    Pursuant to the prov1s10ns of section 3507 of theElections Code, you are hereby informed that on this date wemailed to Mr. R. L. Schiavone, as proponent, the following t i t l eand summary for a proposed ini t ia t ive consti tutional amendment:SALARIES. CALIFORNIA HIGHWAY PATROL. CONSTI-TUTIONAL INITIATIVE. Requires State Personnel Boardto: (1) determine maximum salary for each class ofpoliceman or deputy sheriff in each city and countywithin s tate , (2) adjust salaries of uniformed membersof Highway Patrol to a t least the maximum rate paidpolicemen or deputy sheriffs within comparable classes,

    and (3) report annually to Governor on i ts determinationsand adjustments. Requires Governor to provide in budgetfor ful l implementation of these determinations and adjustments. These budget provisions can be modified or strickenonly by two-thirds vote of legislature voting solely onthis issue. Statement of additional financing from s tatesources: I f this amendment had been in effect during thepreparation of the 1972-73 f iscal year budget, the es t i mated cost increase to the state would be in the approximateamount of Seventeen million five hundred and nineteen thousand dollars ($17,519,000).

The Initiative ConstitutionalAmendment is, therefore, qualified for the November 7, 1972, general electionba 11 ot .The title and summary, which was prepared for the subject InitiativeConstitutional Amendment by the Attorney Generalis Office, follows:SALARIES.
