AV� WKH� FRXQWU\·V� ÀUVW� DQG� RQO\� QDWLRQDO�university, the University of the

Philippines underscores the importance of innovation, creativity, critical thinking and HQJDJHPHQW�WR�KHOS�IXOÀOO� LWV�FRUH�PLVVLRQV�in education, research and public service.

For the past 45 years, the UP Institute for Small-Scale Industries (ISSI) assisted existing small- scale industries to increase productivity and promoted and developed new ones, provided consultancy and extension services to existing small-scale and medium-sized industries, conducted research on plant operations and made the result of such research available to interested parties. It has assumed leadership in overcoming the various problems of small-scale and medium-sized industries needing the advice, simulation and assistance of consultants.

The UP ISSI also draws attention to WKH� VLJQLÀFDQFH� RI� VPDOO�VFDOH� DQG�medium-sized industries in the process of industrialization especially outside the metropolitan centers, where special attention must be paid to programming as well as stimulating the dispersal of small industries.

In line with these, I am certain that Prospectus

2014 will allow our future entrepreneurs and change-agents to learn more about the innovative ideas, collaborations, and accomplishments of the UP ISSI during the past year.

Aligning with the University of the Philippines as “7KH� 1DWLRQDO� 8QLYHUVLW\� RI� *OREDO�Eminence,” UP ISSI puts into motion an initiative for organizational change. The battle cry “Sulong Galing UP ISSI” was coined to guide the UP ISSI Human Resource Program, whose components are:

The Institute for Small-Scale Industries (ISSI) was established on 8 March 1966

through a bilateral agreement between the governments of the Republic of the Philippines and the Kingdom of the Netherlands. Its principal objective was to assist in and promote the development and growth of the small-scale industrial sector in the Philippines. Originally set up as a training institute for the small industries, it gradually built up its capabilities and expanded its activities to include research, extension and information programs. On 4 August 1969, the Institute was established as a research and extension unit of the University of the Philippines through Republic Act No. 6041. The 1970s was a boom period for the Institute, being at the forefront of SME promotion as the development of small enterprises expanded into a national movement.

As mandated, UP ISSI was established to (1) train people to achieve a level of competence where they will be able to assist existing small-scale industries to increase their productivity and to promote and develop new ones; (2) provide extension services to enterprises; (3) conduct research on plant operations and make the results available to the public; and (4) lead in addressing the challenges being faced by small and medium industries in need of advisory and consultancy services.

7KH�WHUPLQRORJ\�DQG�GHÀQLWLRQV�PD\�KDYH�changed—from small industry to small enterprise and by asset and employment sizes—but these have not at all diminished the Institute’s commitment to being a steadfast advocate and ally of the small and medium enterprise (SME) sector. UP ISSI vows to continue providing the sector with

innovative capability-building programs, relevant research outputs, and premium consultancy services that embolden SMEs to aim high amid the dynamism of a changing business landscape.

To live up to its purpose, the Institute delivers via four service streams:

Training and Entrepreneurship Education. 83� ,66,� UROOHG�RXW� LWV� ÀUVW� WUDLQLQJ�SURJUDPV��namely, the Regional Industrial Development Course for Executives (RIDE), Training Course for Entrepreneurs’ Development (TEED), Small Industry Information and Management (Sinfoman) Course, Low Cost Automation Course (LCA) and the Management Consultancy Course (MCC), in the late 60s. Entrepreneurship development courses followed, in order to fast-track the creation of enterprises.

Research and Publications. UP ISSI pioneered research projects on youth entrepreneurship education courses at the secondary and tertiary levels, and developed entrepreneurship models for various sectors.

Business Enterprise Development. Through this function, small enterprise owners receive business counseling, problem-solving, and other technical assistance to support their development and growth.

Information Technology and Enterprise Innovation. The Institute publishes its research outputs through books on entrepreneurship and entrepreneurial success stories. These outputs are also disseminated online via its website and through the social media.

UP ISSI as the National Institute for Entrepreneurship and Innovation: The 2013 Initiatives

UP ISSI’s mission is to support, sustain, and strengthen the Filipino entrepreneurs

in their striving to excel in their respective industries. With its partners, the Institute intends to build a dynamic entrepreneurial platform that contributes to the country’s economic growth. UP ISSI’s initiatives are focused on maximizing resources to achieve a healthy and conducive environment where entrepreneurs will have opportunities to grow and prosper.

The Institute’s vision and mission statements call for a more meaningful involvement of UP ISSI in nurturing and developing an entrepreneurial mindset among Filipinos.

In view of this, UP ISSI has embarked on new directions in order to enhance its ability to achieve its mission. New projects and services will empower more small and medium enterprises (SMEs) and encourage other stakeholders to intensify their commitment to this advocacy.

Thus, UP ISSI is developing value chain analysis and industry clustering models that can be used to enhance the HIÀFLHQF\� RI� PLFUR�� VPDOO� DQG� PHGLXP�enterprises as well as the quality of their products and services. The Institute has also conducted numerous programs on food safety, where it believes it can provide the most impact, since the food industry provides the highest value added to the SME sector.

Location and Facilities

The Institute is located in the 5-story Enrique T. Virata Hall inside the UP Diliman

Campus. Strategically located along the University Avenue at the entrance to the campus, the building is nestled against a backdrop of lush greenery.

As an internationally recognized SME training institution, UP ISSI continuously upgrades and invests in state-of-the-art equipment to accommodate its growing clientele and expanding catalog of training courses.

The Institute runs at least four regular training programs every month, and holds special programs with its partners. In addition to serving the needs of the training group, UP ISSI permits short-term use of rooms and facilities by outside parties.

)LYH�OHFWXUH�URRPV�RQ�WKH�WKLUG�ÁRRU�RI�WKH�ISSI Building serve as venues for most of the training programs. Three of these rooms are named in honor of prominent Filipino industrialists whose estates provided the seed funds for the facilities:

The Toribio M. Teodoro Room can accommodate 60 persons while the Jose G. Sanvictores Room, the Sotero Baluyot Lee Room, and two other classrooms can seat 45 persons each.

Each training room is fully air-conditioned with slide white boards, a mounted projector, a raised platform and a rostrum for the lecturer. Audiovisual equipment and sound system with theatrical lighting may also be installed in the rooms as needed. 2Q�WKH�JURXQG�ÁRRU�DUH�VLWXDWHG�D�WHFKQLFDO�laboratory with facilities for low-cost factory automation and a computer room for industrial automation and instrumentation control. The laboratory can seat 25 persons while the computer room can seat 30.

In 2013 UP ISSI improved its facilities to better serve its publics. The basement was inaugurated in February and became a training laboratory for Mechatronics Technologies Corporation, a mechatronics and instrumentation training and assessment center accredited by the Technical Education and Skills Development Authority.

Gazebos were also installed in March 2013 to create a conducive environment for anyone looking for a place of learning and recreation while enjoying an attractive view of the greenery surrounding the campus.

Biodiversity in UP ISSI

83�,66,�LV�DOVR�KRPH�WR�D�YDULHW\�RI�ÁRUD�DQG�fauna. At the base of the famous sculpture by national artist Napoleon Abueva, Tribute WR�WKH�)LOLSLQR�(QWUHSUHQHXU, one can see a diminutive fountain that is also the habitat RI�VRPH�ÀVKHV�DQG�WXUWOHV�

At the back of UP ISSI is located a demonstration farm, which serves as the cradle for some well-known species of ÁRZHUV�� WUHHV�� VKUXEV�� IUXLW� DQG� YHJHWDEOH�crops. There is also a duck pond that was built in collaboration with the UP Task Force on Solid Waste Management under the leadership of Prof. Armand Basug.

Migratory birds also visit UP ISSI on certain months of the year, providing a spectacle to bird watchers and nature lovers.

Institutional Member, APEC SME Working Group. APEC’s Small and Medium Enterprises Working Group (SMEWG) encourages development of SMEs and builds their capacity to engage in international trade. Established in February 1995 as the Ad Hoc Policy Level Group on SMEs, its objective was

to help SMEs improve their competitiveness and to facilitate a more open trade and investment environment. In 2000, the group was renamed SMEWG and granted permanent status. SMEWG attains the Bogor Goals by fostering enabling business environments for 60(V�WR�JURZ�DQG�GHYHORS�LQWR�H[SRUW�UHDG\��LQWHUQDWLRQDOL]HG��ÀUPV��WKURXJK�WKH�VKDULQJ�of information on best practice initiatives and the conducting of capacity-building activities.

Institutional Member, ASEAN SME Working GroupComposed of the SME Agencies of all member countries of the Association of Southeast Asian Nations, the ASEAN SME Working Group seeks to ensure the advancement of SMEs in the region since it was established in 1995.

Institutional Member, Industrial Guarantee and Loan Fund (IGLF). Development Authority as chair, the Bangko Sentral ng Pilipinas as vice-chair, the Development Bank of the Philippines (DBP), the Department of Trade and Industry (DTI), the Department of Finance, and UP ISSI. The UP ISSI director is a member of the IGLF Review Committee while two ISSI staff members sit on the IGLF Technical Advisory Group.

4,000 graduates since it was introduced in 1971. In 2013 the three runs of the course (102nd, 103rd and 104th batches) added 140 more to its roster of forward-looking managers- and entrepreneurs-alumni.

D i s t i n g u i s h e d guests also graced the closing programs of the said course in its 102nd, 103rd and 104th runs. These included Hon. Don Juan A. Bagatsing, councilor of the 4th district of the City of

Manila, during the closing of the 103rd MC on 24 August 2013. In his speech, he lauded UP ISSI under the leadership of its director, Prof. Nestor O. Rañeses, for mentoring the graduates for the past six months. He said that the program equipped MC participants, especially those who were children of families in business, to lead their ÀUPV�WR�HYHQ�JUHDWHU�KHLJKWV��

M e a n w h i l e , speaking at the closing ceremony of the 104th MC last 7 December 2013, Climate Change Commissioner Hon. Naderev M. Saño urged the attendees of the program to “build a

better nation—eradicate poverty, get rid of corruption...build resilient and sustainable communities, and become living examples of honor and excellence, integrity, and promote a culture of caring for each other.”

Commissioner Saño got into the news recently for his emotional speech in the wake of the devastation of typhoon Yolanda (international code name: Haiyan) in the country during a UN climate change conference in Warsaw, Poland.

The UP ISSI Managers’ Course Alumni Association

The lifelong commitment of UP ISSI Managers’ Course (MC) alumni was

reinvigorated with the symbolic signing of the Lifelong Partnership Agreement done during the Araw ng Parangal on 30 August 2013. The activity coincided with the monthlong celebration of UP ISSI’s 44th anniversary.

Since then, the MC Alumni Association has held several activities that were aimed at sustaining a more vitalized participation among the alumni. These activities included a fund-raising drive that collected cash donations for the victims of typhoon Yolanda in the UP Diliman campus.

Divino Seer “Vinz” Valle, president of the UP ISSI MC Alumni Association, headed

these activities together with Jaime “Jon” Fraxidio, vice-president; UP ISSI’s own Atty. Ma. Theresa “Tere” Bautista, corporate secretary; Rowena “Joy” Palafox, treasurer; and VJ Rigor, vice-president of the 103rd

batch of the MC.

Meanwhile, as a way of giving back to the Institute, graduates of the recently concluded 104th MC donated a copier machine to UP ISSI on 25 January 2013 during the opening ceremony of the 105th MC and the 37th Start Your Own Business course.

Following the successful run of the 1st Advanced Managers’ Course (AMC)

from 3 August to 5 October 2013, UP ISSI scheduled the next runs of the program from 29 March to 7 June 2014 and from 15 September to 22 November 2014.

AMC also aims to produce technology-driven leaders or managers who quickly learn, evaluate, apply and disseminate relevant and up-to-date management information and practices. The Promoting Food Industry Competitiveness Training (PRO-FITTM)

Program is a series of “ladderized” courses implemented by UP ISSI in cooperation with its major private-sector partner, the Small Enterprises Research and Development Foundation. It is sponsored by TÜV Rheinland Philippines, Inc. and the Asia Society for Social Improvement and Sustainable Transformation.

UP ISSI held its Greening and Leaning Through Energy and Environmental

Management (GLEEM) Seminar on Integrated Wastewater Systems last 27 August 2013 at the Teodoro Room of UP ISSI.

The seminar was a vehicle for the sharing of the learnings gained from the Training Program on the Maintenance Technology of Integrated Wastewater Treatment Tanks and Systems for the Philippines held at Fukushima, Japan in February 2013.

UP ISSI Director Nestor O. Rañeses, in his welcome and opening remarks, mentioned that this seminar is under GLEEM, a program that UP ISSI has started in support of the Green UP initiative, where the whole idea is to transform the University into a green university. He added that the focus of the seminar was how to maintain the technology of wastewater tanks.

The resource persons of the seminar included Engr. Gamaliel F. Itao, president of Mechatronics Technologies Corporation (MTC), Dr. Louernie de Sales-Papa,

general manager of All Waste Services, Prof. Ferdinand G. Manegdeg, associate professor at the UP College of Engineering, and UP ISSI’s Engr. Leoncio T. Cubillas, Jr.

Topics discussed were the current sanitation situation of the Philippines, the National Septage and Sewerage Management Program, the Jokaso System, the academe’s role to train human resources and develop tools with emphasis on collaboration, and the impacts of waste to the Philippine economy.

In 2013 UP ISSI completed seven runs of the PlanET, producing 125 business expansion plans and covering 159 micro and small enterprises with a total of 257 participants spread all over the country: Metro Manila, Iloilo City, Butuan City, Clark (Pampanga), Tagbilaran City (Bohol), Cagayan de Oro City and Antipolo City.

The program was conducted by UP ISSI in partnership with the Industrial Guarantee and Loan Fund in collaboration with the Development Bank of the Philippines and the Small Enterprises Research and Development Foundation.

In 2014 UP ISSI will start offering PlanET as part of its regular public programs.

SME Roving Academy with the Department of Trade and Industry

The SME Roving Academy (SMERA) is a capability program for startup

entrepreneurs as well as owners and managers of existing micro, small and medium enterprises (MSMEs). The initiative aims to provide continuous learning for entrepreneurs to help them better set up, step up, sustain their operations and improve their competitiveness to access domestic and foreign markets.

A total of 235 participants from MSMEs recently graduated from the SMERA project spearheaded by the Department of Trade and Industry (DTI) in partnership with UP ISSI.

There are seven learning stages in the Export Pathways Framework according to the organizers of the SMERA, namely: startup and capability building, market awareness, market readiness, export readiness, export market entry, export sustainability and H[SRUW� H[SDQVLRQ�� 7KH� ÀUVW� IRXU� OHDUQLQJ�stages are the focus of SMERA. The ultimate objective, according to the organizers, is for the SMEs to be in the global arena.

In order to deliver this program more effectively, DTI partners with the academe, chambers of commerce, local government XQLWV�� ÀQDQFLDO� LQVWLWXWLRQV�� WUDGH� DQG�industry associations as well as government and non-government institutions.

UP ISSI as a partner has so far conducted six training programs in CAMANAVA (Caloocan, Malabon, and Navotas), Zambales, and Camiguin. The seminars conducted for CAMANAVA were: Finding the Right Market for the Right Product, Product Costing and Pricing for Small Businesses, Negotiation and Selling Skills, Developing a Market Plan, and Online Marketing. For Zambales, the seminars implemented were: Productions and Operations Management, and Techniques in Effective Selling.

The most recent seminars conducted were for DTI Camiguin entitled the Business Life for Entrepreneurs, Finding the Right Market for the Right Product and Strategic Marketing.

A total of 95 participants attended the seminars.

In his inspirational message, UP President Pascual stressed the importance of pursuing academic excellence and operational excellence in UP’s vision of becoming a great university. He mentioned that having excellent faculty and students is not enough and that the administrative staff have an important role in creating an enabling environment.

Performance Management Teams Workshop with the UP System

UP President Alfredo E. Pascual constituted the Performance Management Teams

(PMTs) for the college units (CUs) and the UP System in compliance with the Civil Service Commission Memorandum Circular No. 6 Series of 2012 or the “Guidelines in the Establishment and Implementation of Agency Strategic Performance Management System”.

Accordingly, chairs and co-chairs as well as members of the PMTs in all CUs and the UP

System participated in the PMT Workshop held on 23 July 2013 in UP ISSI.

PMTs in UP Diliman, UP Manila, UP Los Baños and UP Open University (OU) were physically present at UP ISSI while those in UP Visayas, UP Tacloban, UP Cebu, UP Baguio and UP Mindanao participated in a live video conference facilitated by UP ISSI in cooperation with the Information Technology Development Center, UP Computer Center, and the UP OU.

5S Seminar for UP Diliman Custodians

In order to expose participants to techniques of good housekeeping, a 5S seminar for the UP Diliman custodians was held last 1 June 2013 at UP ISSI.

The 100 janitorial personnel who attended the 5S seminar came from two manpower agencies that provide janitorial services to UP Diliman, namely Philcare Manpower Services and Care Best International, Inc.

1st Credit Appraisal and Loan Management Course for the Countryside Financial Institution Enhancement Program

The Bangko Sentral ng Pilipinas, Philippine Deposit Insurance Corporation, and

the Land Bank of the Philippines, through the Countryside Financial Institution Enhancement Program (CFIEP), recognized the need for cooperative and rural banks to improve their credit facility in evaluating, appraising, and managing credit applications from MSMEs. To address

this need, ISSI conducted a six-day course on credit appraisal and loan management on 16-21 September 2013 in Davao City to the CFIEP participants composed of cooperative bank managers, collection KHDG� DQG� FUHGLW� DGPLQLVWUDWRU� RIÀFHUV��DSSUDLVHUV�� FUHGLW� DGPLQLVWUDWLRQ� RIÀFHUV�DV�ZHOO� DV� ORDQ�DQG�DFFRXQW� RIÀFHUV� DQG�collectors from 11 regions in the country.

Training Workshop on Project Development and Evaluation for the Department of Agriculture Project Development Service

Aiming to enhance the knowledge and skills of the participants in monitoring

and evaluating projects, UP ISSI conducted the training workshop to participants from the Department of Agriculture Project Development Service (DA PDS) in Baras, Rizal on 18-21 November 2013.

The program covered modules on Project Development Cycle, Project Proposal Preparation/Feasibility Study, Financial and

Economic Analysis and Logical Framework Analysis and Logical Framework Matrix Preparation. The participants were from the different bureaus and attached agencies and divisions of DA who were engineers, aquaculture technologists, science research specialists, Agribusiness and Marketing Assistance Division staff, SODQQLQJ� RIÀFHUV�� SURMHFW� DVVLVWDQWV� DQG�agriculturists.

Productivity Enhancement Seminar for the Cordillera Autonomous Region

UP ISSI conducted a course on Productivity Through Effective Supervision (PES) for supervisors of various metals and HQJLQHHULQJ� ÀUPV� LQ� WKH� &RUGLOOHUD�Administrative Region.

Sponsored by the Department of Science and Technology-Metals Industry Research and Development Center (DOST-MIRDC) and organized in cooperation with ISSI’s major private-sector partner, the Small Enterprises Research and Development Foundation, the said course was run 12 to 15 March 2013 at the Northern Philippines Rootcrops Research and Training Center of the Benguet State University in La Trinidad, Benguet. Participated in by 15 supervisors IURP�YDULRXV�PHWDOV�DQG�HQJLQHHULQJ�ÀUPV��the program is part of a capability-building

project being implemented by MIRDC to espouse industry clustering in the region as a strategy.

PES is usually held in Manila as one of the regular programs being offered by UP ISSI. This was one of the few instances that the course was conducted outside the Institute.

Total Preventive Maintenance Seminar for the National TVET Trainers’ Academy

83�,66,�FRQGXFWHG�WKH�ÀUVW�7RWDO�3UHYHQWLYH�Maintenance seminar at the National TVET Trainers Academy (NTTA) in Makina City on 29-31 May 2013. The three-day seminar aimed to enhance the competencies of 24 trainers of the Technical Education and Skills Development Authority (TESDA).

The trainers came from the 13 regions of the country representing arts and trade schools, an agricultural college, a polytechnic institute and training centers managed by TESDA.

NTTA Director Felicidad B. Zurbano welcomed the participants while Deputy 'LUHFWRU�*HQHUDO�IRU�)LHOG�2IÀFH�7HRGRUR�&��Pascua graced the occasion by delivering an inspirational message.

For the next three days, the TESDA trainers were taught new preventive maintenance techniques, and how to repetitively practice preventive maintenance and impart it to their trainees until it becomes a habit and eventually a way of life for both trainers and trainees.

Integrated Wastewater Treatment Project

Speakers and guests during the Forum on Integrated Wastewater Treatment Tanks and Systems held on 28 January 2013 in UP ISSI.

UP ISSI, in partnership with the Phil-Japan Worldwide Management Services, Inc.

(PJW) and the Overseas Human Resources and Industry Development Association held the Forum on Integrated Wastewater Treatment Tanks and Systems last 28 January 2013 with a total of 102 participants in attendance.

The participants during the forum were composed of UP Mechanical Engineering students, and representatives from Industrial Controls Corporation, Maynilad, Manila Water Company, Inc., and Local Water Utilities Administration, among others. Also in attendance were UP Vice-President for Administration Dr. Maragtas S.V. Amante, Department of Science and Technology Undersecretary for Science and Technology Services Fortunato T. dela Peña, Engr. Gamaliel F. Itao of Mechatronics Technologies Corporation, and Prof. Ferdinand G. Manegdeg of the UP Mechanical Engineering Department.

The highlights of the forum were discussions on the following topics: Integrated Wastewater Treatment Tanks and Systems (Advanced Jokaso System), Characteristics of Best Plant Integrated Wastewater Treatment Tanks, Why the Philippines Needs Integrated Wastewater Treatment Tanks, and Conservation and Restoration of the Environment for the Philippines Using Bio-Eco Engineering System Technology Harmonizing the Laws of Nature.

Last 12 May 2014, UP ISSI and PJW jointly unveiled an onsite wastewater treatment facility based on the Japanese system. 7KH� ODXQFKLQJ� PDUNHG� WKH� ÀUVW� GD\� RI�the 6-month trial period to measure the system’s technical performance. Organization in the Workplace for Excellent Results) was held last 10-11 April 2014 in UP ISSI.

Dr. Maragtas S.V. Amante, UP vice-president for administration, talked about gearing Philippine SMEs’ human resources and labor relations practices for ASEAN 2015.

Gerardo “Gerry” A. Plana, chief executive of IiP Philippines, discussed the IiP framework, an international standard for people management excellence.

Dubbed as TEA Talk or Thoughts and Emotions Lead to Actions Talk, the session oriented the attendees on the IiP model, which was originally implemented in the United Kingdom as a national strategy to improve competitiveness in 1991 and is now popular in more than 70 countries.

Research and Publications

UP ISSI has produced tools, guides and manuals over the years. Studies have also

been conducted that aim to analyze the impact of UP ISSI’s training and educational efforts on the development of the SME sector. Additional studies deal with the reinforcement of the aspirations of SMEs to go global, particularly in the areas of green technologies, climate change adaptation and mitigation, technology assessment, technology-based entrepreneurship and PLFUR�ÀQDQFH�GHYHORSPHQW�VHUYLFHV�

Aligning with the goals of the University of the Philippines, particularly the pursuit of internationalization, UP ISSI had staff who presented their own research paper abroad.

The Research Division has also implemented a number of research colloquia that have focused on topics such as Risk

Management for Green SMEs, Lifelong Education for Microentrepreneurs, the Industrial Guarantee and Loan Fund (IGLF) Impact Study, the Biodiversity Partnership Project and research and development needs and opportunities in SMEs.

The Philippine Journal on Innovation and Entrepreneurship, another project started through the Research Division, was launched to cater to students, practitioners and researchers who desire to gain information and share insights on contents such as enterprise development, technology management, green enterprises, SME policy development and evaluation and ergonomics and safety.

Currently, the Division is working on the impact evaluation study of the Planning for Expanding Business Training Program.

PlanET Impact Evaluation Study

UP ISSI is conducting an impact evaluation study of the Planning for Expanding Business Training (PlanET), which was implemented between June 2012 and June 2013.

The program is a joint undertaking of UP ISSI, the Development Bank of the Philippines (DBP), Industrial Guarantee and Loan Fund (IGLF) and the Small Enterprises Research and Development Foundation.

The main objective of the program was to train participants in crafting and presenting business plans as part of the requirement in applying for loans funded by the IGLF in accredited banks like the DBP.

The impact evaluation study is an ongoing research project where respondents from Luzon, Visayas and Mindanao will be interviewed to determine the effectiveness of the training program, and ultimately to improve UP ISSI’s services for the SME sector.

The impact evaluation will be analyzed based on the Kirkpatrick four-level evaluation model and the logical framework approach. The study is being done through face-to-face interviews with a total of 166 respondents using a standard questionnaire.

PlanET Impact Evaluation Study The respondents involved belong to either the treatment group or the control group. PlanET graduates belong to the former while the graduates of the earlier Capability Enhancement Seminar conducted from 2007 to 2010 belong to the latter.

Interviews for the respondents in the Metro Manila area were started in January 2014 while interviews for the North Luzon respondents were started in February.

Workshop on Enterprise Upgrading Insights from Experiences in the Philippines, Egypt and India

The need to create development strategies that are focused on the

entrepreneur for upgrading MSMEs was highlighted at the special, invitation-only Roundtable Workshop on Enterprise Upgrading Insights From Experiences in the Philippines, Egypt and India held last 6 May 2013 in cooperation with the Deutsche Institut fur Entwicklunggspolitik (DIE) or the German Development Institute.

Main speakers of the workshop included Dr. Tilman Altenburg and Dr. Aimee Hampel Milagrosa of DIE, and Ma. Victoria Antonio and Maika Schmidt of the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH or the German Society for International Cooperation. UP President Alfredo E. Pascual also graced the event.

UP ISSI together with the German Development Institute, UP Cebu and the University of San Carlos, conducted the same workshop at Harolds Hotel in Lahug, Cebu on 7 May 2013 after mounting it in UP ISSI.

The Biodiversity Partnerships Project with the Department of Environment and Natural Resources Biodiversity Management Bureau

The DENR-Biodiversity Management Bureau (formerly Protected Areas and Wildlife Bureau) is implementing the Biodiversity Partnerships Project together with UP ISSI.

The project aims to demonstrate how local government units (LGUs), with enhanced capacities and collaborations with local and national partners, can plan and manage economic activities and grow in ways that meet landscape-level biodiversity conservation and sustainable use.

The Biodiversity Partnerships Project is ÀQDQFHG�E\� 8QLWHG�1DWLRQV�'HYHORSPHQW�Programme-Global Environment Fund (UNDP-GEF).

Training on Value Chain Development for the Biodiversity Partnership Project

UP ISSI, a Biodiversity Partnership Project (BPP) partner, is engaged to create

policies to encourage investments in biodiversity-friendly business opportunities promoted in selected protected areas (PAs) and key biodiversity areas (KBAs) LQ� WKH� 3KLOLSSLQHV�� $V� RQH� RI� LWV� VSHFLÀF�actions, it conducted a three-day Training Program on Value Chain Development last 28-30 May 2014 at Hotel Rembrandt in Timog Avenue, Quezon City.

The training program was participated in by BPP Manager Jose Regunay and staff, some of the UNDP-GEF personnel as well as technical staff and representatives from project partners, namely the Department of Agriculture; Department of Trade and

Industry-Board of Investments; Department of Tourism; Philippine Eagle Foundation, Inc.; Philippine Biodiversity Conservation Foundation, Inc.; DENR-Bureau of Soils and Water Management; as well as participants from the implementing partner DENR-National Capital Region and Regions IV-B, VI, XI, CARAGA, PENRO, Aparri and Cagayan.

The participants, grouped by area and agency, brainstormed to produce a value chain analysis for their choice of commodity such as crab meat, coconut sugar, kamote (sweet potato) powder, gourmet daing �GULHG� ÀVK�� FURFRGLOH� VNLQ� DQG� PHDW�processing, almaciga resin, native chicken, and cashew.

The BPP will run until 2016, when UP ISSI will KDYH�FRQGXFWHG�DVVHVVPHQWV�RI� LGHQWLÀHG�PAs and KBAs, provided technical inputs and interventions, and implemented a training needs analysis for the communities WR� HIIHFWLYHO\� DQG� HIÀFLHQWO\� PHHW� WKH�targeted outputs and deliverables.

Value Chain Training for the Provincial Government of Quirino

UP ISSI in cooperation with the DENR-Protected Areas and Wildlife Bureau (now Biodiveristy Management Bureau) under its Biodiversity Partnership Projects conducted the Training Program on Value Chain Development for the provincial government of Quirino on 16-19 September 2013 at the Palaisdaan Tropical Resort in Bagabag, Nueva Vizcaya.

With sponsorship from UNDP, the training program aimed to capacitate and

enhance the skills of the provincial planning DQG� GHYHORSPHQW� RIÀFH� SHUVRQQHO� RI�the provincial government to steer local economic development through horizontal and vertical integration to link producers to the market and to identify the roles of each player in the chain to promote and support a particular commodity or industry sector existing in the province.

A total of 23 participants from the different RIÀFHV� RI� WKH� SURYLQFLDO� JRYHUQPHQW�

Atty. Ma. Esperanza A. Bañares, Regional Director of the Department of Industry (DTI) in the Cagayan Valley Region was the main resource person, who shared her expertise in value chain development and evaluated the outputs of the participants

on the last day of the training. Meanwhile, Randolph B. Cacacho, a trade and industry development specialist also from DTI-Region II; Engr. Leoncio T. Cubillas, Jr., head of UP ISSI’s Business Enterprise Development Division and Engr. Ma. Luisa S. Project Feasibility Study Workshop for the Provincial Government of Quirino

A total of 15 participants comprising RI� RIÀFHUV� DQG� VWDII� RI� WKH� SURYLQFLDO�

government of Quirino attended a Project Feasibility Study Workshop held from 18-22 November 2013. Aided in analyzing WKH� HFRQRPLF�DQG� VRFLDO� FRVW� EHQHÀWV� RI�each project and in assessing its marketing, WHFKQLFDO�� RUJDQL]DWLRQDO� DQG� ÀQDQFLDO�aspects, the participants developed feasibility studies on the following potential projects in the province: processed coffee, engineered bamboo, banana chips, pasteurized milk, and cornstarch.

The studies were proven ready for implementation after careful evaluation of former Secretary of the Department of Science and Technology (DOST), Dr. Estrella F. Alabastro, and current DOST Undersecretary for Science and Technology Services Fortunato T. dela Pena.

The workshop was an offshoot of an earlier program, the Training Workshop on Value &KDLQ� 'HYHORSPHQW�� ZKLFK� ZDV� WKH� ÀUVW�phase of the capacity-building intervention for the provincial government. The said program, conducted last September, was done in cooperation with the Department of Environment and Natural Resources-

Protected Areas and Wildlife Bureau (now Biodiversity Management Bureau) under its Biodiversity Partnership Projects (BPP) with sponsorship from UNDP.

The potential projects that were covered in the feasibility studies comprised the priority commodities that were “value-chained” and analyzed during the value chain workshop. Since the training was part of BPP, the studies were expected to include initiatives that would protect and preserve the environment while providing job opportunities to the locals.

Manufacturing Productivity and Extension Program with the Department of Science and Technology

The Department of Science and Technology (DOST) in the Mindoro,

Marinduque, Romblon and Palawan (MIMAROPA) Region or Region IV-B commissioned UP ISSI to implement the 2013 cycle of the Manufacturing Productivity Extension Program or MPEX to promote productivity improvements in manufacturing SMEs to make their products more competitive both in price and quality in local and international markets.

Small businesses, saddled with lack of resources and opportunities, are

sometimes slow to adopt technology, to their disadvantage. Thus, UP ISSI offers information technology-enabled services WR�VPDOO�ÀUPV��

The Institute upgraded its website into a full content management system (CMS) in 2010 alongside the launch of its electronic newsletter, the UP ISSI Wall News. It was one RI�WKH�ÀUVW�LQ�WKH�FDPSXV�DQG�LQ�WKH�HQWLUH�UP System to have adopted CMS as a new platform to publish and organize web content.

UP ISSI has also embraced social media via LWV� RIÀFLDO� )DFHERRN� SDJH� WR� GLVVHPLQDWH�news and information that are most relevant to entrepreneurs, managers, professionals and development practitioners. Since its inception in 2009, the page has generated over 3,000 likes and is one of the most followed pages in UP.

In 2011, UP ISSI embarked on a project that would digitize most of its published materials in its library, beginning with the most sought-after publications it has done in the past with its major private-sector partner, the Small Enterprises Research and Development Foundation. Said materials

are now collected and maintained in the ,QVWLWXWH·V�H%RRNV�6WRUH��DQRWKHU�ÀUVW� LQ�83��and in its electronic library.

UP ISSI’s new CMS-based website was well received both within and outside the campus that the Institute also started offering the same platform to SMEs that wanted to set up their own websites. This service, called the SME Web Package, is RQH�RI�WKH�ÀUVW�WR�RIIHU�IUHH�DQG�DIIRUGDEOH�web design and development service packages to SMEs in the country.

In 2012, UP ISSI partnered with award-winning tech startup Bolooka in developing the UP ISSI Emporium, an electronic PDUNHWSODFH�IRU�VPDOO�ÀUPV��,W�LV�DOVR�DQRWKHU�platform where SMEs can easily develop their websites for free and integrate electronic commerce and social media to their businesses.

This comes as UP ISSI plans to establish a National Information Center for Entrepreneurship and Innovation (NICE), which will serve as a portal for digitized in-house publications of the Institute and other materials containing information and data on entrepreneurship and innovation. Through this initiative, the Institute also aims to connect with other related government agencies for the possibility of instituting a

consortium that will enable the member agencies or institutions to share their resources through the digital library.

Along with the creation of NICE is the modernization of the facilities of the brick-and-mortar library of the Institute as well as the establishment of a benchmarking center to cater to SMEs.

discussed in the colloquium held on 26 July 2013 in UP ISSI. Titled E-Learning for Entrepreneurship Colloquium, the gathering was attended by more than 100 participants from the academe, government and industry.

7KH� ÀUVW� PDLQ� VSHDNHU� RI� WKH� FROORTXLXP��Dr. Luna Mylene Magpili, talked about demystifying e-learning and shared her experiences in conducting distance education courses as an associate professor at Washington State University’s Engineering and Technology Management Program.

The next speaker was Dr. Peter A. Sy, the Director of the Diliman Interactive Learning Center (DILC). He talked about the UP Diliman experience in offering courses online. DILC is the e-learning service provider of the Education Consortium for Rural Development, which is composed of the academic institutions UP, Ateneo and Xavier

University as well as government agencies such as the Department of Agriculture, Department of Agrarian Reform, and the Department of Environment and Natural Resources.

The UP ISSI Emporium

In 2012, UP ISSI partnered with IT startup Bolooka in developing an electronic PDUNHWSODFH� ZKHUH� VPDOO� ÀUPV� FDQ�showcase their products and services. Internships in UP ISSI

UP ISSI continues to be the venue of choice for students who would like to take their

internships in college. The Institute hosted two groups of student interns in 2013 and 2014.

Bachelor of Science in Information Technology students from the Polytechnic University of the Philippines San Juan &DPSXV�UHFHQWO\�ÀQLVKHG�WKHLU�LQWHUQVKLS�DW�UP ISSI’s IT and Enterprise Innovation Division (ITEID). Among the notable projects they accomplished during their stint in the Institute included:

• improvement of UP ISS online registration system for its training programs from version 1.2 to 1.3

• design and development of a subdomain website for the Training and Entrepreneurship Education Division (TEED)

• design and development of the website RI� WKH� 83� 2IÀFH� RI� WKH� 9LFH�3UHVLGHQW�for Administration Supply and Property 0DQDJHPHQW�2IÀFH

• improvement of the UP ISSI electronic library from version 1.0 to 2.0

• development of the UP ISSI Online Weekly Accomplishment Report

from the school underwent an internship program that exposed them to practical knowledge and skills on marketing, training, database management, among others. The student interns were also immersed in various business establishments so they could appreciate the processes involved in business startup and sustainability.

In 2013, UP ISSI continued to establish linkages with foreign development

organizations beginning with the Deutches Institut fur Entwicklunggspolitik (DIE) or the German Development Institute, and the Fraunhofer-Gesselschaft or the Fraunhofer Society.

UP ISSI also partnered with the Phil-Japan Worldwide Management Services, Inc. and the Overseas Human Resources and Industry Development Association in promoting integrated wastewater treatment especially for Philippine SMEs.

Meanwhile, two UP ISSI staff members contributed to the internationalization efforts of the Institute by presenting their peer-reviewed, quality research papers in international conferences. UP ISSI Research Division Chairperson Antonette L. Dungca presented a co-authored paper in the Global Business Research Symposium “Global Recovery: Visions of Change and Stability” at the Business School of the prestigious CEU Cardinal Herrera University at the Palacio Colomina in Valencia, Spain on 23 May 2013.

On the other hand, UP ISSI’s IT and Enterprise Innovation Chairperson Ian Jester M. de Vera presented his paper, “What Capability Building Programs Entrepreneurs Are Taking”, at the 10th Annual International Conference on Small- and Medium-Sized Enterprises: Management–Marketing–

Economic Aspects, which took place on 29 July to 1 August 2013 in Athens, Greece.

He also presented a paper in Turku, Finland during the 2014 Entrepreneurship Education Conference held 10-11 April 2014. Entitled “Agribusiness and Entrepreneurship Students: Which Ones Are More Business-Minded?” the paper was among those selected, reviewed and presented in the conference, which was attended by delegates mostly from the European Union.

With the advent of the ASEAN Integration 2015, UP ISSI continues to partner with

other ASEAN member states.

On 21 February 2014, UP ISSI and Budi Luhur Institute of Health Sciences of Cimahi, Indonesia signed a memorandum of understanding to pursue common interests in entrepreneurship and management training programs, faculty and student exchanges, research and internship programs.

The signing was participated in by UP ISSI director Prof. Nestor Raneses; Ijun Rijwan Susanto and Sri Wahyuni, director and vice-president for international affairs respectively of Budi Luhur Institute of Health Sciences; and Sandra Montano, president of Community Health Education Emergency Rescue Services, Inc. and consultant of the Budi Luhur Institute on International Curriculum Development.

Established in 1981 as a private school of health (Sekolah Perawat Kesehatan), the Budi Luhur Institute of Health Sciences (STIKes Budi Luhur Cimahi) is one of the institutions under the Pambudhi Luhur Foundation. It became an academy for nursing and midwifery in 2000.

Budi Luhur Institute of Health Sciences envisions to become a pioneer institution in providing professional health care not only in Indonesia but in the international arena as well. Today, its faculty are enrolled in both master’s and doctorate degree programs at the Philippine Women’s University and Centro Escolar University.

This collaboration with Budi Luhur Institute is an offshoot of the Promoting Food Industry Competitiveness Training (PRO-FIT) Program, where Ms. Montano is a graduate.

In 2013, DTI BMSMED partnered with UP ISSI in a project called the Establishment of a Regional Program for the Promotion of Internship Scheme for Staff Exchanges and Visits for Skills Training. The project aimed to improve the competitiveness

of SMEs in the ASEAN region by providing them opportunities to develop or enhance their business competencies through an internship scheme and business exposure activities.

The undertaking was a priority project under the ASEAN Economic Community Blueprint for the period 2010-2014. It aimed to develop an ASEAN internship framework, an alliance of stakeholders from ASEAN member states and a network of universities, SME agencies, SMEs and industry champions.

In 2013, UP ISSI conducted a survey to study a framework for an internship scheme in the region initially with the four industry sectors: fashion, furniture, handicrafts and interactive digital media. The idea was to draft an internship framework that would later on be adopted by other industries in the region.

From March to May 2014 the pilot run of the project was able to send 13 interns from the ASEAN in seven countries: Philippines, Japan, Indonesia, Malaysia, Singapore, Thailand and Vietnam.

among willing and committed host enterprises in the ASEAN region.

The need to heighten the readiness of SMEs and deepen the understanding of

the barriers to the fast-approaching ASEAN integration and the required actions to overcome them was highlighted in the Roundtable Discussion on Priming Philippine SMEs for the 2015 ASEAN Integration held on 13 August 2013 at the UP ISSI Teodoro Room.

This event aimed to map where the Philippine SMEs are with regard to the inevitable intraregional economic cooperation, help enhance awareness of the impact of the ASEAN integration among various stakeholders, and boost readiness of the SMEs. The end view was to craft practical and realizable solutions that will mainstream Philippine SMEs with their counterparts in the ASEAN region.

and Jewelry, Handicrafts, and Interactive Digital Media

UP ISSI and DTI BMSMED held the Summit on the ASEAN Entrep-Internship for

Skills and Competency Development : Best Practices in the Philippine Furniture, Fashion and Jewelry, Handicrafts and Digital Animation and Interactive Media Industry Sectors in UP ISSI on 23 August 2013.

Alice Opeña of DTI BMSMED started the event proper with an overview of the yearlong ASEAN Internship Project between DTI and UP ISSI. UP ISSI director Prof. Nestor O. Raneses then presented the Entrep-Internship Framework. The program went on with the sharing of insights and experiences of the industry captains starting with Rosario Ventura, consultant at Drake Beam Mourin

and corporate secretary and assessor of Investors in People. This was followed by the four featured sectors.

7KH�KDQGLFUDIW�LQGXVWU\�ZDV�VKRZFDVHG�ÀUVW�with the insights from Jun Kalalo and Nora Lao and the valuable presentation of Dennis Orlina. Cecilia Ramos, chairperson of the Philippine Jewelry Center, Mia Florencio, president of the Guild of Philippine Jewelers Inc., and Stella S. Salcedo, president of Premiere Fashion Design also shared their experiences in the fashion and jewelry sector. Salvio Valenzuela of the Chamber of Furniture Industry went on with the insightful presentation on the furniture industry. Finally, the best practices in the interactive digital media industry were highlighted through the presentations of Benigno R. Caparas, managing partner and creative director of Stream Engine Studios, Paul Gadi, chair of the International Game Developers Association-Manila and Rommel Pastrana of American Technologies Incorporated and Wacom.

Delegates from the academe, industry and government in member countries of the ASEAN, particularly the Philippines, Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Thailand and Vietnam, gathered on 10 January 2014 in UP ISSI to discuss an internship framework for the fashion, furniture, handicraft and interactive media industries.

UP Vice-President for Administration Dr. Maragtas S.V. Amante connected the initiative to the imminent ASEAN Integration 2015, whose one of the main objectives is to make ASEAN member states (AMS) a

Meanwhile, UP ISSI Director Nestor O. Rañeses presented the draft ASEAN internship framework, which was the result of an online survey, interviews, focus group discussions and study visits in selected AMSs: Philippines, Malaysia, Singapore and Thailand.

Guidebook on ASEAN SME Staff Exchanges and Internships

The guidebook was prepared to facilitate the conduct of staff exchanges and

internships among willing and committed host enterprises in the ASEAN region. It establishes the procedures needed to implement a meaningful exchange or internship program that aims to enhance the skills and competencies that are already inherent in the exchange worker or intern. It also provides some guidelines on monitoring and evaluating participants in the program as well as some recommendations on how to sustain it and establish a network of movers and facilitators that will ensure its continuity.

The contents of the guidebook were the result of the scoping activities done in relation to the ASEAN internship project. The scoping phase began with the consultation meetings made during the study visits held in Singapore, Malaysia and Thailand in November 2013. It was followed by an online survey participated in by respondents from the 10 ASEAN member states. Finally, the internship schemes that may be adopted LQ�WKH�UHJLRQ�ZHUH�LGHQWLÀHG�EDVHG�RQ�WKH�consultations, discussions and syntheses made during the Summit on the ASEAN

Entrep-Internship Skills and Competencies Development attended by participants from the Philippines on 23 August 2013, and during the Regional Discussion on the ASEAN Internship Program attended by 48 delegates from the ASEAN region and Japan on 10 January 2014. Both were held in UP ISSI.

The guidebook combines the best practices LGHQWLÀHG�IURP�YDULRXV� LQWHUQVKLS�SURJUDPV�in the region such as the SME-University Internship Programme of Malaysia, SPRING Singapore’s SME Talent Programme, and the Medium and Small-Scale Industries Coordinated Action Program of the Philippines.

Site Development Plan

To realize its goal of attaining a global standard status, the Institute launched

a landscape redesign and building rehabilitation plan. A master plan was drawn to create a setting where ISSI building occupants and visitors would enjoy the best that nature and innovation can offer.

The landscape design minimizes energy consumption while maximizing the natural resources of the site. The revolutionary concepts are aimed at reducing UP ISSI’s FDUERQ�IRRWSULQW�DQG�WKH�QHHG�IRU�LQHIÀFLHQW�appliances while taking advantage of the EHQHÀWV�RI�QDWXUDO�OLJKWLQJ�DQG�YHQWLODWLRQ�The landscape project will showcase open spaces, and large outdoor lounges

where visitors and trainees can relax and unwind during their free time. Living up to its mission of supporting entrepreneurs, ISSI will provide small business incubators in trailer vans to house different prototypes of concessionaires and proprietors. This entrepreneurial hub will link startup entrepreneurs to resource persons and experts, knowledge centers and experimental laboratories within the University for pilot demonstrations.

This UP ISSI Entrepreneurial and Sustainable Site Development Plan expresses the Institute’s objective of being an entrepreneurial, sustainable, healthy, and “green” Institute.
