NAD. The more of you that advocate, the sooner we can see a future where text-to-911 will be widely available in the country.

FCC commissioners today voted to propose rules that recognized real-time text (RTT) technology as a
replacement for legacy text-telephone (TTY) device that have been used by hearing- and speech-impaired
users for decades. RTT would replace TTY on wireless phone networks beginning in December 2017, and the FCC proceeding will consider a similar transition for IP-
based landline networks and broader text-to-911 services.

1. Every PSAP will be inspected to determine its fulfillment of PSAP operation rules. Site reviews will begin within one year from the date the rules are effective. Failure to fulfill PSAP operation rules is a deficiency. Inspectors will deliver reports to the Executive Director.

PSAP Written Response And Corrective Action Plan
1. A PSAP shall deliver a Written Response to the Staff reviewer acknowledging any deficiencies reported. The PSAP’s response is due within 30 calendar days of receiving the Site review report.
2. The PSAP’s Written Response will also identify actions the PSAP has taken to remediate the deficiencies and a
statement that the deficiencies have been corrected.

PSAP Written Response And Corrective Action Plan
3. Deficiencies remaining after the PSAP’s Written Response shall be the subject of a Corrective Action Plan. A Corrective Action Plan shall be submitted by the PSAP to the Executive Director for approval within 90 calendar days of the PSAP site review report. The Plan may be extended one time if requested up to another 90 calendar days at the discretion of the Executive Director.

2. At its next scheduled meeting, the Standards Committee will discuss any matter referred by the Executive Director. The Standards Committee will provide notice of that meeting to the PSAP. The Standards Committee shall deliver notice of its conclusions and recommended actions to the PSAP Director with a copy to the appropriate supervising or managing authority of that PSAP. Inclusive of the conclusions from the Standards Committee, will be a request for response from the PSAP Director and/or the supervising or managing authority to the Standards Committee.

First, let me know how many of your PSAPs have received such calls and how many calls they received.
Second, if your PSAPs receive a call that conveys a threat to law enforcement or any other individual, please ask them to ensure that notification is made immediately to the local law enforcement entity in that jurisdiction using established protocols, and also to ask the local law enforcement entity to share that information with the state or major urban area fusion center.
