PLAs produce nothingbut more expense
Supporters of Project Labor Agreements make all sorts of promis-es. The promises are typically hollow, with the latest an unfilled"guarantee" about local employees on a PLA project in San Diego.
PLAs, sometimes called Project Stabilization Agreements orCommunity Benefit Agreements, are touted, primarily by uniongroups, as the panacea for lots of things. Supposedly they preventstrikes, ensure quality work, reduce costs, help with the regulators

Let's look at these bargains with the devil one at a time. First, strikes."Once again, it is my duty to inform you there has been an increase in work stoppages

Ask the carpenters if they went on strike during construction work on the San FranciscoAirport several years ago. They did. Electricians walked off the job during construction ofthe Denver Airport . Both projects were "protected" with PLAs. Some protection.
How about quality work?Called the largest highway project ever built, the Big Dig in Massachuse tts saw poor
design and craftsmanship kill a woman when a three-ton concrete panel fell on her car. TheBig Dig, $7 billion over budget and five years late, was built under a project labor agreement.
The claims that PLAs reduce costs or at least don't increase costs are equally bogus.When a contractor offered, through the bid process, to build a power plant forPasadena, union groups threatened to strike. The bid was rejected and submitted forreconsideration with a PLA. The price went up. `All we did w as buy off on the PLA for$2.3 million," said incensed Pasadena Councilman Steve Haderlein. The incre ase wasmore than 15 percent because of the PLA.
Next we have the "assist getting the project approved in the first place" bo ast. Inexchange for union dues or fees and a greater likelihood union construction workers willget the bulk of the work without having to compete with merit shop employees, unionspromise owners they will use their perceived clout to get regulatory approvals andthreaten to delay the project unless there is a PLA. Hoping they will get projects off thedrawing board and into productivity quickly, owners accept PLAs.
Carlsbad has tasted that water. Years ago an East Coast specialist in desalination cameto Carlsbad and offered to build a major potable water project. The city and the compa-ny made a big deal about using a project labor agreement for the construction of theplant thinking that would help the company get the project up and running. Waterusers are still waiting. Construction has yet to start.
Often only half the equation produces fruit. With a PLA for Petco Field, the unionsgot the work and the dues and the pension support. The public got the field years laterthan hoped for and, with inflation, at a greater cost.
Finally there is the promise that more local people will get the work under a PLA thanwithout one. Again, facts contradict.
As of September 2007, less than one-fou rth of the skilled jobs on the PLA coveredconstruction of the professional b aseball field in Washington, D.C., went to local resi-dents. Fi
fty percent had been promised.
The most recent evidence that PLAs don't keep the work at home is with San DiegoUnified School District. There are 10 active construction sites covered by the PSA. Goalsfor employment of local residents were set for each. Not a single goal, some as low as 35percent, has been met. Not a single one.
Last year 92 percent of the construction employees on the non-PLA San DiegoCommunity College District projects were counted as local residents. Quite a contrast.
Project Labor Agreements do not produce anything but more expense. Quality, cost,local employees, on time/on budget characteristics and other me asures are subject tonumerous vagaries. None is resolved by a PLA.

SAN DIEGO -- Three new career and technical education facilities will open at San Diego High School Monday, built from funds generated by the voter-approved Proposition S construction bond.
The Culinary Arts Management, Finance and Business and High-Definition Broadcast/Multimedia centers are expected to serve about 900 students, according to the San Diego Unified School District.
The three state-of-the-art facilities cost a combined $5.6 million.
A ribbon-cutting ceremony will be followed by a reception hosted by culinary arts students.

On Nov. 2 voters rejected San Diego Unified School District’s plea for more money. Proposition J needed 66 percent to pass but barely received 50 percent.
So why did Prop J proponents spend almost $200,000 of taxpayer money for “consultants” and polling? The polls must have shown it was headed for defeat and not worth $200,000 being wasted. They spent it because they could and therein perfectly crystallized why they don’t deserve more.
I was part of a coalition of parents, business groups and taxpayer advocates who opposed Proposition J, arguing that voters simply cannot trust this district and this board when it comes to money. The usual suspects who continue to make excuses for the dysfunctional status quo at SDUSD will argue that the public was in a foul mood when it came to tax increases. However, there were 18 parcel taxes on the ballot in California and only two received a lower percentage of the vote than SDUSD’s.
SDUSD can’t be trusted because it is a poster child of waste, fraud and abuse. Each year $1.2 billion is given to SDUSD with the expectation its 131,000-plus students will be educated, which comes out to $10,000-plus per student. In comparison, the Los Angeles Archdiocese spends $5,000 per student to educate its 80,000-plus students. Few would argue SDUSD taxpayers are getting twice the education of kids in L.A.’s Catholic school system. In fact, what they are getting would invite criminal prosecution if it were occurring in the private sector.
Using the California High School Exit Exam as a form of measurement, only 16 percent of SDUSD students are literate when they graduate while only 26 percent are numerate. This begs the question: How are these people allowed anywhere near machinery, let alone students, and what are they doing with $1.2 billion every year?
Let’s start with the latter. What SDUSD spends that money on has little to do with students and everything to do with perpetuating a system that exists to employ people and reward special interests, period. How else do you explain the fact that SDUSD has 16,000 employees but only 7,000 teachers?
From the mind blowing “golden handshakes” that see former finance directors take an early "retirement" only to be re-hired at $100,000 per year to do what they were being paid to do before leaving, to the taxpayer funded trips to Hawaii, money is just not a concern to these people.
Then there is the debacle that serves as the poster boy for the school board’s fiscal mismanagement and special interest favoritism: The $2.1 billion Proposition S school construction bond Project Labor Agreement (PLA). Voters passed Prop S in 2008 only to have three board members place a union-friendly PLA on it. To date, the results have been a 50 percent reduction in bidders on construction projects and a corresponding increase in costs.
What about the teachers? In 2008 only one teacher out of 7,000 was found worthy of being fired. Are 99.99 percent of SDUSD’s teachers really that good? No, but the union collective bargaining agreement that governs every aspect of a teacher’s existence makes it all but impossible to fire the bad ones.
But the real growth in the district’s budget is due to impossible-to-ever-meet employee pensions that prove the servants have in fact become the masters. At least you’d think all this money would get us courteous teachers and employees, but you’d be wrong. When a number of us spoke before the board to oppose the parcel tax, the boos and hisses that emanated from the employees who packed the board meeting that night left one incredulous.
I marveled the brave parents who spoke were able to keep their composure in the face of such boorish behavior.
Which brings us to how these folks get to be in the position of running this public employee agency. The unions run this show from top to bottom. Want to fire a teacher? Good luck with that. Want to bring in a superintendent to usher in real reform? How’s that been working out these past 12 years? Want to fund a slate of reform candidates and put students and taxpayers ahead of the big labor special interests? You’ll need to at least match the $200,000 unions can spend each election cycle, per seat!
Want to know who really runs SDUSD? Just look for the union label. Until this reality changes, myself and others will continue to educate the public on just why it is this district deserves not a dime more.

Facility Improvements Planned for Schools in El Cerrito The San Diego Unified School District is making long range plans to
upgrade facilities at Horace Mann Middle School and Crawford High
School. Three meetings in November and December gathered
community input and presented site layout options for both
campuses. These long range plans will help to guide Proposition S
bond funding for projects on both campuses over the next 5 years.
Planning for Prop S projects at Crawford and Mann will take place in
a series of meetings that begin in January 2011. Times and locations
for these meetings will be sent to the ECCC email list when they
become available. If you’re not already on the ECCC email list, you
can ask to be included by sending a message to [email protected].
At the third master planning meeting on December 2, architects
presented 4 site layout options based on community input at
previous meetings. These options included the possibility of
relocating the football and baseball fields. Improvements at the
football field include the possibility of installing lights. To view the
Master Plan site layout options, visit the School District website at
http://www.sandi.net/sandi/site/default.asp and follow the links
for “Proposition S” and the “School Facilities Project Map.” From the
pages for Mann Middle School or Crawford High School, select the
link for the “Master Plan 2010.”
Residents can express their viewpoint about projects at school
facilities by attending upcoming meetings and by contacting the San
Diego Unified School District.

Students at San Diego High School are celebrating new opportunities to learn about business, food and television news. The school recently unveiled its new state-of-the-art facilities for culinary arts management, finance and business, and broadcast-multimedia Production.
About 900 students will benefit from the three new facilities, which were built to industry standards.
The staff says this facility helps prepare students to create a future beyond what we can imagine today.
The facility costs about five and a half million dollars to build. The money came from a voter-approved bond measure.

Lincoln High Finally Gets a Feeder School

Students come to Lincoln High School from a smattering of different schools because there are no neighborhood middle schools run by the school district that feed into it.

A desirable magnet school in Chollas View will save 70 percent of its spots for middle schoolers in the Lincoln High area, making it more like a local school, the San Diego Unified school board decided last night.
Doing so creates a new neighborhood school to feed Lincoln High School in southeastern San Diego, something local activists pushed for so that more students could go from elementary to middle to high school in their own neighborhood. But it also reduces the flow of students from other neighborhoods to Millennial Tech Middle, a change that parents bitterly protested and teachers said could dilute its science focus.
Great magnet schools that draw kids from all over the school district are important, said school board President Richard Barrera. "I would say it's more important that we first make sure that there's the opportunity for students to go to great schools in the neighborhood in which they live," he concluded.
The debate over whether to guarantee more room at Millennial Tech for local kids was an extremely touchy one. Neighborhood activists said it is unjust that middle schoolers in the Lincoln area have no neighborhood middle school run by the district, and that Millennial Tech could fill that gap. Parents at Johnson Elementary, an elementary school with a science focus, said setting aside space for local kids would ensure they had a place to continue their science studies.
Lincoln, in turn, has complained that because there is no local middle school run by the school district, kids scatter to other schools and there is no clear path to Lincoln, starving it of students. It also makes it hard for Lincoln to team up with its feeder schools to figure out what kids need at each stage.
It is a sore spot in a largely black and Latino community that has often felt underserved by the school system. "Our children should not have to fight for a seat at the table of quality education," said Johnson Elementary parent Pamela Moorehead. "That seat should be guaranteed to us."
Parents at the existing magnet argued that students from all over the city should get the same chance at the school. They said that setting most of the spots aside for local students would undercut its focus on science, since kids might just go there because it was convenient. Many students and parents held up signs that argued for 40 percent of the spots to go to Lincoln area students, not 70 percent.

"Forcing students to go into a [science, technology, engineering and math] magnet ... is in my professional opinion, counterproductive," said Willie Bogan, a teacher at the school.
One elementary school parent even argued that allotting more spaces for local students would invite in gangs, drugs and prostitution from the neighborhood, provoking angry shouts and gasps from the crowd. Another said that teachers would leave if it became a local school. The packed auditorium grew tense as parents argued publicly over which students should get spots in the school.
To provide more neighborhood middle school options feeding into Lincoln, the school board also voted to change Knox, a nearby K-8 school, into a middle school, and to increase the enrollment at Millennial Tech.
Expanding Millennial Tech to accommodate more students is estimated to cost $4 million in funds from Proposition S, its construction and renovation bond. School officials say the changes will not kick in until 2013 when the new facility is built.

new classrooms.The teachers, who are members of

to open with the beginning of the sec-ond semester in February. accordinv 1(1

ger the beginning of two new bu ildingprojects oil These include theconversion of a former wood shop to
music studios and the construction of amotion picture/video production lab—both planned as state-of-the-art facifi-tics for students.
Visible froul the intersection ofChatsworth Boulevard and N oltaircStreet. the new building is a two-story.eight-cl assroom facility built with Propo-sition S funds. Boasting more than
15.300 squarc feet, the structure conicswitlu a price lag of more thaal $3.9 mil-lion, according to tllc Sall Dicgo L nifiCdSchool District's website.
The eighth classroom will house aunique program offered to PLIIS stu-dents who wish to explore careers insports medicine and athletic training.

SAN DIEGO–To support its 21st Century Interactive Classroom Initiative (known as “i21″), San Diego Unified School District (SDUSD) is upgrading technology infrastructure at its schools. The digital learning environment for students and teachers is being enhanced with high-speed, wireless internet connectivity in classrooms throughout the district.
Over the next three years, this work will significantly improve internet and telecommunication capacity across the district. The work provides data infrastructure projected to serve digital learning for the next 15 years.
“The FCC E-rate program helps those schools that need it most get connected in the digital age.” said Stuart Markey, executive director of the Capital Improvement Bond Program (Prop. S). “We would not be able to do the scope of technology work in the district without this terrific program. My ‘hat is off’ to our facilities and technology staff who have aggressively and persistently sought out these dollars.”
Nearly 80 of the district’s schools meet the criteria for a federally-funded program known as “E-rate,” which is designed to ensure that all eligible schools and libraries have affordable access to modern telecommunications and information services. Under this program, these schools will also move from analog telephone systems to Voice over Internet Protocol, which will dramatically reduce operational costs. Approximately $2 billion annually is available to provide eligible schools and libraries with discounts under the E-rate program for authorized services.
In order to take advantage of this program, the school district is accelerating the scheduling of infrastructure projects at several eligible schools. Performing these technology improvements through this program will save the district a minimum of $35 million.
SDUSD’s i21 Initiative, and the infrastructure that supports it, are funded by Proposition S. i21 is a five-year, phased plan that began during the summer of 2009. Through i21 each classroom receives an interactive whiteboard, audio-visual cabinet, teacher presentation station and wireless
voice amplification system, as well as a document camera and DVD player. It also provides a laptop for each teacher and principal, and a netbook (small laptop) for each student.

""we're able to teach all aspects of the industry with this kitchen. we're able to teach everything from cost analysis to the actual production on professional equipment. this kitchen is nicer than lots of kitchens in san diego and lots of restaurants would jealous of this kitchen, so we're really excited about it."" san d s divided into 6- thematis in 2004 thanks to funding from the bill and melinda gates foundation. each school provides students with a smaller learning environment that focuses on enhancing student engagememt. Prop S Update: Board Approves Schedule, Adds Projects
Based on increased bond revenues, the Board of Education recently approved schedule changes for the Proposition S program that accelerated 39 construction projects, 37 design projects and all high school projects, which will begin construction by 2015. Prop S Update: Clairemont HS Stadium Project Starting
The $7.6-million stadium renovation project at Clairemont High School will start this month. New bleachers, concessions stands, restrooms, ticket booth, announcer’s booth and athletic equipment storage building will be built at the site. This is one of several Prop. District Receives $1 Million Tech Grant
A million dollars in federal stimulus funds is on its way to San Diego Unified to help improve educational technology and college-career readiness. The award is from the Enhancing Education Through Technology competitive grant program and is limited to uses that "improve high school graduation rates and promote student readiness for college and careers," according to the California Department of Education. Elementary Schools Share $1 Million Mental Health Grant
Ten elementary schools will share a $1 million grant to support their efforts to support student social and emotional development. The grant supports early intervention programs proven successful. The Early Mental Health Initiative program funds will go to Alcott, Balboa, Birney, Chesterton, Chollas-Mead, Florence, Fulton, Jefferson, Jerabek and Miller elementary schools. Read more.

For more than 54 years, the district’s Community Service Association (CSA) has been providing financial contributions to local charitable organizations through voluntary employee contributions. Since its inception in 1954, CSA members have donated more than $11,332,000 to local charities with contributions through the payroll deduction plan or cash donations. Employees are encouraged to learn more and join the organization during the annual membership drive, which ends Friday, Dec. 10. Central Elementary Opens New School-Based Clinic
Central Elementary has achieved a medical first by opening a school-based pediatric medical clinic on campus this week, with a dedication ceremony attended by a host of dignitaries. The mission of Central Elementary Health and Wellness Center in City Heights is to provide health care to the school’s 860 students and their siblings, from infancy up to 15 years old. Read more.

Madison High School Dedicates New
Automotive Engineering-Technology Facility WHAT: San Diego Unified School District’s Madison High School is dedicating its new state-of-the-art 10,000-square-foot automotive engineering and technology facility on Wednesday. The dedication ceremony will culminate in a ribbon-cutting and tour of the facility. Visuals also include the presentation of colors by the Madison High School JROTC, student-lead Pledge of Allegiance, student-sung national anthem; and a 1928 Model A Ford Roadster owned and driven by John Witt, current San Diego County Office of Education board member, former SDUSD board member, and former Madison HS parent. WHEN: Wednesday, Dec. 8, 2010, 10:30–11:00 a.m. (speeches, ribbon-cutting ceremony, tour of facility); 11-11:30 a.m. (post-event interviews) WHO: Principal Richard Nash will emcee the event. Guest speakers include John Lee Evans, Board of Education member; Marian Phelps, Area Four superintendent; Shawn Loescher, director of College, Career and Technical Education; and Stuart Markey, executive director of the Capital Improvement Bond Program (Proposition S). The state-of-the art automotive facility is one of 22 College, Career & Technical Education projects being constructed under the Proposition S (local) and Proposition 1D (state) bond programs. It represents an investment of more than $3 million into Madison High School and the Clairemont community. The newly-constructed automotive facility includes a 10,000-square-foot building with eight auto bays that serve as laboratories and classrooms to accommodate more than 70 students. Thanks to Proposition S WHAT: San Diego Unified School District’s San Diego High School Education Complex is dedicating three new state-of-the-art facilities for the following College, Career & Technical Education programs: Culinary Arts Management, Finance and Business, and High Definition Broadcast/Multimedia Production. Approximately 900 students are served by the three programs. The newly-constructed facilities, ranging from 2,262 to 3,500 square feet, represent an investment of more than $5.6 million into San Diego High School students and teachers. The facilities were designed according to industry standards to create a professional and practical environment. Kearny High Educational Complex Hosts Open House for Its New Construction Tech Academy
WHAT: San Diego Unified School District is inviting community members, industry professionals and project partners to an open house for the Stanley E. Foster Construction Tech Academy (CTA) at Kearny High Educational Complex. CTA was the first project completed under the Proposition S bond measure passed in November 2008. The project transformed Kearny High’s former 17,250-square-foot metal and automotive shop building into a new home for CTA. The $1.8-million project was completed in 2010. The academy provides career and technical education in the residential and commercial construction pathway within the building trades and construction industry sector.
