Summary: This report gives the details of a proposed scheme to extend the loading
and unloading restrictions in High Street, Deal
1. Introduction 1.1 High Street, Deal is located in the centre of Deal Town Centre. The southern parts of the
High Street, between South Street and Queen Street, and between Queen Street and Park Street, has been pedestrianised and turned into a precinct area. The northern part of the High Street from Park Street to Alfred Square remains open to traffic. Please see the map in Appendix A.
1.2 A large proportion of the High Street is lined by a wide variety of predominantly
independent shops. 1.3 The area of the High Street which will be affected by the proposal is located between St
Georges Road and Park Street. There are waiting restrictions in this part of the High Street, with some areas of ‘strip’ parking bays, allowing free short-term parking for one hour. There are no existing loading bays or disabled parking bays in this part of the High Street. The exiting parking restrictions and arrangements are shown in Appendix B.
1.4 King Street links Beach Street to High Street, and is a busy road as all vehicles (except
taxis) are prohibited from travelling westwards up Park Street. There is a small number of pay and display parking bays in King Street.
1.5 Concerns have been raised about access at the junction of King Street and High Street for
large vehicles, such as HGVs, buses and fire appliances. Large vehicles need to use the whole width of the carriageway when turning into and out of King Street.
1.6 Many blue-badge holders park on the double yellow lines close to this junction, which they
are entitled to do. This often restricts the available turning circle, resulting in large vehicles being unable to turn easily. On occasion shop canopies have been struck and damaged, and vehicles are also forced to drive onto the footway.
1.7 Some drivers also stop on double yellow lines to purchase food, drink and other items from
local shops. However these drivers often stop for only a minute or two, and pose less of a problem.

2. Proposal 2.1 The proposal is to introduce loading restrictions to prevent blue-badge holders from parking
in the vicinity of the junction of the High Street with King Street and Stanhope Road, which often cause delays and disruption to the safe and easy flow of traffic.
2.2 These proposed restrictions would be located:
• On the east side of High Street between Nos.82/84 to 66/68, extending around the corner into King Street by approximately 10m.
• On the west side of High Street between Nos.69/69a to 87/89a. 2.3 The loading restrictions would apply Monday – Saturday, 10am – 4pm, to allow loading in
the early morning and afternoon when town centre traffic levels are relatively low. 2.4 In order to provide some additional parking for blue-badge holders, it is proposed to convert
the existing free parking bay outside nos.92a – 86 High Street to blue-badge holders only. The restrictions in this bay would apply for Monday – Saturday, 10am – 4pm. A map of the proposals is shown in Appendix C.
3. Consultation 3.1 An informal consultation exercise was conducted in June 2010 with local shops, delivery
companies, Deal Town Council, the emergency services, Stagecoach buses, District Councillors and County Members. A copy of the consultation document is shown in Appendix D.
3.2 A total of 16 responses were received. Of these responses, 7 were generally in favour of
the restrictions. 9 responses requested no changes to the current arrangements. A number of comments were made by respondents. The results of the consultation are shown in Appendix E.
3.3 In response to comments received, a number of changes were made to the plans. These
changes are:
• An extension of the loading restrictions on both sides of King Street up to, and in line with, the end of the pay and display parking bays.
• Reducing the extent of the restrictions on the High Street.
• Installing just one additional disabled bay in the limited waiting bay outside no.85 High Street.
• Installing a new disabled bay in Stanhope Road outside no.3 Stanhope Road.
A revised plan of the proposals is shown in Appendix F. 3.4 It is felt that the amendments to the plans take into account concerns raised by businesses
regarding deliveries. As a result the effect on the current delivery schedules should be minimal.
3.5 The additional disabled bays should also have a minimal impact on the existing parking
arrangements in the area, with the loss of two free limited waiting parking spaces. 4. Recommendation 4.1 It is recommended that Members:
a) Note the content of this report
b) Agree to the amendments as a result of the informal consultation exercise.

c) Agree that the Traffic Regulation Order for the revised proposal, as shown in Appendix F, be advertised.

Public Consultation Where is the work intended to take place?
High Street and King Street, Deal
Why do we want to carry out this work?
Problems have been reported by Stagecoach buses and the emergency services, in particular fire appliances, regarding the junction of High Street and King Street, Deal. In order to successfully and safely negotiate this junction, large vehicles need to make use of the whole width of the carriageway when turning into and out of King Street. However, parking in the vicinity of this junction often means that these vehicles experience difficulty in turning. In order to keep this junction free of parked and loading/unloading vehicles, it is proposed to introduce a section of loading restrictions during the peak shopping hours. What does this scheme involve?
This scheme (as shown on the drawing overleaf) would involve:
• The introduction loading restrictions in a section of the High Street and King Street.
• The loading restrictions would apply Monday – Saturday, 10am – 4pm.
• A large number of disabled badge holders park in the vicinity. To address this issue, the existing parking bay outside no. 92a – 86 High Street would become a parking bay for disabled badge holders only Monday – Saturday, 10am – 4pm.
