Licensee's-auxiliary operator training program are dropped fromthe program if they fail two examinations on the same topicalsection of the program. The' Licensing Board also notes that

individuals who twice fail the comprehensive. examination atthe end of the~ entire auxiliary operators' classroom trainingprogram are interviewed by the Supervisor of Operator Trainingto determine the appropriate course of action. Licensee's

. auxiliary operator training procedures now provide the same *

: disposition for failures of either a topical section reexamina-

{-tion or_a comprehensive examination. Current procedures require

- that following the failure of a retest of any topical section-examination or the retest of the comprehensive examination

for auxiliary operator trainees, the trainee shall.be evaluated i

by the Operator Training Manager and Manager-Plant Operations,,

resuming licensed duties will be reviewed by the Supervisor,-L Licensed Operator Training, who will provide a recommendation

to plant management and the Vice President, TMI-l via the i

Training Department regarding the individual's permanent,

H removal from licensed duties or additional upgrading effortsto be considered.;

At paragraph 416 (14 N.R.C. at 524) of the ManagementPID, the Licensing Board states that the Manager of the NuclearSafety Assessment Department will be assisted by approximatelyfive technical staff during 1981. Mr. Whitesel is currentlyassisted by one individual. It is anticipated that there willbe three staff members assisting Mr. Whitesel by September andfour such technical staff members by the end of 1982.

Startup Department, Mr. Hurd provided technicalassistance to the Startup Superintendent forplanning, preparing and performing the initialtests and startup of WNP-2, an 1100 MWe BWR,Mr. Hurd was also responsible for respondingto NRC questions and for amendments for theFSAR in these areas.

Mr. Hurd was a Reactor Inspector in the Reactorc! Operatisna and Nuclear Support Branch. He planned,

Mr. Hurd developed and wrote preoperationaltest procedures for the Florida Power Corporation,Crystal River Unit No. 3 Nuclear GeneratingStation. He was also Project Coordinator.fordevelopment of test outlinea for the Westinghouse,Ko-Ri Unit No. 1 reactor of the Korean ElectricCompany.

1967-1974 General Electric - San Jose, Ca.Lead Startup Test Design and Analysis Engineer

With General Electric, Mr. Hurd held.several fieldengineering positions. He was Lead Startup TestDesign and Analysis Engineer at the Peach BottomNuclear Power Station and the Millstone NuclearPower Plant, and a Shift Test Engineer at theOyster Creek Nuclear Power Plant. As LeadEngineer he was the technical supervisor of'shift test engineers responsible for fieldanalysis of the startup tests and approvalof reactor operations prior to and duringpower escalation testing. Prior to the actualperformance of these tests, he was responsiblefor final editing and customer approval of allstartup test procedures. At the GE office inSan Jose, Mr. Hurd held a position in the DesignEngineering group involved in core performancemonitoring. He was responsible for a GE docu-ment on the uncertainties of Core Peak HeatFlux and Core Minimum Heat Flux Ratic calcu-lations based on the incore monitoring (TIP)system.,
